Iran US Sanctions: Tehran Threatens Response as Hormuz Crisis Grows
Iran has rejected a new US sanctions drive and warned of retaliation, while restrictions on tankers and rising maritime tensions in the Strait of Hormuz add to concerns over global oil supplies.

Iran brushed aside a new US sanctions package on Tuesday and warned that Washington could face consequences for escalating economic pressure, setting the stage for a potentially wider confrontation across financial markets, regional security and global energy routes.

The latest American measures, announced by Treasury Secretary Scott Bessent, seek to tighten the financial and commercial constraints around Tehran as Washington attempts to force an end to the war.

The package names 60 people, organisations and vessels accused of involvement in Iran-linked networks.

More importantly, the Trump administration has opened the door to action against foreign partners that continue trading with Iran.

Such penalties could eventually cut targeted countries or businesses off from the US financial system.

But the warning has not yet been translated into immediate punishment.

Bessent did not name the countries that could face secondary sanctions and gave no deadline for enforcement, saying time would be allowed for governments and companies to bring their dealings into line with Washington’s policy.

That approach leaves a major question hanging over the sanctions campaign: how far is the United States willing to go against countries that remain commercially important to Iran?

China is central to that question.

As Iran’s largest oil customer, Beijing is crucial to Tehran’s export earnings, yet major Chinese financial institutions involved in the trade were not included in the latest round of sanctions.

Iranian officials seized on that gap and publicly projected confidence.

Parliament Speaker Mohammad Bagher Ghalibaf argued that the new restrictions reflected American weakness rather than strength.

He said Iran’s commercial partners had privately indicated that they would not be swayed by Washington’s latest threats.

Economy Minister Ali Madanizadeh went further, declaring on state television that Iran was prepared for the sanctions and would not confine its response to defensive measures.

He pointed to China and Russia as examples of countries that, in Tehran’s view, were unlikely to accept the US position.

The language from Tehran has also become increasingly forceful outside the economic sphere.

According to Iranian state media, Brigadier General Hossein Mohebbi of the Islamic Revolutionary Guard Corps warned that attacks on Iranian infrastructure could trigger retaliation against US interests and strategic energy passages.

That warning comes as Iran takes a more assertive approach towards shipping in the Strait of Hormuz.

Tehran has placed 45 tankers on a blacklist, accusing them of breaching Iranian rules while passing through the strategic waterway.

The ships have been told they could face financial penalties, detention or seizure of their cargo.

The pressure on maritime traffic is already visible.

Shipping through the Strait of Hormuz has slowed considerably, while an oil tanker near Oman was struck and left disabled by an unidentified projectile on Tuesday.

The incident added another layer of uncertainty to a route through which enormous volumes of global energy supplies normally pass.

Before the war, cargoes moving through the strait represented the equivalent of about 20% of worldwide oil consumption.

Any prolonged disruption would therefore carry the risk of a major supply shock.

So far, however, the oil market has not reacted dramatically to the new sanctions.

Brent crude rose just 0.3% to $92.44 a barrel, while US West Texas Intermediate gained 0.4% to $85.38.

The modest recovery followed losses of more than 2% for both benchmarks in the previous session.

ING commodity strategists said investors were treating the US attempt to pressure Iran’s trading partners as a relatively limited development rather than a decisive change in the outlook.

Analyst Tim Waterer of KCM, however, warned that the situation at sea remains a major risk.

Iran, he noted, still can disrupt shipping, meaning a further escalation could rapidly change the market calculation.

The sanctions are also facing political scepticism inside the United States.

Democratic Senator Chris Murphy questioned whether Washington still has sufficient economic leverage to alter Iran’s position.

He argued that years of restrictions had already exhausted many of the strongest available sanctions tools.

Murphy also claimed that Iran had expanded its influence over the Strait of Hormuz during the conflict and said that 30 of Tehran’s original 33 missile sites along the waterway were still intact despite months of US attacks.

“Iran is winning the war. Trump is losing,” he said.

Adding to Washington’s concerns, the US Strategic Petroleum Reserve is now at its lowest level since November 1982, reducing the size of a key emergency buffer at a time when the security of one of the world’s most important oil routes is under increasing pressure.

The latest confrontation therefore presents two sharply different strategies.

Washington is attempting to raise the economic cost of Iran’s actions by threatening to extend sanctions pressure to its international business partners.

