Nepal Flood Rescue: Mud-Choked Hydropower Tunnels Become Race Against Time
Hundreds of workers remain unaccounted for after Himalayan floods; Indian and Chinese experts join Nepal’s search teams
Nepal’s flood disaster has left 933 hydropower workers unaccounted for, with many feared trapped underground as rescuers battle mud, rock and collapsed tunnels.
KATHMANDU: Deep beneath Nepal’s flood-ravaged mountains, rescuers are fighting to reopen tunnels that have become sealed chambers of mud and rock.
The operation has taken on fresh urgency as hundreds of hydropower workers remain unaccounted for nearly a week after the devastating August 26 floods.
The country’s disaster authorities have identified 933 workers and employees associated with hydropower projects who have been out of contact.
Many are believed to be inside underground structures at sites in Rasuwa and Nuwakot, two of the areas hardest hit by the Himalayan disaster.
The search has already produced some breakthroughs.
Rescuers have brought 279 people out of hydropower tunnels, including 254 from the Upper Trishuli-1 project and 18 from Langtang Khola.
But the fate of many others remains unknown.
At Upper Trishuli-1, one of Nepal’s major hydropower projects under construction, hundreds of workers are still unaccounted for.
Other affected installations include Upper Trishuli-3B, Rasuwagadhi, Upper Trishuli-3A and Langtang Khola, along with several smaller facilities.
The geography of the disaster has turned what would normally be a difficult rescue into an exceptionally dangerous engineering operation.
The flood carried enormous quantities of earth, boulders and debris through the Bhotekoshi and Trishuli river valleys, burying access points and damaging underground passages.
At several locations, rescuers cannot simply walk into the tunnels.
Heavy machinery is being used to carve pathways through the accumulated debris, while engineers are working to determine how to enter buried sections without triggering further collapses.
The Nepal Army has resorted to controlled blasting at some sites to widen access points.
Excavators and searchlights are being used during night operations, while specialised teams work through narrow openings created in the debris.
At the Upper Trishuli-3A project, rescue personnel have been making particularly intensive efforts to reach sections of the buried tunnel.
The operation has also become an international effort.
Technical teams from India and China are assisting Nepal with the difficult tunnel searches, bringing expertise that could prove crucial in reaching sections inaccessible to conventional rescue crews.
There is little room for delay. The longer the tunnels remain inaccessible, the greater the uncertainty over the condition of anyone still inside.
Rescue officials are also having to work around unstable terrain, water, mud and the possibility of additional landslides or flooding.
The hydropower sites have become one of the most difficult fronts in a disaster that has already overwhelmed large parts of Nepal.
The August 26 deluge swept through Himalayan valleys after a glacier-related event near the Nepal-Tibet border, sending water, ice, rock and sediment downstream and destroying roads, bridges, homes and infrastructure.
Nepal’s overall disaster toll has meanwhile risen sharply. Authorities reported 903 deaths and 4,247 people missing on Monday.
In neighbouring Tibet, Chinese authorities reported another 16 deaths and 546 missing.
The scale of the humanitarian crisis is much larger than the hydropower sites alone.
Hundreds of bodies have been recovered from flood-hit areas, while damaged roads and bridges have complicated efforts to reach isolated communities and verify reports of missing people.
Prime Minister Balendra Shah has described the catastrophe as unprecedented and devastating, while Nepal continues to seek assistance in dealing with the enormous rescue and recovery challenge.
For the teams underground, however, the immediate objective is considerably narrower: reach the buried workers.
Every tunnel entrance cleared, every metre of debris removed and every opening drilled into the underground network could determine whether rescuers find survivors or another grim confirmation of the disaster’s toll.

