G20 summit in Miami could anchor the Prime Minister’s December itinerary, with Canada and Brussels emerging as key stops for economic agreements

NEW DELHI: Prime Minister Narendra Modi could embark on an unusually busy international tour in December, with a possible itinerary spanning the United States, Canada and Europe as New Delhi seeks to push several major economic and strategic engagements towards completion.

Diplomatic sources indicate that the proposed travel programme is being shaped around important trade milestones, including the India-Canada Comprehensive Economic Partnership Agreement (CEPA) and the formal signing process for the India-European Union Free Trade Agreement.

The detailed schedule, however, has not yet been officially announced by the Ministry of External Affairs.

The United States could form the first major leg of the journey. Modi is expected to attend the G20 Leaders’ Summit in Miami on December 14-15, where President Donald Trump is due to host the gathering.

The summit provides a potential setting for Modi and Trump to hold bilateral discussions on trade and wider strategic issues. The 2026 G20 summit is officially scheduled for Miami on those dates.

Canada visit could coincide with trade breakthrough

From Miami, Modi could travel onward to Canada, where his meeting with Prime Minister Mark Carney would come at a significant point in negotiations for a new bilateral trade framework.

Carney has already indicated publicly that he expects Modi to visit Canada around the time of the G20 summit and said he looks forward to hosting the Indian Prime Minister.

Both governments have set an objective of completing negotiations on the CEPA during 2026.

The two countries formally launched CEPA negotiations earlier this year after signing the terms of reference. Their stated ambition is to create a broader economic framework covering trade and investment and to substantially expand bilateral commerce.

The next round of negotiations is scheduled to begin on October 5, according to Commerce and Industry Minister Piyush Goyal. Canada has also publicly expressed optimism about completing the negotiations before the end of the year.

A December visit by Modi would therefore potentially place the two leaders together at a moment when negotiators are attempting to turn months of discussions into a completed agreement.

Brussels likely to be another important stop

The European leg could be equally significant.

India and the European Union completed negotiations on their long-awaited FTA on January 27, 2026. The agreement now has to go through the formal process leading to signature and eventual implementation.

The European Commission said on September 11 that it had presented proposals to the EU Council seeking authorisation for the agreement’s signature and conclusion.

Brussels is consequently emerging as a potential destination for Modi if the formal signing is scheduled for December.

The proposed agreement is particularly important for both sides because of the scale of their commercial relationship. The European Commission says the EU was India’s third-largest trading partner in goods in 2025, with trade worth €118 billion.

The agreement is expected to provide wider market access and reduce tariffs across a substantial share of bilateral trade, making its eventual signature a major milestone in India-EU economic relations.

Modi could also hold discussions with European leaders during a Brussels visit, potentially adding a political dimension to what would otherwise be a primarily trade-focused stop.

Belgium has already signalled interest in closer ties

The possibility of a Brussels visit comes against the backdrop of increasingly active India-Belgium relations.

Belgian Prime Minister Bart De Wever visited India earlier this month, where the two countries agreed to strengthen cooperation in trade, defence, clean energy, critical minerals, semiconductors, research and talent mobility.

India and Belgium also agreed to establish an investment fast-track mechanism and set an objective of increasing bilateral trade over the coming years.

A visit by Modi to Brussels would therefore offer an opportunity to advance both the India-EU relationship and India’s bilateral engagement with Belgium.

Germany could become part of the itinerary

Germany is another possible European stop under discussion.

India and Germany are due to hold their eighth Inter-Governmental Consultations in Germany later this year. The two governments have already confirmed that the next round of consultations will take place there.

Modi and German Chancellor Friedrich Merz discussed the forthcoming consultations when they met on the sidelines of the G7 summit in Evian in June.

The two leaders also reviewed cooperation in areas including trade, investment, defence, technology and sustainability.

A Berlin stop would consequently add another substantial bilateral component to a European leg that could already include Brussels.

US trade negotiations remain another major piece

The proposed December travel would also come against the backdrop of continuing India-US discussions on a Bilateral Trade Agreement.

New Delhi and Washington have been negotiating a trade arrangement while simultaneously managing broader economic and strategic questions, including the implications of US measures concerning Russia-related trade.

Commerce Minister Piyush Goyal has previously indicated that substantial progress has been made in the India-US negotiations, although differences over market access and the competitiveness of Indian exports remain relevant to the outcome.

The economic discussions have been accompanied by high-level diplomatic engagement.

External Affairs Minister S Jaishankar met US Secretary of State Marco Rubio on the sidelines of the UN General Assembly and raised India’s concerns on issues including sanctions affecting countries that maintain economic relations with Russia and Iran.

