Gaurav Gogoi Slams NDA for Felicitating Dharmendra Pradhan, Says Students Paid the Price of Exam Paper Leak Crisis
A sharp political confrontation unfolded in the Lok Sabha on Tuesday after Congress MP Gaurav Gogoi accused the ruling National Democratic Alliance (NDA) of glorifying former Union Education Minister Dharmendra Pradhan despite the controversy surrounding alleged examination paper leaks during his tenure.
Questioning the government’s decision to honour Pradhan in Parliament, Gogoi said the gesture ignored the hardships faced by thousands of students across the country.
The criticism came days after Pradhan stepped down as Union Education Minister following sustained public pressure and widespread student protests demanding accountability over alleged irregularities in competitive examinations, particularly the NEET paper leak controversy.
His resignation came after weeks of demonstrations spearheaded by the ‘Cockroach Janta Party’ from Delhi’s Jantar Mantar, eventually forcing the government to accept his exit on July 25.
When Parliament convened on Monday, BJP-led NDA members greeted the former minister with loud desk-thumping and applause, a welcome that immediately drew criticism from the Opposition.
Gogoi said the ruling alliance projected Pradhan’s resignation as though it were an act of extraordinary achievement instead of a consequence of public outrage.
Participating in the debate in the Lok Sabha, the Congress leader said the House should have reflected on the human cost of the examination scandal rather than celebrating the minister’s arrival.
Referring to the reported student suicides linked to the controversy, Gogoi said 21 young lives had been lost and questioned whether the government felt any sense of responsibility.
He remarked that Pradhan was welcomed “as if he had returned after fighting a war with Pakistan” and honoured like “a victorious soldier returning from the border.”
Turning his attention to the government’s legislative response, Gogoi argued that the proposed law to curb examination malpractice would do little to eliminate the underlying problem.
According to him, similar legislation enacted in 2024 had failed to prevent fresh paper leak allegations, raising serious doubts about the effectiveness of the new legal framework.
Calling the proposed Bill a reflection of the government’s administrative failure, Gogoi said that if the existing law had truly been effective, another large-scale paper leak would not have surfaced in 2026, barely two years after the earlier legislation came into force.
In his view, the recurrence of such incidents demonstrated that the problem remained unresolved despite repeated assurances from the Centre.
The Congress MP also referred to the investigation into the alleged NEET paper leak, claiming that several individuals arrested in the case had subsequently secured bail.
Citing the example of Sanjeev Mukhiya, Gogoi alleged that investigators failed to apprehend him for nearly 11 months before his arrest in April 2025, after which he too was granted bail.
He further named Ranjit Kumar Barua, Amit Kumar Singh, Pankaj Kumar and Rakesh as other accused who, according to him, also obtained bail during 2025 in connection with the alleged examination scam.
Gogoi further criticised the manner in which the government initially responded to the controversy in 2024.
He alleged that the then Education Minister repeatedly rejected claims of any irregularity and publicly maintained that no paper leak had taken place.
According to Gogoi, even during the first two-and-a-half months after the controversy erupted, the Centre continued to insist that the examination process had been conducted successfully and that there had been no wrongdoing.
The Congress leader maintained that the government’s prolonged denial only deepened public distrust and intensified the anger among students and their families.
He argued that timely acceptance of the problem and prompt corrective action could have prevented the crisis from escalating into a nationwide movement.
The political controversy eventually culminated in Dharmendra Pradhan’s resignation on July 25 after more than a month of sustained protests led by the Cockroach Janta Party from Delhi’s Jantar Mantar.
The agitation, which began over alleged examination irregularities and the NEET paper leak, gathered nationwide support before the former minister finally stepped down from the Union Cabinet.

