Pune Moshi Building Collapse: Rescue Teams Race Against Time as Eight Remain Trapped Under Garbage and Concrete Debris
India’s rescue agencies continued an intensive operation on Saturday to reach two people still believed to be trapped beneath the debris of a collapsed building in Moshi, near Pune.
According to the latest information, two persons were still trapped, thirteen persons have been rescued, while three reportedly lost their lives. In all, 18 persons had been reportedly trapped when the building came down
Nearly 72 hours after a massive mound of legacy waste crashed onto a three-storey structure, emergency personnel said they were working relentlessly to clear the wreckage despite extremely difficult conditions at the site.
The large-scale rescue mission is being led by the National Disaster Response Force (NDRF) with support from multiple government agencies.
Around 15 excavators, including advanced demolition machines specially brought to the site, have been deployed to remove huge quantities of concrete, twisted steel, and accumulated garbage that continue to obstruct access to the trapped victims.
Officials described the operation as one of the most technically demanding rescue efforts undertaken in recent months.
The collapse has created a highly unstable structure, forcing rescue teams to proceed with extreme caution to prevent further damage that could endanger both survivors and personnel engaged in the operation.
The accident occurred on Wednesday afternoon when a section of a legacy waste dump reportedly gave way and crashed onto a three-storey building situated near a waste-to-energy facility in Pimpri-Chinchwad’s Moshi area.
Nearly 18 people were trapped beneath the debris after the structure collapsed.
Since the rescue operation began, emergency teams have managed to pull nine people out alive while recovering one body from the wreckage.
However, no additional survivors have been located over the past two days, increasing anxiety among families waiting at the site for news of their loved ones.
With every passing hour, emotions among relatives have become increasingly intense.
Many family members questioned the pace of the rescue work, expressing fear that the chances of finding survivors were diminishing.
Officials, however, insisted that the slow progress was the result of unavoidable technical challenges rather than any delay in the response.
According to senior authorities, the damaged building suffered what structural engineers describe as a “cantilever collapse.”
During the incident, multiple front slabs fell one over another, creating a compressed concrete barrier over the section where the missing persons are believed to be trapped.
This has made direct access exceptionally difficult.
Pimpri Chinchwad Municipal Corporation (PCMC) Commissioner Vijay Suryawanshi said rescue teams had almost completed breaking the upper slab of the collapsed building and were carefully removing the debris.
Once this stage is completed, teams will begin dismantling the lower slab in an effort to reach those still trapped beneath the structure.
He emphasised that every decision at the site was being taken with the safety of the trapped victims in mind.
Heavy machinery is being operated under strict supervision, and each layer of debris is being removed systematically to minimise the risk of further collapse.
Rejecting allegations that the rescue operation had been delayed, the commissioner said the NDRF was following internationally accepted rescue protocols while simultaneously attempting to complete the mission as quickly as possible.
He stressed that haste without adequate precautions could place both survivors and rescuers in greater danger.
The commissioner also revealed that Maharashtra Chief Minister Devendra Fadnavis reviewed the rescue effort on Friday and directed officials to accelerate the operation without compromising safety.
He instructed the administration to provide every possible assistance to the affected families while ensuring that rescue teams receive all necessary logistical support.
According to preliminary assessments by the NDRF, the first major concrete slab has already been breached.
Rescue personnel are now concentrating on removing the second slab, which is expected to require considerably more time because of the unstable condition of the structure and the limited working space available around the debris.
As the rescue operation entered its fourth day, authorities intensified efforts by deploying additional heavy machinery and specialised demolition equipment to speed up the search for those still trapped beneath the collapsed structure.
Officials said every available resource has been mobilised to ensure the operation continues without interruption.
Pimpri Chinchwad Municipal Corporation (PCMC) Public Relations Officer Kiran Gaikwad said all civic departments have been working round the clock alongside the National Disaster Response Force (NDRF), fire services and other emergency agencies.
