Rahul Gandhi Targets RSS Over Education, Sparks Lok Sabha Uproar With Amit Shah Allegation

A stormy debate over the country’s education system and the recent student protests erupted in the Lok Sabha on Wednesday after Leader of the Opposition Rahul Gandhi dismissed the resignation of former Union Education Minister Dharmendra Pradhan as a mere symbolic exercise.

Escalating his attack, Gandhi described the Rashtriya Swayamsevak Sangh (RSS) as the “real enemy” of students, accusing it of taking control of India’s education framework.

He also alleged that Union Home Minister Amit Shah was responsible for the police action against protesting students, including the reported use of pellet guns, prompting an immediate political showdown inside the House.

Strong objections followed from the Treasury Benches, with Parliamentary Affairs Minister Kiren Rijiju describing the allegation against Amit Shah as extremely serious and a breach of the Home Minister’s privilege.

Demanding an unconditional apology, Rijiju questioned the basis of Gandhi’s accusation and challenged him to produce evidence in support of his claim.

He argued that such allegations could not be levelled against a constitutional functionary without substantiation.

Samajwadi Party president Akhilesh Yadav came to Gandhi’s defence, asserting that if the Leader of the Opposition had raised such a serious charge, the government should clarify who had authorised the police action against the students.

According to Yadav, the Centre owed Parliament and the public a clear explanation regarding the events that unfolded during the protests.

Participating in the discussion on the Public Examinations (Prevention of Unfair Means) Amendment Bill, introduced in the wake of nationwide demonstrations over examination irregularities, Gandhi maintained that approval for the use of force could only have come from either Prime Minister Narendra Modi or Home Minister Amit Shah.

His remarks immediately triggered loud protests from BJP members, further escalating tensions in the House.

Reiterating the government’s objection, Rijiju once again insisted that Gandhi withdraw his remarks and apologise.

He said that if Gandhi believed the Home Minister had ordered police firing, he should place the relevant order or documentary proof before Parliament instead of making what he termed irresponsible allegations.

Intervening in the matter, Lok Sabha Speaker Om Birla reminded members of the procedural rules governing parliamentary proceedings.

He observed that allegations of such gravity could not be made without prior notice and supporting evidence.

Referring to House rules, Birla asked whether there existed any inquiry report or official order that could justify the charge levelled by the Opposition leader.

Despite repeated interruptions, Gandhi attempted to continue his address. Turning his focus to the RSS, he alleged that the organisation had assumed effective control over the country’s education system.

Referring to a 2015 statement by Union Minister Rajnath Singh that BJP ministers do not resign, Gandhi argued that Pradhan’s resignation was only cosmetic because, according to him, the ministry had not been functioning under the minister’s authority.

Instead, he claimed, decisions were effectively being guided by the RSS and officials operating from within the ministry.

Continuing his criticism, Gandhi alleged that students were no longer being allowed to pursue education in a free academic environment.

He claimed they were being compelled to accept an ideological version of history promoted by the RSS and asserted that universities across the country were increasingly being headed by Vice-Chancellors aligned with the organisation.

Describing the RSS as the principal adversary of students, Gandhi said Dharmendra Pradhan represented only a symbol of a much larger system.

He alleged that the organisation was discouraging independent thinking among young people and attempting to turn them into unquestioning followers.

He also praised the students who had participated in the protests, saying they had shown courage by standing up despite the prevailing political atmosphere.

His remarks drew immediate protests from BJP members over the use of the expression “Andh Bhakt”, which they described as unparliamentary.

Senior BJP leaders, including Rajnath Singh and Kiren Rijiju, urged Speaker Om Birla to expunge the expression from the official parliamentary record.

Even amid the protests, Rajnath Singh appealed to ruling alliance members to allow Gandhi to complete his speech whenever order was restored.

Returning to his broader political argument, Gandhi said confronting fear was central to democratic struggle and claimed the students had demonstrated precisely that spirit.

According to him, young people were questioning the lack of employment opportunities and asking why divisive issues received greater attention than their aspirations for jobs and a better future.

Calling the student movement a defining moment, Gandhi said he had interacted with several protesters and came away encouraged by their determination.

He described the demonstrations as a peaceful and sincere expression of the country’s younger generation rather than an outburst of anger or hatred, saying the protests reflected the aspirations of India’s future.

Dharmendra Pradhan had stepped down from office on Saturday after weeks of sustained demonstrations that disrupted normal life in central Delhi and provided fresh momentum to the Opposition.

Soon after his resignation, students ended their sit-in protest at Jantar Mantar, bringing the prolonged agitation to a close.

The resignation marked an unprecedented political development during the National Democratic Alliance government’s three consecutive terms at the Centre.

