Omar Abdullah Responds Cautiously as Pakistan Summons US Diplomat Over Kashmir Remarks
US Ambassador Sergio Gor describes Jammu and Kashmir as an important part of India and signals a possible review of American travel advisories; Pakistan strongly objects and calls in the senior US diplomat.
Srinagar/New Delhi: Jammu and Kashmir Chief Minister Omar Abdullah on Thursday kept his distance from a diplomatic dispute triggered by remarks made by US Ambassador Sergio Gor during his visit to the Union Territory, saying the matter was essentially between Pakistan and the United States.
Gor’s visit to Jammu and Kashmir had drawn attention after he described the region as an important part of India.
His comments prompted a sharp reaction from Islamabad, which summoned the top US diplomat in Pakistan and formally registered its objection.
Asked about Pakistan’s response, Omar Abdullah declined to be drawn into the controversy.
“This is between Pakistan and the US. Neither you nor I can do anything here,” the Chief Minister said.
The diplomatic row followed Gor’s first official visit to Jammu and Kashmir, during which he praised measures taken to improve security in the Union Territory and indicated that Washington could reconsider the travel warnings currently issued for the region.
The US envoy said the governments in New Delhi and Jammu and Kashmir had taken significant steps to make the area safer.
He added that the United States would examine whether its existing travel advisory should be downgraded.
Gor also spoke warmly about Jammu and Kashmir’s tourism potential, saying American visitors would enjoy travelling to the region and exploring its attractions.
During his stay in Srinagar, the envoy visited Pari Mahal and took a shikara ride on the Dal Lake. Sharing his experience on X, Gor described the visit as a wonderful opportunity to experience the beauty of the Kashmir Valley.
His description of Jammu and Kashmir as an important part of India, however, became the focal point of a diplomatic exchange with Pakistan.
Islamabad has long maintained its claim over Kashmir, while New Delhi has consistently rejected Pakistan’s position and asserted that Jammu and Kashmir is an integral and inalienable part of India.
India also maintains that Pakistan is in illegal occupation of a part of the former princely state, referred to by New Delhi as Pakistan-occupied Kashmir, or PoK.
Pakistan reacted strongly to the US envoy’s comments on Wednesday. Its Foreign Ministry said it had summoned the senior American diplomat and described Gor’s remarks as “irresponsible.”
According to the Pakistani statement, Islamabad conveyed its position that the issue of Jammu and Kashmir should be resolved in accordance with relevant United Nations Security Council resolutions and what it described as the aspirations of the Kashmiri people.
Pakistan also claimed that the US ambassador’s statement was inconsistent with Washington’s stated commitment to international law and the United Nations Charter.
India, however, has repeatedly maintained—both domestically and in international forums—that Jammu and Kashmir was, is and will remain an inseparable part of the country.
The latest episode has once again highlighted the sharply opposing positions of New Delhi and Islamabad on Jammu and Kashmir.
While the immediate diplomatic exchange has been between Pakistan and the United States, Omar Abdullah’s restrained response reflected his decision not to enter a dispute involving two foreign governments.
At the same time, Gor’s indication that Washington may reassess its travel advisory for Jammu and Kashmir could have a separate significance for the Union Territory, particularly for its tourism sector.
Any formal change in the US travel guidance would, however, depend on a future assessment by American authorities.

