Putin in Delhi: Russia Seeks New Growth Engines as Modi Backs Dialogue and Secure Trade Routes

At the BRICS Business Forum, Vladimir Putin criticised Western economic restrictions and called for wider cooperation, while his talks with PM Modi focused on conflicts, trade and the future of the India-Russia strategic partnership.

Russian President Vladimir Putin on Friday said the global economic order is undergoing a major transformation, with emerging centres of growth increasingly challenging the dominance of traditional economic powers.

Speaking in New Delhi ahead of the BRICS summit, Putin described the shift as a big structural change and said new economic engines were gaining prominence.

His message was directed at a changing international environment in which Russia remains under extensive Western sanctions while continuing to maintain economic relationships with countries outside the Western bloc.

Putin argued that the emerging BRICS framework should serve the interests of its members without becoming a mechanism for shutting others out.

Addressing the BRICS Business Forum, Putin said Russia and its partners were prepared to play a role in strengthening global energy and food security.

He also highlighted plans to develop dependable transportation networks, specifically mentioning the Arctic Transport Corridor and the North-South Transport Corridor.

The emphasis on energy, food and transportation comes amid continuing instability in West Asia.

The conflict involving the United States and Iran, a member of BRICS, has affected the strategically important Strait of Hormuz.

Its partial closure has disrupted supply chains, affected economies and contributed to a sharp rise in fuel prices.

Prime Minister Narendra Modi, speaking at the same business forum, underlined the importance of maritime security to international commerce.

He said global trade cannot function smoothly unless sea routes remain safe, supply lines stay operational and seafarers are protected.

India, he reiterated, strongly supports freedom of navigation and the safety of maritime workers.

Modi tells Putin diplomacy remains the path to peace

Modi and Putin also held a bilateral meeting during the Russian president’s three-day visit to India for the BRICS summit.

The discussions lasted around 45 minutes and covered a broad range of bilateral and international issues.

During the meeting, Modi stressed that dialogue and diplomacy should remain the principal means of resolving conflicts. He reaffirmed India’s willingness to contribute to peace initiatives.

Earlier, on the sidelines of the Shanghai Cooperation Organisation summit in Bishkek less than two weeks ago, Modi had urged Putin to move away from an “endless war” towards bringing the conflict to an end.

The Ministry of External Affairs said the two leaders exchanged views on major regional and international developments, including the conflicts in West Asia and the Black Sea.

New Delhi said both crises have affected maritime commerce as well as the safety and security of Indian seafarers.

At least five Indian seafarers have been killed in strikes linked to the Russia-Ukraine conflict in the Black Sea since July, according to the information provided.

The two leaders reviewed bilateral cooperation in several areas, including politics, trade and the economy, defence, energy, space, skill mobility and people-to-people exchanges. The government statement did not announce any specific new agreement emerging from the meeting.

After their talks, Modi and Putin travelled together in the same vehicle, an unusual public moment that underscored the warmth surrounding the bilateral engagement.

Putin rejects isolation narrative.

At the BRICS forum, Putin rejected the notion that Russia or the wider BRICS grouping was attempting to construct an isolated economic system.

Instead, he said Moscow remained willing to engage with established partners as well as new ones.

He argued that the development of BRICS was not intended to impose an economic model on other countries.

According to Putin, the emerging growth architecture reflects national interests and is not designed to exclude outside economies.

“We are open to working with the whole world,” Putin said, while highlighting the potential role of the BRICS Business Council in expanding trade and investment links.

He said the council could help generate progress in infrastructure, logistics, finance and technological cooperation.

Putin also criticised Western sanctions and restrictions on trade and finance. He said economic competition was increasingly becoming confrontational, taking what he described as unattractive forms at both the corporate and government levels.

India-Russia trade target set at $100 billion

Trade and investment featured prominently in the wider India-Russia engagement.

During the visit, both countries agreed to work towards raising annual bilateral trade to $100 billion by 2030, compared with the current level of around $65 billion.

Modi said the two sides discussed measures to strengthen commercial ties, including implementation of the Programme for Economic Cooperation 2030.

Their discussions also covered infrastructure, energy, technology, defence and culture.

The leaders also visited Russia’s international industrial exhibition, INNOPROM India, where they interacted with participating companies and highlighted the exhibition’s potential to deepen industrial and commercial cooperation.

The Indian government said both sides agreed to continue efforts to reinforce their Special and Privileged Strategic Partnership.

