US-China Trade Reset: Washington and Beijing Ease Tariffs on Key Goods

 Trump and Xi use the Washington summit to broaden economic engagement, create a new trade mechanism, and open a separate channel for discussions on advanced AI.

WASHINGTON: The latest attempt by Washington and Beijing to put a floor under their turbulent economic relationship has produced more than a tariff understanding.

The United States and China have agreed to ease tariff treatment on selected non-sensitive products while creating fresh channels for discussions on trade and advanced technology.

The package followed Chinese President Xi Jinping’s visit to Washington and his lengthy discussions with US President Donald Trump.

The two governments have also agreed to keep senior officials engaged through a new trade mechanism, signalling that the latest understanding is intended to support continuing negotiations rather than close the book on their wider economic differences.

The White House said the arrangement involves roughly $30 billion of non-sensitive goods moving in each direction.

American exporters are set to gain improved access for products including farm commodities, seafood, wood products, cosmetics and medical devices.

Certain Chinese exports to the US—including household appliances, toys, seasonal decorations and children’s car seats—will also receive more favourable tariff treatment.

The announcement comes against a backdrop of repeated tariff battles that have unsettled businesses in both countries.

The latest measures provide some relief for selected categories of goods while leaving the broader US-China trade relationship subject to further negotiations.

From tariff confrontation to structured negotiations

The two countries have spent years imposing duties on each other’s products, with successive rounds of retaliation expanding the dispute far beyond the original disagreements.

Washington began its major tariff campaign against Chinese imports in 2018, pointing to concerns about China’s trade practices, intellectual-property issues and the large imbalance in goods trade.

Beijing responded with tariffs of its own, while also deploying other economic measures.

The dispute subsequently acquired a technological dimension. China’s restrictions on exports of certain critical minerals and America’s growing use of trade and technology controls became additional sources of friction.

Because China’s exports to the US substantially exceed its imports from America, Beijing has had fewer US products available for equivalent tariff retaliation, prompting it to rely on non-tariff measures as well.

The latest arrangement seeks to move some of that confrontation into a more predictable negotiating framework.

New trade body to keep talks alive

Rather than relying entirely on summit meetings between the two presidents, Washington and Beijing have agreed to maintain a continuing institutional channel for economic discussions.

The White House said the US-China Board of Trade will provide a forum for dealing with trade and market-access matters.

China’s Foreign Ministry likewise said the two sides would carry forward understandings reached during their earlier consultations and continue economic and commercial discussions.

That mechanism assumes particular importance because the two governments are still operating under a broader trade truce that has been extended.

The extension gives negotiators additional time to address unresolved issues and work towards a wider settlement.

For companies involved in cross-border commerce, the immediate effect of the latest arrangement is likely to be concentrated in the product categories covered by the tariff concessions rather than across the entire US-China trade relationship.

Xi’s Washington visit and state dinner

The trade announcements followed several hours of talks between Trump and Xi at the White House. The Chinese leader’s visit was his first trip to Washington since 2015.

The meeting was followed by a state dinner attended by senior officials and business leaders, bringing political and corporate figures into the broader engagement between the two countries.

Among those reported to be present were Alphabet chief executive Sundar Pichai, Microsoft CEO Satya Nadella, Nvidia CEO Jensen Huang and OpenAI chief executive Sam Altman.

Both sides presented stability as an important objective in managing the relationship. Xi called for cooperation that could produce benefits for both countries and argued that competition should remain within appropriate boundaries.

Artificial intelligence gets its own diplomatic channel

The summit also produced an agreement on an area that is becoming increasingly important to both Washington and Beijing: artificial intelligence.

Instead of treating AI solely as a technology and commercial issue, the two countries plan to establish a dedicated dialogue dealing with its potential benefits as well as the risks arising from increasingly powerful systems.

The White House said another round of discussions is expected in November. Washington and Beijing are also establishing a means for officials to communicate directly when significant incidents involving AI occur.

An unusual feature of the agreement was the terminology adopted by the two leaders. The White House said Trump and Xi agreed to refer to the subject as “super intelligence” rather than “artificial intelligence”.

Beijing welcomed the terminology and called for expanded exchanges between the two countries on AI development.

The decision to create a separate communication channel reflects the growing recognition that advances in AI are creating issues that cannot be addressed solely through conventional trade negotiations.

A wider agenda beyond tariffs

The Washington meeting was not confined to bilateral commerce or technology. The two governments also discussed their roles as hosts of major international gatherings.