श्रीनगर/नई दिल्ली: जम्मू-कश्मीर पर अमेरिकी राजदूत सर्जियो गोर की टिप्पणी के बाद शुरू हुए कूटनीतिक विवाद पर मुख्यमंत्री उमर अब्दुल्ला ने गुरुवार को सावधानीपूर्ण प्रतिक्रिया दी।
उन्होंने पाकिस्तान द्वारा अमेरिकी राजनयिक को तलब किए जाने के मुद्दे पर खुद को अलग रखते हुए कहा कि यह मामला अमेरिका और पाकिस्तान के बीच का है।
उमर अब्दुल्ला की प्रतिक्रिया उस समय आई जब पाकिस्तान ने अमेरिकी राजदूत सर्जियो गोर के जम्मू-कश्मीर संबंधी बयान पर आपत्ति जताते हुए इस्लामाबाद में शीर्ष अमेरिकी राजनयिक को तलब किया।

इसी आधार पर अमेरिका यह विचार करेगा कि जम्मू-कश्मीर को लेकर जारी यात्रा चेतावनी के स्तर में बदलाव किया जाना चाहिए या नहीं।
गोर ने जम्मू-कश्मीर की प्राकृतिक सुंदरता की भी सराहना की और कहा कि अमेरिकी पर्यटकों को यहां आकर विभिन्न क्षेत्रों को देखने में आनंद आएगा।
श्रीनगर प्रवास के दौरान अमेरिकी राजदूत ने परी महल का दौरा किया और प्रसिद्ध डल झील में शिकारा यात्रा का भी आनंद लिया। सोशल मीडिया मंच X पर उन्होंने श्रीनगर की खूबसूरती और अपने अनुभव का उल्लेख किया।
लेकिन उनके जम्मू-कश्मीर संबंधी बयान ने पाकिस्तान को कड़ा विरोध दर्ज कराने के लिए प्रेरित किया।
पाकिस्तान लंबे समय से कश्मीर पर दावा करता रहा है, जबकि भारत ने उसके दावे को लगातार खारिज किया है। भारत का स्पष्ट और स्थायी रुख है कि जम्मू-कश्मीर देश का अभिन्न और अविभाज्य हिस्सा है।
भारत यह भी कहता है कि पूर्ववर्ती जम्मू-कश्मीर राज्य का एक हिस्सा पाकिस्तान के अवैध कब्जे में है, जिसे भारत पाकिस्तान अधिकृत कश्मीर या पीओके कहता है।
पाकिस्तान के विदेश मंत्रालय ने बुधवार को गोर के बयान की कड़ी आलोचना की और उसे गैर-जिम्मेदाराना करार दिया।
इस्लामाबाद ने अमेरिकी पक्ष के समक्ष अपनी आपत्ति दर्ज कराते हुए कहा कि जम्मू-कश्मीर के प्रश्न का समाधान उसके अनुसार संबंधित संयुक्त राष्ट्र सुरक्षा परिषद प्रस्तावों और कश्मीरी लोगों की आकांक्षाओं के अनुरूप होना चाहिए।
पाकिस्तान ने यह भी दावा किया कि अमेरिकी राजदूत की टिप्पणी अंतरराष्ट्रीय कानून और संयुक्त राष्ट्र चार्टर के प्रति अमेरिका की घोषित प्रतिबद्धता के विपरीत है।
भारत ने दूसरी ओर देश के भीतर और अंतरराष्ट्रीय मंचों पर लगातार यह स्पष्ट किया है कि जम्मू-कश्मीर भारत का अभिन्न हिस्सा था, है और हमेशा रहेगा।
इस पूरे घटनाक्रम ने एक बार फिर जम्मू-कश्मीर को लेकर भारत और पाकिस्तान के परस्पर विरोधी रुख को सामने ला दिया है।
हालांकि मौजूदा कूटनीतिक विवाद अमेरिका और पाकिस्तान के बीच केंद्रित है, लेकिन मुख्यमंत्री उमर अब्दुल्ला ने इस मुद्दे में सीधे प्रवेश करने से परहेज किया।
अमेरिकी यात्रा सलाह की संभावित समीक्षा का मुद्दा जम्मू-कश्मीर के लिए अलग महत्व रख सकता है, विशेषकर पर्यटन के लिहाज से। हालांकि यात्रा चेतावनी में किसी भी औपचारिक बदलाव का फैसला अमेरिका की आगे की समीक्षा और मूल्यांकन के बाद ही किया जाएगा।