According to New Delhi, the relationship has continued to expand and has demonstrated resilience despite a complex geopolitical environment.

Putin invites Modi to Russia.

The Kremlin had signalled ahead of Putin’s arrival that some issues would not necessarily be discussed publicly.

Kremlin spokesperson Dmitry Peskov told Indian journalists that several matters were sensitive because, in Moscow’s view, unfriendly countries were attempting to obstruct the further expansion of Russia-India cooperation.

At the conclusion of his talks with Modi, Putin invited the Indian prime minister to Russia for the 24th annual summit between the two countries.

Modi accepted the invitation, while the dates for the meeting will be finalised through diplomatic channels based on mutual convenience.

The latest engagement between the two leaders thus combined discussions on global conflicts and maritime security with efforts to expand trade, investment, defence and technological cooperation, as India and Russia seek to maintain momentum in their longstanding strategic relationship amid continuing geopolitical uncertainty.

भारत नौवहन की स्वतंत्रता और नाविकों की सुरक्षा का मजबूती से समर्थन करता है।

मोदी ने पुतिन से कहा- शांति के लिए संवाद और कूटनीति जरूरी

भारत यात्रा पर आए पुतिन ने BRICS शिखर सम्मेलन से पहले प्रधानमंत्री मोदी के साथ द्विपक्षीय बैठक भी की। करीब 45 मिनट चली इस बातचीत में दोनों नेताओं ने द्विपक्षीय संबंधों और प्रमुख अंतरराष्ट्रीय मुद्दों पर विचार-विमर्श किया।

बैठक में मोदी ने स्पष्ट किया कि संघर्षों के समाधान के लिए संवाद और कूटनीति को प्राथमिकता दी जानी चाहिए। उन्होंने शांति प्रयासों में भारत की मदद की पेशकश भी दोहराई।

इससे पहले करीब दो सप्ताह पूर्व बिश्केक में शंघाई सहयोग संगठन के शिखर सम्मेलन से इतर हुई मुलाकात में भी मोदी ने पुतिन से “अंतहीन युद्ध” से आगे बढ़कर युद्ध समाप्त करने की दिशा में कदम उठाने का आग्रह किया था।

विदेश मंत्रालय के अनुसार, दोनों नेताओं ने पश्चिम एशिया और काला सागर क्षेत्र के संघर्षों समेत कई प्रमुख क्षेत्रीय और वैश्विक मुद्दों पर विचार साझा किए।

भारत के मुताबिक, इन संघर्षों का असर समुद्री व्यापार के साथ-साथ भारतीय नाविकों की सुरक्षा पर भी पड़ा है।

उपलब्ध जानकारी के अनुसार, जुलाई से रूस-यूक्रेन संघर्ष से जुड़े काला सागर क्षेत्र में हुए हमलों में कम से कम पांच भारतीय नाविकों की मौत हो चुकी है।

दोनों नेताओं ने राजनीतिक, आर्थिक, रक्षा, ऊर्जा, अंतरिक्ष, कौशल गतिशीलता और लोगों के बीच संपर्क सहित भारत-रूस सहयोग के विभिन्न क्षेत्रों की समीक्षा की। हालांकि, बैठक के बाद सरकार की ओर से किसी नए विशिष्ट समझौते की घोषणा नहीं की गई।

बैठक समाप्त होने के बाद मोदी और पुतिन एक ही वाहन में साथ रवाना हुए। दोनों नेताओं की यह सार्वजनिक तस्वीर भारत-रूस संबंधों में जारी करीबी संपर्क को दर्शाती रही।

पुतिन ने आर्थिक अलगाव की धारणा को खारिज किया

BRICS बिजनेस फोरम में पुतिन ने इस धारणा को खारिज किया कि रूस या BRICS दुनिया से अलग किसी बंद आर्थिक व्यवस्था का निर्माण करना चाहता है।

उन्होंने कहा कि मॉस्को पुराने साझेदारों के साथ-साथ नए देशों के साथ भी सहयोग के लिए तैयार है।

रूसी राष्ट्रपति ने कहा कि BRICS का विस्तार किसी दूसरे देश पर आर्थिक व्यवस्था थोपने के उद्देश्य से नहीं हो रहा है। उनके अनुसार, उभरता हुआ BRICS आर्थिक ढांचा सदस्य देशों के राष्ट्रीय हितों पर आधारित है और इसका लक्ष्य किसी अन्य अर्थव्यवस्था को बाहर रखना नहीं है।

