Paper Leak Bill Sparks Fiery Lok Sabha Showdown as BJP, Congress Trade Charges Over Exam Scandals and NTA Accountability
New Delhi: The proposed amendments to the anti-paper leak law triggered a stormy debate in the Lok Sabha on Tuesday, with the ruling National Democratic Alliance (NDA) and the Opposition exchanging sharp accusations over examination scandals, the functioning of the National Testing Agency (NTA), and responsibility for recurring paper leaks.
While the government defended the legislation as a landmark reform, the Opposition dismissed it as an ineffective exercise that had failed to restore confidence among students.
Opening the debate on behalf of the government, Union Minister Jitendra Singh said the Public Examinations (Prevention of Unfair Means) Act was introduced by the Narendra Modi government as the country’s first dedicated law to tackle organised examination fraud.
He described the proposed amendments as a renewed commitment to safeguarding the interests of students and ensuring that merit, honesty and hard work remain the foundation of India’s examination system.
Calling the legislation a historic milestone in parliamentary history, Singh argued that paper leaks were not a recent phenomenon and had occurred long before the NDA assumed office in 2014.
He said similar incidents had taken place in several states governed by non-NDA parties as well, making it clear that the problem transcended political boundaries.
The Union Minister maintained that the amendments reflected Prime Minister Narendra Modi’s determination to ensure that the future of the country’s youth is not compromised by organised examination rackets.
According to him, the law seeks to make public examinations more transparent, reward genuine students and create a strong legal deterrent against those attempting to manipulate recruitment and admission processes.
Emphasising the absence of any comprehensive legal framework before 2024, Singh said previous governments had allowed the problem to continue for years without introducing dedicated legislation.
The NDA government, he asserted, was the first to recognise the need for a specialised law to combat examination malpractice on a national scale.
Launching a counterattack, Congress MP Gaurav Gogoi questioned the effectiveness of the government’s strategy, arguing that repeated amendments could not compensate for failures in implementation.
After examining the proposed changes, he said, he was left with the impression that the Centre lacked the political will to eliminate paper leaks permanently.
Describing the amendments as nothing more than an “eyewash”, Gogoi recalled that when the original legislation was enacted two years ago, it had been projected as a transformative reform that would eliminate examination fraud.
Yet, he argued, another major paper leak controversy had surfaced within two years, exposing what he termed the shortcomings of the government’s approach.
Questioning the investigation into the alleged NEET-UG paper leak, the Congress leader cited a newspaper report claiming that 44 of the 45 accused named in the chargesheet were presently out on bail.
According to him, such developments raised serious concerns about the effectiveness of both the investigation and the legal process.
The Opposition MP also turned his attention to the National Testing Agency, seeking answers over the recent transfer and suspension of 47 individuals linked to the organisation.
He questioned how the figure had been arrived at when the agency’s sanctioned workforce comprised only 34 posts. Gogoi further sought clarification on whether outsourced personnel had been included in that number.
Demanding accountability at the highest level, Gogoi asked why the head of the NTA continued to remain in office despite the replacement of the agency’s Director General.
He alleged that the official had earlier served as the head of the Madhya Pradesh Public Service Commission, where irregularities had reportedly surfaced, and made similar allegations relating to Chhattisgarh.
The Congress MP further alleged that the NTA chief enjoyed political protection because of his alleged links with the Sangh.
Reiterating his criticism of the anti-paper leak law, Gogoi questioned how another large-scale examination leak could have occurred in 2026 if the legislation enacted in 2024 had been as stringent as claimed by the government.
He also alleged that then Education Minister Dharmendra Pradhan had initially dismissed allegations of paper leaks and continued to deny irregularities even after reports of 21 student deaths had emerged.
The treasury benches responded aggressively to the Opposition’s criticism.
BJP MP Bansuri Swaraj argued that examination paper leaks were not unique to the present government and reminded the House that as many as 22 such incidents had allegedly occurred during the tenure of the UPA government before 2014, resulting in cancellation of examinations.
Targeting the Congress over what she described as selective outrage, Swaraj questioned whether Gogoi had ever demanded the resignation of the Punjab Education Minister despite paper leak controversies in that state.
She accused the Opposition of adopting different standards depending on which political party was in power.
The debate began amid procedural disagreements over the time allocated for discussion on the amendment Bill.
Parliamentary Affairs Minister Kiren Rijiju informed the House that the government had already increased the debate duration from six hours to eight hours following the Opposition’s request and was now prepared to extend it further to ten hours to facilitate a detailed discussion.
Opposition leaders indicated that the debate could continue well beyond the originally scheduled duration.
Sources said the Bill was unlikely to be put to vote on Tuesday and that the final voting could instead take place on Wednesday after members from both sides had completed their interventions.
