Prayagraj PDA Inspects 25 Coaching Centres, Finds Safety Violations in Hotels and Commercial Buildings
Prayagraj: The Prayagraj Development Authority (PDA) has intensified its citywide enforcement drive against buildings violating safety and construction regulations.
Acting on reports submitted by inspection teams, the authority has directed the operators of 86 establishments, including hotels, banquet halls, lodges and commercial buildings, to immediately address identified shortcomings.
Notices have also been issued to the owners and operators of these premises, asking them to rectify the deficiencies within the prescribed timeframe.
The ongoing inspection campaign was launched following the devastating fire incident at a coaching institute in Delhi. In the wake of that tragedy, the PDA initiated a comprehensive survey of commercial establishments across Prayagraj.
Officials inspected more than 300 hotels, banquet halls, lodges and coaching institutes across the district.
During the inspection, authorities found 86 buildings lacking adequate fire safety measures and other mandatory safety arrangements. Directions have now been issued to ensure full compliance with the prescribed standards.
As part of the second day of the special inspection drive, PDA teams examined 25 coaching institutes across different parts of the city.
During the inspections, officials verified the availability of fire safety equipment, emergency exits, and other essential safety facilities.
Institutions were also checked to ensure that students would be able to evacuate the premises quickly in the event of an emergency.
On Wednesday alone, inspection teams visited coaching centres located in Civil Lines, George Town, Rambagh, and 12 other localities.
Officials noted that while some coaching centres had voluntarily installed fire safety systems, several others were still operating without adequate arrangements.
Such institutions have been instructed to remove all deficiencies within the stipulated period.
The PDA also found that some coaching centres had failed to obtain mandatory No Objection Certificates (NOCs) from the Fire Department, despite running classes for large numbers of students.
The district administration has also sought assistance from the Electricity Safety Department to examine coaching institutes from an electrical safety perspective.
During inspections conducted on the second day, the department identified several shortcomings related to electrical infrastructure in coaching centres located in the Civil Lines area.
Although no immediate electrical hazards were detected, officials found 93 coaching institutes that were using electricity beyond the approved load limits.
The Executive Engineer of the Electricity Safety Department stated that these institutions would be served notices, and a detailed investigation would be conducted to determine whether electricity was being used for commercial purposes in violation of applicable regulations.
PDA officials said that 50 coaching centres operating in Civil Lines, Tagore Town and George Town have already been issued notices.
According to the authority, several institutions were found functioning without complying with approved building plans and mandatory safety standards.
Notices have been served for deficiencies related to fire safety, structural safety, and other statutory requirements.
Officials warned that if the institutions fail to complete the required corrective measures within the specified period, their premises will be sealed.
The authority also confirmed that inspections will continue across the city, and action will be taken against any institution found violating building regulations or prescribed safety norms.

