Prayagraj Seaman Missing After Drone Strike Near Odesa: Family Awaits Miracle as India Steps Up Search Efforts
Prayagraj: An agonising wait has gripped a family in Uttar Pradesh’s Prayagraj after 22-year-old merchant navy seaman Ram Chandra Dubey disappeared following a drone strike on the cargo vessel MV AGN Ragnar near Ukraine’s Port of Odesa.
Four days after the attack, his loved ones continue to cling to hope, even as there has been no confirmed information about his whereabouts.
He is one of two Indian crew members who are still missing after the incident.
Fresh into his maritime career, Ram had embarked on only his second overseas voyage after joining the merchant navy.
For his family, what began as another routine assignment has now turned into a nightmare marked by uncertainty, sleepless nights and desperate prayers for his safe return.
Home in Nivi Kala village still echoes with memories of his last visit before he sailed on September 25 last year.
According to his elder sister, Seemakashi Pandey, Ram remained closely connected with the family despite being at sea and made it a point to call home regularly.
His final conversation with his mother, Kalpana Dubey, took place on the night of July 24, during which he informed her that the vessel had departed from Ukraine.
Hours later, the family’s world came crashing down. A representative of the shipping company contacted them and conveyed that MV AGN Ragnar had come under a drone attack near the Port of Odesa on July 25.
During the emergency, four Indian crew members reportedly jumped into the Black Sea in a bid to save their lives, and Ram was among them.
Subsequent information brought only partial relief. The family was informed that the Ukrainian Navy had rescued two of the four Indian sailors.
However, Ram and another Indian crew member could not be traced, leaving their fate unknown and their relatives battling growing anxiety with every passing day.
Realising that waiting at home would yield little information, the family began making frantic efforts to locate him.
Ram’s brother-in-law, Anuj Kumar Pandey, said they initially tried gathering updates from Prayagraj but soon understood that meaningful information could only be obtained by approaching the authorities directly.
Determined to pursue every possible lead, Ram’s elder brother, Krishna Das Dubey, accompanied by two cousins, travelled to New Delhi on July 27.
During their meeting with officials of the shipping company, they were assured that all possible efforts were being made to locate the missing crew members.
Despite those assurances, no definitive update has yet reached the family.
Belonging to Nivi Kala village, Ram is the younger of two brothers. His father, Ramesh Chandra Dubey, served in the Indian Army before retiring.
Family members say they are drawing strength from hope while appealing to every authority that can help bring him home safely.
Seeking urgent intervention, the family has submitted representations to the Prime Minister’s Office and the Ministry of External Affairs, requesting diplomatic efforts to intensify the search operation and establish Ram’s whereabouts at the earliest.
Providing an official update on Tuesday, External Affairs Ministry spokesperson Randhir Jaiswal said the Government of India was working closely with the Ukrainian authorities in the search for the two missing Indian nationals.
He added that the ministry remained in constant contact with the affected families and was monitoring the situation closely.
The Port of Odesa, a strategically important gateway on Ukraine’s Black Sea coast, has repeatedly come under missile and drone attacks since the Russia-Ukraine conflict escalated in 2022, making it one of the region’s most vulnerable maritime locations.
Echoing the government’s concern, the Indian Embassy in Kyiv stated in a social media post on Sunday that it was continuously monitoring developments following the July 25 attack on MV AGN Ragnar.
The Embassy confirmed that four Indian nationals had been on board the vessel, two had been declared safe, while information regarding the remaining two crew members, including Ram Chandra Dubey, was still awaited.

