Prime Minister Narendra Modi has urged senior government officials to adopt a long-term vision, work across departmental boundaries and bring universities and young people closer to policymaking.
At a high-level meeting with Union government Secretaries, the Prime Minister called for long-range planning, stronger inter-ministerial coordination and greater engagement with universities and young Indians.
New Delhi: Prime Minister Narendra Modi has called on India’s senior bureaucracy to draw more heavily on the ideas of young people, break out of departmental isolation and approach governance with a vision extending well beyond immediate administrative concerns.
The message came during the Prime Minister’s third high-level interaction with Secretaries to the Government of India, held at his residence on Thursday.
The discussions focused on the future direction of ministries and departments connected with infrastructure and connectivity, governance, security and external affairs.
Rather than limiting official thinking to day-to-day issues and numerical assessments, Modi asked the country’s top bureaucrats to consider the larger trajectory of national development.
According to the official account of the meeting, he urged Secretaries to examine how their decisions and policies could help shape India in the years ahead.
A central concern raised by the Prime Minister was the tendency of government departments to operate in isolation.
Modi said this problem was not simply the result of administrative structures. In his view, it could also stem from the way officials approach their responsibilities.
He pointed out that such divisions could exist across departments as well as within different levels of an organisation.
The Prime Minister urged officials to move beyond narrow institutional boundaries and develop a stronger sense of ownership over their work.
Modi placed special emphasis on opening the doors of policymaking to fresh thinking.
He called for closer interaction between government institutions, universities and the country’s young population, saying that wider engagement could introduce perspectives that may not emerge from conventional bureaucratic processes.
The emphasis on youth comes amid a broader push by the Prime Minister to place young Indians at the centre of the government’s future-oriented agenda.
During his Independence Day address from the Red Fort on August 15, Modi repeatedly focused on the country’s youth and announced several initiatives aimed at education, skills and sporting potential.
These included free online coaching for candidates preparing for competitive examinations and an artificial intelligence skilling programme intended to equip young people for emerging opportunities.
The Prime Minister also announced a nationwide search for sporting talent among children between five and 15 years of age.
The selected youngsters are to be trained with the objective of helping them develop into athletes capable of competing at the highest international level.
In his meeting with the Secretaries, Modi also used past crises to underline the value of coordinated government action.
He referred to the collective functioning of institutions during the Covid-19 pandemic and the challenges arising from the war in West Asia.
According to the government statement, the Prime Minister said such cooperation should not appear only when the country faces an emergency.
Instead, effective coordination across different arms of government should become part of the normal administrative culture.
Modi also highlighted the strategic importance of data, describing it as a national resource with significant value for the future.
While the government spends considerable resources collecting, preserving and managing data, he noted that its usefulness can be reduced when information remains fragmented across separate departments and systems.
The Prime Minister’s observations pointed towards the need for greater integration, not only in policymaking but also in the use of information and government resources.
