India-EU Free Trade Deal Moves Closer as European Commission Sends Pact to Council

Brussels advances the approval process for the landmark India-EU FTA, with formal signing expected by year-end and implementation likely in early 2027.

The India-European Union free trade agreement (FTA) has moved into a crucial new phase after the European Commission on Friday submitted its proposals for the signing and conclusion of the pact to the European Council.

The move strengthens the prospects of completing the landmark trade agreement by the end of this year.

India and the EU completed negotiations on the long-awaited agreement in January 2026, reviving talks that had been put on hold for nearly a decade before they resumed in 2021.

Prime Minister Narendra Modi is expected to travel to Brussels towards the end of the year for the formal signing ceremony.

The European Commission described the proposed agreement as potentially the biggest trade pact ever concluded by the European Union and India, subject to approval by the Council.

The deal has been portrayed by both sides as a landmark economic arrangement because of the scale of the markets it would connect.

The agreement will still need to clear further institutional hurdles before becoming operational.

After signature, the pact requires approval from the European Parliament, while India is undertaking its own domestic ratification process.

If those procedures proceed as anticipated, the FTA could come into effect in early 2027.

Once implemented, the agreement is expected to broaden access to each other’s markets, bring down tariffs and address trade barriers that businesses consider unnecessary.

It will also establish more predictable conditions for companies engaged in cross-border trade and investment between India and the 27-member European bloc.

The European Commission said Friday’s submission represents an important step towards allowing companies and consumers on both sides to benefit from the agreement at the earliest possible opportunity.

The decision also follows the EU’s push to accelerate trade agreements at a time of heightened geopolitical uncertainty and growing strains on the global trading system.

Maroš Šefčovič, the European commissioner responsible for trade and economic security, has backed a faster process for implementing trade agreements.

He said the latest move reflects the importance of moving quickly and highlighted the enormous economic scale of the India-EU partnership.

The European Council, which will now consider the Commission’s proposals, is the EU institution responsible for setting the bloc’s broad political priorities.

It brings together the leaders of all 27 member states, along with the presidents of the European Council and the European Commission.

The Commission also said the proposed FTA underlines Europe’s intention to deepen economic relations with strategically important partners across the Indo-Pacific region.

Šefčovič said the agreement connects two major global economies, covering a combined market of about two billion people and representing roughly one-fourth of global GDP.

€180 billion trade relationship

India and the EU already have a substantial commercial relationship.

Trade in goods and services between the two sides is currently valued at more than €180 billion annually, while the proposed agreement would remove or lower tariffs covering 96 per cent of EU goods exports to India.

The tariff concessions are expected to deliver considerable savings for European exporters.

According to the figures provided by the European Commission, European products could see annual duty savings of around €4 billion once the agreement takes effect.

India ranks as the EU’s ninth-largest global trading partner for goods and sixth-largest partner in services. Merchandise trade between the two sides reached €118 billion in 2025.

Indian shipments to the European market include machinery and appliances, chemicals, textiles, metals and petroleum products.

European exports to India, meanwhile, are concentrated largely in industrial goods, transport equipment and chemical products.

Services have also become a significant component of the bilateral economic relationship.

Two-way services trade totalled €67 billion in 2025, comprising €29.2 billion in EU exports to India and €37.8 billion in imports from India.

Investment ties add another dimension to the relationship.

EU foreign direct investment stock in India stood at €132.8 billion in 2024, while Indian investment stock in the EU was valued at €13.7 billion.

Phased tariff reductions

The agreement is designed to open markets substantially from the moment it enters into force.

However, some products will be subject to phased implementation, with transition periods of three, five or seven years.

Certain partially liberalised tariff categories will follow specific arrangements agreed under the pact.

Beyond tariff cuts, the FTA is intended to improve practical conditions for trade.

It includes provisions aimed at strengthening cooperation and addressing technical obstacles that can make it harder for goods to move between markets.

The broader objective is to create a trading environment that is more transparent, predictable, and economical for businesses.

By combining improved market access with lower trade-related costs, the agreement is expected to provide a stronger foundation for long-term commercial engagement between India and the European Union.