The US State Department said the two officials discussed sanctions and regional energy-security concerns.

A possible Modi-Trump meeting

If Modi attends the Miami G20 summit, a meeting with Trump could become one of the most closely watched engagements on the itinerary.

The two leaders last met in June on the sidelines of the G7 summit in Evian, France. A December encounter would provide an opportunity to discuss the state of bilateral trade negotiations as well as defence, technology, energy and wider geopolitical issues.

The G20 setting could also create room for interaction among leaders of the Quad countries — India, the United States, Japan and Australia — although any such meeting would depend on the final schedules and arrangements.

The US ambassador to India, Sergio Gor, has previously said Modi is expected to attend the December G20 gathering in Miami.

Taken together, the possible itinerary would give December a distinctly economic and diplomatic character.

Instead of a single bilateral visit, Modi’s travel could connect several negotiations and international forums within one broader journey — beginning with the G20 in the United States, followed by Canada and potentially Brussels and Berlin.

For New Delhi, the timing is significant. The Canada negotiations have a year-end target, the EU agreement has reached the post-negotiation stage, and the Germany consultations are scheduled for later in 2026.

The India-Canada negotiations are particularly notable because the two countries only recently began rebuilding their economic relationship after a period of strained ties.

The March 2026 meeting between Modi and Carney in New Delhi produced a commitment to accelerate CEPA talks and conclude them during the year.

December itinerary still awaits formal confirmation

Despite the diplomatic activity surrounding the possible trip, the final programme should not be treated as settled until formally announced.

The Ministry of External Affairs has not released a detailed itinerary covering the proposed North American and European stops.

What is clear is that several important diplomatic milestones converge towards the end of 2026.

The G20 meeting in Miami has fixed dates, India and Canada are working towards a year-end CEPA target, the India-EU FTA has moved from negotiations into the formal signature process, and India and Germany are preparing for their next intergovernmental consultations.

If the proposed tour takes shape along those lines, December could become a significant month for India’s trade diplomacy — with Washington, Ottawa, Brussels and Berlin potentially forming the main pillars of Modi’s international engagement.

नई दिल्ली: प्रधानमंत्री नरेंद्र मोदी के लिए दिसंबर का महीना बेहद महत्वपूर्ण कूटनीतिक गतिविधियों से भरा हो सकता है। भारत कई अहम व्यापार समझौतों को अंतिम चरण तक पहुंचाने की तैयारी में है और इसी क्रम में मोदी की अमेरिका, कनाडा तथा यूरोप के कुछ देशों की यात्रा की संभावना पर चर्चा चल रही है।

राजनयिक सूत्रों के अनुसार, संभावित यात्रा कार्यक्रम को इस तरह तैयार किया जा रहा है कि प्रमुख आर्थिक समझौतों और बहुपक्षीय बैठकों को एक ही विदेश यात्रा में जोड़ा जा सके। हालांकि प्रधानमंत्री की पूरी यात्रा को लेकर विदेश मंत्रालय की ओर से अभी औपचारिक कार्यक्रम जारी नहीं किया गया है।

इस संभावित दौरे की सबसे महत्वपूर्ण कड़ी अमेरिका में होने वाला G20 शिखर सम्मेलन हो सकता है। 14 और 15 दिसंबर को मियामी में प्रस्तावित G20 बैठक की मेजबानी अमेरिकी राष्ट्रपति डोनाल्ड ट्रंप करेंगे। प्रधानमंत्री मोदी के इसमें शामिल होने की संभावना है।

कनाडा में व्यापार समझौते पर निर्णायक दौर

G20 के बाद मोदी के कनाडा जाने की संभावना पर विशेष रूप से चर्चा है। कनाडाई प्रधानमंत्री मार्क कार्नी पहले ही कह चुके हैं कि वह दिसंबर के आसपास मोदी की मेजबानी की उम्मीद कर रहे हैं।

दोनों देशों के बीच व्यापक आर्थिक साझेदारी समझौते यानी CEPA पर बातचीत 2026 के दौरान पूरी करने का लक्ष्य रखा गया है। मार्च में मोदी और कार्नी की मुलाकात के दौरान दोनों पक्षों ने वार्ता को तेज करने और वर्ष के अंत तक समझौता पूरा करने की दिशा में आगे बढ़ने पर सहमति जताई थी।

