‘No Dialogue With Pakistan Except on PoK’: Rajnath Singh Delivers Strong Message on Kargil Vijay Diwas
Dras, Ladakh: Using the solemn occasion of Kargil Vijay Diwas to send a firm message across the border, Defence Minister Rajnath Singh on Sunday ruled out any immediate engagement with Pakistan, asserting that New Delhi has no plans to resume bilateral dialogue.
He maintained that if discussions ever take place, they would be confined exclusively to Pakistan-Occupied Kashmir (PoK), which India considers an integral part of its sovereign territory under illegal Pakistani occupation.
Addressing soldiers, veterans and families of martyrs at the Kargil War Memorial in Dras, Singh said India’s position on Pakistan remains unambiguous.
According to him, there is no proposal for talks with Islamabad, and any future interaction would revolve solely around the issue of PoK.
His remarks came as the nation commemorated the 27th anniversary of India’s victory in the 1999 Kargil conflict.
Recalling the sacrifices made by the armed forces during the war, the Defence Minister said the courage displayed by Indian soldiers compelled Pakistani troops to retreat from the strategically important mountain peaks they had occupied.
He cautioned Pakistan against repeating any such military adventurism, warning that India is fully prepared to respond with decisive force if provoked again.
Referring to Operation Sindoor, launched after the Pahalgam terror attack, Singh said India had already demonstrated its resolve by striking terrorist infrastructure located in Pakistan and Pakistan-Occupied Kashmir.
He declared that any attempt to challenge India’s sovereignty or territorial integrity would invite a swift, powerful and well-calibrated response similar to the one witnessed during that operation.
Launching a sharp attack on Islamabad, Singh accused Pakistan of institutionalising terrorism as an instrument of state policy.
He contrasted India’s development trajectory with that of its neighbour, saying while India is emerging as a global hub of technology, innovation and economic growth, Pakistan continues to encourage extremism, radicalisation and cross-border infiltration.
Drawing a series of comparisons, the Defence Minister said India is contributing software solutions to the world, whereas Pakistan is allegedly exporting terrorist sleeper cells.
He remarked that India is investing in data centres while Pakistan is nurturing centres of radicalisation.
According to him, India has connected millions through the Unified Payments Interface (UPI), whereas Pakistan has relied on illegal hawala networks to sustain terrorism.
He further said India is building a vibrant start-up ecosystem, manufacturing semiconductors and achieving milestones in space exploration, while Pakistan remains preoccupied with promoting terror networks, training suicide bombers and sponsoring proxy warfare.
Emphasising a shift in India’s security doctrine, Singh said the government no longer differentiates between terrorists and those who provide them political, financial or institutional support.
He alleged that Pakistan’s military establishment has erased the distinction between the armed forces and terrorist organisations by actively protecting and collaborating with militant groups.
Elaborating on India’s policy, the Defence Minister said the message delivered during Operation Sindoor was unequivocal—that governments sheltering terrorism would be viewed with the same seriousness as the terrorist organisations themselves.
He asserted that countries fostering cross-border terrorism cannot escape accountability merely by distancing themselves from the actions of militant outfits.
Concluding his address, Singh paid homage to the soldiers who laid down their lives during the Kargil War, describing their sacrifice as the foundation of India’s victory.
He said Kargil represented far more than a military triumph; it also reflected India’s diplomatic strength and stood as a lasting symbol of the bravery, determination and selfless devotion displayed by the nation’s armed forces.