पुतिन ने कहा कि रूस पूरी दुनिया के साथ काम करने के लिए तैयार है। उन्होंने BRICS बिजनेस काउंसिल की भूमिका को भी महत्वपूर्ण बताया।

उनके अनुसार, यह मंच व्यापार और आर्थिक संबंधों को गति देने के साथ बुनियादी ढांचे, लॉजिस्टिक्स, वित्त और तकनीकी सहयोग से जुड़ी परियोजनाओं को आगे बढ़ाने में मदद कर सकता है।

पुतिन ने पश्चिमी देशों के आर्थिक प्रतिबंधों तथा व्यापार और वित्तीय पाबंदियों की भी आलोचना की। उन्होंने कहा कि कंपनियों और देशों के स्तर पर आर्थिक प्रतिस्पर्धा का स्वरूप लगातार अधिक टकरावपूर्ण होता जा रहा है।

2030 तक भारत-रूस व्यापार का लक्ष्य 100 अरब डॉलर

भारत और रूस के बीच व्यापार एवं निवेश संबंध भी पुतिन की यात्रा के दौरान चर्चा के केंद्र में रहे। दोनों पक्षों ने 2030 तक सालाना द्विपक्षीय व्यापार को मौजूदा करीब 65 अरब डॉलर से बढ़ाकर 100 अरब डॉलर तक पहुंचाने का लक्ष्य तय किया।

प्रधानमंत्री मोदी ने कहा कि दोनों देशों ने व्यापारिक संबंधों को और मजबूत करने के उपायों पर चर्चा की। इसमें Programme for Economic Cooperation 2030 को लागू करने के साथ-साथ बुनियादी ढांचा, ऊर्जा, तकनीक, रक्षा और संस्कृति जैसे क्षेत्रों में सहयोग बढ़ाने के मुद्दे शामिल रहे।

मोदी और पुतिन ने रूस की अंतरराष्ट्रीय औद्योगिक प्रदर्शनी INNOPROM India का भी दौरा किया और वहां भाग लेने वाली कंपनियों के प्रतिनिधियों से बातचीत की।

दोनों नेताओं ने इसे औद्योगिक और व्यापारिक संबंधों को विस्तार देने के लिहाज से महत्वपूर्ण मंच बताया।

भारत सरकार के अनुसार, दोनों पक्षों ने भारत-रूस की विशेष और विशेषाधिकार प्राप्त रणनीतिक साझेदारी को और मजबूत करने की दिशा में काम जारी रखने पर सहमति जताई।

नई दिल्ली ने कहा कि भू-राजनीतिक अनिश्चितताओं के बावजूद दोनों देशों के संबंधों में मजबूती और लचीलापन बना हुआ है।

पुतिन ने मोदी को रूस आने का न्योता दिया

पुतिन के भारत पहुंचने से पहले क्रेमलिन के प्रवक्ता दिमित्री पेस्कोव ने भारतीय पत्रकारों से कहा था कि कुछ मुद्दों पर सार्वजनिक रूप से चर्चा नहीं की जा सकती।

उनके अनुसार, कुछ मित्रवत न रहने वाले देश रूस और भारत के बीच सहयोग को आगे बढ़ाने में बाधाएं खड़ी करने की कोशिश कर रहे हैं।

द्विपक्षीय बैठक के दौरान पुतिन ने प्रधानमंत्री मोदी को दोनों देशों के बीच होने वाले 24वें वार्षिक शिखर सम्मेलन के लिए रूस आने का निमंत्रण दिया।

मोदी ने निमंत्रण स्वीकार कर लिया है। हालांकि, बैठक की तारीख दोनों देशों की आपसी सुविधा के अनुसार राजनयिक माध्यमों से तय की जाएगी।

मोदी और पुतिन की ताजा बातचीत में एक ओर पश्चिम एशिया और काला सागर संघर्षों, समुद्री सुरक्षा और वैश्विक आर्थिक बदलावों पर चर्चा हुई, वहीं दूसरी ओर दोनों देशों ने व्यापार, निवेश, रक्षा, ऊर्जा और तकनीकी सहयोग को आगे बढ़ाने पर भी जोर दिया।

इससे संकेत मिलता है कि मौजूदा भू-राजनीतिक अनिश्चितताओं के बीच भारत और रूस अपनी दीर्घकालिक रणनीतिक साझेदारी को बनाए रखने और नए आर्थिक अवसर तलाशने की कोशिश जारी रखे हुए हैं।
