POK Protests Turn Deadly: Pakistan Defence Minister Calls Demonstrators ‘Enemies Like India’, India Slams Polls

Fresh political turmoil has engulfed Pakistan-occupied Kashmir (POK) after Pakistan’s Defence Minister Khawaja Asif drew sharp criticism for equating anti-government protesters with India while defending the deadly security crackdown that left at least 14 activists dead.

His remarks have further intensified outrage over Islamabad’s handling of the unrest in the region.

The controversial statement came in the aftermath of one of the bloodiest crackdowns witnessed in POK in recent years.

Pakistani security forces opened fire on a protest march organised by the banned Joint Awami Action Committee (JAAC), resulting in the deaths of at least 14 demonstrators, according to the organisation.

Khawaja Asif, who had earlier courted controversy during Operation Sindoor through a series of provocative remarks, defended the government’s response to the protests.

Addressing a local television channel, the Pakistani Defence Minister asserted that he viewed those participating in the agitation no differently from India.

Declaring that the protesters fell into the same category as India’s adversaries, Asif also dismissed any possibility of negotiations with them and described the demonstrators as enemies of Pakistan.

Deadly Crackdown Deepens Crisis

Escalation of the unrest followed a massive march by thousands of supporters of the Joint Awami Action Committee from Rawalkot towards Muzaffarabad.

The protesters were demanding the abolition of 12 legislative assembly seats reserved for Kashmiri refugees, arguing that the existing arrangement weakens the political representation of residents living in Pakistan-occupied Kashmir and enables political parties based in Islamabad to influence the formation of governments in the territory.

Leaders of the movement have consistently maintained that only permanent residents of Pakistan-occupied Kashmir should have the right to elect members of its legislative assembly.

According to the JAAC, the rally was entirely peaceful and attracted nearly 5,000 participants before security personnel allegedly opened fire.

The organisation claimed that at least 14 of its members lost their lives in the firing, while more than two dozen others sustained injuries.

Among those killed was Usman Nazir, the younger brother of JAAC founding member Umar Nazir.

JAAC accused Pakistani security forces of opening fire without any provocation on unarmed demonstrators.

Authorities in Pakistan, however, presented a sharply contrasting version of events. Officials alleged that protesters were carrying sophisticated weapons and had attacked security personnel first, compelling the forces to retaliate.

The conflicting claims from both sides could not be independently verified.

Unrest Continues Across POK, leaders say they need India’s help

Renewed violence has further aggravated an already volatile situation across Pakistan-occupied Kashmir, where demonstrations have continued for several weeks.

Various reports indicate that more than 80 people have been killed since protests began on June 5 and the subsequent security operations.

Before the latest firing, nearly 40 people, including 34 protesters and six security personnel, had reportedly died during the unrest.

The latest confrontation unfolded even as Pakistan proceeded with the first phase of elections to the so-called legislative assembly in Pakistan-occupied Kashmir.

Polling was marred by clashes at several locations, reports of ballot boxes being snatched and allegations of electoral manipulation raised by opposition groups despite an extensive security deployment.

India Rejects Pakistan’s Electoral Exercise

Reacting strongly to the developments, India dismissed the electoral process in Pakistan-occupied Kashmir as an attempt to lend legitimacy to Pakistan’s illegal occupation of the territory.

Speaking at the weekly media briefing, Ministry of External Affairs spokesperson Randhir Jaiswal said the exercise could not alter India’s consistent position on Jammu and Kashmir.

Describing the polls as a cosmetic exercise, Jaiswal said Pakistan was attempting to conceal its illegal occupation while diverting attention from serious human rights violations in the region.

He emphasised that such electoral measures carried no legal or political significance from India’s perspective.

Reaffirming New Delhi’s long-standing position, the spokesperson stated that the entire Union Territories of Jammu and Kashmir and Ladakh, including the areas presently under Pakistan’s control, remain an integral and inalienable part of India.

Jaiswal also linked the continuing unrest in Pakistan-occupied Kashmir to long-standing political, administrative and economic grievances.

According to him, the sustained public protests reflect growing resentment over Pakistan’s exploitation of the region, denial of fundamental rights and administrative repression rather than being isolated law-and-order incidents.