He added that two newly introduced high-technology demolition excavators have significantly strengthened the rescue effort by enabling teams to remove heavy concrete slabs more efficiently.
Despite the increased deployment of machinery, rescue personnel continue to face formidable technical obstacles.
Massive quantities of garbage, concrete, and twisted metal surrounding the collapsed building have left very little room for excavators and other equipment to operate safely.
Before the machinery can reach the core collapse zone, workers must first create sufficient space by clearing tonnes of accumulated waste.
Gaikwad explained that the rescue mission has reached its most delicate stage. Teams are carefully removing unstable sections of the damaged structure before attempting to access the areas where the remaining victims are believed to be trapped.
Every layer of debris is being lifted cautiously to avoid triggering another collapse that could endanger both survivors and rescuers.
Officials stressed that the operation is being carried out with extreme care because even a minor mistake could worsen the already fragile condition of the building.
Alongside the heavy machinery, a large number of workers, engineers,s and emergency personnel are manually clearing debris wherever mechanical equipment cannot be used.
Meanwhile, the tragedy has triggered fresh questions about the structural safety of the building.
Responding to reports that the first and second floors may have been constructed without proper authorisation, PCMC Commissioner Vijay Suryawanshi confirmed that a detailed investigation would be conducted once rescue operations are completed.
The inquiry is expected to determine whether any violations of building regulations contributed to the disaster.
As hopes of finding more survivors gradually diminish, emotions at the accident site have become increasingly intense.
Family members, who have remained near the collapsed building since Wednesday, urged authorities to accelerate the rescue effort, saying every passing hour is critical for those still trapped beneath the rubble.
Several relatives voiced frustration over the pace of the operation. One woman appealed to officials to imagine the suffering of those trapped inside and demanded that every possible measure be taken to bring them out without further delay.
Another family member said the prolonged wait had left everyone uncertain about the condition of their loved ones, making the emotional burden even harder to bear.
Among those anxiously waiting was a man whose brother remains missing beneath the debris.
He said the removal of garbage and concrete continued throughout the day, expressing hope that rescue teams would soon be able to reach those still trapped.
Addressing these concerns, Commissioner Suryawanshi assured families that officials have remained in constant contact with them since the tragedy occurred.
He said the administration fully understands their pain and shares their anxiety, adding that every possible effort is being made to complete the rescue operation safely and as quickly as circumstances permit.
Echoing the same sentiment, PCMC PRO Kiran Gaikwad said the administration stands firmly with every affected family during this difficult time.
He reiterated that rescuers are working tirelessly to save those trapped inside and would continue the operation until every possible effort has been exhausted.
Rescue teams remain hopeful that the painstaking operation will eventually allow them to reach the remaining victims.
However, officials acknowledged that the unstable structure and enormous volume of debris continue to pose serious challenges.

