Ayodhya: The first major investigative finding in the alleged Ram Temple donation theft case has brought relief to two former senior functionaries of the Shri Ram Janmabhoomi Teerth Kshetra Trust, even as the larger controversy remains under investigation.
The first Special Investigation Team’s final report does not name former Trust general secretary Champat Rai or former member Anil Mishra as accused, according to people familiar with the findings.
The Uttar Pradesh Home Department has reviewed the report and forwarded it to the temple Trust for further consideration.
The development does not, however, bring the case to an end.
A separate SIT, constituted following Supreme Court directions, continues to oversee the investigation into the alleged theft and irregularities surrounding the handling of devotees’ donations.
The case centres on allegations of cash disappearing during the process of counting offerings made at the Ayodhya temple.
The first SIT’s earlier findings had pointed to repeated instances of cash allegedly being taken from the counting room and raised questions about whether prescribed safeguards were properly followed.
According to the preliminary findings, cash thefts were detected on around 70 occasions between April 27 and June 5. CCTV footage was cited as showing employees allegedly concealing and removing cash.
Investigators had also flagged weaknesses in the system governing access to the counting area.
Among the concerns was the alleged failure to consistently implement procedures agreed upon by the Trust and the State Bank of India, including checks on people entering and leaving the facility.
Those findings eventually led to the registration of a police case in Ayodhya.
The FIR was lodged on June 25 at the Shri Ram Janmabhoomi police station following a complaint by Trust member Krishna Mohan.
Eight people named in the case—Avinash Shukla, Anukalp Mishra, Lavkush Mishra, Manish Kumar Yadav, Karunesh Pandey, Ramashankar Mishra, Subhash Srivastava and Ram Shankar Yadav alias Tinnu—have been arrested and are currently in jail.
The first SIT itself had been constituted on June 13 after the temple Trust approached the Uttar Pradesh government.
Lucknow divisional commissioner Vijay Vishwas Pant headed the team, with Lucknow Range IG Kiran S and Finance Department special secretary Neel Ratan Kumar as members.
The team’s preliminary investigation examined the movement of donations from collection points through counting, storage and accounting, along with access controls and surveillance arrangements.
The controversy had erupted publicly on June 7 after Samajwadi Party leader Tej Narayan ‘Pawan’ Pandey alleged that several crores of rupees in temple offerings had been siphoned off.
The allegations subsequently triggered a wider examination of the Trust’s donation-handling arrangements.
Rai and Mishra resigned from their Trust positions on June 27 while the controversy and investigation were underway.
Their names had attracted scrutiny because of their former positions within the Trust, although the latest SIT report does not name either as an accused.
The investigation is therefore entering a more complicated phase.
The first SIT’s findings have separated the two former Trust officials from the criminal case arising from the alleged cash theft, while the second SIT continues to examine the broader circumstances surrounding the alleged irregularities.
The continuing investigation also means that the question of accountability within the donation-counting system remains unresolved.
The police case against the eight arrested accused is proceeding separately, while investigators continue to examine records, surveillance material and the functioning of the system through which devotees’ offerings were handled.
For the Trust, the latest report provides an important clarification regarding two former office-bearers.
