NEW YORK: A new diplomatic opening between Iran and the United States has run into fresh uncertainty after Tehran proposed a seven-day roadmap aimed at restoring shipping through the Strait of Hormuz and stopping fighting across the region.

Iranian Foreign Minister Abbas Araghchi presented the proposal on the sidelines of the United Nations General Assembly, saying Tehran was prepared to move quickly if Washington accepted the framework. The plan was conveyed to the US through Qatari intermediaries, according to Iranian officials.

But the diplomatic initiative was clouded on Saturday by reports that US President Donald Trump had rejected the offer.

The Wall Street Journal reported that Trump remained unconvinced Tehran would meet his demands and expected military action against Iran to resume. Reuters said it had not immediately independently confirmed the reported rejection.

The uncertainty leaves open a critical question for the region: whether the latest proposal can produce even a temporary halt in a conflict that has severely disrupted one of the world’s most important energy routes.

Tehran’s seven-day timetable

Iran’s proposal is built around a tightly defined sequence rather than an open-ended ceasefire.

According to Araghchi, the seven-day clock would begin only after Washington formally accepts the arrangement. The initial measures would take several days, followed by the reopening of the Strait of Hormuz and then the start of broader negotiations.

Iranian officials have described the sixth day as the point at which normal maritime traffic could resume, with discussions between Tehran and Washington beginning on the seventh day.

Those subsequent negotiations could cover issues acceptable to both sides, including the long-running dispute over Iran’s nuclear programme.

Araghchi said Tehran had already prepared the necessary arrangements and suggested that the next move rested with Washington.

What Tehran wants from Washington

Iran’s offer is not simply a promise to reopen the waterway.

The proposal would require the United States to end its naval blockade of Iranian ports, remove restrictions on Iranian oil exports and release frozen Iranian financial assets.

The broader arrangement would also include a cessation of hostilities across the region, including Lebanon and Yemen.

In return, Tehran would facilitate the restoration of shipping through Hormuz and enter a wider diplomatic process with Washington.

The waterway is central to the proposal because it has become Iran’s most significant point of leverage over international energy supplies during the conflict.

Iran draws a line on its nuclear programme

Even if Washington were to accept the proposed roadmap, Tehran has indicated that the nuclear question would not automatically become a matter for immediate concessions.

A senior Iranian official told Reuters that Iran would not agree to restrictions on uranium enrichment or accept demands to ship enriched uranium out of the country.

That position could become one of the most difficult obstacles in any subsequent negotiations because Trump has repeatedly insisted that Iran must not obtain a nuclear weapon.

Iran, meanwhile, says it is prepared to discuss its nuclear programme but rejects what its officials describe as negotiations conducted under military or economic coercion.

The gap between those two positions remains substantial.

Why Hormuz matters far beyond Iran

The Strait of Hormuz is not merely another regional waterway.

It is a crucial passage connecting the Persian Gulf with the Gulf of Oman and the wider Indian Ocean. Any prolonged disruption can therefore affect energy shipments, tanker movements, insurance costs, and global commodity markets.

The seven-month conflict has already disrupted the movement of oil and other cargo through the region. A reopening of the strait would therefore have consequences well beyond the countries directly involved in the war.

For Tehran, the waterway provides negotiating leverage. For Washington and its regional partners, securing unrestricted maritime traffic is a major strategic objective.

Washington’s position remains uncertain.

The latest diplomatic effort follows several earlier attempts to find a negotiated way out of the conflict.

US officials had previously described mediated discussions with Iran as constructive. Iranian and American representatives also held contacts during the UN General Assembly, including a meeting involving Araghchi and US envoy Steve Witkoff.

Yet the signals coming from Washington have remained mixed.

The Wall Street Journal’s account said Trump remains sceptical that Iran would fulfil the conditions he is seeking and believes another phase of US bombing could follow the November midterm elections. Other recent reporting has also indicated that Trump has said Iran should reopen the waterway immediately rather than wait for a negotiated seven-day arrangement.

As a result, Tehran’s proposal has not yet translated into a confirmed ceasefire.

Seven months of war have transformed the region

The present diplomatic effort comes after months of military escalation.

The conflict began on February 28 with US and Israeli strikes against Iran and subsequently spread across several theatres. Repeated rounds of attacks have damaged Iranian military capabilities and placed additional pressure on an already weakened economy.

The confrontation has also drawn regional armed groups into the wider conflict.

The Houthis in Yemen have attacked Saudi interests and shipping, while Iran-backed militias in Iraq have been accused of targeting infrastructure connected to Saudi oil exports. Hezbollah has remained involved in fighting with Israel in Lebanon.

The result has been a conflict whose economic and security consequences extend far beyond Iranian territory.