Congress leader Rahul Gandhi is expected to participate in the discussion before the Bill is taken up for voting.
Several amendments proposed by Opposition parties are also likely to be moved during the course of the debate.
The Samajwadi Party has fielded party president Akhilesh Yadav as one of its principal speakers.
Sources indicated that several young SP MPs who actively participated in the Jantar Mantar protests over the examination controversy may also be allowed to address the House, reflecting the political significance that the issue has acquired across party lines.
पेपर लीक कानून संशोधन पर लोकसभा में तीखी बहस, एनटीए से लेकर परीक्षा घोटालों तक सरकार और विपक्ष आमने-सामने

लोकसभा में मंगलवार को सार्वजनिक परीक्षाओं में पेपर लीक रोकने संबंधी कानून में प्रस्तावित संशोधनों पर जोरदार बहस हुई, जिसमें सत्ता पक्ष और विपक्ष ने एक-दूसरे पर परीक्षा प्रणाली को लेकर गंभीर आरोप लगाए।
जहां केंद्र सरकार ने संशोधन विधेयक को छात्रों के भविष्य की सुरक्षा की दिशा में महत्वपूर्ण कदम बताया, वहीं विपक्ष ने इसे सरकार की विफलताओं को छिपाने का प्रयास करार दिया।
सरकार की ओर से चर्चा की शुरुआत करते हुए केंद्रीय मंत्री जितेंद्र सिंह ने कहा कि पब्लिक एग्जामिनेशंस (प्रिवेंशन ऑफ अनफेयर मीन्स) एक्ट स्वतंत्र भारत में सार्वजनिक परीक्षाओं में संगठित धांधली रोकने के उद्देश्य से बनाया गया पहला व्यापक कानून है।
उन्होंने कहा कि प्रस्तावित संशोधन सरकार की उस प्रतिबद्धता को दोहराते हैं जिसके तहत ईमानदारी से मेहनत करने वाले छात्रों के हितों की रक्षा और परीक्षा प्रणाली में पारदर्शिता सुनिश्चित करना लक्ष्य है।
जितेंद्र सिंह ने कहा कि पेपर लीक की घटनाएं केवल हाल के वर्षों की समस्या नहीं हैं। उनके अनुसार 2014 से पहले भी देश के विभिन्न हिस्सों में इस प्रकार की घटनाएं सामने आती रही थीं, जिनमें कई परीक्षाएं रद्द करनी पड़ीं।
उन्होंने यह भी कहा कि गैर-एनडीए शासित राज्यों में भी ऐसी घटनाएं हुई हैं, इसलिए इसे किसी एक सरकार तक सीमित करके नहीं देखा जा सकता।
केंद्रीय मंत्री ने कहा कि प्रधानमंत्री नरेंद्र मोदी के नेतृत्व वाली सरकार युवाओं के भविष्य से किसी भी प्रकार का समझौता नहीं होने देना चाहती।
उन्होंने कहा कि संशोधित कानून का उद्देश्य सार्वजनिक परीक्षाओं की विश्वसनीयता बढ़ाना, योग्य छात्रों को न्याय दिलाना और संगठित पेपर लीक गिरोहों के खिलाफ कठोर कानूनी कार्रवाई सुनिश्चित करना है।
उन्होंने यह भी दावा किया कि वर्ष 2024 से पहले परीक्षा में धांधली रोकने के लिए कोई व्यापक केंद्रीय कानून मौजूद नहीं था। उनके अनुसार वर्षों से चली आ रही इस समस्या के समाधान के लिए पहली बार एनडीए सरकार ने समर्पित कानून बनाने का निर्णय लिया।
सरकार के दावों पर सवाल उठाते हुए कांग्रेस सांसद गौरव गोगोई ने कहा कि प्रस्तावित संशोधनों का अध्ययन करने के बाद उन्हें ऐसा लगा कि सरकार वास्तव में पेपर लीक की समस्या का स्थायी समाधान चाहती ही नहीं है।
उनके अनुसार केवल कानून में संशोधन कर देने से व्यवस्था नहीं बदलेगी, जब तक उसके प्रभावी क्रियान्वयन की राजनीतिक इच्छाशक्ति न हो।
गोगोई ने संशोधन विधेयक को “आंखों में धूल झोंकने वाला कदम” बताते हुए कहा कि दो वर्ष पहले भी सरकार ने इसी कानून को ऐतिहासिक सुधार बताया था और दावा किया था कि इससे पेपर लीक पर पूरी तरह रोक लग जाएगी।