Public discontent in Pakistan-occupied Kashmir has been building steadily for months.

Residents across several districts have repeatedly taken to the streets over soaring inflation, rising prices of essential commodities, prolonged electricity shortages and dissatisfaction with governance.

What initially began as demonstrations demanding cheaper electricity, subsidised wheat flour and greater administrative accountability has gradually transformed into a wider movement challenging Islamabad’s governance of the region.

पाकिस्तान अधिकृत कश्मीर (पीओके) में जारी उथल-पुथल के बीच पाकिस्तान के रक्षा मंत्री ख्वाजा आसिफ का एक बयान नए विवाद का कारण बन गया है।

प्रदर्शनकारियों पर हुई घातक सुरक्षा कार्रवाई का बचाव करते हुए उन्होंने सरकार विरोधी आंदोलन में शामिल लोगों को “भारत जैसा दुश्मन” बताया।

उनके इस बयान ने पहले से तनावपूर्ण हालात को और अधिक गंभीर बना दिया है।

यह टिप्पणी उस कार्रवाई के बाद सामने आई है जिसे हाल के वर्षों में पीओके की सबसे भीषण सुरक्षा कार्रवाई माना जा रहा है।

प्रतिबंधित जॉइंट आवामी एक्शन कमेटी (जेएएसी) के नेतृत्व में निकाले गए विरोध मार्च पर पाकिस्तानी सुरक्षा बलों द्वारा की गई गोलीबारी में संगठन के अनुसार कम से कम 14 कार्यकर्ताओं की मौत हो गई।

ऑपरेशन सिंदूर के दौरान भी अपने विवादास्पद बयानों को लेकर चर्चा में रहे ख्वाजा आसिफ ने इस बार भी सरकारी कार्रवाई का खुलकर समर्थन किया।

एक स्थानीय समाचार चैनल से बातचीत के दौरान आसिफ ने कहा कि सरकार के खिलाफ सड़कों पर उतरने वाले लोगों और भारत के बीच वह कोई अंतर नहीं देखते।

उन्होंने प्रदर्शनकारियों को भारत की तरह पाकिस्तान का दुश्मन बताते हुए स्पष्ट किया कि उनके साथ किसी प्रकार की बातचीत की कोई संभावना नहीं है।

खूनी कार्रवाई के बाद बढ़ा तनाव

ताजा हिंसा उस समय भड़क उठी जब हजारों जेएएसी समर्थकों ने रावलकोट से मुजफ्फराबाद तक मार्च निकाला। प्रदर्शनकारियों की प्रमुख मांग पाकिस्तान अधिकृत कश्मीर की विधानसभा में कश्मीरी शरणार्थियों के लिए आरक्षित 12 सीटों को समाप्त करने की थी।

उनका आरोप है कि मौजूदा व्यवस्था स्थानीय निवासियों के राजनीतिक अधिकारों को कमजोर करती है और इस्लामाबाद आधारित राजनीतिक दलों को वहां सरकार गठन में अनुचित प्रभाव प्रदान करती है।

आंदोलन के नेताओं का कहना है कि केवल पाकिस्तान अधिकृत कश्मीर में रहने वाले लोगों को ही वहां की विधानसभा चुनने का अधिकार मिलना चाहिए। जेएएसी के अनुसार लगभग 5,000 लोग पूरी तरह शांतिपूर्ण तरीके से मार्च में शामिल थे, तभी सुरक्षा बलों ने कथित रूप से गोलीबारी शुरू कर दी।

संगठन का दावा है कि इस कार्रवाई में उसके कम से कम 14 कार्यकर्ता मारे गए जबकि दो दर्जन से अधिक लोग घायल हुए।

मृतकों में जेएएसी के संस्थापक सदस्य उमर नजीर के छोटे भाई उस्मान नजीर भी शामिल हैं। संगठन ने आरोप लगाया कि पाकिस्तानी सुरक्षा बलों ने निहत्थे प्रदर्शनकारियों पर बिना किसी उकसावे के गोली चलाई।