For the investigating agencies, however, the task is not over: the alleged theft, the people accused in the FIR and the broader security and procedural failures remain part of the continuing investigation.
The next significant development is expected from the second SIT, whose findings could determine how the remaining questions surrounding the temple’s donation management are ultimately resolved.

अयोध्या: राम मंदिर में श्रद्धालुओं से प्राप्त चढ़ावे की कथित चोरी और नकदी प्रबंधन में अनियमितताओं के मामले में पहली विशेष जांच टीम की रिपोर्ट सामने आने के बाद जांच ने नया मोड़ ले लिया है।
सूत्रों के मुताबिक, SIT की अंतिम रिपोर्ट में श्री राम जन्मभूमि तीर्थ क्षेत्र ट्रस्ट के पूर्व महासचिव चंपत राय और पूर्व सदस्य अनिल मिश्रा को आरोपी के तौर पर शामिल नहीं किया गया है।
उत्तर प्रदेश के गृह विभाग ने रिपोर्ट की जांच करने के बाद इसे आगे की कार्रवाई के लिए श्री राम जन्मभूमि तीर्थ क्षेत्र ट्रस्ट को भेज दिया है।
हालांकि, इसका अर्थ यह नहीं है कि पूरा मामला समाप्त हो गया है। सुप्रीम कोर्ट के निर्देश के तहत गठित दूसरी SIT अभी मामले की जांच कर रही है।
पूरे विवाद का केंद्र मंदिर में श्रद्धालुओं द्वारा दिए गए नकद चढ़ावे की गिनती और उसके प्रबंधन से जुड़ी प्रक्रिया है। पहली SIT की शुरुआती जांच में इस व्यवस्था में कई गंभीर खामियों की ओर संकेत किया गया था।
जांच के प्रारंभिक निष्कर्षों के मुताबिक, 27 अप्रैल से 5 जून के बीच मंदिर के कैश काउंटिंग रूम में करीब 70 बार नकदी चोरी होने के मामले सामने आए थे।
CCTV फुटेज की जांच में कर्मचारियों द्वारा कथित तौर पर नकदी छिपाने और बाहर ले जाने की घटनाओं का उल्लेख किया गया था।
जांच में यह सवाल भी उठा कि चढ़ावे की गिनती के लिए ट्रस्ट और भारतीय स्टेट बैंक के बीच तय प्रक्रियाओं का पूरी तरह पालन हुआ या नहीं।
प्रवेश और निकास के समय पर्याप्त जांच न होने को भी SIT ने व्यवस्था की एक महत्वपूर्ण कमजोरी के रूप में देखा था।
इन शुरुआती निष्कर्षों के बाद अयोध्या में पुलिस मामला दर्ज किया गया। 25 जून को श्री राम जन्मभूमि थाने में ट्रस्ट सदस्य कृष्ण मोहन की शिकायत पर FIR दर्ज की गई।
FIR में आठ लोगों को आरोपी बनाया गया था। इनमें अविनाश शुक्ला, अनुकल्प मिश्रा, लवकुश मिश्रा, मनीष कुमार यादव, करुणेश पांडेय, रामशंकर मिश्रा, सुभाष श्रीवास्तव और रामशंकर यादव उर्फ टिन्नू शामिल हैं।
पुलिस के मुताबिक, सभी आठ आरोपी गिरफ्तार किए जा चुके हैं और जेल में हैं।
पहली SIT का गठन 13 जून को मुख्यमंत्री योगी आदित्यनाथ के निर्देश पर किया गया था।
इसका गठन राम जन्मभूमि ट्रस्ट के अनुरोध के बाद हुआ था। लखनऊ मंडल के आयुक्त विजय विश्वास पंत को टीम का अध्यक्ष बनाया गया था, जबकि लखनऊ रेंज की पुलिस महानिरीक्षक किरण एस और वित्त विभाग के विशेष सचिव नील रतन कुमार इसके सदस्य थे।
SIT ने अपनी शुरुआती जांच में मंदिर में चढ़ावे की पूरी व्यवस्था को खंगाला था। इसमें दानपात्रों से नकदी निकालने से लेकर गिनती, भंडारण, लेखांकन, प्रवेश नियंत्रण और CCTV निगरानी तक की व्यवस्था शामिल थी।
मामला 7 जून को उस समय सार्वजनिक विवाद का विषय बना, जब समाजवादी पार्टी के नेता तेज नारायण ‘पवन’ पांडेय ने मंदिर के चढ़ावे से कई करोड़ रुपये के कथित गबन का आरोप लगाया।
इसके बाद मंदिर की दान प्रबंधन व्यवस्था पर सवाल उठने लगे और सरकार ने जांच के लिए SIT गठित की।
जांच के बीच चंपत राय और अनिल मिश्रा ने 27 जून को ट्रस्ट में अपने पदों से इस्तीफा दे दिया था। दोनों के नाम इसलिए भी चर्चा में आए क्योंकि वे ट्रस्ट में महत्वपूर्ण जिम्मेदारियों पर थे।
हालांकि, पहली SIT की अंतिम रिपोर्ट में दोनों को आरोपी के तौर पर नामित नहीं किया गया है।
अब इस मामले में दो अलग-अलग पहलू महत्वपूर्ण हो गए हैं। पहली SIT की रिपोर्ट ने दो पूर्व पदाधिकारियों को कथित चोरी के मामले में आरोपी के रूप में शामिल नहीं किया है, जबकि दूसरी SIT व्यापक जांच को आगे बढ़ा रही है।
इसका मतलब यह है कि मंदिर के चढ़ावे की कथित चोरी से जुड़ा आपराधिक मामला अभी खत्म नहीं हुआ है।
गिरफ्तार आरोपियों के खिलाफ दर्ज FIR अपनी जगह जारी है और जांच एजेंसियां नकदी प्रबंधन, CCTV रिकॉर्ड, सुरक्षा व्यवस्था तथा गिनती प्रक्रिया में सामने आई कथित कमियों की भी पड़ताल कर रही हैं।
ट्रस्ट के लिए पहली SIT की रिपोर्ट चंपत राय और अनिल मिश्रा को लेकर महत्वपूर्ण स्पष्टीकरण जरूर देती है, लेकिन मंदिर के चढ़ावे से जुड़ा पूरा विवाद अभी जांच के दायरे में है।
अब निगाह दूसरी SIT की जांच पर है। उसकी रिपोर्ट से यह स्पष्ट होने की उम्मीद है कि चढ़ावे की कथित चोरी कैसे हुई, जिम्मेदारी किन लोगों की बनती है और मंदिर की दान प्रबंधन व्यवस्था में सामने आई कमियों के लिए आगे क्या कार्रवाई की जाएगी।