घटना के बाद से उनका कोई सुराग नहीं मिला है और वह उन दो भारतीय चालक दल के सदस्यों में शामिल हैं जिनकी तलाश अब भी जारी है।
समुद्री सेवा में कदम रखने के बाद यह राम की केवल दूसरी नियुक्ति थी। परिवार के लिए यह एक सामान्य पेशेवर यात्रा थी, लेकिन कुछ ही घंटों में वही सफर जीवन की सबसे बड़ी चिंता में बदल गया।
घर के लोग अब हर फोन कॉल और हर सूचना का इंतजार उसी उम्मीद के साथ कर रहे हैं कि शायद अगली खबर राहत लेकर आए।
प्रयागराज के निवी कला गांव में राम की आखिरी विदाई आज भी परिवार की आंखों में ताजा है। उनकी बड़ी बहन सीमाकाशी पांडेय बताती हैं कि पिछले वर्ष 25 सितम्बर को घर से रवाना होने के बाद भी राम लगातार परिवार से संपर्क बनाए रखते थे।
24 जुलाई की रात उन्होंने अपनी मां कल्पना दुबे से फोन पर बात की थी और बताया था कि जहाज यूक्रेन से रवाना हो चुका है।
इसके अगले ही दिन परिवार पर दुखों का पहाड़ टूट पड़ा। जिस शिपिंग कंपनी में राम कार्यरत थे, उसके एक कर्मचारी ने फोन कर बताया कि 25 जुलाई को ओडेसा बंदरगाह के पास एमवी एजीएन रैग्नार ड्रोन हमले का शिकार हो गया।
जान बचाने के प्रयास में जहाज पर मौजूद चार भारतीय नाविकों ने काला सागर में छलांग लगा दी थी और राम भी उनमें शामिल थे।
कुछ समय बाद मिली जानकारी ने राहत से अधिक चिंता बढ़ा दी। परिवार को बताया गया कि यूक्रेनी नौसेना ने चार में से दो भारतीयों को सुरक्षित बचा लिया है, लेकिन राम और एक अन्य भारतीय अब भी लापता हैं। तब से उनका कोई विश्वसनीय पता नहीं चल पाया है।
हाथ पर हाथ रखकर बैठना परिवार को मंजूर नहीं था। राम के बहनोई अनुज कुमार पांडेय ने बताया कि शुरुआत में उन्होंने प्रयागराज में रहकर जानकारी जुटाने की कोशिश की, लेकिन जल्द ही समझ में आ गया कि यहां से कुछ ठोस पता लगाना संभव नहीं है।
इसी उद्देश्य से 27 जुलाई को राम के बड़े भाई कृष्ण दास दुबे अपने दो चचेरे भाइयों के साथ दिल्ली पहुंचे। वहाँ उन्होंने शिपिंग कंपनी के अधिकारियों से मुलाकात की।
अधिकारियों ने भरोसा दिलाया कि लापता नाविकों की तलाश के लिए हरसंभव प्रयास किए जा रहे हैं, लेकिन अब तक परिवार को कोई निश्चित सूचना नहीं मिल सकी है।
निवी कला गांव के रहने वाले राम अपने परिवार के दो बेटों में सबसे छोटे हैं। उनके पिता रमेश चन्द्र दुबे भारतीय सेना से सेवानिवृत्त हैं। पूरा परिवार लगातार प्रार्थना कर रहा है और इस विश्वास को थामे हुए है कि राम सुरक्षित लौटेंगे।
मामले की गंभीरता को देखते हुए परिवार ने प्रधानमंत्री कार्यालय और विदेश मंत्रालय को तत्काल ज्ञापन भेजकर राजनयिक स्तर पर हस्तक्षेप की मांग की है। उनका आग्रह है कि यूक्रेन के साथ समन्वय बढ़ाकर राम का जल्द से जल्द पता लगाया जाए।
मंगलवार को विदेश मंत्रालय के प्रवक्ता रणधीर जायसवाल ने बताया कि भारत सरकार यूक्रेनी अधिकारियों के साथ मिलकर दोनों लापता भारतीय चालक दल के सदस्यों की तलाश में सक्रिय रूप से जुटी हुई है।
उन्होंने यह भी कहा कि मंत्रालय लगातार दोनों परिवारों के संपर्क में है और पूरे घटनाक्रम पर करीबी नजर रखे हुए है।
काला सागर पर स्थित यूक्रेन का ओडेसा बंदरगाह वर्ष 2022 में रूस-यूक्रेन युद्ध शुरू होने के बाद से लगातार मिसाइल और ड्रोन हमलों का निशाना बनता रहा है। रणनीतिक दृष्टि से महत्वपूर्ण यह बंदरगाह संघर्ष के दौरान सबसे संवेदनशील समुद्री क्षेत्रों में गिना जाता है।
रविवार को सोशल मीडिया पर जारी एक बयान में यूक्रेन स्थित भारतीय दूतावास ने कहा कि 25 जुलाई को एमवी एजीएन रैग्नार पर हुए हमले के बाद की स्थिति पर लगातार नजर रखी जा रही है।
दूतावास ने पुष्टि की कि जहाज पर चार भारतीय नागरिक सवार थे। इनमें से दो सुरक्षित हैं, जबकि शेष दो भारतीयों, जिनमें राम चन्द्र दुबे भी शामिल हैं, के संबंध में जानकारी का इंतजार किया जा रहा है।