According to the understandings announced by Washington and Beijing, Trump and Xi intend to attend APEC and G20 meetings hosted by the other country.

The two sides also reached an understanding concerning international waterways, including the principle that such routes should not become subject to transit charges imposed by individual countries or entities.

These agreements add a broader diplomatic dimension to what might otherwise have been viewed principally as another round of tariff negotiations.

Why the latest deal matters

The significance of the agreement lies less in a complete resolution of the US-China trade dispute than in the creation of additional mechanisms for managing it.

The tariff concessions cover selected goods rather than eliminating the wider duties that have accumulated during years of confrontation.

At the same time, the new trade body gives officials a continuing forum for negotiations, while the AI dialogue opens a separate track for one of the most strategically important technologies of the coming years.

For exporters, importers and manufacturers, the changes could reduce tariff pressure on specified product lines.

For policymakers, they provide another opportunity to prevent disagreements over trade, technology and strategic industries from repeatedly escalating into broader economic confrontations.

The latest understanding therefore represents another stage in an unsettled US-China relationship—one in which competition remains substantial, but where both governments are simultaneously building channels intended to keep economic and technological disagreements within a negotiating framework.

हालांकि, यह समझौता अमेरिका और चीन के बीच मौजूद सभी व्यापारिक शुल्कों को खत्म नहीं करता। इसके बजाय यह उन चुनिंदा क्षेत्रों में राहत देता है जिन पर दोनों पक्षों ने ताजा सहमति बनाई है।

व्यापार युद्ध से बातचीत के नए दौर तक

समय के साथ विवाद केवल आयात शुल्क तक सीमित नहीं रहा। महत्वपूर्ण खनिजों और अन्य सामग्रियों के निर्यात पर चीन के नियंत्रण तथा अमेरिका की ओर से व्यापार और तकनीक से जुड़े प्रतिबंधों ने तनाव को एक नया आयाम दिया।

अमेरिका चीन से जितना सामान खरीदता है, उसके मुकाबले चीन अमेरिका से काफी कम सामान खरीदता है। ऐसे में चीन के पास अमेरिकी वस्तुओं पर समान स्तर की जवाबी टैरिफ कार्रवाई के लिए अपेक्षाकृत कम आधार रहा और उसने अन्य आर्थिक उपायों का भी इस्तेमाल किया।

अब दोनों देश विवाद को पूरी तरह खत्म करने के बजाय उसके प्रबंधन के लिए अधिक व्यवस्थित बातचीत का ढांचा तैयार करने की दिशा में आगे बढ़ रहे हैं।

नए ट्रेड बोर्ड से जारी रहेगी आर्थिक बातचीत

नई व्यवस्था की एक अहम विशेषता यह है कि दोनों देशों ने व्यापार संबंधी मुद्दों पर नियमित बातचीत के लिए एक संस्थागत माध्यम तैयार किया है।

व्हाइट हाउस के अनुसार, अमेरिका-चीन बोर्ड ऑफ ट्रेड व्यापार और बाजार तक पहुंच से जुड़े मुद्दों पर बातचीत का मंच उपलब्ध कराएगा। चीन के विदेश मंत्रालय ने भी कहा है कि दोनों देश पहले की बातचीत में बनी सहमतियों को आगे बढ़ाते हुए आर्थिक और व्यापारिक संवाद जारी रखेंगे।

यह व्यवस्था इसलिए भी महत्वपूर्ण है क्योंकि दोनों देशों के बीच व्यापक व्यापारिक संघर्षविराम को आगे बढ़ाया गया है। इससे वार्ताकारों को उन मुद्दों पर काम करने के लिए अतिरिक्त समय मिलेगा जिनका समाधान अभी बाकी है।

व्यापारिक कंपनियों के लिए तत्काल प्रभाव मुख्य रूप से उन्हीं वस्तुओं तक सीमित रहेगा जिन्हें नई टैरिफ व्यवस्था में शामिल किया गया है। पूरे अमेरिका-चीन व्यापार पर इसका समान प्रभाव नहीं पड़ेगा।

ट्रंप-शी मुलाकात के बाद बढ़ा संवाद

ट्रंप और शी जिनपिंग ने व्हाइट हाउस में कई घंटे आमने-सामने बातचीत की। शी की यह 2015 के बाद वॉशिंगटन की पहली यात्रा थी।

