Putin, Jaishankar Discuss India-Russia Ties Ahead of Modi Meetings
Russian President Vladimir Putin met External Affairs Minister S Jaishankar in Moscow, highlighting energy, fertilisers, nuclear power and technology as key priorities before his upcoming meetings with PM Narendra Modi.
The India-Russia relationship moved into a busy phase of high-level diplomacy on Monday, with Russian President Vladimir Putin receiving External Affairs Minister S Jaishankar in Moscow just days before Prime Minister Narendra Modi and the Russian leader are expected to meet twice in quick succession.
The meetings are expected to take place first on the margins of the Shanghai Cooperation Organisation summit in Kyrgyzstan on August 31-September 1 and then at the BRICS leaders’ summit, which India will host in New Delhi on September 12-13.
During his meeting with Jaishankar, Putin identified energy, fertiliser supplies, nuclear cooperation and high-technology partnerships as key pillars of the expanding relationship between Moscow and New Delhi.
The Russian President also pointed to renewed growth in bilateral commerce and credited Modi’s personal involvement for helping sustain momentum in relations between the two countries.
Putin told Jaishankar that the strength of the partnership rested on decades of engagement and extended across political, parliamentary and economic spheres.
He said trade between the two countries had begun growing again after a slight decline in the previous year, adding that Modi’s close attention to the relationship had contributed significantly to the trend.
India and Russia have set an ambitious target of raising bilateral trade to $100 billion by 2030.
Trade reached a record $68.7 billion in the 2024-25 financial year before falling to $59.863 billion in 2025-26.
Both governments, however, continue to view stronger commercial engagement as a major strategic objective.
Putin asked Jaishankar to convey his greetings to Modi and said he hoped to meet the Indian Prime Minister shortly at the SCO gathering.
He also indicated that the two leaders were likely to have another opportunity to meet later this year.
Modi is expected to travel first to Uzbekistan for a bilateral visit on August 29-30 before proceeding to Kyrgyzstan for the SCO summit.
The Moscow discussions were not limited to broad political relations.
They followed meetings under the India-Russia Inter-Governmental Commission, where the two sides examined specific areas of economic cooperation.
Putin referred to fertiliser supplies as an important concern for India, particularly because of their importance to the country’s agricultural sector.
He said Russia had been increasing supplies and was prepared to expand them further.
The Russian President also said cooperation in nuclear energy and advanced technology remained active and was making steady progress.
Jaishankar conveyed Modi’s greetings to Putin and delivered a personal communication from the Prime Minister.
The External Affairs Minister said the Inter-Governmental Commission meeting had produced an encouraging assessment of the bilateral partnership.
According to Jaishankar, cooperation in trade, energy, fertilisers and nuclear power had expanded significantly, while other sectors were also showing progress.
He said Modi was looking forward to seeing Putin at the SCO summit and then welcoming him to India for the BRICS meeting in September.
Jaishankar also referred to the prospect of the annual India-Russia summit being held subsequently, subject to the two leaders’ schedules.
The upcoming diplomatic calendar is particularly significant because New Delhi will host the BRICS leaders’ summit on September 12-13. Putin and Chinese President Xi Jinping are among the leaders expected to attend the gathering.
Jaishankar’s Moscow visit, from August 23 to 24, included the 27th session of the India-Russia Inter-Governmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation.
The meeting was co-chaired by Jaishankar and Russian First Deputy Prime Minister Denis Manturov.
The commission serves as one of the main institutional mechanisms guiding economic, scientific and technological engagement between the two countries.
Its broader structure also includes a separate division dealing with military and military-technical cooperation, which is led by the defence ministers of India and Russia.
The latest engagement shows that India and Russia are seeking to widen their relationship beyond traditional defence cooperation and into areas considered increasingly important for long-term economic and strategic security.
Energy security, agricultural inputs, civilian nuclear projects and advanced technologies are now emerging as major themes in the partnership, while the upcoming Modi-Putin meetings are expected to provide an opportunity to review progress and set priorities for the next stage of cooperation.

