KATHMANDU: Nepal is seeking to turn the devastation caused by last week’s deadly Himalayan floods into a wider international campaign on climate responsibility, with the government preparing to demand compensation for losses it says are linked to a warming planet.
The initiative reflects a change in the way Kathmandu wants the world to view disasters affecting the Himalayan nation.
Instead of treating international assistance simply as emergency relief, Nepal’s leadership is increasingly presenting climate-related losses as an issue of responsibility, accountability and financial redress.
Foreign Minister Shisir Khanal has emerged as the principal voice behind that diplomatic effort.
In an interview with Kantipur TV, he argued that countries with very high greenhouse gas emissions should bear responsibility for helping vulnerable nations cope with the consequences of climate change.
His comments were subsequently reported by The Kathmandu Post.
Khanal specifically pointed to China, the United States and India, identifying them as the world’s three largest greenhouse gas emitters.
He said Nepal believes their historical contribution to global emissions gives them a responsibility towards countries that face severe climate impacts despite making only a small contribution to the problem.
The Foreign Minister said Nepal’s Ministry of Finance has already sent a formal climate-compensation claim to international partners.
He did not clarify whether separate communications had been addressed directly to China, the US and India.
The government is pursuing a related but distinct avenue through the international climate-finance system.
Nepal has formally sought urgent assistance from the Fund for Responding to Loss and Damage following the August 26 Bhotekoshi disaster.
The request is intended to help a country whose resources are under severe pressure from the scale of destruction and the continuing rescue and recovery operation.
That distinction could become important in the months ahead.
The Loss and Damage Fund is a multilateral financing mechanism, whereas the broader compensation campaign being outlined by Khanal is a diplomatic argument aimed at establishing greater responsibility among major emitters.
Nepal’s case has gained urgency from the sheer scale of the disaster. The August 26 event devastated communities along the Bhotekoshi-Trishuli river system and caused extensive disruption to infrastructure and livelihoods.
The country’s authorities have described the Himalayan environment as increasingly vulnerable to extreme events, while rescue and recovery work continues.
Prime Minister Balendra Shah has also sought to connect the disaster with the wider climate debate.
Addressing lawmakers, he said Nepal needed to make the international community more aware of the escalating risks confronting the Himalayan region and argued that responding to the consequences of climate change requires international cooperation.
The Prime Minister’s position comes as pressure grows within his government and the Rastriya Swatantra Party for him to attend the United Nations General Assembly in New York.
Supporters of such a move want Nepal to use the high-profile gathering to seek international backing for recovery as well as to put its climate concerns before world leaders.
The proposed UN agenda is broader than compensation alone.
Kathmandu wants assistance for rebuilding flood-hit communities and restoring damaged infrastructure, while also seeking greater international attention to the protection of the Himalayan ecosystem.
For Nepal, the argument extends beyond the immediate disaster.
Its leaders have repeatedly stressed that changes in the Himalayan cryosphere can have consequences far beyond the country’s borders because mountain systems feed rivers on which large populations across South Asia depend.
Khanal has therefore indicated that Nepal intends to keep the issue alive at international meetings rather than limit the campaign to the aftermath of the current disaster.
He has portrayed the protection of the Himalayas and the survival of communities exposed to climate hazards as issues requiring sustained global attention.
India, meanwhile, has yet to issue a response to Khanal’s latest assertions.
The absence of an immediate reaction leaves open how the three countries named by Nepal will respond to the emerging compensation campaign.
The episode could add a new dimension to Nepal’s foreign policy.
Kathmandu is attempting to move the discussion from emergency assistance after individual disasters towards a larger question: who should help finance the growing losses faced by countries that are highly exposed to climate change but contribute relatively little to global emissions.

काठमांडू: हिमालयी क्षेत्र में आई विनाशकारी बाढ़ के बाद नेपाल ने अपनी अंतरराष्ट्रीय रणनीति को नया रूप देना शुरू कर दिया है।
काठमांडू अब आपदा के बाद मिलने वाली सहायता तक सीमित रहने के बजाय जलवायु परिवर्तन से हुए नुकसान की भरपाई और अंतरराष्ट्रीय जिम्मेदारी का मुद्दा वैश्विक मंचों पर उठाने की तैयारी कर रहा है।
नेपाल के विदेश मंत्री शिशिर खनाल इस अभियान को आगे बढ़ाने वाले प्रमुख नेताओं में शामिल हैं।
कांतीपुर टीवी से बातचीत में उन्होंने जलवायु संकट से सबसे अधिक प्रभावित देशों के लिए बड़े ग्रीनहाउस गैस उत्सर्जक देशों की जिम्मेदारी का मुद्दा उठाया।
उनके साक्षात्कार के अंशों को द काठमांडू पोस्ट ने प्रकाशित किया।
खनाल ने चीन, अमेरिका और भारत का नाम लेते हुए कहा कि ये दुनिया के सबसे बड़े ग्रीनहाउस गैस उत्सर्जकों में शामिल हैं।

