Maharashtra Anti-Conversion Law: Churches Begin Voluntary Attendance Forms
As Maharashtra prepares to enforce its tougher anti-conversion law from August 28, several Christian congregations in the Mumbai Metropolitan Region have begun asking worshippers to formally declare that they are attending prayer gatherings voluntarily.

With Maharashtra’s strengthened anti-conversion legislation set to take effect on August 28, a new practice has quietly begun appearing at Christian prayer gatherings across parts of the Mumbai Metropolitan Region: worshippers are being asked to document, in writing, that they have come voluntarily.

The forms, now reportedly being circulated among congregations in areas including Vasai-Virar, Mira-Bhayandar, Mumbai, Palghar and Thane, are intended to create a written record that attendance at prayer meetings is a matter of individual choice.

According to the declarations, worshippers state that they are attending the gathering without coercion, inducement, threats, temptation or any other form of pressure.

They are also asked to affirm that their decision to participate in church or prayer meetings is personal and independent.

The forms reportedly require a passport-size photograph along with identification details such as an Aadhaar or PAN number.

For congregations accustomed to keeping their doors open to anyone wishing to participate in worship, the introduction of such paperwork represents a significant change.

The move has emerged after several disruptions at Christian prayer meetings during recent months, particularly on Sundays.

Sources familiar with the development said the forms are being distributed in English, Hindi and Marathi.

Their circulation follows a series of incidents between April and July in which prayer gatherings were interrupted, and police complaints were filed.

A total of nine FIRs were reportedly registered in connection with five disruptions during that period.

In many of these cases, prayer meetings were being held in temporary or non-traditional places of worship, including rented halls, schools, banquet facilities and private homes.

According to accounts of the incidents, groups identifying themselves as members or supporters of Bajrang Dal or the Vishwa Hindu Parishad objected to the gatherings, alleging that attempts were being made to convert Hindus.

Police were subsequently called to the locations, after which organisers, worshippers and members of the opposing groups were taken to police stations.

Some of the confrontations eventually resulted in criminal cases.

Of the nine FIRs connected to the five incidents, seven were registered against prayer organisers or worshippers, while two were filed against Bajrang Dal members.

The growing use of self-declaration forms reflects the uncertainty among some Christian groups as Maharashtra prepares to implement a law that imposes tougher legal provisions concerning religious conversion by force or other prohibited means.

For worshippers, the immediate impact is already visible at the entrance to some prayer meetings.

Where participation was previously based simply on an individual’s decision to walk in, some congregations are now asking attendees to formally record that the decision is their own.

The August 28 rollout of the new law is expected to place greater attention on religious gatherings and allegations of conversion, particularly in areas where disputes have already led to police intervention.

 28 अगस्त से कड़े प्रावधानों वाला महाराष्ट्र का नया धर्मांतरण कानून लागू होने जा रहा है। इससे पहले मुंबई महानगर क्षेत्र के कई ईसाई प्रार्थना समूहों ने उपासकों से लिखित घोषणा लेने की शुरुआत कर दी है कि वे अपनी इच्छा से प्रार्थना सभाओं में शामिल हो रहे हैं।

महाराष्ट्र में धर्मांतरण से जुड़े नए और अधिक कड़े कानूनी प्रावधान 28 अगस्त से लागू होने जा रहे हैं, लेकिन इसका असर कानून के औपचारिक रूप से प्रभावी होने से पहले ही कुछ ईसाई प्रार्थना समूहों में दिखाई देने लगा है।

मुंबई महानगर क्षेत्र के कई इलाकों में अब प्रार्थना सभाओं में आने वाले लोगों से एक लिखित घोषणा पत्र भरने के लिए कहा जा रहा है।

इस घोषणा का उद्देश्य यह दर्ज करना है कि व्यक्ति अपनी इच्छा से धार्मिक सभा में शामिल हुआ है और उस पर किसी प्रकार का दबाव नहीं डाला गया है।

सूत्रों के अनुसार, ऐसे फॉर्म मुंबई, मीरा-भायंदर, वसई-विरार, पालघर और ठाणे सहित कई क्षेत्रों में अलग-अलग ईसाई समुदायों के बीच प्रसारित किए जा रहे हैं।