बातचीत के बाद आयोजित राजकीय रात्रिभोज में अमेरिकी प्रशासन के वरिष्ठ अधिकारियों के साथ बड़ी कंपनियों के शीर्ष कारोबारी भी शामिल हुए। इनमें अल्फाबेट के सीईओ सुंदर पिचाई, माइक्रोसॉफ्ट के सीईओ सत्य नडेला, एनवीडिया के सीईओ जेन्सेन हुआंग और ओपनएआई के प्रमुख सैम ऑल्टमैन का नाम शामिल है।

दोनों देशों की ओर से बातचीत में द्विपक्षीय संबंधों में स्थिरता बनाए रखने पर जोर दिया गया। शी ने दोनों देशों के बीच ऐसे सहयोग की वकालत की जिससे दोनों पक्षों को लाभ हो और कहा कि प्रतिस्पर्धा को उचित सीमाओं के भीतर रखा जाना चाहिए।

AI पर भी खुलेगा अलग बातचीत का रास्ता

अमेरिका और चीन के बीच वार्ता का एक महत्वपूर्ण हिस्सा कृत्रिम बुद्धिमत्ता यानी AI भी रहा। दोनों देश अब इस तकनीक को केवल कारोबारी या तकनीकी विषय के रूप में नहीं, बल्कि संभावित जोखिमों और अवसरों वाले रणनीतिक मुद्दे के रूप में देख रहे हैं।

दोनों सरकारें AI के संभावित लाभों के साथ उससे पैदा होने वाले जोखिमों पर भी अलग से बातचीत करेंगी। अगले दौर की चर्चा नवंबर में होने की उम्मीद है।

इसके अलावा, AI से जुड़ी किसी गंभीर घटना की स्थिति में अमेरिकी और चीनी अधिकारियों के बीच सीधा संपर्क स्थापित करने के लिए एक संचार व्यवस्था भी बनाई जाएगी।

इस समझौते में शब्दावली भी चर्चा का विषय बनी। व्हाइट हाउस के अनुसार, ट्रंप और शी ने इस क्षेत्र के लिए “आर्टिफिशियल इंटेलिजेंस” के स्थान पर “सुपर इंटेलिजेंस” शब्द इस्तेमाल करने पर सहमति जताई। चीन ने इस बदलाव का स्वागत किया और AI के विकास को लेकर दोनों देशों के बीच अधिक संपर्क और आदान-प्रदान की जरूरत बताई।

APEC और G20 पर भी सहयोग

ट्रंप-शी वार्ता का एजेंडा व्यापार और तकनीक से आगे भी गया। दोनों देशों ने प्रमुख अंतरराष्ट्रीय सम्मेलनों की मेजबानी को लेकर भी सहयोग की बात कही है।

वॉशिंगटन और बीजिंग के अनुसार, दोनों नेता एक-दूसरे के देशों में आयोजित होने वाली APEC और G20 बैठकों में हिस्सा लेने की योजना रखते हैं।

अंतरराष्ट्रीय जलमार्गों को लेकर भी दोनों पक्षों के बीच एक समझ बनी है। इसके तहत किसी देश या संस्था द्वारा अंतरराष्ट्रीय जलमार्गों पर पारगमन शुल्क लगाने के मुद्दे पर भी सहमति व्यक्त की गई है।

इस तरह ताजा वार्ता केवल टैरिफ में बदलाव तक सीमित नहीं रही, बल्कि इसमें अमेरिका-चीन संबंधों के व्यापक आर्थिक और कूटनीतिक पहलू भी शामिल रहे।

समझौते का व्यापक अर्थ

नई व्यवस्था को अमेरिका-चीन व्यापार विवाद का अंतिम समाधान नहीं माना जा सकता। दोनों देशों के बीच कई शुल्क और नीतिगत मतभेद अभी भी बने हुए हैं।

फिर भी, चुनिंदा उत्पादों पर टैरिफ राहत के साथ व्यापार संबंधी बातचीत के लिए नया तंत्र स्थापित किया गया है। इसके समानांतर AI पर अलग संवाद शुरू करने की तैयारी दोनों देशों के संबंधों में आर्थिक और तकनीकी मुद्दों को अलग-अलग चैनलों के जरिए संभालने की कोशिश को दर्शाती है।

व्यापारियों और विनिर्माताओं के लिए इसका सीधा असर उन उत्पाद श्रेणियों में दिखाई दे सकता है जिन्हें नई व्यवस्था में शामिल किया गया है। नीति निर्माताओं के लिए यह समझौता व्यापार, तकनीक और रणनीतिक उद्योगों से जुड़े मतभेदों को बातचीत के माध्यम से संभालने का एक और मंच उपलब्ध कराता है।