हालांकि उन्होंने यह स्पष्ट नहीं किया कि चीन, अमेरिका और भारत में से प्रत्येक देश को अलग-अलग पत्र भेजे गए हैं या नहीं।
नेपाल की सरकार इसके साथ ही एक अलग अंतरराष्ट्रीय वित्तीय व्यवस्था का सहारा भी ले रही है।

दोनों प्रयासों में अंतर भी है। एक ओर Loss and Damage Fund से सहायता हासिल करने की कोशिश है, जबकि दूसरी ओर नेपाल बड़े उत्सर्जक देशों की ऐतिहासिक जिम्मेदारी का हवाला देकर व्यापक जलवायु मुआवजे की मांग को कूटनीतिक मुद्दा बना रहा है।
इस अभियान की पृष्ठभूमि में 26 अगस्त की वह आपदा है, जिसने भोटेकोशी-त्रिशूली नदी तंत्र के आसपास बड़े पैमाने पर तबाही मचाई।
कई इलाकों में जनजीवन, परिवहन और बुनियादी ढांचे को नुकसान पहुंचा है।

उन्होंने संसद में कहा कि नेपाल को यह सवाल वैश्विक स्तर पर उठाना होगा कि हिमालयी क्षेत्र में इस तरह की घटनाओं का खतरा क्यों बढ़ रहा है।
इसी बीच प्रधानमंत्री शाह को संयुक्त राष्ट्र महासभा में नेपाल का प्रतिनिधित्व करने के लिए राजनीतिक दबाव का सामना करना पड़ रहा है।
सरकार और उनकी पार्टी राष्ट्रीय स्वतंत्र पार्टी के भीतर से आवाजें उठ रही हैं कि उन्हें न्यूयॉर्क जाकर दुनिया के सामने नेपाल की स्थिति रखनी चाहिए।
UNGA के लिए प्रस्तावित नेपाल का एजेंडा केवल आर्थिक मुआवजे तक सीमित नहीं है।
सरकार बाढ़ प्रभावित क्षेत्रों के पुनर्वास और पुनर्निर्माण के लिए अंतरराष्ट्रीय सहयोग चाहती है।
साथ ही वह हिमालयी पारिस्थितिकी तंत्र को बचाने के लिए वैश्विक स्तर पर ठोस कदम उठाने की मांग भी करना चाहती है।
नेपाल के लिए हिमालय का सवाल केवल राष्ट्रीय सीमा के भीतर का पर्यावरणीय मुद्दा नहीं है। वहां के ग्लेशियर और पर्वतीय जलस्रोत दक्षिण एशिया की बड़ी आबादी के लिए महत्वपूर्ण हैं।
इसलिए काठमांडू का तर्क है कि हिमालय में बढ़ते जलवायु जोखिमों का असर आने वाले समय में पूरे क्षेत्र की जल और पर्यावरणीय सुरक्षा पर पड़ सकता है।
विदेश मंत्री खनाल ने संकेत दिया है कि नेपाल इस मुद्दे को किसी एक आपदा तक सीमित नहीं रखेगा।
आने वाले अंतरराष्ट्रीय सम्मेलनों में जलवायु नुकसान, हिमालय की सुरक्षा और प्रभावित देशों के अधिकारों को लगातार उठाने की उसकी योजना है।
इस बीच भारत की ओर से खनाल के ताजा बयानों पर अभी सार्वजनिक प्रतिक्रिया नहीं आई है। चीन और अमेरिका की संभावित प्रतिक्रिया भी इस नई कूटनीतिक पहल की दिशा तय करने में महत्वपूर्ण हो सकती है।
नेपाल की यह रणनीति वैश्विक जलवायु राजनीति में एक व्यापक बहस को जन्म दे सकती है।
काठमांडू अब यह सवाल सामने रखना चाहता है कि जिन देशों पर जलवायु परिवर्तन का असर सबसे ज्यादा पड़ रहा है, लेकिन जिनका वैश्विक उत्सर्जन में योगदान बहुत कम है, उनके बढ़ते नुकसान की आर्थिक जिम्मेदारी कौन उठाएगा।