द्रास (लद्दाख): कारगिल विजय दिवस के अवसर पर पाकिस्तान को स्पष्ट और कड़ा संदेश देते हुए रक्षा मंत्री राजनाथ सिंह ने रविवार को कहा कि भारत की ओर से इस समय पाकिस्तान के साथ किसी भी प्रकार की बातचीत का कोई प्रस्ताव नहीं है।
उन्होंने दोटूक शब्दों में कहा कि यदि भविष्य में कभी वार्ता होती भी है तो उसका एकमात्र विषय पाकिस्तान के अवैध कब्जे वाला कश्मीर (पीओके) होगा, क्योंकि वह भारत का अभिन्न अंग है।
कारगिल युद्ध स्मारक पर आयोजित समारोह में सैनिकों, युद्ध वीरों और शहीदों के परिजनों को संबोधित करते हुए रक्षा मंत्री ने कहा कि पाकिस्तान के प्रति भारत की नीति पूरी तरह स्पष्ट है।
उन्होंने कहा कि नई दिल्ली इस समय किसी प्रकार की द्विपक्षीय वार्ता की इच्छुक नहीं है और यदि भविष्य में बातचीत की कोई संभावना बनती है तो वह केवल पीओके के मुद्दे तक सीमित रहेगी।
उनके ये बयान ऐसे समय आए जब देश 1999 के कारगिल युद्ध में मिली ऐतिहासिक विजय की 27वीं वर्षगांठ मना रहा है।
कारगिल संघर्ष की स्मृतियों को याद करते हुए राजनाथ सिंह ने कहा कि भारतीय सेना के अदम्य साहस, रणनीतिक कौशल और बलिदान ने पाकिस्तान को उन ऊंची चोटियों से पीछे हटने पर मजबूर कर दिया था, जिन पर उसने अवैध कब्जा कर लिया था।
उन्होंने पाकिस्तान को चेतावनी देते हुए कहा कि भविष्य में यदि उसने किसी भी प्रकार का दुस्साहस करने का प्रयास किया तो भारत पहले की तरह ही दृढ़ता और पूरी सामरिक क्षमता के साथ उसका जवाब देगा।
ऑपरेशन सिंदूर का उल्लेख करते हुए रक्षा मंत्री ने कहा कि पहलगाम आतंकी हमले के बाद भारत ने पाकिस्तान और पाकिस्तान अधिकृत कश्मीर में स्थित आतंकवादी ठिकानों पर सटीक कार्रवाई करके अपनी मंशा स्पष्ट कर दी थी।
उन्होंने कहा कि भारत की संप्रभुता और अखंडता को चुनौती देने वाले हर षड्यंत्र का भविष्य भी वही होगा जो ऐसे आतंकी ढांचों का हुआ।
पाकिस्तान पर तीखा हमला बोलते हुए राजनाथ सिंह ने आरोप लगाया कि वहां आतंकवाद अब सरकारी नीति का हिस्सा बन चुका है।
उन्होंने कहा कि जहां भारत नवाचार, विज्ञान और आधुनिक तकनीक के बल पर दुनिया में अपनी पहचान मजबूत कर रहा है, वहीं पाकिस्तान आज भी आतंकवाद, कट्टरपंथ और सीमा पार घुसपैठ को बढ़ावा देने में लगा हुआ है।
भारत और पाकिस्तान के विकास मॉडल की तुलना करते हुए रक्षा मंत्री ने कहा कि भारत पूरी दुनिया को सॉफ्टवेयर उपलब्ध करा रहा है, जबकि पाकिस्तान कथित तौर पर आतंकवादी स्लीपर सेल तैयार कर रहा है।
उन्होंने कहा कि भारत डेटा सेंटर बना रहा है, जबकि पाकिस्तान कट्टरपंथ के केंद्र विकसित कर रहा है। भारत यूनिफाइड पेमेंट्स इंटरफेस (यूपीआई) के माध्यम से दुनिया को जोड़ रहा है, जबकि पाकिस्तान हवाला नेटवर्क के जरिए आतंकवाद को बढ़ावा देता है।
उन्होंने आगे कहा कि भारत स्टार्टअप इकोसिस्टम तैयार कर रहा है, सेमीकंडक्टर का निर्माण कर रहा है और अंतरिक्ष विज्ञान में नई उपलब्धियां हासिल कर रहा है, जबकि पाकिस्तान आतंकवादी ढांचे, आत्मघाती हमलावरों और प्रॉक्सी युद्ध की संस्कृति को आगे बढ़ाने में व्यस्त है।
भारत की आतंकवाद विरोधी नीति का उल्लेख करते हुए राजनाथ सिंह ने कहा कि अब सरकार आतंकवादियों और उन्हें संरक्षण देने वाले तंत्र के बीच कोई अंतर नहीं करती।
उनका आरोप था कि पाकिस्तान में सेना और आतंकवादी संगठनों के बीच की सीमाएं लगभग समाप्त हो चुकी हैं तथा वहां का सैन्य प्रतिष्ठान आतंकी संगठनों को संरक्षण देने के साथ-साथ उनके साथ मिलकर काम भी करता है।
उन्होंने कहा कि ऑपरेशन सिंदूर के दौरान ही भारत ने स्पष्ट कर दिया था कि अब आतंकवाद को पालने-पोसने वाली सरकारों और आतंकवादी संगठनों को अलग-अलग नजरिए से नहीं देखा जाएगा।
उनके अनुसार जो देश आतंकवाद को संरक्षण देते हैं, उन्हें भी उसके परिणामों की समान जिम्मेदारी उठानी होगी।
अपने संबोधन के अंत में रक्षा मंत्री ने कारगिल युद्ध में सर्वोच्च बलिदान देने वाले वीर सैनिकों को श्रद्धांजलि अर्पित की।
उन्होंने कहा कि कारगिल केवल सैन्य विजय नहीं थी, बल्कि यह भारत की कूटनीतिक सफलता का भी प्रतीक बनी। उनके अनुसार यह युद्ध भारतीय सैनिकों के अदम्य साहस, अटूट संकल्प और सर्वोच्च बलिदान का ऐसा अध्याय है, जो आने वाली पीढ़ियों को सदैव प्रेरित करता रहेगा।