भारत और कनाडा ने इस वर्ष CEPA के लिए औपचारिक रूप से बातचीत शुरू की थी। इसका उद्देश्य दोनों देशों के बीच व्यापार और निवेश संबंधों को व्यापक आर्थिक ढांचे में बदलना है।

वाणिज्य एवं उद्योग मंत्री पीयूष गोयल के अनुसार, बातचीत का अगला दौर 5 अक्टूबर से शुरू होना है। कनाडा ने भी वर्ष के अंत तक समझौते को पूरा करने की उम्मीद जताई है।

ऐसे में दिसंबर में मोदी की कनाडा यात्रा दोनों देशों के बीच व्यापार वार्ता को अंतिम रूप देने के लिहाज से महत्वपूर्ण हो सकती है।

ब्रसेल्स में भारत-EU FTA पर बढ़ेगी गतिविधि

प्रधानमंत्री के संभावित यूरोपीय दौरे में बेल्जियम की राजधानी ब्रसेल्स भी प्रमुख पड़ाव बन सकती है।

भारत और यूरोपीय संघ ने 27 जनवरी 2026 को लंबे समय से चल रही मुक्त व्यापार समझौते की बातचीत पूरी कर ली थी। हालांकि वार्ता पूरी होना और समझौते पर अंतिम हस्ताक्षर होना अलग-अलग प्रक्रियाएं हैं। फिलहाल समझौता औपचारिक हस्ताक्षर और उसके बाद की कानूनी प्रक्रियाओं के चरण में है।

यूरोपीय आयोग ने 11 सितंबर को समझौते पर हस्ताक्षर और उसे औपचारिक रूप से आगे बढ़ाने के लिए EU परिषद के समक्ष प्रस्ताव रखा है। ऐसे में दिसंबर में ब्रुसेल्स में हस्ताक्षर की संभावना महत्वपूर्ण हो सकती है।

भारत-EU व्यापार संबंधों का आकार भी इस समझौते के महत्व को रेखांकित करता है। यूरोपीय आयोग के मुताबिक 2025 में भारत और यूरोपीय संघ के बीच वस्तुओं का व्यापार करीब 118 अरब यूरो रहा।

FTA के लागू होने के बाद दोनों पक्षों के बीच बाजार पहुंच और व्यापारिक अवसरों में विस्तार की उम्मीद है।

बेल्जियम के साथ भी संबंधों पर नजर

ब्रसेल्स की संभावित यात्रा ऐसे समय हो सकती है जब भारत और बेल्जियम के बीच आर्थिक और रणनीतिक संपर्क तेजी से बढ़ रहे हैं।

बेल्जियम के प्रधानमंत्री बार्ट डी वेवर ने सितंबर की शुरुआत में भारत की यात्रा की थी। इस दौरान दोनों देशों ने व्यापार, रक्षा, स्वच्छ ऊर्जा, महत्वपूर्ण खनिजों, सेमीकंडक्टर, अनुसंधान और प्रतिभा की आवाजाही जैसे क्षेत्रों में सहयोग बढ़ाने पर सहमति जताई।

दोनों देशों ने निवेश को आसान बनाने के लिए एक फास्ट-ट्रैक तंत्र स्थापित करने पर भी सहमति जताई।

इस लिहाज से मोदी की ब्रसेल्स यात्रा केवल भारत-EU व्यापार समझौते तक सीमित नहीं रह सकती, बल्कि भारत-बेल्जियम संबंधों को भी आगे बढ़ाने का अवसर दे सकती है।

जर्मनी भी संभावित पड़ाव

मोदी की संभावित यूरोपीय यात्रा में जर्मनी का नाम भी सामने आ रहा है।

भारत और जर्मनी के बीच आठवें इंटर-गवर्नमेंटल कंसल्टेशंस यानी IGC का आयोजन इस वर्ष जर्मनी में होना तय है। दोनों सरकारों ने इसकी पुष्टि की है।

जून में फ्रांस के एवियन में G7 शिखर सम्मेलन के दौरान मोदी और जर्मन चांसलर फ्रेडरिक मर्ज के बीच हुई मुलाकात में भी आगामी IGC पर चर्चा हुई थी।

दोनों नेताओं ने व्यापार, निवेश, रक्षा, तकनीक और सतत विकास सहित कई क्षेत्रों में सहयोग को आगे बढ़ाने पर विचार किया था।

यदि बर्लिन को यात्रा में शामिल किया जाता है, तो यह भारत-जर्मनी संबंधों के लिए भी महत्वपूर्ण उच्चस्तरीय दौर साबित हो सकता है।

