PDA Bulldozes Illegal Colony Spread Across 58 Bighas in Prayagraj; Crackdown Targets Atiq Ahmed’s Associates
Development Authority intensifies drive against illegal plotting in Prayagraj.
The Prayagraj Development Authority (PDA) has stepped up its campaign against unauthorised colonies by demolishing illegal plots spread over nearly 58 bighas of land.
The action was carried out on Thursday in Shankar Gram of the Airport police station area and Kathula Gausaipur, where bulldozers razed roads and structures developed without statutory approval.
The demolition drive was conducted under the supervision of Zonal Officer Suraj Kumar Patel, with officials from the PDA, police, and revenue departments remaining present throughout the operation.
Land allegedly linked to Atiq Ahmed’s close associates
According to the Development Authority, the land is associated with Baddu Ahmad, son of Gulphool Pradhan, who is described as a close associate of slain gangster Atiq Ahmad. Officials also named Maqbool Ahmad, another person said to have maintained close links with Atiq Ahmad.
Authorities stated that unauthorised plotting had been carried out on approximately 58 bighas, and construction activity had already begun at several locations before the demolition drive was launched.
Earlier action had also been taken against the same network
Officials said this is not the first operation against the group. Only two days ago, the PDA had launched a similar demolition drive against another unauthorised colony allegedly developed by persons connected with the same network.
The authority said the present campaign forms part of its sustained effort to eliminate illegal colonies and prevent unlawful commercial exploitation of land.
Plots sold without statutory approval
During the inspection, officials found that large parcels of land had been divided into residential plots and sold to buyers without obtaining approval of the mandatory layout plan from the Prayagraj Development Authority.
Because the colony was developed in violation of planning regulations, officials warned that purchasers would not be permitted to undertake any construction on those plots unless they complied with legal procedures.
DM calls for action against ‘hidden land mafia’
Meanwhile, District Magistrate Manish Kumar Verma, while hearing public grievances, instructed officials to identify not only the land mafia already under investigation but also those operating discreetly behind the scenes.
He said action against the land mafia was continuing, but officers should also identify the “hidden mafia” who facilitate illegal occupation of government and private land without coming into public view.
The District Magistrate made it clear that no offender would be spared.
He directed officials to investigate every complaint thoroughly and ensure that strict legal action is taken against all persons found involved in illegal encroachment or land grabbing.

अवैध कॉलोनियों के खिलाफ पीडीए ने तेज किया अभियान
प्रयागराज विकास प्राधिकरण (पीडीए) ने शहर में अवैध प्लॉटिंग और बिना स्वीकृति विकसित की जा रही कॉलोनियों के विरुद्ध अपना अभियान तेज करते हुए गुरुवार को एयरपोर्ट थाना क्षेत्र के शंकर ग्राम तथा कठुला गाउसपुर में बड़ी कार्रवाई की। लगभग 58 बीघा भूमि पर विकसित की गई अवैध प्लॉटिंग को बुलडोजर चलाकर ध्वस्त कर दिया गया।
पूरी कार्रवाई जोनल अधिकारी सूरज कुमार पटेल के नेतृत्व में की गई। अभियान के दौरान पीडीए, पुलिस तथा राजस्व विभाग की संयुक्त टीम मौके पर मौजूद रही।
अतीक अहमद के करीबियों से जुड़ी बताई गई जमीन
प्राधिकरण के अनुसार यह भूमि बद्दू अहमद, पुत्र गुलफूल प्रधान, से जुड़ी बताई गई है। अधिकारियों का कहना है कि बद्दू अहमद को माफिया अतीक अहमद का करीबी माना जाता रहा है। इसी मामले में मकबूल अहमद का नाम भी सामने आया है, जिसे भी अतीक का नजदीकी बताया गया है।
अधिकारियों के मुताबिक करीब 58 बीघा भूमि पर बिना किसी वैधानिक अनुमति के प्लॉट काटकर निर्माण कार्य शुरू कर दिया गया था, जिसके बाद पीडीए ने ध्वस्तीकरण की कार्रवाई की।
इसी नेटवर्क पर पहले भी हो चुकी है कार्रवाई
पीडीए अधिकारियों ने बताया कि यह पहली कार्रवाई नहीं है। इससे पहले भी इसी नेटवर्क से जुड़ी एक अन्य अवैध प्लॉटिंग के खिलाफ अभियान चलाकर बुलडोजर की कार्रवाई की जा चुकी है।
प्राधिकरण का कहना है कि शहर में बिना स्वीकृति विकसित होने वाली अवैध कॉलोनियों के विरुद्ध आगे भी इसी तरह का अभियान लगातार जारी रहेगा।
बिना लेआउट स्वीकृति के बेचे गए प्लॉट
जांच में पाया गया कि बड़े भूखंडों को छोटे-छोटे आवासीय प्लॉटों में विभाजित कर लोगों को बेच दिया गया, जबकि प्रयागराज विकास प्राधिकरण से लेआउट प्लान की स्वीकृति नहीं ली गई थी।
पीडीए ने स्पष्ट किया है कि जिन भूखंडों का लेआउट अनुमोदित नहीं है, उन पर किसी भी प्रकार के निर्माण की अनुमति नहीं दी जाएगी। खरीदारों को भी नियमों का पालन करना होगा।
जनसुनवाई में डीएम ने ‘छिपे हुए माफिया’ को चिन्हित करने के दिए निर्देश
उधर जिलाधिकारी मनीष कुमार वर्मा ने जनसुनवाई के दौरान अधिकारियों को निर्देश दिया कि सरकारी और निजी जमीनों पर अवैध कब्जा करने वालों के साथ-साथ पर्दे के पीछे सक्रिय ‘छिपे हुए माफिया’ की भी पहचान की जाए।
उन्होंने कहा कि प्रशासन खुलकर सामने आने वाले भूमि माफियाओं के विरुद्ध लगातार कार्रवाई कर रहा है, लेकिन ऐसे लोगों को भी चिन्हित करना जरूरी है जो स्वयं सामने आए बिना पूरे नेटवर्क को संचालित करते हैं।
डीएम ने अधिकारियों से कहा कि किसी भी दोषी को बख्शा नहीं जाएगा। हर शिकायत की निष्पक्ष जांच कर दोषियों के खिलाफ कठोर कानूनी कार्रवाई सुनिश्चित की जाए।