India-EU FTA: भारत-यूरोपीय संघ मुक्त व्यापार समझौते को मिली बड़ी मंजूरी की दिशा, आयोग ने प्रस्ताव परिषद को भेजा

 यूरोपीय आयोग ने भारत-EU व्यापार समझौते को अंतिम रूप देने की प्रक्रिया आगे बढ़ाई; साल के अंत तक हस्ताक्षर और 2027 की शुरुआत में लागू होने की उम्मीद।

भारत और यूरोपीय संघ के बीच प्रस्तावित मुक्त व्यापार समझौते (FTA) को शुक्रवार को एक अहम प्रगति मिली।

यूरोपीय आयोग ने समझौते पर हस्ताक्षर और इसे अंतिम रूप देने से संबंधित अपने प्रस्ताव यूरोपीय परिषद को भेज दिए। इस कदम से साल के अंत तक ऐतिहासिक व्यापार समझौते को औपचारिक रूप देने की संभावना मजबूत हुई है।

भारत और यूरोपीय संघ ने जनवरी 2026 में लंबे समय से चल रही FTA वार्ता पूरी की थी। दोनों पक्षों के बीच बातचीत करीब एक दशक के अंतराल के बाद 2021 में दोबारा शुरू हुई थी।

अब प्रधानमंत्री नरेंद्र मोदी के वर्ष के अंत में ब्रसेल्स जाने की संभावना है, जहां समझौते पर औपचारिक हस्ताक्षर हो सकते हैं।

यूरोपीय आयोग ने कहा कि परिषद की मंजूरी मिलने पर यह भारत और EU दोनों के लिए अब तक का सबसे बड़ा व्यापार समझौता हो सकता है।

दोनों पक्ष इस करार को व्यापक आर्थिक महत्व वाला समझौता मानते रहे हैं, क्योंकि इससे दुनिया की दो बड़ी अर्थव्यवस्थाओं के बाजारों के बीच कारोबारी संपर्क और बढ़ेगा।

हालांकि समझौते को लागू होने से पहले कुछ और संस्थागत प्रक्रियाओं से गुजरना होगा।

हस्ताक्षर के बाद इसे यूरोपीय संसद की मंजूरी की आवश्यकता होगी, जबकि भारत में भी घरेलू स्तर पर अनुमोदन और अनुसमर्थन की प्रक्रिया चल रही है।

इन प्रक्रियाओं के अपेक्षित रूप से आगे बढ़ने पर FTA के 2027 की शुरुआत में प्रभावी होने की संभावना है।

समझौते के लागू होने के बाद दोनों पक्षों के बाजारों में पहुंच आसान होने, कई शुल्कों में कमी आने और अनावश्यक व्यापार बाधाओं को दूर करने की उम्मीद है।

इससे भारत और यूरोपीय संघ के बीच व्यापार तथा निवेश करने वाली कंपनियों को अधिक स्पष्ट और अनुमानित नियमों का लाभ मिल सकेगा।

यूरोपीय आयोग ने कहा कि शुक्रवार को प्रस्ताव भेजना इस दिशा में महत्वपूर्ण कदम है, ताकि कारोबारी और उपभोक्ता जल्द से जल्द समझौते के संभावित लाभ उठा सकें।

यह कदम ऐसे समय में उठाया गया है जब भू-राजनीतिक अनिश्चितता बढ़ रही है और वैश्विक व्यापार व्यवस्था पर दबाव भी बढ़ा है।

व्यापार और आर्थिक सुरक्षा के लिए यूरोपीय आयुक्त मारोश शेफचोविच ने व्यापार समझौतों को तेजी से लागू करने की आवश्यकता पर जोर दिया है।

उन्होंने भारत-EU समझौते की व्यापक आर्थिक क्षमता का उल्लेख करते हुए समयबद्ध तरीके से आगे बढ़ने के महत्व को रेखांकित किया।

अब यूरोपीय परिषद आयोग की ओर से भेजे गए प्रस्तावों पर विचार करेगी। परिषद EU की व्यापक राजनीतिक दिशा और प्राथमिकताएं तय करने वाली प्रमुख संस्था है।

इसमें यूरोपीय संघ के सभी 27 सदस्य देशों के राष्ट्राध्यक्ष या सरकार प्रमुख, यूरोपीय परिषद के अध्यक्ष और यूरोपीय आयोग के अध्यक्ष शामिल होते हैं।