The security situation was particularly tense on Saturday, when the Saudi-led coalition reported intercepting two drones heading towards Riyadh and a ballistic missile aimed at Khamis Mushait.

The attacks were attributed to the Iran-aligned Houthi movement, which controls large portions of northern and western Yemen.

The Houthis have also targeted Saudi energy infrastructure and shipping, adding another layer of risk to the region’s already fragile transport network.

Any sustained disruption along both the Hormuz and Red Sea routes would leave international energy markets facing pressure from two strategically important corridors at the same time.

Iran’s Foreign Ministry said Araghchi briefed Saudi Foreign Minister Prince Faisal bin Farhan on an understanding reached between Iran and Oman concerning safe navigation through the Strait of Hormuz.

That outreach is significant because Saudi Arabia has been one of Iran’s major regional rivals, while both countries have a direct interest in preventing a prolonged disruption of Gulf shipping.

The development suggests that any eventual settlement may require not only US-Iranian negotiations but also coordination among the wider group of Gulf states affected by the conflict.

Defence coordination grows among US partners.

The wider regional security response is also taking shape.

Turkish and Pakistani defence officials held talks in Riyadh on Friday with Saudi counterparts to discuss the security situation and military coordination.

The meeting followed discussions among the three countries’ foreign ministers under the framework of the Mecca Joint Defense Agreement.

The diplomatic and military contacts underline how the Iran conflict has increasingly become a regional security issue rather than a confrontation involving only Washington and Tehran.

Yemen’s humanitarian crisis deepens.

The fighting is also producing consequences far removed from the strategic calculations surrounding Hormuz.

UNICEF said acute malnutrition among children in Yemen has increased amid continuing violence.

इन हमलों के लिए ईरान-समर्थित हूती आंदोलन को जिम्मेदार बताया गया।

हूती यमन के बड़े हिस्से पर नियंत्रण रखते हैं और पहले भी सऊदी शहरों, ऊर्जा प्रतिष्ठानों तथा समुद्री यातायात को निशाना बना चुके हैं।

यदि होर्मुज और लाल सागर—दोनों प्रमुख समुद्री मार्ग लंबे समय तक प्रभावित होते हैं, तो वैश्विक ऊर्जा आपूर्ति पर दबाव और बढ़ सकता है।

ईरान ने सऊदी अरब से भी संपर्क बढ़ाया

तनाव के बीच तेहरान ने क्षेत्रीय देशों के साथ कूटनीतिक संपर्क भी जारी रखा है।

ईरान के विदेश मंत्रालय के मुताबिक, अराघची ने सऊदी विदेश मंत्री प्रिंस फैसल बिन फरहान को होर्मुज के रास्ते सुरक्षित समुद्री आवाजाही को लेकर ईरान और ओमान के बीच बनी समझ की जानकारी दी।

यह संपर्क इसलिए महत्वपूर्ण है क्योंकि सऊदी अरब और ईरान लंबे समय से क्षेत्रीय प्रतिद्वंद्वी रहे हैं।

दोनों देशों के लिए खाड़ी क्षेत्र में व्यापारिक और ऊर्जा जहाजों की सुरक्षित आवाजाही महत्वपूर्ण है।

इसलिए यदि कोई व्यापक समझौता होता है, तो उसमें केवल वाशिंगटन और तेहरान की भूमिका पर्याप्त नहीं होगी। खाड़ी के अन्य देशों की सुरक्षा चिंताएं भी अहम होंगी।

अमेरिका के सहयोगी भी सैन्य समन्वय बढ़ा रहे

क्षेत्रीय सुरक्षा को लेकर अलग स्तर पर भी गतिविधियां तेज हैं।

तुर्की और पाकिस्तान के रक्षा अधिकारियों ने शुक्रवार को रियाद में सऊदी अधिकारियों के साथ बैठक की और सुरक्षा स्थिति तथा सैन्य समन्वय पर चर्चा की।

यह बैठक तीनों देशों के विदेश मंत्रियों की पिछली चर्चा के बाद हुई।

इससे संकेत मिलता है कि ईरान से जुड़ा संघर्ष अब केवल अमेरिका और ईरान के बीच टकराव नहीं रह गया है। इसके प्रभाव ने पश्चिम एशिया के कई देशों की सुरक्षा नीतियों को प्रभावित किया है।

यमन में मानवीय संकट भी गहराया

सैन्य और कूटनीतिक घटनाक्रम के बीच यमन में मानवीय स्थिति भी चिंता का विषय बनी हुई है।

यूनिसेफ ने कहा है कि लगातार हिंसा के बीच यमन में बच्चों में गंभीर कुपोषण की समस्या बढ़ी है।