It was the first occasion on which a large-scale public protest compelled a Union Minister to relinquish office.

The development came only days after students broke through police barricades to participate in what became the biggest street mobilisation witnessed during Prime Minister Narendra Modi’s third term, with the police subsequently facing criticism over allegations of excessive force used to disperse the crowds.

लोकसभा में बुधवार को शिक्षा व्यवस्था और छात्र आंदोलनों पर हुई चर्चा उस समय तीखी राजनीतिक टकराहट में बदल गई, जब विपक्ष के नेता राहुल गांधी ने पूर्व केंद्रीय शिक्षा मंत्री धर्मेंद्र प्रधान के इस्तीफे को केवल औपचारिक कदम बताते हुए राष्ट्रीय स्वयंसेवक संघ (आरएसएस) को छात्रों का “वास्तविक दुश्मन” करार दिया।

उन्होंने आरोप लगाया कि देश की शिक्षा व्यवस्था पर आरएसएस का नियंत्रण स्थापित हो चुका है। साथ ही उन्होंने छात्र प्रदर्शनकारियों पर हुई पुलिस कार्रवाई और कथित तौर पर पेलेट गन के इस्तेमाल के लिए केंद्रीय गृह मंत्री अमित शाह को जिम्मेदार ठहराया, जिसके बाद सदन में जोरदार हंगामा शुरू हो गया।

सत्तापक्ष ने इन आरोपों का कड़ा विरोध किया। संसदीय कार्य मंत्री किरेन रिजिजू ने कहा कि गृह मंत्री के विरुद्ध लगाया गया आरोप अत्यंत गंभीर है और यह उनके विशेषाधिकार का उल्लंघन है।

उन्होंने राहुल गांधी से तत्काल माफी मांगने की मांग करते हुए कहा कि बिना किसी प्रमाण के इस प्रकार का आरोप लगाना पूरी तरह अनुचित है। रिजिजू ने पूछा कि यदि ऐसा दावा किया जा रहा है तो उसके समर्थन में क्या सबूत मौजूद हैं।

इस बीच समाजवादी पार्टी अध्यक्ष अखिलेश यादव राहुल गांधी के समर्थन में सामने आए। उन्होंने कहा कि यदि विपक्ष के नेता ने इतना गंभीर आरोप लगाया है तो सरकार को स्पष्ट करना चाहिए कि छात्र प्रदर्शनकारियों के विरुद्ध पुलिस कार्रवाई का आदेश आखिर किसने दिया था।

उनके अनुसार, इस प्रश्न का उत्तर देना सरकार की जिम्मेदारी है।

देशभर में परीक्षा अनियमितताओं के विरोध में हुए आंदोलनों के बाद लाए गए लोक परीक्षा (अनुचित साधनों की रोकथाम) संशोधन विधेयक पर चर्चा के दौरान राहुल गांधी ने कहा कि प्रदर्शनकारियों के खिलाफ बल प्रयोग की अनुमति या तो प्रधानमंत्री नरेंद्र मोदी ने दी होगी या फिर गृह मंत्री अमित शाह ने।

उनके इस बयान के साथ ही भाजपा सांसदों ने तीखा विरोध शुरू कर दिया और सदन का माहौल बेहद तनावपूर्ण हो गया।

विवाद बढ़ने पर किरेन रिजिजू ने दोबारा हस्तक्षेप करते हुए राहुल गांधी से अपने बयान वापस लेने और माफी मांगने की मांग दोहराई।

उन्होंने कहा कि यदि गृह मंत्री द्वारा ऐसी कार्रवाई का आदेश दिए जाने का दावा किया जा रहा है तो उसका लिखित आदेश सदन के सामने प्रस्तुत किया जाना चाहिए।

बिना साक्ष्य के इस प्रकार के आरोप लोकतांत्रिक मर्यादाओं के अनुरूप नहीं हैं।

लोकसभा अध्यक्ष ओम बिरला ने भी सदन के नियमों का उल्लेख करते हुए कहा कि किसी सदस्य को बिना पूर्व सूचना और ठोस प्रमाण के इस प्रकार के गंभीर आरोप लगाने की अनुमति नहीं है।

उन्होंने पूछा कि क्या इस संबंध में किसी जांच आयोग की रिपोर्ट या कोई आधिकारिक आदेश उपलब्ध है, जिसके आधार पर ऐसा आरोप लगाया जा सके।

लगातार व्यवधानों के बावजूद राहुल गांधी ने अपना भाषण जारी रखने का प्रयास किया। उन्होंने आरएसएस पर निशाना साधते हुए आरोप लगाया कि उसने देश की शिक्षा व्यवस्था की आत्मा पर कब्जा कर लिया है।