ये फॉर्म अंग्रेजी, हिंदी और मराठी में उपलब्ध कराए जा रहे हैं।

घोषणा पत्र में उपस्थित व्यक्ति को यह लिखकर देना होता है कि वह प्रार्थना सभा में अपनी स्वतंत्र इच्छा से आया है और उसे किसी व्यक्ति या समूह ने दबाव, प्रलोभन, लालच, धमकी या अन्य किसी माध्यम से प्रभावित नहीं किया है।

फॉर्म में यह भी दर्ज कराया जाता है कि चर्च या प्रार्थना सभा में शामिल होने का निर्णय पूरी तरह व्यक्तिगत, स्वैच्छिक और स्वतंत्र है।

कथित तौर पर, घोषणा पत्र के साथ पासपोर्ट आकार की तस्वीर तथा आधार या पैन से संबंधित पहचान विवरण भी मांगे जा रहे हैं।

यह प्रक्रिया उन प्रार्थना सभाओं के लिए एक बड़ा बदलाव है, जहां पहले आम तौर पर किसी व्यक्ति के प्रवेश के लिए औपचारिक कागजी कार्रवाई की आवश्यकता नहीं होती थी।

प्रार्थना समूहों द्वारा यह सावधानी ऐसे समय अपनाई जा रही है जब पिछले पांच महीनों के दौरान रविवार को आयोजित कई सभाओं में विवाद और पुलिस हस्तक्षेप की घटनाएं सामने आई हैं।

अप्रैल से जुलाई के बीच पांच प्रार्थना सभाओं में हुई बाधाओं और विवादों से जुड़े कुल नौ FIR दर्ज होने की जानकारी सामने आई है।

इनमें से कई प्रार्थना सभाएं स्थायी चर्च भवनों के बजाय किराए के हॉल, स्कूल, बैंक्वेट हॉल या निजी घरों में आयोजित की गई थीं।

घटनाओं के दौरान कुछ लोगों ने स्वयं को बजरंग दल या विश्व हिंदू परिषद से जुड़ा बताते हुए प्रार्थना सभाओं पर आपत्ति जताई। उनका आरोप था कि हिंदुओं का धर्मांतरण कराने की कोशिश की जा रही है।

विवाद बढ़ने पर पुलिस को बुलाया गया और कई मामलों में प्रार्थना सभा के आयोजकों, उपासकों तथा आपत्ति जताने वाले लोगों को थाने ले जाया गया। इसके बाद कुछ घटनाओं में आपराधिक मामले भी दर्ज हुए।

उपलब्ध जानकारी के अनुसार, पांच घटनाओं से जुड़ी नौ FIR में से सात प्रार्थना सभाओं के आयोजकों या वहां मौजूद लोगों के खिलाफ दर्ज की गईं, जबकि दो FIR बजरंग दल के सदस्यों के खिलाफ थीं।

नए कानून के लागू होने से पहले शुरू हुई यह व्यवस्था बताती है कि कुछ ईसाई प्रार्थना समूह भविष्य में किसी भी आरोप की स्थिति में यह दिखाने के लिए दस्तावेजी प्रमाण तैयार रखना चाहते हैं कि प्रार्थना सभा में शामिल होने का निर्णय पूरी तरह व्यक्ति की स्वतंत्र इच्छा पर आधारित था।

28 अगस्त से कानून लागू होने के बाद धार्मिक सभाओं और कथित धर्मांतरण से जुड़े आरोपों पर प्रशासनिक और कानूनी निगरानी बढ़ने की संभावना है।

फिलहाल, मुंबई महानगर क्षेत्र के कुछ प्रार्थना समूहों में बदलाव की शुरुआत दरवाजे पर हो चुकी है—जहां पहले केवल प्रार्थना में शामिल होने की इच्छा पर्याप्त थी, वहां अब कुछ स्थानों पर स्वैच्छिक उपस्थिति को लिखित रूप में दर्ज कराया जा रहा है।