यूरोपीय आयोग के मुताबिक, यह FTA हिंद-प्रशांत क्षेत्र में महत्वपूर्ण साझेदार देशों के साथ आर्थिक संबंध मजबूत करने की EU की प्रतिबद्धता को भी दर्शाता है।

शेफचोविच ने कहा कि यह समझौता करीब दो अरब लोगों के बाजार और वैश्विक GDP के लगभग एक-चौथाई हिस्से का प्रतिनिधित्व करने वाली दो बड़ी अर्थव्यवस्थाओं को जोड़ता है।

भारत-EU के बीच €180 अरब से अधिक का कारोबार

भारत और यूरोपीय संघ के बीच पहले से ही मजबूत व्यापारिक संबंध हैं। दोनों पक्षों के बीच वस्तुओं और सेवाओं का सालाना कारोबार €180 अरब से अधिक है।

प्रस्तावित FTA के तहत भारत को किए जाने वाले EU के 96 प्रतिशत वस्तु निर्यात पर शुल्क में कमी या उसे समाप्त करने का प्रावधान होगा।

टैरिफ में कटौती से यूरोपीय उत्पादों पर लगने वाले शुल्क में बड़ी बचत होने की उम्मीद है। उपलब्ध आंकड़ों के मुताबिक, यूरोपीय उत्पादों पर शुल्क में करीब €4 अरब सालाना की बचत हो सकती है।

वस्तुओं के व्यापार में भारत यूरोपीय संघ का दुनिया में नौवां सबसे बड़ा व्यापारिक साझेदार है, जबकि सेवाओं के क्षेत्र में भारत का स्थान छठा है। 2025 में दोनों पक्षों के बीच वस्तुओं का द्विपक्षीय व्यापार €118 अरब रहा।

भारत से यूरोपीय बाजार में मशीनरी और उपकरण, रसायन, कपड़ा, धातु तथा पेट्रोलियम उत्पाद प्रमुख निर्यातों में शामिल हैं।

दूसरी ओर, यूरोपीय संघ से भारत आने वाले निर्यात में औद्योगिक उत्पादों, परिवहन उपकरणों और रासायनिक उत्पादों की बड़ी हिस्सेदारी है।

सेवा क्षेत्र भी भारत-EU आर्थिक संबंधों का महत्वपूर्ण आधार बन चुका है। 2025 में दोनों पक्षों के बीच सेवाओं का कुल कारोबार €67 अरब रहा।

इसमें EU का भारत को निर्यात €29.2 अरब और भारत से उसका आयात €37.8 अरब रहा।

निवेश के मोर्चे पर भी दोनों पक्षों के बीच उल्लेखनीय संबंध हैं। 2024 में भारत में EU का प्रत्यक्ष विदेशी निवेश (FDI) स्टॉक €132.8 अरब था। इसी अवधि में यूरोपीय संघ में भारत का FDI स्टॉक €13.7 अरब रहा।

कुछ उत्पादों पर चरणबद्ध तरीके से लागू होगा समझौता

FTA के तहत अधिकांश व्यापार को समझौते के प्रभावी होने के साथ ही उदार बनाने की योजना है। हालांकि कुछ वस्तुओं के लिए तीन, पांच या सात वर्ष की संक्रमण अवधि रखी जाएगी।

आंशिक रूप से उदार किए जाने वाले कुछ टैरिफ क्षेत्रों के लिए अलग व्यवस्थाएं भी निर्धारित की जाएंगी।

समझौते का उद्देश्य केवल सीमा शुल्क कम करना नहीं है। इसके तहत व्यापार में तकनीकी बाधाओं को दूर करने और वस्तुओं के कारोबार में सहयोग बढ़ाने की दिशा में भी कदम उठाए जाएंगे।

व्यापक तौर पर यह करार भारत और EU के कारोबारियों के लिए अधिक पारदर्शी, अनुमानित और कम लागत वाला व्यापारिक माहौल तैयार करने की कोशिश है।

बेहतर बाजार पहुंच और व्यापार लागत में कमी के जरिए यह समझौता दोनों पक्षों के बीच दीर्घकालिक आर्थिक एवं कारोबारी संबंधों को और मजबूत आधार दे सकता है।
