Prayagraj Councillors Seek Rollback of Heirship Mutation Delay Fee, Mayor Orders Review After Citizens’ Complaints
Growing public resentment over the steep delay charges imposed on heirship mutation applications prompted a group of Prayagraj Municipal Corporation councillors to meet Mayor Ganesh Kesarwani, demanding the immediate withdrawal of the revised fee and convening of a Municipal Corporation House meeting to deliberate on the issue along with other matters of public interest.
During the meeting held at the Mayor’s office in the Municipal Corporation headquarters, the councillors submitted a memorandum alleging that the enhanced delay fee of ₹500 per month for heirship mutation had been implemented by the civic administration without placing the matter before the elected House.
They argued that the decision has imposed a heavy financial burden on citizens seeking legal mutation of inherited properties.
Senior councillor Shivsevak Singh, while presenting the memorandum, informed the Mayor that the revised system has left many families struggling to complete mutation formalities because of the accumulated penalty.
He maintained that such an important policy decision should have been discussed and approved by the Municipal Corporation House before being enforced.
To highlight the impact of the new rule, the councillors cited the case of Vinita Devi, daughter of late Tulsi Das, a resident of 148/45, Pura Dalel, Allahpur, Prayagraj.
According to the memorandum, Tulsi Das passed away on July 30, 2013, while his wife died on September 20, 2024.
As the sole legal heir, Vinita Devi applied for mutation of the family property but was reportedly asked by the Zone-4 Allahpur office to deposit nearly ₹80,000 as delay charges calculated at the rate of ₹500 per month.
The councillors stated that Vinita Devi belongs to an economically weaker family and is unable to arrange such a large amount.
As a result, her mutation application has remained pending solely because the penalty has not been deposited.
They claimed that similar grievances are being reported from different zonal offices of the Municipal Corporation, where numerous applicants are facing comparable difficulties.
Demanding immediate relief, the delegation urged the Mayor to restore the earlier system under which only a flat delay fee of ₹500 was charged instead of the present monthly levy.
They argued that the previous arrangement was more reasonable and did not create unnecessary hardship for ordinary citizens.
Taking note of the concerns raised by the councillors, Mayor Ganesh Kesarwani directed Municipal Commissioner and Chief Tax Assessment Officer Sanjay Mangai to examine the issue and initiate the necessary process for withdrawing the existing delay fee provisions.
Among those present during the meeting were senior councillor Shivsevak Singh, Neeraj Gupta, Hiralal Tiwari, Rameez Ahmad, Akash Sonkar, Neeraj Tandon, Anand Ghildiyal, Kusumlata Gupta, Ashish Dwivedi, Ajay Yadav, Sarfaraz Ahmad, Vijay Vishwas Rawat, Shyam Chandra, Azad Ahmad, Ritesh Mishra, along with several other councillors.
प्रयागराज: वारिसान नामांतरण पर बढ़े विलंब शुल्क के विरोध में पार्षदों का प्रदर्शन, महापौर ने समीक्षा के दिए निर्देश
वारिसान नामांतरण पर लगाए गए बढ़े हुए विलंब शुल्क को लेकर बढ़ते जनअसंतोष के बीच प्रयागराज नगर निगम के पार्षदों के एक प्रतिनिधिमंडल ने महापौर गणेश केसरवानी से मुलाकात कर शुल्क व्यवस्था वापस लेने की मांग की।
पार्षदों ने इस विषय सहित अन्य जनहित के मुद्दों पर चर्चा के लिए नगर निगम सदन की बैठक बुलाने का भी आग्रह किया।
महापौर कार्यालय में आयोजित बैठक के दौरान पार्षदों ने ज्ञापन सौंपते हुए आरोप लगाया कि वारिसान नामांतरण पर प्रति माह ₹500 का विलंब शुल्क नगर निगम प्रशासन ने सदन में चर्चा और अनुमोदन के बिना लागू कर दिया।
उनका कहना था कि इस निर्णय के कारण संपत्ति के नामांतरण के लिए आवेदन करने वाले नागरिकों पर अनावश्यक आर्थिक बोझ पड़ रहा है।
प्रतिनिधिमंडल का नेतृत्व कर रहे वरिष्ठ पार्षद शिवसेवक सिंह ने महापौर को बताया कि नई व्यवस्था के कारण बड़ी संख्या में लोग नामांतरण की प्रक्रिया पूरी नहीं कर पा रहे हैं। उन्होंने कहा कि जनता से जुड़े इतने महत्वपूर्ण विषय पर निर्वाचित सदन की सहमति लिए बिना नियम लागू करना उचित नहीं है।
पार्षदों ने अपनी बात को स्पष्ट करने के लिए विनीता देवी, पुत्री स्वर्गीय तुलसी दास, निवासी 148/45, पूरा दलेल, अल्लापुर, प्रयागराज का मामला भी महापौर के समक्ष रखा। ज्ञापन के अनुसार तुलसी दास का निधन 30 जुलाई 2013 को तथा उनकी पत्नी का 20 सितंबर 2024 को हो चुका है।
परिवार की एकमात्र वारिस विनीता देवी ने संपत्ति के नामांतरण के लिए आवेदन किया, लेकिन नगर निगम के जोन-4 कार्यालय द्वारा उनसे प्रति माह ₹500 की दर से लगभग ₹80,000 विलंब शुल्क जमा करने को कहा गया।
प्रतिनिधिमंडल ने बताया कि आर्थिक रूप से कमजोर होने के कारण विनीता देवी इतनी बड़ी राशि जमा करने में सक्षम नहीं हैं।
परिणामस्वरूप उनका नामांतरण आवेदन केवल विलंब शुल्क जमा न होने की वजह से लंबित पड़ा हुआ है। पार्षदों का दावा है कि नगर निगम के विभिन्न जोन कार्यालयों में ऐसे अनेक नागरिक इसी प्रकार की समस्या से जूझ रहे हैं।
पार्षदों ने महापौर से मांग की कि पहले की तरह ₹500 का एकमुश्त विलंब शुल्क ही पुनः लागू किया जाए, ताकि आम लोगों को राहत मिल सके और नामांतरण की प्रक्रिया बिना अनावश्यक आर्थिक बाधा के पूरी हो सके।
मामले की गंभीरता को देखते हुए महापौर गणेश केसरवानी ने नगर आयुक्त तथा मुख्य कर निर्धारण अधिकारी संजय मंगई को प्रकरण की समीक्षा कर वर्तमान विलंब शुल्क व्यवस्था वापस लेने के संबंध में आवश्यक कार्रवाई करने के निर्देश दिए।
महापौर से मुलाकात करने वाले प्रतिनिधिमंडल में वरिष्ठ पार्षद शिवसेवक सिंह, नीरज गुप्ता, हीरालाल तिवारी, रमीज अहमद, आकाश सोनकर, नीरज टंडन, आनंद घिल्डियाल, कुसुमलता गुप्ता, आशीष द्विवेदी, अजय यादव, सरफराज अहमद, विजय विश्वास रावत, श्याम चंद्र, आजाद अहमद, रितेश मिश्रा सहित अनेक पार्षद मौजूद रहे।