उन्होंने कहा कि यदि वह कानून इतना प्रभावी था तो फिर 2026 में इतने बड़े स्तर पर कथित परीक्षा पेपर लीक कैसे हो गया।
नीट-यूजी पेपर लीक मामले की जांच का उल्लेख करते हुए कांग्रेस सांसद ने एक समाचार रिपोर्ट का हवाला दिया और दावा किया कि आरोपपत्र में नामजद 45 आरोपियों में से 44 फिलहाल जमानत पर बाहर हैं।
उनके अनुसार इससे जांच और अभियोजन की प्रभावशीलता पर गंभीर प्रश्न खड़े होते हैं।
गोगोई ने राष्ट्रीय परीक्षण एजेंसी (एनटीए) में हाल ही में 47 लोगों के स्थानांतरण और निलंबन का मुद्दा भी उठाया।
उन्होंने पूछा कि जब एजेंसी में स्वीकृत पदों की संख्या केवल 34 है तो 47 लोगों के खिलाफ कार्रवाई का आंकड़ा कैसे सामने आया। उन्होंने यह भी जानना चाहा कि क्या इस संख्या में आउटसोर्स कर्मचारियों को भी शामिल किया गया है।
एनटीए के शीर्ष नेतृत्व पर भी सवाल उठाते हुए गोगोई ने पूछा कि जब एजेंसी के महानिदेशक को बदला जा सकता है तो एनटीए प्रमुख को अब तक पद पर क्यों बनाए रखा गया है।
उन्होंने आरोप लगाया कि संबंधित अधिकारी पहले मध्य प्रदेश लोक सेवा आयोग में भी कार्य कर चुके हैं, जहां कथित अनियमितताओं के आरोप लगे थे।
उन्होंने छत्तीसगढ़ से जुड़े मामलों का भी उल्लेख किया और आरोप लगाया कि संघ से कथित निकटता के कारण उन्हें संरक्षण दिया जा रहा है।
कांग्रेस सांसद ने एक बार फिर पूर्व शिक्षा मंत्री धर्मेंद्र प्रधान पर निशाना साधते हुए कहा कि 2024 में भी कथित पेपर लीक विवाद के दौरान उन्होंने शुरुआत में किसी भी गड़बड़ी से इनकार किया था।
गोगोई ने आरोप लगाया कि 21 छात्रों की मौत की खबरें सामने आने के बाद भी सरकार लंबे समय तक अपनी पूर्व स्थिति पर कायम रही।
विपक्ष के आरोपों का जवाब देते हुए भाजपा सांसद बांसुरी स्वराज ने कहा कि परीक्षा पेपर लीक की समस्या केवल वर्तमान सरकार के कार्यकाल तक सीमित नहीं है।
उन्होंने दावा किया कि 2014 से पहले यूपीए शासन के दौरान ऐसी 22 घटनाएं हुई थीं, जिनके कारण कई परीक्षाएं रद्द करनी पड़ी थीं।
स्वराज ने कांग्रेस पर दोहरे मापदंड अपनाने का आरोप लगाते हुए पूछा कि यदि गौरव गोगोई धर्मेंद्र प्रधान के इस्तीफे की मांग कर रहे हैं तो क्या उन्होंने पंजाब में पेपर लीक मामलों के बाद वहां के शिक्षा मंत्री का इस्तीफा भी मांगा था।
उन्होंने कहा कि विपक्ष राजनीतिक सुविधा के अनुसार अलग-अलग मानक अपनाता है।
विधेयक पर चर्चा शुरू होने से पहले बहस की अवधि को लेकर भी सदन में तीखी नोकझोंक हुई। संसदीय कार्य मंत्री किरेन रिजिजू ने कहा कि विपक्ष के आग्रह पर सरकार पहले ही चर्चा का समय छह घंटे से बढ़ाकर आठ घंटे कर चुकी है और यदि आवश्यकता हुई तो इसे बढ़ाकर दस घंटे तक करने के लिए भी तैयार है।
संसदीय सूत्रों के अनुसार लंबी चर्चा के कारण विधेयक पर मंगलवार को मतदान होना मुश्किल दिखाई दिया और अंतिम निर्णय बुधवार तक टल सकता है। विपक्ष की ओर से कई संशोधन भी पेश किए जाने की संभावना जताई गई।
सूत्रों ने बताया कि कांग्रेस नेता राहुल गांधी बहस में हिस्सा ले सकते हैं। वहीं समाजवादी पार्टी की ओर से अखिलेश यादव को प्रमुख वक्ताओं में शामिल किया गया है।
जंतर-मंतर आंदोलन में सक्रिय भूमिका निभाने वाले पार्टी के कुछ युवा सांसदों को भी चर्चा में बोलने का अवसर दिए जाने की संभावना है, जिससे स्पष्ट है कि परीक्षा सुधार और पेपर लीक का मुद्दा अब संसद के भीतर भी प्रमुख राजनीतिक बहस का विषय बन चुका है।