प्रधानमंत्री नरेंद्र मोदी और रूसी राष्ट्रपति व्लादिमीर पुतिन के बीच अगले कुछ सप्ताह में प्रस्तावित महत्वपूर्ण बैठकों से पहले भारत और रूस ने अपने आर्थिक तथा रणनीतिक संबंधों की व्यापक समीक्षा शुरू कर दी है।
इसी क्रम में विदेश मंत्री एस जयशंकर ने सोमवार को मॉस्को में राष्ट्रपति पुतिन से मुलाकात की। बैठक के दौरान रूस ने स्पष्ट किया कि भारत के साथ सहयोग को आगे बढ़ाने में ऊर्जा, उर्वरक आपूर्ति, परमाणु ऊर्जा और उच्च प्रौद्योगिकी उसके प्रमुख प्राथमिकता क्षेत्रों में शामिल हैं।
मोदी और पुतिन की पहली संभावित मुलाकात 31 अगस्त से 1 सितंबर तक किर्गिस्तान में होने वाले शंघाई सहयोग संगठन, यानी SCO, के शिखर सम्मेलन में हो सकती है।
इसके बाद दोनों नेताओं के 12-13 सितंबर को नई दिल्ली में आयोजित BRICS शिखर सम्मेलन के दौरान फिर मिलने की संभावना है।
मॉस्को में पुतिन ने भारत-रूस संबंधों की लंबी परंपरा का उल्लेख करते हुए कहा कि दोनों देश लगभग सभी महत्वपूर्ण क्षेत्रों में संपर्क बनाए हुए हैं।
उन्होंने कहा कि सरकारी स्तर के संबंधों के साथ-साथ संसदीय और आर्थिक सहयोग भी लगातार मजबूत हो रहा है।
रूसी राष्ट्रपति ने दोनों देशों के बीच व्यापार में इस वर्ष दिखाई दे रही वृद्धि का भी उल्लेख किया और प्रधानमंत्री मोदी को भारत-रूस संबंधों के विकास में व्यक्तिगत रुचि लेने का श्रेय दिया।
भारत और रूस ने वर्ष 2030 तक द्विपक्षीय व्यापार को 100 अरब डॉलर तक पहुंचाने का लक्ष्य तय किया है।
वित्त वर्ष 2024-25 में दोनों देशों के बीच व्यापार रिकॉर्ड 68.7 अरब डॉलर तक पहुंच गया था। इसके बाद 2025-26 में यह 59.863 अरब डॉलर रहा।
इसके बावजूद दोनों देश व्यापारिक और आर्थिक संबंधों के विस्तार को अपनी प्रमुख प्राथमिकताओं में बनाए हुए हैं।
पुतिन ने जयशंकर से प्रधानमंत्री मोदी के लिए शुभकामनाएं भेजीं और कहा कि वह जल्द ही SCO के मंच पर भारतीय प्रधानमंत्री से मिलने की उम्मीद कर रहे हैं।
प्रधानमंत्री मोदी के 29 और 30 अगस्त को उज्बेकिस्तान की द्विपक्षीय यात्रा पर जाने की संभावना है, जिसके बाद वह SCO नेताओं की बैठक में भाग लेने के लिए किर्गिस्तान जा सकते हैं।
जयशंकर और रूस के प्रथम उपप्रधानमंत्री डेनिस मंतुरोव के बीच हुई भारत-रूस अंतर-सरकारी आयोग की बैठक में भी कई महत्वपूर्ण क्षेत्रों पर चर्चा हुई।
पुतिन ने विशेष रूप से उर्वरकों का उल्लेख करते हुए कहा कि रूस भारत की कृषि आवश्यकताओं को ध्यान में रखकर आपूर्ति बढ़ा रहा है और भविष्य में इसमें और विस्तार करने के लिए तैयार है।
उन्होंने परमाणु ऊर्जा और उन्नत तकनीकी क्षेत्रों में सहयोग को भी दोनों देशों के संबंधों का महत्वपूर्ण हिस्सा बताया और कहा कि इन क्षेत्रों में काम लगातार आगे बढ़ रहा है।
जयशंकर ने पुतिन को प्रधानमंत्री मोदी की शुभकामनाएं दीं और उनकी ओर से एक व्यक्तिगत संदेश भी सौंपा।
विदेश मंत्री ने कहा कि अंतर-सरकारी आयोग की बैठक के बाद दोनों देशों के पास आर्थिक सहयोग की प्रगति पर सकारात्मक रिपोर्ट है।
उन्होंने व्यापार, ऊर्जा, उर्वरक, परमाणु ऊर्जा और अन्य क्षेत्रों में भारत-रूस संबंधों में हुई उल्लेखनीय प्रगति का जिक्र किया।
जयशंकर ने पुतिन से कहा कि प्रधानमंत्री मोदी SCO शिखर सम्मेलन में उनसे मिलने के इच्छुक हैं और इसके बाद भारत BRICS सम्मेलन में रूसी राष्ट्रपति की मेजबानी करेगा।
उन्होंने यह भी कहा कि दोनों नेताओं की सुविधा के अनुसार भविष्य में वार्षिक भारत-रूस शिखर सम्मेलन आयोजित किया जा सकता है।
नई दिल्ली में 12 और 13 सितंबर को होने वाले BRICS शिखर सम्मेलन में पुतिन के अलावा चीन के राष्ट्रपति शी जिनपिंग के भी शामिल होने की संभावना है।
जयशंकर की दो दिवसीय रूस यात्रा के दौरान 27वें भारत-रूस अंतर-सरकारी आयोग की बैठक भी आयोजित हुई। व्यापार, आर्थिक, वैज्ञानिक, तकनीकी और सांस्कृतिक सहयोग से जुड़े इस आयोग की बैठक की सह-अध्यक्षता जयशंकर और डेनिस मंतुरोव ने की।
भारत की ओर से रूस में भारतीय राजदूत विनय कुमार और यूरेशिया प्रभाग के संयुक्त सचिव मयंक सिंह बैठक में शामिल हुए। रूसी पक्ष से विदेश मंत्री सर्गेई लावरोव सहित कई वरिष्ठ अधिकारी मौजूद थे।
भारत-रूस अंतर-सरकारी आयोग दो प्रमुख हिस्सों में काम करता है।
पहला भाग व्यापार, आर्थिक, वैज्ञानिक, तकनीकी और सांस्कृतिक सहयोग से संबंधित है, जिसकी जिम्मेदारी जयशंकर और मंतुरोव संभालते हैं।
दूसरा भाग सैन्य और सैन्य-तकनीकी सहयोग पर केंद्रित है और इसकी अगुवाई दोनों देशों के रक्षा मंत्री करते हैं।
मॉस्को में हुई यह उच्चस्तरीय कूटनीतिक बातचीत ऐसे समय में हुई है जब भारत और रूस अपने संबंधों को पारंपरिक रक्षा सहयोग से आगे बढ़ाकर नई आर्थिक और तकनीकी साझेदारियों की दिशा में विस्तार देने का प्रयास कर रहे हैं।
आने वाली मोदी-पुतिन मुलाकातों में ऊर्जा सुरक्षा, उर्वरक आपूर्ति, परमाणु परियोजनाएं, उच्च प्रौद्योगिकी और व्यापार विस्तार जैसे मुद्दों के प्रमुखता से शामिल रहने की संभावना है।