प्रयागराज: प्रयागराज विकास प्राधिकरण (पीडीए) ने भवन निर्माण और सुरक्षा मानकों के उल्लंघन के खिलाफ अपना अभियान और तेज कर दिया है। निरीक्षण टीमों की रिपोर्ट के आधार पर प्राधिकरण ने 86 प्रतिष्ठानों, जिनमें होटल, बैंक्वेट हॉल, लॉज और अन्य व्यावसायिक भवन शामिल हैं, के संचालकों को चिन्हित कमियों को तत्काल दूर करने के निर्देश दिए हैं। साथ ही संबंधित संचालकों और भवन स्वामियों को नोटिस जारी कर निर्धारित समय सीमा के भीतर सभी कमियों को दूर करने के लिए कहा गया है।
दिल्ली में एक कोचिंग संस्थान में हुई भीषण अग्निकांड की घटना के बाद पीडीए ने प्रयागराज में व्यापक जांच अभियान शुरू किया। इस विशेष अभियान के तहत जिले भर में 300 से अधिक होटल, बैंक्वेट हॉल, लॉज और कोचिंग संस्थानों का निरीक्षण किया गया।
जांच के दौरान 86 भवनों में अग्नि सुरक्षा और अन्य आवश्यक सुरक्षा व्यवस्थाओं से जुड़ी गंभीर कमियां सामने आईं। इसके बाद संबंधित संस्थानों को निर्धारित मानकों के अनुरूप सभी व्यवस्थाएं सुनिश्चित करने के निर्देश दिए गए हैं।
विशेष अभियान के दूसरे दिन पीडीए की टीमों ने शहर के 25 कोचिंग संस्थानों का निरीक्षण किया। अधिकारियों ने प्रत्येक संस्थान में अग्निशमन उपकरणों, आपातकालीन निकास मार्गों तथा अन्य आवश्यक सुरक्षा व्यवस्थाओं की उपलब्धता की जांच की।
साथ ही यह भी परखा गया कि किसी आपात स्थिति में छात्र-छात्राएं सुरक्षित और शीघ्रता से भवन से बाहर निकल सकें। बुधवार को निरीक्षण दल ने सिविल लाइंस, जॉर्जटाउन, रामबाग और 12 अन्य क्षेत्रों में स्थित कोचिंग संस्थानों का निरीक्षण किया।
जांच के दौरान अधिकारियों ने पाया कि कुछ संस्थानों ने स्वयं ही अग्नि सुरक्षा से संबंधित आवश्यक व्यवस्थाएं कर ली थीं, जबकि कई कोचिंग संस्थान अब भी पर्याप्त सुरक्षा इंतजामों के बिना संचालित हो रहे थे।
ऐसे संस्थानों को निर्धारित समयावधि में सभी कमियां दूर करने के निर्देश दिए गए हैं। निरीक्षण में यह भी सामने आया कि कुछ संस्थानों ने बड़ी संख्या में विद्यार्थियों के बावजूद अग्निशमन विभाग से आवश्यक अनापत्ति प्रमाणपत्र (एनओसी) प्राप्त नहीं किया था।
जिला प्रशासन ने विद्युत सुरक्षा के पहलुओं की जांच के लिए विद्युत सुरक्षा विभाग को भी निरीक्षण अभियान में शामिल किया है। दूसरे दिन की जांच में सिविल लाइंस क्षेत्र के कई कोचिंग संस्थानों में विद्युत सुरक्षा से जुड़ी कमियां सामने आईं।
हालांकि तत्काल कोई गंभीर विद्युत खतरा नहीं पाया गया, लेकिन 93 संस्थानों में स्वीकृत क्षमता से अधिक विद्युत भार का उपयोग किए जाने की जानकारी मिली। विद्युत सुरक्षा विभाग के अधिशासी अभियंता ने बताया कि ऐसे संस्थानों को नोटिस जारी किए जाएंगे और यह भी जांच की जाएगी कि कहीं व्यावसायिक गतिविधियों के लिए बिजली का उपयोग नियमों के विपरीत तो नहीं किया जा रहा है।
पीडीए अधिकारियों के अनुसार सिविल लाइंस, टैगोर टाउन और जॉर्जटाउन क्षेत्र में संचालित 50 कोचिंग संस्थानों को पहले ही नोटिस जारी किए जा चुके हैं। जांच में पाया गया कि कई संस्थान स्वीकृत भवन मानचित्र, अग्नि सुरक्षा और अन्य अनिवार्य सुरक्षा मानकों का पालन किए बिना संचालित हो रहे हैं।
इन कमियों को दूर करने के लिए संचालकों को निर्धारित समय दिया गया है। अधिकारियों ने स्पष्ट किया कि यदि तय समय के भीतर सुधारात्मक कार्य पूरे नहीं किए गए, तो संबंधित संस्थानों को सील कर दिया जाएगा।
पीडीए ने यह भी कहा कि शहरभर में निरीक्षण अभियान लगातार जारी रहेगा और भवन मानकों अथवा सुरक्षा नियमों का उल्लंघन करने वाले संस्थानों के खिलाफ सख्त कार्रवाई की जाएगी।