Tehran, meanwhile, is signalling that it can answer through a combination of economic resistance, military deterrence and greater pressure on maritime traffic.

Whether the sanctions succeed may depend less on the 60 names and vessels already targeted than on the willingness of Iran’s biggest trading partners to choose between continuing business with Tehran and preserving unrestricted access to the US financial system.

नई अमेरिकी सूची में 60 व्यक्ति, संस्थाएं और जहाज शामिल हैं।

लेकिन इस बार की कार्रवाई का सबसे महत्वपूर्ण पहलू केवल सूची में शामिल नाम नहीं हैं, बल्कि वह चेतावनी है जो वॉशिंगटन ने ईरान के साथ व्यापार जारी रखने वाले देशों को दी है।

अमेरिका ने संकेत दिया है कि भविष्य में ऐसे देशों या कंपनियों के खिलाफ द्वितीयक प्रतिबंध लगाए जा सकते हैं और उन्हें डॉलर आधारित वित्तीय व्यवस्था तक पहुंच खोने का जोखिम उठाना पड़ सकता है।

फिलहाल इन दंडात्मक कदमों को लागू नहीं किया गया है।

बेसेंट ने यह नहीं बताया कि किन देशों को संभावित कार्रवाई का सामना करना पड़ सकता है और न ही किसी समयसीमा की घोषणा की।

अमेरिका ने कहा है कि संबंधित पक्षों को अपनी नीतियों और कारोबारी गतिविधियों में बदलाव के लिए समय दिया जाएगा।

चीन इस पूरे घटनाक्रम का एक प्रमुख केंद्र बना हुआ है।

चीन ईरान का सबसे बड़ा तेल खरीदार है, लेकिन ईरानी तेल कारोबार से जुड़े किसी बड़े चीनी वित्तीय संस्थान को इस नए प्रतिबंध पैकेज में शामिल नहीं किया गया।

इससे यह सवाल और महत्वपूर्ण हो गया है कि अमेरिका अपने दबाव अभियान को वास्तव में कितनी दूर तक ले जाना चाहता है।

ईरान ने इस स्थिति को अपने पक्ष में एक राजनीतिक संदेश के रूप में पेश किया।

ईरानी संसद के अध्यक्ष मोहम्मद बाकर गालिबाफ ने कहा कि नए प्रतिबंध अमेरिका की ताकत नहीं, बल्कि उसकी सीमाओं को उजागर करते हैं।

उन्होंने दावा किया कि ईरान के कई व्यापारिक साझेदार निजी तौर पर वॉशिंगटन के दबाव के आगे झुकने के इच्छुक नहीं हैं।

अर्थव्यवस्था मंत्री अली मदनिजादेह ने सरकारी टेलीविजन पर कहा कि ईरान अमेरिकी प्रतिबंधों का सामना करने के लिए तैयार है। उन्होंने यह भी संकेत दिया कि तेहरान की प्रतिक्रिया केवल बचाव तक सीमित नहीं रहेगी।

उनके अनुसार, चीन और रूस ने अमेरिकी रुख को स्वीकार नहीं किया है और अन्य देशों के भी इस नीति के खिलाफ खड़े होने की संभावना है।

तनाव अब केवल वित्तीय और व्यापारिक मोर्चे तक सीमित नहीं है।

ईरानी सरकारी मीडिया के मुताबिक, इस्लामिक रिवोल्यूशनरी गार्ड कॉर्प्स से जुड़े ब्रिगेडियर जनरल हुसैन मोहब्बी ने कहा है कि यदि ईरान के बुनियादी ढांचे पर हमला किया गया तो अमेरिकी हितों और महत्वपूर्ण ऊर्जा मार्गों को निशाना बनाकर जवाब दिया जा सकता है।

इस चेतावनी के साथ ईरान ने होर्मुज जलडमरूमध्य में अपनी गतिविधियां भी तेज कर दी हैं।

तेहरान ने 45 तेल टैंकरों को ब्लैकलिस्ट कर दिया है और उन पर अपने समुद्री नियमों के उल्लंघन का आरोप लगाया है।

ईरान के अनुसार, संबंधित जहाजों को जुर्माना, हिरासत और माल जब्त किए जाने जैसी कार्रवाई का सामना करना पड़ सकता है।

