Prayagraj Corporators Submit Three-Point Memorandum to Mayor, Seek Relief on House Tax, Mutation Fee and Water Tax
Delegation Demands Simplification of OTS Scheme, Withdrawal of ₹500 Monthly Mutation Delay Charge and One-Month Water Tax Rebate
Prayagraj, September 2: A group of corporators on Wednesday met Prayagraj Mayor Umesh Chandra Ganesh Kesarwani at his office and submitted a three-point memorandum seeking measures in the interest of citizens, particularly those facing difficulties related to municipal taxes and property mutation.
The memorandum was presented at around 2.30 pm at the Mayor’s office. Senior corporator Shivsevak Singh placed the demands before the Mayor, drawing attention to issues that directly affect property owners and other residents of the city.
The delegation sought simplification of the One-Time Settlement (OTS) scheme so that all eligible house-tax defaulters could avail themselves of its benefits without unnecessary procedural difficulties.
The corporators also demanded the withdrawal of the ₹500 per month mutation delay fee being levied by the Nagar Nigam and sought a 10 per cent rebate on water tax up to September.
Corporators Raise Issues Directly Affecting Citizens
The issues raised in the memorandum are closely connected with the day-to-day civic and financial concerns of residents.
The corporators who participated in the delegation are known for remaining engaged with issues concerning their respective wards and the welfare of the people living there.
A majority of these elected representatives regularly raise public grievances and civic concerns in the Nagar Nigam Sadan, seeking action from the municipal administration on matters affecting residents.
Their intervention on taxation-related issues is being viewed in this context, as house tax, mutation charges and water tax have a direct bearing on a large section of urban households.
By taking the matter up with the Mayor, the corporators sought to ensure that municipal policies intended to facilitate citizens do not become difficult to access because of procedural complications or additional financial burdens.
Mayor Assures Action on Key Demands
Responding to the memorandum, Mayor Umesh Chandra Ganesh Kesarwani assured the corporators that the concerns raised would be addressed.
On the issue of the ₹500 monthly mutation delay charge, the Mayor gave an assurance regarding its removal.
He also directed the Chief Tax Assessment Officer to simplify the process under the OTS scheme so that eligible property owners can obtain its benefits more easily.
The Mayor further assured the delegation that a 10 per cent concession in water tax for one month would be provided.
The assurances have brought some relief to the corporators, who had sought measures aimed at reducing the financial and procedural burden on citizens.
OTS Simplification Expected to Help Tax Defaulters
The demand for easier implementation of the OTS scheme is particularly relevant for property owners with outstanding house-tax dues.
Under a settlement mechanism, eligible taxpayers can benefit from prescribed concessions or relief while clearing their outstanding liabilities.
The corporators argued that such a scheme can achieve its intended purpose more effectively when the procedure is straightforward and accessible to ordinary citizens.
Simplifying the process could encourage more eligible property owners to come forward and settle their dues.
Delegation Includes Senior and Ward-Level Representatives
The memorandum was submitted and discussed in the presence of several corporators, including senior corporators Shivsevak Singh and Anand Ghildiyal.
Others who participated included Kusum Lata Gupta, Bhola Tiwari, Ritesh Mishra, Nem Yadav, Mayank Yadav, Pankaj Jaiswal, Ajay Yadav, Mohammad Azam, Mukesh Lara, Sahil Arora, Ashish Dwivedi and Shyam Chandra, among others.
The meeting ended with assurances from the Mayor on the three principal demands.
The corporators are now expected to follow up on the decisions so that the assurances translate into concrete relief for the residents concerned.