अमेरिका के साथ व्यापार वार्ता भी अहम

संभावित दिसंबर यात्रा के बीच भारत-अमेरिका व्यापार वार्ता भी एक महत्वपूर्ण मुद्दा बनी रहेगी।

नई दिल्ली और वॉशिंगटन के बीच द्विपक्षीय व्यापार समझौते को लेकर बातचीत जारी है। दोनों पक्ष बाजार पहुंच और भारतीय निर्यातकों की प्रतिस्पर्धात्मक स्थिति समेत विभिन्न मुद्दों पर काम कर रहे हैं।

इस बीच भारत-अमेरिका संबंधों में व्यापार के साथ-साथ रूस से जुड़े प्रतिबंधों और ऊर्जा सुरक्षा जैसे विषय भी चर्चा में हैं।

विदेश मंत्री एस जयशंकर ने संयुक्त राष्ट्र महासभा के दौरान अमेरिकी विदेश मंत्री मार्को रुबियो से मुलाकात में इन मुद्दों पर भारत की चिंताओं से अवगत कराया था।

ट्रंप-मोदी मुलाकात की भी संभावना

यदि मोदी दिसंबर में मियामी G20 में हिस्सा लेते हैं, तो ट्रंप के साथ उनकी द्विपक्षीय बैठक भी संभावित एजेंडे का हिस्सा हो सकती है।

दोनों नेताओं की पिछली मुलाकात जून में फ्रांस के एवियन में G7 शिखर सम्मेलन के दौरान हुई थी।

दिसंबर की संभावित बैठक में व्यापार समझौते के अलावा रक्षा, ऊर्जा, तकनीक और वैश्विक रणनीतिक मुद्दों पर भी बातचीत हो सकती है।

मियामी में Quad देशों — भारत, अमेरिका, जापान और ऑस्ट्रेलिया — के नेताओं के बीच अलग बैठक की संभावना भी चर्चा में है, हालांकि ऐसी बैठक का अंतिम कार्यक्रम बाद में स्पष्ट होगा।

अमेरिका में भारत के राजदूत सर्जियो गोर पहले ही कह चुके हैं कि मोदी के दिसंबर में G20 के लिए अमेरिका आने की उम्मीद है।

एक यात्रा में कई कूटनीतिक लक्ष्य

यदि यह कार्यक्रम तय होता है, तो दिसंबर की यात्रा सामान्य द्विपक्षीय दौरे से कहीं अधिक व्यापक होगी।

मियामी में G20, कनाडा में CEPA वार्ता, ब्रसेल्स में भारत-EU FTA की औपचारिक प्रक्रिया और संभावित बर्लिन यात्रा — ये सभी पड़ाव भारत की व्यापार और आर्थिक कूटनीति को एक साथ आगे बढ़ाने का अवसर देंगे।

भारत-कनाडा संबंधों के लिए यह विशेष रूप से महत्वपूर्ण चरण है। दोनों देशों ने मार्च में आर्थिक संबंधों को फिर से गति देने और CEPA वार्ता को आगे बढ़ाने पर सहमति जताई थी।

वहीं, भारत-EU FTA बातचीत पूरी हो चुकी है और अब समझौते पर हस्ताक्षर की दिशा में आगे बढ़ रहा है। जर्मनी के साथ भी वर्ष के अंत में अंतर-सरकारी वार्ता प्रस्तावित है।

आधिकारिक कार्यक्रम का अभी इंतजार

हालांकि संभावित यात्रा को लेकर कूटनीतिक स्तर पर गतिविधियां तेज हैं, लेकिन प्रधानमंत्री की अंतिम विदेश यात्रा की तारीखों और सभी पड़ावों की आधिकारिक घोषणा अभी बाकी है।

फिलहाल इतना स्पष्ट है कि 2026 के अंतिम महीनों में भारत की व्यापार कूटनीति के सामने कई महत्वपूर्ण लक्ष्य हैं।

G20 की तारीख तय है, भारत-कनाडा CEPA को वर्ष के अंत तक पूरा करने का लक्ष्य है, भारत-EU FTA बातचीत समाप्त हो चुकी है और अब औपचारिक हस्ताक्षर की प्रक्रिया आगे बढ़ रही है। साथ ही भारत-जर्मनी IGC भी जर्मनी में होने वाली है।

ऐसे में यदि प्रस्तावित कार्यक्रम अंतिम रूप लेता है, तो दिसंबर प्रधानमंत्री मोदी की विदेश नीति और व्यापार कूटनीति के लिहाज से वर्ष के सबसे व्यस्त और महत्वपूर्ण महीनों में से एक हो सकता है।