होर्मुज में जहाजों की आवाजाही पहले ही काफी धीमी हो चुकी है।

मंगलवार को ओमान के पास एक तेल टैंकर अज्ञात प्रक्षेप्य की चपेट में आया और निष्क्रिय हो गया। इस घटना ने क्षेत्र में वाणिज्यिक जहाजों के लिए बढ़ते खतरे को फिर सामने ला दिया।

होर्मुज जलडमरूमध्य वैश्विक ऊर्जा व्यापार की सबसे संवेदनशील धमनियों में से एक है। युद्ध शुरू होने से पहले इस मार्ग से गुजरने वाला कार्गो वैश्विक तेल खपत के लगभग 20 प्रतिशत के बराबर था।

यही कारण है कि वहां लंबे समय तक रुकावट आने की आशंका तेल की कीमतों और वैश्विक ऊर्जा आपूर्ति को लेकर चिंता पैदा करती है।

फिर भी, नए अमेरिकी प्रतिबंधों का तेल बाजार पर तत्काल बड़ा असर नहीं दिखा।

ब्रेंट क्रूड 0.3 प्रतिशत बढ़कर 92.44 डॉलर प्रति बैरल पर पहुंच गया, जबकि अमेरिकी वेस्ट टेक्सास इंटरमीडिएट क्रूड 0.4 प्रतिशत की बढ़त के साथ 85.38 डॉलर प्रति बैरल पर कारोबार करता दिखा।

दोनों बेंचमार्क इससे पहले पिछले सत्र में 2 प्रतिशत से अधिक गिर चुके थे।

आईएनजी के रणनीतिकारों का कहना है कि निवेशक फिलहाल ईरान के व्यापारिक साझेदारों पर अमेरिकी दबाव बढ़ाने की कोशिश को सीमित महत्व का घटनाक्रम मान रहे हैं।

हालांकि, केसीएम के विश्लेषक टिम वॉटरर ने चेतावनी दी कि समुद्री स्थिति अब भी सबसे बड़ा जोखिम बनी हुई है।

उनका कहना है कि यदि ईरान जहाजरानी को बाधित करने की दिशा में आगे बढ़ता है तो बाजार का रुख बहुत तेजी से बदल सकता है।

अमेरिका के भीतर भी नए प्रतिबंधों की प्रभावशीलता पर सवाल उठ रहे हैं।

डेमोक्रेटिक सीनेटर क्रिस मर्फी का कहना है कि अमेरिका ने वर्षों से ईरान पर इतने व्यापक प्रतिबंध लगाए हैं कि अब वॉशिंगटन के पास आर्थिक दबाव बढ़ाने के बहुत सीमित विकल्प रह गए हैं।

मर्फी ने यह भी दावा किया कि युद्ध के दौरान ईरान ने होर्मुज जलडमरूमध्य पर अपना प्रभाव बढ़ा लिया है।

उनके अनुसार, कई महीनों के अमेरिकी हमलों के बावजूद इस क्षेत्र में ईरान के मूल 33 मिसाइल ठिकानों में से 30 अब भी मौजूद हैं।

उन्होंने कहा, “ईरान युद्ध जीत रहा है। ट्रंप हार रहे हैं।”

स्थिति को और जटिल बनाने वाला एक अन्य तथ्य अमेरिका के रणनीतिक पेट्रोलियम भंडार का स्तर है, जो नवंबर 1982 के बाद सबसे निचले स्तर पर पहुंच गया है।

इसका अर्थ है कि किसी बड़े तेल आपूर्ति संकट की स्थिति में अमेरिका के पास उपलब्ध आपातकालीन सुरक्षा भंडार पहले की तुलना में कम है।

वॉशिंगटन और तेहरान अब दबाव की अलग-अलग रणनीतियां अपना रहे हैं।

अमेरिका अपने वित्तीय प्रभाव का इस्तेमाल कर ईरान के विदेशी व्यापारिक संबंधों को कमजोर करने की कोशिश कर रहा है।

दूसरी ओर, ईरान आर्थिक प्रतिरोध के साथ-साथ सैन्य जवाब और होर्मुज से गुजरने वाले जहाजों पर दबाव बढ़ाने की क्षमता का संकेत दे रहा है।

आने वाले दिनों में सबसे बड़ा सवाल यह रहेगा कि ईरान के प्रमुख व्यापारिक साझेदार अमेरिकी दबाव के सामने कितना झुकते हैं। इसी पर नए प्रतिबंधों की वास्तविक सफलता काफी हद तक निर्भर कर सकती है।