प्रयागराज, 2 सितंबर: जनहित से जुड़े विभिन्न मुद्दों को लेकर नगर निगम के पार्षदों के एक प्रतिनिधिमंडल ने बुधवार को महापौर उमेश चंद्र गणेश केसरवानी से मुलाकात कर उन्हें तीन सूत्रीय ज्ञापन सौंपा।
दोपहर करीब 2.30 बजे महापौर कार्यालय में हुई मुलाकात के दौरान पार्षदों ने गृहकर बकायेदार भवन स्वामियों, नामांतरण शुल्क और जलकर से जुड़े मुद्दों को प्रमुखता से उठाया।
वरिष्ठ पार्षद शिवसेवक सिंह के नेतृत्व में दिए गए ज्ञापन में मांग की गई कि गृहकर के बकायेदार भवन स्वामियों को ओटीएस (वन टाइम सेटलमेंट) योजना का शत-प्रतिशत लाभ दिलाने के लिए प्रक्रिया को सरल बनाया जाए।
इसके साथ ही नगर निगम द्वारा नामांतरण में देरी के नाम पर निर्धारित 500 रुपये प्रतिमाह विलंब शुल्क समाप्त करने तथा जलकर में सितंबर माह तक 10 प्रतिशत की छूट देने की मांग की गई।
पार्षदों ने कहा कि इन मुद्दों का सीधा संबंध शहर के आम नागरिकों से है और इनके समाधान से बड़ी संख्या में भवन स्वामियों तथा उपभोक्ताओं को राहत मिल सकती है।
जनसमस्याओं को लेकर नगर निगम सदन में भी आवाज उठाते हैं पार्षद
ज्ञापन देने वाले पार्षदों का कहना है कि उनके लिए अपने-अपने वार्ड के नागरिकों की समस्याओं और उनके कल्याण से जुड़े मुद्दे प्राथमिकता में हैं।
इन पार्षदों में अधिकांश ऐसे हैं जो अपने क्षेत्रों की नागरिक समस्याओं को नगर निगम सदन में लगातार उठाते रहे हैं और संबंधित विभागों से उनके समाधान की मांग करते हैं।
सफाई, कर व्यवस्था, जलापूर्ति, सड़क, नामांतरण और अन्य नागरिक सुविधाओं से जुड़े विषयों पर पार्षदों की भूमिका महत्वपूर्ण रहती है, क्योंकि वे सीधे जनता से जुड़े निर्वाचित प्रतिनिधि होते हैं।
ऐसे में ज्ञापन के माध्यम से उठाई गई मांगों को भी नागरिकों पर पड़ने वाले आर्थिक और प्रक्रियागत प्रभाव के संदर्भ में देखा जा रहा है।
पार्षदों ने महापौर के समक्ष यह मुद्दा रखा कि नागरिक हित में बनाई गई योजनाओं का लाभ तभी व्यापक स्तर पर पहुंच सकता है, जब उनकी प्रक्रिया सरल हो और लोगों पर अनावश्यक आर्थिक बोझ न पड़े।
₹500 मासिक नामांतरण विलंब शुल्क समाप्त करने का आश्वासन
नामांतरण में देरी के कारण लगाए जा रहे 500 रुपये प्रतिमाह विलंब शुल्क को लेकर भी पार्षदों ने महापौर के सामने अपनी आपत्ति रखी।
उनका कहना था कि इस शुल्क के कारण संबंधित भवन स्वामियों पर अतिरिक्त आर्थिक भार पड़ता है।
महापौर उमेश चंद्र गणेश केसरवानी ने पार्षदों की मांग पर 500 रुपये प्रतिमाह विलंब शुल्क समाप्त करने का आश्वासन दिया।
यह निर्णय लागू होने की स्थिति में नामांतरण संबंधी मामलों में नागरिकों को आर्थिक राहत मिलने की उम्मीद है।
ओटीएस योजना का लाभ दिलाने के लिए प्रक्रिया होगी सरल
गृहकर के बकायेदार भवन स्वामियों के लिए ओटीएस योजना के लाभ को अधिक सुलभ बनाने की मांग पर भी महापौर ने सकारात्मक रुख अपनाया।
उन्होंने मुख्य कर निर्धारण अधिकारी को ओटीएस योजना की प्रक्रिया सरल करने के निर्देश देने का आश्वासन दिया, ताकि पात्र भवन स्वामी योजना का अधिक से अधिक लाभ उठा सकें।
पार्षदों का मानना है कि प्रक्रिया सरल होने से ऐसे भवन स्वामियों के लिए बकाया गृहकर का निपटारा करना आसान होगा, जो किसी कारण से अब तक योजना का लाभ नहीं ले पाए हैं।
जलकर में एक माह 10 प्रतिशत छूट देने का आश्वासन
ज्ञापन में तीसरी प्रमुख मांग जलकर में सितंबर माह तक 10 प्रतिशत छूट प्रदान करने की थी। पार्षदों ने महापौर से आग्रह किया कि आम उपभोक्ताओं को राहत देने के लिए जलकर में निर्धारित अवधि के लिए छूट दी जाए।
महापौर ने प्रतिनिधिमंडल को एक माह के लिए जलकर में 10 प्रतिशत छूट देने का आश्वासन दिया।
वरिष्ठ पार्षदों सहित कई प्रतिनिधि रहे मौजूद
महापौर को ज्ञापन सौंपने और वार्ता करने वालों में वरिष्ठ पार्षद शिवसेवक सिंह, आनंद घिल्डियाल के अलावा कुसुमलता गुप्ता, भोला तिवारी, रितेश मिश्रा, नेम यादव, मयंक यादव, पंकज जायसवाल, अजय यादव, मोहम्मद आजम, मुकेश लारा, साहिल अरोरा, आशीष द्विवेदी और श्याम चंद्र सहित अन्य पार्षद मौजूद रहे।
तीन सूत्रीय ज्ञापन के माध्यम से उठाए गए मुद्दों पर महापौर की ओर से मिले आश्वासनों के बाद अब पार्षदों की नजर इन निर्णयों के क्रियान्वयन पर रहेगी।
खासतौर पर ओटीएस योजना को सरल बनाने, नामांतरण विलंब शुल्क हटाने और जलकर में छूट जैसे फैसले सीधे तौर पर शहर के संबंधित नागरिकों को आर्थिक एवं प्रक्रियागत राहत पहुंचा सकते हैं।