वर्ष 2015 में केंद्रीय मंत्री राजनाथ सिंह के उस बयान का उल्लेख करते हुए कि भाजपा के मंत्री इस्तीफा नहीं देते, गांधी ने कहा कि धर्मेंद्र प्रधान का इस्तीफा केवल दिखावटी है क्योंकि उनके अनुसार मंत्रालय वास्तव में मंत्री नहीं बल्कि आरएसएस और मंत्रालय में बैठे विशेष अधिकारियों के प्रभाव में संचालित हो रहा था।

अपनी आलोचना को आगे बढ़ाते हुए गांधी ने कहा कि छात्रों को स्वतंत्र वातावरण में शिक्षा प्राप्त करने का अवसर नहीं दिया जा रहा।

उन्होंने आरोप लगाया कि उन्हें आरएसएस की विचारधारा से प्रेरित इतिहास स्वीकार करने के लिए बाध्य किया जा रहा है। उन्होंने यह भी दावा किया कि देश के अधिकांश विश्वविद्यालयों में आरएसएस की विचारधारा से जुड़े कुलपतियों की नियुक्ति की जा रही है।

राहुल गांधी ने कहा कि छात्रों के सामने वास्तविक चुनौती धर्मेंद्र प्रधान नहीं बल्कि वह व्यवस्था है, जिसका प्रतीक आरएसएस है।

उन्होंने आरोप लगाया कि युवाओं को स्वतंत्र चिंतन से दूर कर अंधानुयायी बनाने का प्रयास किया जा रहा है।

साथ ही उन्होंने छात्र आंदोलन में शामिल युवाओं की सराहना करते हुए कहा कि उन्होंने भय का सामना करते हुए लोकतांत्रिक अधिकारों के लिए आवाज उठाई।

उनके भाषण के दौरान “अंध भक्त” शब्द के प्रयोग पर भाजपा सांसदों ने कड़ी आपत्ति जताई और इसे असंसदीय बताया। राजनाथ सिंह और किरेन रिजिजू ने लोकसभा अध्यक्ष से इस टिप्पणी को कार्यवाही से हटाने का आग्रह किया।

विरोध के बीच भी राजनाथ सिंह ने सत्ता पक्ष के सदस्यों से अपील की कि व्यवस्था बनने पर राहुल गांधी को अपनी बात पूरी करने दी जाए।

अपने संबोधन के अगले हिस्से में राहुल गांधी ने कहा कि लोकतंत्र में सबसे बड़ी चुनौती भय पर विजय प्राप्त करना है और छात्रों ने वही करके दिखाया है।

उनके अनुसार, युवा यह पूछ रहे हैं कि उन्हें रोजगार क्यों नहीं मिल रहा, जबकि सरकार उनका ध्यान मूल मुद्दों से हटाकर दूसरे विवादों की ओर मोड़ रही है।

छात्र आंदोलन की प्रशंसा करते हुए गांधी ने कहा कि उन्होंने कई प्रदर्शनकारियों से बातचीत की और उनकी प्रतिबद्धता से उन्हें भविष्य के भारत की झलक दिखाई दी।

उनके अनुसार यह आंदोलन न तो हिंसा का प्रतीक था और न ही घृणा का, बल्कि देश की नई पीढ़ी की गहरी लोकतांत्रिक अभिव्यक्ति था।

कई सप्ताह तक चले व्यापक छात्र आंदोलन के बाद धर्मेंद्र प्रधान ने शनिवार को केंद्रीय मंत्री पद से इस्तीफा दे दिया था। इस इस्तीफे के बाद जंतर-मंतर पर धरना दे रहे छात्रों ने अपना आंदोलन समाप्त करने की घोषणा कर दी।

यह घटनाक्रम राष्ट्रीय जनतांत्रिक गठबंधन (एनडीए) सरकार के लगातार तीन कार्यकालों में पहली बार देखने को मिला, जब व्यापक जन आंदोलन के दबाव में किसी केंद्रीय मंत्री को पद छोड़ना पड़ा।

यह इस्तीफा उस समय आया जब कुछ ही दिन पहले हजारों छात्रों ने पुलिस बैरिकेडिंग को पार कर प्रधानमंत्री नरेंद्र मोदी के तीसरे कार्यकाल का सबसे बड़ा सड़क आंदोलन आयोजित किया था।

इस दौरान प्रदर्शनकारियों को तितर-बितर करने के लिए पुलिस द्वारा कथित अत्यधिक बल प्रयोग को लेकर भी सरकार को व्यापक आलोचना का सामना करना पड़ा।