काठमांडू: नेपाल की पहाड़ियों के नीचे बनी जलविद्युत सुरंगें अब जिंदगी और मौत के बीच जंग का केंद्र बन गई हैं।
26 अगस्त की विनाशकारी बाढ़ के करीब एक सप्ताह बाद भी बड़ी संख्या में कामगारों का पता नहीं चल पाया है।
बचाव दल कीचड़, चट्टानों और धंसे हुए रास्तों को हटाकर उन सुरंगों तक पहुंचने की कोशिश कर रहे हैं, जहां लोगों के फंसे होने की आशंका है।
नेपाल की आपदा प्रबंधन एजेंसी के मुताबिक, बाढ़ से प्रभावित जलविद्युत परियोजनाओं से जुड़े 933 कामगार और कर्मचारी अब तक संपर्क से बाहर हैं।
इनमें बड़ी संख्या में ऐसे लोग हैं जिनके परियोजनाओं की भूमिगत सुरंगों में फंसे होने की आशंका जताई जा रही है। सबसे ज्यादा प्रभावित क्षेत्रों में रसुवा और नुवाकोट शामिल हैं।
बचाव अभियान के दौरान कुछ कामगारों को सुरक्षित निकालने में सफलता भी मिली है। विभिन्न जलविद्युत परियोजनाओं की सुरंगों से अब तक 279 लोगों को बाहर निकाला जा चुका है।
इनमें अकेले अपर त्रिशूली-1 से 254 और लांगटांग खोला परियोजना से 18 लोग शामिल हैं। हालांकि, बड़ी संख्या में अन्य लोगों के बारे में अभी कोई जानकारी नहीं मिल सकी है।
अपर त्रिशूली-1 परियोजना सबसे ज्यादा प्रभावित स्थलों में शामिल है।
इसके अलावा अपर त्रिशूली-3B, रसुवागढ़ी, अपर त्रिशूली-3A और लांगटांग खोला समेत कई अन्य परियोजनाओं में भी कर्मचारी लापता हैं।
बचाव दलों के सामने सबसे बड़ी समस्या केवल लोगों का पता लगाना नहीं, बल्कि उन तक पहुंचने का रास्ता बनाना है।
बाढ़ का पानी अपने साथ भारी मात्रा में मिट्टी, बड़े पत्थर और चट्टानी मलबा बहाकर लाया था।
इसने नदी घाटियों में स्थित परियोजनाओं के प्रवेश मार्गों को ढक दिया और कई भूमिगत हिस्सों को भी क्षतिग्रस्त कर दिया।
कई स्थानों पर सुरंगों में सीधे प्रवेश संभव नहीं है। बचाव दल भारी मशीनों से मलबा हटाकर रास्ता बनाने में जुटे हैं।
इंजीनियर यह भी सुनिश्चित करने की कोशिश कर रहे हैं कि खुदाई के दौरान कमजोर हो चुकी सुरंगों का कोई और हिस्सा अचानक न धंस जाए।
नेपाल की सेना ने कुछ स्थानों पर नियंत्रित विस्फोटों की मदद से सुरंगों के रास्ते को चौड़ा करने की कोशिश की है।
रात में भी खुदाई का काम जारी है और शक्तिशाली लाइटों के सहारे मलबे को हटाया जा रहा है।
अपर त्रिशूली-3A परियोजना तक पहुंच बनाने के लिए विशेष अभियान चलाया जा रहा है।
इस जटिल अभियान में नेपाल को पड़ोसी देशों से भी तकनीकी सहायता मिल रही है। भारत और चीन के विशेषज्ञ नेपाली बचाव दलों के साथ मिलकर सुरंगों के भीतर पहुंच बनाने और फंसे लोगों का पता लगाने में मदद कर रहे हैं।
समय इस अभियान का सबसे बड़ा दबाव है। सुरंगों के लंबे समय तक बंद रहने से अंदर फंसे लोगों की स्थिति को लेकर चिंता बढ़ती जा रही है।
दूसरी ओर, अस्थिर पहाड़ियां, पानी, कीचड़ और भूस्खलन का खतरा बचाव दलों के लिए लगातार जोखिम पैदा कर रहा है।
जलविद्युत परियोजनाओं में जारी यह अभियान नेपाल की व्यापक त्रासदी का केवल एक हिस्सा है।
26 अगस्त को नेपाल-तिब्बत सीमा के पास ग्लेशियर से जुड़ी घटना के बाद पानी, बर्फ, चट्टान और मलबे का विशाल प्रवाह पहाड़ी इलाकों की ओर बढ़ा और रास्ते में घरों, पुलों, सड़कों तथा अन्य बुनियादी ढांचे को भारी नुकसान पहुंचाया।
नेपाल में आपदा से मरने वालों की संख्या सोमवार तक 903 पहुंच गई, जबकि 4,247 लोग अब भी लापता हैं।
सीमा पार तिब्बत में भी 16 लोगों की मौत और 546 लोगों के लापता होने की सूचना दी गई है।
दुर्घटना का असर जलविद्युत परियोजनाओं से कहीं व्यापक है।
कई इलाकों में शव बरामद किए जा रहे हैं, जबकि सड़क और पुल नष्ट होने के कारण दूरदराज के क्षेत्रों तक पहुंच बनाना मुश्किल हो गया है।
इससे लापता लोगों की सही स्थिति का पता लगाने में भी देरी हो रही है।
प्रधानमंत्री बालेंद्र शाह ने इस आपदा को अभूतपूर्व और विनाशकारी बताया है।
नेपाल के सामने अब एक साथ राहत, बचाव, पुनर्वास और बुनियादी ढांचे को दोबारा खड़ा करने की बड़ी चुनौती है।
लेकिन सुरंगों के भीतर फंसे लोगों के लिए फिलहाल सबसे अहम सवाल सिर्फ एक है—बचाव दल उन तक कितनी जल्दी पहुंच सकते हैं।
मलबे की हर हटाई गई परत और बनाया गया हर नया रास्ता किसी जिंदगी तक पहुंचने की उम्मीद बढ़ा सकते हैं।
