PDA Team Kept Waiting for an Hour After Gate Was Locked from Inside During Prayagraj Building Inspection

Prayagraj: A routine inspection by the Prayagraj Development Authority (PDA) at a commercial building on Stanley Road turned into a tense situation on Wednesday after people inside the premises locked the main gate from within, preventing officials from entering.

The inspection was being carried out following action taken against a coaching institute in Lucknow, during which the authorities had received information about a similar case involving multiple institutions operating from a single building in Prayagraj.

As soon as the enforcement team from the PDA reached the site to conduct the inspection, the occupants allegedly shut the entrance gate from inside. Officials, along with police personnel, remained stationed outside the building for nearly an hour while repeatedly asking those inside to open the gate.

Despite continuous requests, no one responded immediately, delaying the inspection process.

During the standoff, several students and other occupants remained inside the building. According to officials, one woman who was inside became anxious after the gate was locked and attempted to leave the premises.

Unable to exit through the main entrance, she reportedly climbed down from the first floor to the ground floor using an alternative route.

Shortly afterwards, personnel from the Civil Lines Police Station managed to open the gate, bringing the situation under control and allowing the inspection to proceed.

According to PDA officials, the building on Stanley Road housed three separate establishments.

These included a Modern Paramedical Training Institute, a Digital Library, and a Computer Training Centre.

Officials stated that information had also been received about a girls’ hostel functioning from a portion of the building.

During the inspection, it was found that the Paramedical Training Institute was operating on the ground floor, while the girls’ hostel was located on the upper floor.

Following the findings, the authorities sealed the hostel section of the premises.

Assistant Engineer Gangesh Singh said that a detailed examination of the building would continue even after the sealing process.

Officials further stated that preliminary findings indicated that all three institutions were not complying with the prescribed safety standards.

They also observed that the building lacked adequate fire safety arrangements. Notices will now be served to the operators of all three establishments, and legal proceedings will be initiated against them for violating the applicable rules and regulations.

प्रयागराज: स्टेनली रोड स्थित एक भवन में बुधवार को प्रयागराज विकास प्राधिकरण (पीडीए) की जांच उस समय तनावपूर्ण हो गई, जब भवन के भीतर मौजूद लोगों ने मुख्य गेट अंदर से बंद कर दिया और अधिकारियों को परिसर में प्रवेश नहीं करने दिया।

यह निरीक्षण लखनऊ में एक कोचिंग संस्थान के खिलाफ हुई कार्रवाई के बाद शुरू किए गए अभियान के तहत किया जा रहा था। इसी क्रम में पीडीए को प्रयागराज में भी एक ही भवन से कई संस्थानों के संचालन की सूचना मिली थी, जिसके आधार पर जांच की गई।

जैसे ही पीडीए की प्रवर्तन टीम मौके पर पहुंची, भवन के अंदर मौजूद लोगों ने मुख्य प्रवेश द्वार बंद कर लिया। इसके बाद अधिकारी और पुलिसकर्मी करीब एक घंटे तक भवन के बाहर खड़े रहे और लगातार अंदर मौजूद लोगों से गेट खोलने की अपील करते रहे। हालांकि, काफी देर तक किसी ने दरवाजा नहीं खोला, जिससे निरीक्षण की प्रक्रिया प्रभावित हुई।

इस दौरान भवन के भीतर छात्र-छात्राओं समेत अन्य लोग भी मौजूद थे। अधिकारियों के अनुसार, अंदर मौजूद एक महिला गेट बंद होने के कारण घबरा गई और बाहर निकलने का प्रयास करने लगी। मुख्य द्वार बंद होने की वजह से उसने पहली मंजिल से वैकल्पिक रास्ते के जरिए नीचे उतरकर बाहर आने की कोशिश की।

कुछ समय बाद सिविल लाइंस थाने की पुलिस ने गेट खुलवाया, जिसके बाद स्थिति सामान्य हुई और पीडीए की टीम ने भवन का निरीक्षण शुरू किया।

जांच के दौरान पीडीए अधिकारियों ने पाया कि स्टेनली रोड स्थित इस भवन में तीन अलग-अलग संस्थानों का संचालन किया जा रहा था।

इनमें मॉडर्न पैरामेडिकल ट्रेनिंग इंस्टीट्यूट, डिजिटल लाइब्रेरी और कंप्यूटर ट्रेनिंग सेंटर शामिल थे। अधिकारियों को यह भी जानकारी मिली कि भवन के एक हिस्से में छात्राओं के लिए गर्ल्स हॉस्टल भी संचालित किया जा रहा था। निरीक्षण में सामने आया कि भूतल पर पैरामेडिकल ट्रेनिंग इंस्टीट्यूट चल रहा था, जबकि ऊपरी मंजिल पर गर्ल्स हॉस्टल संचालित था।

इसके बाद पीडीए ने हॉस्टल वाले हिस्से को सील कर दिया। सहायक अभियंता गंगेश सिंह ने बताया कि सीलिंग की कार्रवाई पूरी होने के बाद भी भवन की विस्तृत जांच जारी रहेगी।

अधिकारियों ने प्रारंभिक जांच के आधार पर बताया कि भवन में संचालित तीनों संस्थान निर्धारित सुरक्षा मानकों का पालन नहीं कर रहे थे। निरीक्षण में यह भी पाया गया कि परिसर में पर्याप्त अग्नि सुरक्षा व्यवस्थाएं उपलब्ध नहीं थीं। पीडीए अब तीनों संस्थानों के संचालकों को नोटिस जारी करेगा और नियमों के उल्लंघन के मामले में उनके विरुद्ध विधिक कार्रवाई की जाएगी।