पुणे के मोशी भवन हादसे में राहत अभियान चौथे दिन भी जारी, मलबे में फंसे 2 लोगों तक पहुंचने के लिए समय से जंग
महाराष्ट्र के पुणे जिले के मोशी क्षेत्र में हुए भीषण भवन हादसे के लगभग 72 घंटे बाद भी राहत एवं बचाव अभियान युद्धस्तर पर जारी है। कूड़े के विशाल ढेर के तीन मंजिला इमारत पर गिरने से मलबे में फंसे 2 लोगों तक पहुंचने के लिए राष्ट्रीय आपदा मोचन बल (एनडीआरएफ) और अन्य एजेंसियां लगातार प्रयास कर रही हैं।
कठिन परिस्थितियों के बावजूद बचाव दल बिना रुके अभियान चला रहा है।
घटनास्थल पर बड़े पैमाने पर मशीनरी तैनात की गई है। एनडीआरएफ, दमकल विभाग, नगर निगम और अन्य एजेंसियों की संयुक्त टीमों के साथ लगभग 15 खुदाई मशीनें, जिनमें अत्याधुनिक डिमोलिशन एक्सकेवेटर भी शामिल हैं, मलबा हटाने में जुटी हैं।
कंक्रीट, लोहे के ढांचे और भारी मात्रा में जमा कचरे के कारण राहत कार्य बेहद चुनौतीपूर्ण बना हुआ है।
अधिकारियों के अनुसार यह हाल के वर्षों के सबसे जटिल बचाव अभियानों में से एक है। भवन का ढांचा पूरी तरह अस्थिर हो चुका है, इसलिए हर कदम बेहद सावधानी के साथ उठाया जा रहा है ताकि मलबा और न खिसके तथा भीतर फंसे लोगों और बचावकर्मियों दोनों की सुरक्षा सुनिश्चित की जा सके।
यह दुर्घटना बुधवार दोपहर उस समय हुई थी जब वर्षों से जमा कचरे का एक बड़ा हिस्सा अचानक खिसककर मोशी स्थित वेस्ट-टू-एनर्जी संयंत्र के पास बनी तीन मंजिला इमारत पर आ गिरा। हादसे के समय भवन के भीतर मौजूद लगभग 18 लोग मलबे के नीचे दब गए थे।
राहत अभियान शुरू होने के बाद अब तक 13 लोगों को जीवित बाहर निकाल लिया गया है, जबकि 3 व्यक्ति का शव बरामद किया गया है। हालांकि पिछले दो दिनों से किसी भी नए व्यक्ति के जीवित मिलने की सूचना नहीं मिली है, जिससे पीड़ित परिवारों की चिंता लगातार बढ़ती जा रही है।
समय बीतने के साथ घटनास्थल पर मौजूद परिजनों की बेचैनी भी बढ़ गई है। कई परिवारों ने राहत कार्य की गति को लेकर सवाल उठाए हैं और आशंका जताई है कि देर होने से अंदर फंसे लोगों की जान को खतरा बढ़ सकता है।
दूसरी ओर प्रशासन का कहना है कि अभियान में कोई ढिलाई नहीं बरती जा रही, बल्कि जटिल परिस्थितियों के कारण हर कदम सोच-समझकर उठाना पड़ रहा है।
विशेषज्ञों के अनुसार भवन का ढांचा जिस प्रकार ढहा है, उसे इंजीनियरिंग की भाषा में ‘कैंटीलीवर फॉल’ कहा जाता है।
इस दौरान इमारत के सामने वाले हिस्से के कई स्लैब एक-दूसरे के ऊपर आकर जम गए। प्रारंभिक आकलन के मुताबिक जिन लोगों के अभी भी फंसे होने की आशंका है, वे इसी हिस्से के नीचे दबे हुए हैं, जिसके कारण राहत कार्य और अधिक कठिन हो गया है।
पिंपरी-चिंचवड़ नगर निगम (पीसीएमसी) के आयुक्त विजय सूर्यवंशी ने बताया कि बचाव दलों ने इमारत की ऊपरी स्लैब को लगभग पूरी तरह तोड़ दिया है और अब सावधानीपूर्वक मलबा हटाया जा रहा है।
इसके बाद नीचे की स्लैब को हटाने का काम शुरू किया जाएगा, ताकि भीतर फंसे लोगों तक सुरक्षित पहुंचा जा सके।