हालांकि पाकिस्तान सरकार ने पूरी तरह अलग तस्वीर पेश की है। प्रशासन का कहना है कि प्रदर्शनकारी आधुनिक हथियारों से लैस थे और उन्होंने पहले सुरक्षा बलों पर हमला किया, जिसके बाद जवाबी कार्रवाई करनी पड़ी। दोनों पक्षों के दावों की स्वतंत्र रूप से पुष्टि नहीं हो सकी है।

पीओके में कई सप्ताह से जारी है आंदोलन

ताजा हिंसा ने पहले से सुलग रहे हालात को और अधिक विस्फोटक बना दिया है। विभिन्न रिपोर्टों के अनुसार 5 जून से शुरू हुए प्रदर्शनों और उसके बाद चली सुरक्षा कार्रवाई में अब तक 80 से अधिक लोगों की मौत हो चुकी है।

नवीनतम गोलीबारी से पहले लगभग 40 लोगों—जिनमें 34 प्रदर्शनकारी और छह सुरक्षाकर्मी शामिल थे—की जान जा चुकी थी।

यह कार्रवाई ऐसे समय हुई जब पाकिस्तान पीओके की तथाकथित विधानसभा के लिए पहले चरण का चुनाव करा रहा था।

मतदान के दौरान कई स्थानों पर झड़पें हुईं, मतपेटियां लूटे जाने की खबरें सामने आईं और भारी सुरक्षा व्यवस्था के बावजूद विपक्षी दलों ने चुनाव में धांधली के आरोप लगाए।

भारत ने चुनावी प्रक्रिया को किया खारिज

घटनाक्रम पर प्रतिक्रिया देते हुए भारत ने पाकिस्तान अधिकृत कश्मीर में कराए जा रहे चुनावों को पाकिस्तान के अवैध कब्जे को वैध ठहराने का प्रयास बताया।

विदेश मंत्रालय के साप्ताहिक मीडिया ब्रीफिंग में प्रवक्ता रणधीर जायसवाल ने कहा कि इस चुनावी प्रक्रिया से भारत का रुख किसी भी प्रकार से प्रभावित नहीं होगा।

उन्होंने कहा कि यह तथाकथित चुनाव केवल एक दिखावटी कवायद है, जिसका उद्देश्य पाकिस्तान के अवैध कब्जे को छिपाना और क्षेत्र में हो रहे गंभीर मानवाधिकार उल्लंघनों से दुनिया का ध्यान हटाना है।

उनके अनुसार ऐसी चुनावी प्रक्रिया का कोई वैधानिक या राजनीतिक महत्व नहीं है।

भारत के लंबे समय से चले आ रहे रुख को दोहराते हुए जायसवाल ने स्पष्ट किया कि जम्मू-कश्मीर और लद्दाख के संपूर्ण केंद्र शासित प्रदेश, जिनमें पाकिस्तान के अवैध और बलपूर्वक कब्जे वाले क्षेत्र भी शामिल हैं, भारत के अभिन्न और अविभाज्य अंग हैं।

विदेश मंत्रालय ने यह भी कहा कि पीओके में जारी व्यापक जन आंदोलन किसी एक कानून-व्यवस्था की घटना का परिणाम नहीं है।

प्रवक्ता के अनुसार ये प्रदर्शन पाकिस्तान द्वारा क्षेत्र के आर्थिक शोषण, लोगों के मौलिक अधिकारों के दमन और प्रशासनिक उत्पीड़न के खिलाफ लंबे समय से पनप रहे असंतोष की स्वाभाविक अभिव्यक्ति हैं।

दरअसल, पाकिस्तान अधिकृत कश्मीर में असंतोष अचानक पैदा नहीं हुआ। पिछले कई महीनों से लोग लगातार महंगाई, आवश्यक वस्तुओं की बढ़ती कीमतों, बार-बार होने वाली बिजली कटौती और प्रशासनिक विफलताओं के खिलाफ सड़कों पर उतर रहे हैं।

सस्ती बिजली, रियायती आटा और जवाबदेह शासन जैसी मांगों से शुरू हुआ यह आंदोलन अब इस्लामाबाद की प्रशासनिक व्यवस्था के खिलाफ व्यापक जन असंतोष का स्वरूप ले चुका है।
