Prayagraj Land Scam: Action Against Former ADM and Tehsildar Likely as ₹165-Crore Government Land Allegedly Grabbed by Mafia-Linked Family
Fresh investigation uncovers another major land grab linked to Atiq Ahmed’s network.
A fresh probe into alleged illegal occupation of government land in Prayagraj has exposed another significant case connected to the network of slain gangster Atiq Ahmed.
The district administration has found that nearly 22 bighas (54,973.77 square metres) of government land, estimated to be worth around ₹165 crore, was allegedly transferred into private ownership through irregularities in official records.
Officials said the land was entered in the name of Ataullah, who has since passed away.
After his death, his two sons allegedly occupied the property and are accused of encroaching upon government land. Both are currently lodged in jail in connection with other criminal cases.
Departmental action proposed against former revenue officers
The district administration has recommended action against the then Additional District Magistrate (Finance and Revenue) and the then Sadar Tehsildar over their alleged role in the matter.
District Magistrate Manish Kumar Verma, while issuing orders in the case, directed that the concerned tehsildar be sent to the waiting list.
Officials said responsibility would be fixed after examining the role of all officers involved, and disciplinary proceedings would follow wherever negligence or procedural lapses are established.
Inquiry ordered after complaint revealed fresh facts
The latest action began after a complaint submitted by the affected party brought the matter back into focus. Acting on the complaint, ADM Sanjay Pandey conducted a detailed inquiry.
The investigation reportedly found that the disputed land had once been restored to the government’s ownership, but subsequent changes in the revenue records again resulted in the property being entered in Ataullah’s name.
Authorities are now examining how those entries were approved.
The land dispute stretches back nearly five decades.
Official records show that the disputed land in Kasari-Masari village under Sadar Tehsil has remained under litigation for decades.
The property was originally recorded in the name of the Uttar Pradesh government in 1976. Later, after prolonged court proceedings, a district court delivered a judgment in favour of Ataullah in 1998.
Based on that decision, revenue records were altered. Subsequently, on 2 September 2016, Ataullah executed gift deeds in favour of his sons.
During the tenure of the then ADM, the mutation was approved without hearing the government’s side, according to the inquiry report.
Following the mutation, residential colonies developed on the land, and several families built houses there.

The matter resurfaced after the complainant approached the administration on 15 April 2026, alleging that government land had been illegally recorded in private names.
Following the inquiry, the administration decided to restore the land to government ownership.
Although official records still reflected Ataullah’s name, the report concluded that his sons had taken possession of the land after his death. The administration has now initiated legal proceedings to reclaim the property.
Government reiterates zero tolerance towards land mafia
The district administration has made it clear that negligence in land-related matters will not be tolerated.
Officials stated that every instance of illegal occupation of public land would be removed and strict action would be taken against officers whose negligence or complicity is established.

जांच में सामने आया सरकारी भूमि पर कब्जे का एक और बड़ा मामला
प्रयागराज में सरकारी जमीनों पर अवैध कब्जों की जांच के दौरान माफिया अतीक अहमद के नेटवर्क से जुड़ा एक और बड़ा मामला सामने आया है। जिला प्रशासन की जांच में पता चला कि करीब 22 बीघा (54,973.77 वर्ग मीटर) सरकारी भूमि, जिसकी अनुमानित कीमत लगभग 165 करोड़ रुपये है, कथित अनियमितताओं के जरिए निजी नाम पर दर्ज करा दी गई।
प्रशासन के अनुसार यह जमीन अताउल्ला के नाम दर्ज कराई गई थी। अताउल्ला की मृत्यु हो चुकी है, जबकि उसके दोनों बेटों पर सरकारी जमीन पर कब्जा करने का आरोप है। दोनों अन्य आपराधिक मामलों में फिलहाल जेल में बंद हैं।
तत्कालीन एडीएम और सदर तहसीलदार की भूमिका जांच के दायरे में
इस पूरे प्रकरण में तत्कालीन एडीएम (वित्त एवं राजस्व) और सदर तहसीलदार के विरुद्ध विभागीय कार्रवाई की संस्तुति की गई है।
जिलाधिकारी मनीष कुमार वर्मा द्वारा जारी आदेश में संबंधित तहसीलदार को वेटिंग सूची में भेजने के निर्देश दिए गए हैं। प्रशासन का कहना है कि मामले में जिन अधिकारियों की लापरवाही या भूमिका सामने आएगी, उनके विरुद्ध नियमानुसार विभागीय कार्रवाई की जाएगी।
पीड़ित की शिकायत के बाद एडीएम संजय पांडेय ने की जांच
मामला तब दोबारा खुला जब पीड़ित ने प्रशासन से शिकायत कर पूरे प्रकरण की जांच की मांग की। इसके बाद एडीएम संजय पांडेय ने विस्तृत जांच की।
जांच में सामने आया कि विवादित भूमि पहले सरकारी अभिलेखों में दर्ज थी, लेकिन बाद में राजस्व रिकॉर्ड में परिवर्तन कर उसे फिर से अताउल्ला के नाम दर्ज कर दिया गया। अब प्रशासन यह जांच कर रहा है कि यह परिवर्तन किन परिस्थितियों में हुआ और इसके लिए कौन जिम्मेदार था।
करीब पांच दशक पुराना है भूमि विवाद
सदर तहसील के कसारी-मसारी क्षेत्र स्थित यह जमीन लंबे समय से विवाद का विषय रही है।
राजस्व अभिलेखों के अनुसार वर्ष 1976 में यह भूमि उत्तर प्रदेश सरकार के नाम दर्ज थी। इसके बाद चले लंबे न्यायिक विवाद के पश्चात 1998 में जिला न्यायालय ने अताउल्ला के पक्ष में निर्णय दिया।
बाद में उसी आदेश के आधार पर राजस्व अभिलेखों में संशोधन किया गया। 2 सितंबर 2016 को अताउल्ला ने अपने दोनों बेटों के नाम गिफ्ट डीड कर दी। जांच रिपोर्ट में कहा गया है कि तत्कालीन एडीएम के कार्यकाल में सरकारी पक्ष को सुने बिना नामांतरण की प्रक्रिया पूरी कर दी गई। इसके बाद वहां कॉलोनियां विकसित हो गईं और अनेक लोगों ने मकान भी बना लिए।
15 अप्रैल 2026 की शिकायत के बाद फिर शुरू हुई कार्रवाई
15 अप्रैल 2026 को पीड़ित द्वारा की गई शिकायत के बाद जिला प्रशासन ने पूरे मामले की दोबारा जांच शुरू की।
जांच पूरी होने के बाद प्रशासन ने जमीन को पुनः सरकार के नाम दर्ज कराने का निर्णय लिया। रिपोर्ट में कहा गया है कि राजस्व अभिलेखों में अताउल्ला का नाम दर्ज था, जबकि उसकी मृत्यु के बाद उसके दोनों बेटों ने जमीन पर कब्जा बनाए रखा। अब प्रशासन ने सरकारी भूमि वापस लेने की कानूनी प्रक्रिया शुरू कर दी है।
सरकारी जमीन पर कब्जा किसी भी कीमत पर बर्दाश्त नहीं
जिला प्रशासन ने स्पष्ट किया है कि सरकारी भूमि पर अवैध कब्जे के मामलों में किसी भी प्रकार की लापरवाही स्वीकार नहीं की जाएगी। जहां भी सरकारी जमीन पर अतिक्रमण मिलेगा, उसे हटाया जाएगा और जिन अधिकारियों की जिम्मेदारी तय होगी, उनके विरुद्ध सख्त विभागीय कार्रवाई की जाएगी।