उन्होंने कहा कि राहत अभियान का हर चरण विशेषज्ञों की निगरानी में संचालित किया जा रहा है। भारी मशीनों का इस्तेमाल अत्यंत सावधानी से किया जा रहा है और मलबे की प्रत्येक परत को व्यवस्थित तरीके से हटाया जा रहा है ताकि किसी भी प्रकार का अतिरिक्त खतरा पैदा न हो।
आयुक्त ने यह भी स्पष्ट किया कि अभियान में किसी प्रकार की देरी नहीं हुई है। उनके अनुसार एनडीआरएफ अपने स्थापित मानकों और वैज्ञानिक प्रक्रिया का पालन करते हुए अधिकतम गति से काम कर रही है।
उन्होंने कहा कि जल्दबाजी में उठाया गया कोई भी गलत कदम अंदर फंसे लोगों और बचाव दल, दोनों के लिए गंभीर जोखिम पैदा कर सकता है।
विजय सूर्यवंशी ने बताया कि महाराष्ट्र के मुख्यमंत्री देवेंद्र फडणवीस ने शुक्रवार को राहत अभियान की समीक्षा की थी। मुख्यमंत्री ने अधिकारियों को निर्देश दिया कि बचाव कार्य में तेजी लाई जाए, लेकिन सुरक्षा से किसी प्रकार का समझौता न किया जाए।
साथ ही प्रभावित परिवारों को हरसंभव सहायता और भरोसा देने के भी निर्देश दिए गए।
एनडीआरएफ के प्रारंभिक आकलन के अनुसार पहली बड़ी कंक्रीट स्लैब को सफलतापूर्वक तोड़ा जा चुका है। अब बचाव दल दूसरी स्लैब को हटाने में जुटा है।
अधिकारियों का कहना है कि यह चरण अधिक कठिन है क्योंकि मलबे के आसपास काम करने की जगह बेहद सीमित है और संरचना अभी भी अस्थिर बनी हुई है।
राहत एवं बचाव अभियान चौथे दिन में प्रवेश करते ही प्रशासन ने कार्रवाई और तेज कर दी। मलबे में फंसे लोगों तक जल्द पहुंचने के लिए अतिरिक्त भारी मशीनें और अत्याधुनिक डिमोलिशन उपकरण तैनात किए गए हैं।
अधिकारियों का कहना है कि उपलब्ध सभी संसाधनों का उपयोग करते हुए अभियान बिना किसी रुकावट के लगातार जारी रखा गया है।
पिंपरी-चिंचवड़ नगर निगम (पीसीएमसी) के जनसंपर्क अधिकारी किरण गायकवाड़ ने बताया कि एनडीआरएफ, दमकल विभाग और नगर निगम की सभी टीमें दिन-रात राहत कार्य में जुटी हुई हैं। उन्होंने कहा कि नई तकनीक से लैस दो विशेष डिमोलिशन एक्सकेवेटर भी अब मौके पर काम कर रहे हैं, जिनकी मदद से भारी कंक्रीट स्लैब को अधिक सुरक्षित और तेजी से हटाया जा रहा है।
इसके बावजूद बचाव अभियान कई गंभीर तकनीकी चुनौतियों से जूझ रहा है। इमारत के चारों ओर बड़ी मात्रा में जमा कचरा, कंक्रीट और लोहे का मलबा होने के कारण भारी मशीनों के लिए काम करना बेहद मुश्किल हो गया है।
राहत दलों को पहले मलबे के आसपास पर्याप्त कार्यक्षेत्र तैयार करना पड़ रहा है, ताकि मशीनें सुरक्षित ढंग से प्रभावित हिस्से तक पहुंच सकें।
किरण गायकवाड़ के अनुसार अभियान अब सबसे संवेदनशील चरण में पहुंच चुका है। बचाव दल पहले क्षतिग्रस्त और अस्थिर हिस्सों को सावधानीपूर्वक हटाने में जुटे हैं।
इसके बाद ही उन स्थानों तक पहुंचने का प्रयास किया जाएगा, जहां अभी भी लोगों के फंसे होने की आशंका है। मलबे की प्रत्येक परत को अत्यधिक सतर्कता के साथ हटाया जा रहा है ताकि किसी भी प्रकार की नई दुर्घटना न हो।