The meeting brought together three ideas that Modi has increasingly stressed in recent months: preparing India for the future, placing greater confidence in its young population and making the government machinery work in a more coordinated manner.
For the senior officials present, the message was that governance must extend beyond managing the present.
The challenge, according to the Prime Minister’s vision, is to build systems that can anticipate the needs of a changing India while drawing new ideas from the country’s universities and younger generations.

नई दिल्ली: प्रधानमंत्री नरेंद्र मोदी ने देश के शीर्ष नौकरशाहों के सामने सरकार के कामकाज को लेकर एक व्यापक दृष्टि रखी है।
उन्होंने अधिकारियों से कहा कि शासन का उद्देश्य केवल मौजूदा समस्याओं का समाधान और आंकड़ों का प्रबंधन नहीं होना चाहिए, बल्कि देश के भविष्य की दिशा तय करने वाली दूरगामी सोच भी प्रशासनिक व्यवस्था का हिस्सा बननी चाहिए।
प्रधानमंत्री ने गुरुवार को अपने आवास पर भारत सरकार के सचिवों के साथ तीसरी उच्चस्तरीय बैठक की अध्यक्षता की।
बैठक में बुनियादी ढांचे, कनेक्टिविटी, सुरक्षा, विदेश मामलों और शासन से जुड़े मंत्रालयों तथा विभागों के भविष्य के कार्य-एजेंडे पर विचार-विमर्श किया गया।
प्रधानमंत्री ने अधिकारियों को मौजूदा चुनौतियों से आगे देखने की सलाह दी।
सरकारी बयान के अनुसार, उन्होंने कहा कि वरिष्ठ अधिकारियों को यह भी विचार करना चाहिए कि उनकी नीतियां और निर्णय आने वाले वर्षों में भारत के विकास को किस प्रकार प्रभावित करेंगे।
बैठक में मोदी ने सरकारी तंत्र के भीतर अलग-अलग विभागों के सीमित दायरे में काम करने की प्रवृत्ति पर भी जोर दिया।
उन्होंने कहा कि विभागीय साइलो केवल प्रशासनिक ढांचे की समस्या नहीं हैं, बल्कि कई बार वे काम करने की मानसिकता में भी दिखाई देते हैं।
प्रधानमंत्री ने बताया कि ऐसी दूरी विभागों के बीच भी हो सकती है और प्रशासनिक व्यवस्था के अलग-अलग स्तरों पर भी।
उन्होंने अधिकारियों से अपनी जिम्मेदारियों के प्रति अधिक स्वामित्व की भावना अपनाने और व्यापक दृष्टिकोण के साथ काम करने का आग्रह किया।
मोदी की बैठक का एक महत्वपूर्ण पक्ष युवाओं और विश्वविद्यालयों की भागीदारी रहा। प्रधानमंत्री ने कहा कि सरकारी विभागों को शिक्षण संस्थानों और युवाओं से अधिक संपर्क बढ़ाना चाहिए।
उनका मानना है कि युवा पीढ़ी और अकादमिक जगत के साथ संवाद से नीति-निर्माण में ऐसे नए विचार सामने आ सकते हैं, जो पारंपरिक सरकारी सोच से अलग हों।
युवाओं पर प्रधानमंत्री का यह विशेष जोर उनकी हाल की घोषणाओं और सार्वजनिक भाषणों में भी दिखाई देता रहा है।
15 अगस्त को लाल किले से दिए गए अपने स्वतंत्रता दिवस संबोधन में मोदी ने युवाओं को बार-बार अपने भाषण के केंद्र में रखा था।
लगभग 75 मिनट के संबोधन में उन्होंने शिक्षा, कौशल और खेल प्रतिभाओं से जुड़ी कई योजनाओं की घोषणा की थी।
इनमें प्रतियोगी परीक्षाओं की तैयारी करने वाले युवाओं के लिए मुफ्त ऑनलाइन कोचिंग की व्यवस्था और आर्टिफिशियल इंटेलिजेंस से संबंधित कौशल प्रशिक्षण कार्यक्रम शामिल हैं।
प्रधानमंत्री ने पांच से 15 वर्ष की आयु के बच्चों के लिए देशव्यापी खेल प्रतिभा खोज अभियान शुरू करने की भी घोषणा की थी।
इसका उद्देश्य प्रतिभाशाली बच्चों की पहचान कर उन्हें बेहतर प्रशिक्षण के माध्यम से उच्चस्तरीय खेल प्रतिस्पर्धाओं के लिए तैयार करना है।
गुरुवार की बैठक में मोदी ने सरकार के भीतर सामूहिक कार्यशैली को स्थायी रूप देने की आवश्यकता पर भी बल दिया।
उन्होंने कोविड-19 महामारी के दौरान विभिन्न संस्थाओं के बीच हुए समन्वय और पश्चिम एशिया के युद्ध से उत्पन्न चुनौतियों से निपटने के अनुभवों का उल्लेख किया।
प्रधानमंत्री ने कहा कि विभिन्न विभागों और संस्थाओं के बीच तालमेल केवल संकट की घड़ी में दिखाई नहीं देना चाहिए। इसे सरकार की सामान्य कार्य संस्कृति का हिस्सा बनाना जरूरी है।
डेटा के विषय पर भी प्रधानमंत्री ने विशेष ध्यान दिलाया। उन्होंने इसे देश की एक महत्वपूर्ण संपत्ति और भविष्य के लिए उपयोगी संसाधन बताया।
मोदी ने कहा कि सरकार डेटा के संग्रह, भंडारण और प्रबंधन पर बड़े स्तर पर संसाधन खर्च करती है। इसके बावजूद अलग-अलग विभागों और बिखरी हुई प्रणालियों के कारण कई बार इस जानकारी का पूरा लाभ नहीं उठाया जा पाता।
प्रधानमंत्री की टिप्पणियों से यह संकेत मिला कि सरकार अब प्रशासनिक व्यवस्था में तीन स्तरों पर बदलाव पर जोर दे रही है—भविष्य को ध्यान में रखकर योजना बनाना, विभागों के बीच बेहतर तालमेल स्थापित करना और नई पीढ़ी की सोच को नीति-निर्माण तक पहुंचाना।
बैठक में वरिष्ठ अधिकारियों के लिए प्रधानमंत्री का संदेश स्पष्ट था कि सरकार को केवल वर्तमान का प्रबंधन नहीं करना है।
उसे बदलती परिस्थितियों का अनुमान लगाते हुए भविष्य के भारत के लिए भी तैयार रहना होगा, और इस प्रक्रिया में देश के युवाओं तथा विश्वविद्यालयों से मिलने वाले नए विचारों को महत्वपूर्ण स्थान देना होगा।