लोकसभा में मंगलवार को परीक्षा अनियमितताओं और कथित पेपर लीक विवाद को लेकर सत्ता पक्ष और विपक्ष के बीच तीखी नोकझोंक देखने को मिली।
कांग्रेस सांसद गौरव गोगोई ने पूर्व केंद्रीय शिक्षा मंत्री धर्मेंद्र प्रधान के संसद में किए गए स्वागत पर सवाल उठाते हुए कहा कि जिनके कार्यकाल में लाखों छात्रों का भविष्य संकट में पड़ा, उन्हें सत्तापक्ष ने ऐसे सम्मानित किया मानो उन्होंने कोई असाधारण उपलब्धि हासिल की हो।
धर्मेंद्र प्रधान ने हाल ही में केंद्रीय शिक्षा मंत्री पद से इस्तीफा दिया था। प्रतियोगी परीक्षाओं में कथित अनियमितताओं, विशेष रूप से नीट पेपर लीक प्रकरण को लेकर सरकार की जवाबदेही तय करने की मांग के साथ देशभर में चले छात्र आंदोलनों और बढ़ते जनदबाव के बाद उन्होंने पद छोड़ा।
दिल्ली के जंतर-मंतर से ‘कॉकरोच जनता पार्टी’ के नेतृत्व में शुरू हुआ आंदोलन धीरे-धीरे राष्ट्रीय अभियान में बदल गया और अंततः 25 जुलाई को प्रधान ने इस्तीफा दे दिया।
संसद के मानसून सत्र के दौरान सोमवार को जब धर्मेंद्र प्रधान सदन पहुंचे तो भारतीय जनता पार्टी के नेतृत्व वाले राष्ट्रीय जनतांत्रिक गठबंधन (एनडीए) के सांसदों ने मेजें थपथपाकर और जोरदार नारों के बीच उनका स्वागत किया।
विपक्ष ने इसी घटनाक्रम को मुद्दा बनाते हुए आरोप लगाया कि इस्तीफे जैसी राजनीतिक जवाबदेही को भी सत्ता पक्ष ने विजय उत्सव का रूप देने की कोशिश की।
लोकसभा में चर्चा के दौरान गौरव गोगोई ने कहा कि ऐसे समय में जब परीक्षा विवाद से जुड़े घटनाक्रम ने अनेक परिवारों को प्रभावित किया और 21 छात्रों द्वारा आत्महत्या किए जाने की खबरें सामने आईं, तब सरकार को आत्ममंथन करना चाहिए था।
उन्होंने कहा कि जिस मंत्री के कार्यकाल में इतनी बड़ी त्रासदी हुई, उनका स्वागत ऐसे किया गया “मानो वे पाकिस्तान से युद्ध जीतकर लौटे हों” और उन्हें “सीमा से विजयी होकर लौटे सैनिक” की तरह सम्मान दिया गया।
सरकार द्वारा परीक्षा में गड़बड़ियों को रोकने के लिए लाए जा रहे नए विधेयक पर भी कांग्रेस सांसद ने सवाल उठाए।
उनका कहना था कि केवल नया कानून बना देने से समस्या का समाधान नहीं होगा, क्योंकि 2024 में लागू किया गया कानून भी कथित पेपर लीक की घटनाओं को रोकने में विफल साबित हुआ।
गोगोई ने कहा कि यदि पहले से लागू कानून प्रभावी होता तो महज दो वर्ष बाद 2026 में फिर इतने बड़े स्तर पर कथित पेपर लीक का मामला सामने नहीं आता।
उनके अनुसार बार-बार ऐसी घटनाओं का सामने आना इस बात का प्रमाण है कि सरकार परीक्षा प्रणाली को सुरक्षित बनाने में सफल नहीं रही।
कांग्रेस सांसद ने कथित नीट पेपर लीक मामले की जांच का भी उल्लेख किया। उन्होंने आरोप लगाया कि इस मामले में गिरफ्तार किए गए कई आरोपियों को बाद में जमानत मिल गई।
उन्होंने कहा कि संजीव मुखिया लगभग 11 महीने तक गिरफ्तारी से बचा रहा और अप्रैल 2025 में पकड़े जाने के बाद उसे भी जमानत मिल गई।
गोगोई ने रंजीत कुमार बरुआ, अमित कुमार सिंह, पंकज कुमार और राकेश के नाम भी लेते हुए दावा किया कि उन्हें भी वर्ष 2025 में इस कथित मामले में जमानत मिल चुकी है।
पूर्व शिक्षा मंत्री के शुरुआती रुख पर निशाना साधते हुए गोगोई ने कहा कि 2024 में जब देशभर में पेपर लीक के आरोप सामने आए थे, तब सरकार लगातार किसी भी प्रकार की गड़बड़ी से इनकार करती रही।
उन्होंने आरोप लगाया कि धर्मेंद्र प्रधान ने सार्वजनिक रूप से कहा था कि कोई पेपर लीक नहीं हुआ है और शुरुआती ढाई महीने तक केंद्र सरकार का यही दावा रहा कि परीक्षा पूरी तरह निष्पक्ष और सफल रही।
गोगोई ने कहा कि सरकार ने समय रहते स्थिति की गंभीरता स्वीकार करने के बजाय लगातार इनकार का रास्ता अपनाया, जिससे छात्रों और अभिभावकों का आक्रोश और बढ़ता गया। उनके अनुसार यदि शुरुआती दौर में ही पारदर्शी कार्रवाई की जाती, तो मामला इतना व्यापक जन आंदोलन नहीं बनता।
एक महीने से अधिक समय तक चले देशव्यापी विरोध-प्रदर्शनों के बाद राजनीतिक दबाव लगातार बढ़ता गया।