अधिकारियों ने बताया कि अभियान के दौरान जरा-सी चूक भी पूरी संरचना को और अधिक अस्थिर बना सकती है। इसी कारण भारी मशीनों के साथ इंजीनियरों, तकनीकी विशेषज्ञों और बड़ी संख्या में कर्मचारियों की टीमें उन स्थानों पर हाथ से भी मलबा हटा रही हैं, जहां मशीनों का उपयोग संभव नहीं है।
इस बीच हादसे ने इमारत की निर्माण प्रक्रिया को लेकर भी कई सवाल खड़े कर दिए हैं। भवन की पहली और दूसरी मंजिल के कथित रूप से अनधिकृत होने की खबरों पर प्रतिक्रिया देते हुए पीसीएमसी आयुक्त विजय सूर्यवंशी ने कहा कि राहत कार्य पूरा होने के बाद पूरे मामले की विस्तृत जांच कराई जाएगी।
जांच में यह भी देखा जाएगा कि कहीं निर्माण संबंधी नियमों के उल्लंघन ने इस हादसे में कोई भूमिका तो नहीं निभाई।
उधर, समय बीतने के साथ घटनास्थल पर मौजूद परिजनों की बेचैनी और नाराजगी लगातार बढ़ती जा रही है। बुधवार से मौके पर डटे परिवारों का कहना है कि भीतर फंसे लोगों के लिए हर गुजरता पल बेहद महत्वपूर्ण है, इसलिए राहत कार्य को और तेज किया जाना चाहिए।
एक महिला ने भावुक अपील करते हुए कहा कि प्रशासन को उन लोगों की पीड़ा का भी अहसास होना चाहिए जो कई दिनों से मलबे के नीचे फंसे हुए हैं।
उन्होंने मांग की कि बचाव अभियान में और तेजी लाई जाए ताकि जल्द से जल्द लोगों को सुरक्षित बाहर निकाला जा सके। एक अन्य परिजन ने कहा कि अब उन्हें यह भी नहीं पता कि उनके अपने लोग जीवित हैं या नहीं, जिससे परिवारों की चिंता और बढ़ गई है।
मलबे में फंसे एक व्यक्ति के भाई ने बताया कि फिलहाल कचरा और भारी मलबा हटाने का काम लगातार जारी है। उन्होंने उम्मीद जताई कि बचाव दल जल्द ही उस हिस्से तक पहुंच जाएगा जहां 2 अन्य लोगों के फंसे होने की आशंका है।
परिजनों की चिंताओं पर प्रतिक्रिया देते हुए आयुक्त विजय सूर्यवंशी ने कहा कि प्रशासन शुरू से ही सभी परिवारों के लगातार संपर्क में है।
उन्होंने कहा कि नगर निगम उनके दर्द और चिंता को पूरी तरह समझता है तथा सुरक्षित तरीके से राहत अभियान को जल्द पूरा करने के लिए हरसंभव प्रयास किए जा रहे हैं।
पीसीएमसी के जनसंपर्क अधिकारी किरण गायकवाड़ ने भी कहा कि प्रशासन इस कठिन समय में प्रभावित परिवारों के साथ पूरी मजबूती से खड़ा है।
उन्होंने भरोसा दिलाया कि मलबे में फंसे प्रत्येक व्यक्ति तक पहुंचने के लिए बचाव दल लगातार काम कर रहा है और तब तक अभियान जारी रहेगा, जब तक हर संभव प्रयास पूरा नहीं हो जाता।
अधिकारियों ने उम्मीद जताई है कि सावधानीपूर्वक चलाया जा रहा यह अभियान अंततः मलबे में फंसे शेष लोगों तक पहुंचने में सफल होगा।
हालांकि उन्होंने स्वीकार किया कि अस्थिर इमारत, भारी मात्रा में जमा कचरा और सीमित कार्यक्षेत्र राहत कार्य को बेहद चुनौतीपूर्ण बना रहे हैं। इसके बावजूद बचाव दलों का पूरा ध्यान एक-एक जीवन को बचाने और अभियान में जुटे कर्मियों की सुरक्षा सुनिश्चित करने पर केंद्रित है।
