Retired UP DGP-Rank Officer Booked After Ex-Teacher’s Death in Lalitpur; Family Alleges Two-Decade Harassment
Lalitpur (Uttar Pradesh): Police have registered a criminal case against L.V. Antony Dev Kumar, a retired Director General-rank officer of the Uttar Pradesh Police, following the death of a 78-year-old retired government schoolteacher who allegedly consumed a poisonous substance at his residence in Lalitpur district.
The FIR has been lodged on charges including abetment of suicide and extortion, based on a complaint filed by the deceased’s family.
The deceased, Rajaram Goswami, a resident of Buragaon Chiglaua village, had been facing trial since 2002 in a case registered under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.
At that time, L.V. Antony Dev Kumar was serving as the Superintendent of Police in Lalitpur.
Family members allege that Rajaram was publicly humiliated by the then police chief during the investigation, an experience they claim left a lasting emotional impact.
Three Handwritten Notes Recovered During Investigation
Police said they recovered three handwritten notes believed to have been written by Rajaram before his death.
Based on a complaint lodged by his son, Anurag Goswami (52), Bar police registered a case against the retired IPS officer as well as five residents of Buragaon Chiglaua village—Gokul Prasad, Kamta Prasad, Devendra Kumar, Gulab and Chotte Lal.
Circle Officer Ashish Mishra said the investigation is in progress. No arrests have been made so far, and the allegations are being examined in accordance with the law.
Officials also confirmed that the 2002 criminal case against Rajaram and other accused remains pending before a local court, with the next hearing scheduled for July 16.
Family Alleges False Case Was Registered in 2002
According to Anurag Goswami, the original case was registered against 13 villagers, including his father, following a complaint by a member of the Scheduled Caste community.
He alleged that the complaint was false and claimed that before the FIR was registered, the complainant had met the then Superintendent of Police.
Anurag further alleged that the police officer visited the village, publicly humiliated his father, and subsequently arrested all the accused, who were later granted bail after spending about two weeks in jail.
The FIR in 2002 accused the villagers of preventing members of the Scheduled Caste community from drawing drinking water from a village well, using caste-related abusive language, and physically assaulting them.
Rajaram Goswami later retired as a teacher from a government-run junior high school.
Witness Testimony Allegedly Left Rajaram Distressed
The complainant said the trial had reached its concluding stage. During the last two hearings, some prosecution witnesses—who have now also been named in the fresh FIR—allegedly harassed Rajaram inside the court premises and made insulting remarks against him.
According to the family, these incidents caused severe mental distress and pushed the elderly retired teacher into deep depression.
Family Claims Rajaram Predicted His Final Goodbye
Anurag said that on Thursday afternoon his father telephoned him and remarked that it would be their “last conversation.”
Alarmed by the call, he rushed home and allegedly found his father vomiting.
Family members claimed Rajaram told them that he had consumed a poisonous substance.
While they were taking him to the hospital, he allegedly handed over three handwritten letters that he had kept in his pocket.
According to the complaint, one letter was addressed to the District Judge, another to the Superintendent of Police, and the third to the Station House Officer.
Suicide Notes Refer to Alleged Public Humiliation and Legal Battle
Anurag alleged that the letters referred to the events of 2002 and stated that Rajaram believed he had been publicly humiliated by the then Superintendent of Police.
The notes also reportedly mentioned that he had later approached the courts seeking legal action against the former police officer and others.
The complaint further alleges that Rajaram had been facing continuous pressure from certain villagers to withdraw the legal proceedings he had initiated.
According to the family, he also claimed to have endured years of harassment, intimidation, and mental trauma.
The FIR additionally alleges that some of the accused demanded ₹5 lakh from Rajaram while pressuring him to abandon the case.
Earlier Proceedings Still Pending Before High Court
Anurag stated that after his release from jail, his father had moved a court seeking registration of an FIR against the then Superintendent of Police and others.
According to him, while a lower court directed police to register the case, the accused challenged that order before the High Court, which stayed its implementation.
The matter remains pending.
Bar police Station House Officer Ramesh Chandra Mishra confirmed that no FIR had been registered earlier because of the High Court’s stay order.
Viscera Preserved; Villagers Demand Action
Police said the post-mortem examination did not conclusively establish the exact cause of death.
Rajaram’s viscera have been preserved and sent for forensic examination.
Following his death, relatives and villagers refused to perform the last rites and staged a road blockade, demanding registration of a criminal case and strict legal action against those they believe were responsible for the retired teacher’s death.

ललितपुर (उत्तर प्रदेश): ललितपुर जिले में 78 वर्षीय सेवानिवृत्त सरकारी शिक्षक राजाराम गोस्वामी की संदिग्ध परिस्थितियों में हुई मौत के बाद पुलिस ने उत्तर प्रदेश पुलिस के सेवानिवृत्त डीजीपी रैंक के अधिकारी एल.वी. एंटनी देव कुमार सहित छह लोगों के विरुद्ध मामला दर्ज किया है।
परिवार की शिकायत पर दर्ज एफआईआर में आत्महत्या के लिए उकसाने और जबरन वसूली जैसी धाराएं शामिल की गई हैं।
राजाराम गोस्वामी बुरागांव चिगलौआ गांव के निवासी थे और वर्ष 2002 से अनुसूचित जाति एवं अनुसूचित जनजाति (अत्याचार निवारण) अधिनियम के तहत दर्ज एक मुकदमे का सामना कर रहे थे।
उस समय एल.वी. एंटनी देव कुमार ललितपुर के पुलिस अधीक्षक थे। परिवार का आरोप है कि जांच के दौरान तत्कालीन एसपी ने राजाराम का सार्वजनिक रूप से अपमान किया था, जिसका मानसिक प्रभाव जीवनभर बना रहा।
जांच के दौरान तीन हस्तलिखित पत्र मिले
पुलिस ने बताया कि घटनास्थल से तीन हस्तलिखित पत्र बरामद किए गए हैं, जिन्हें प्रारंभिक जांच में राजाराम द्वारा लिखा गया माना जा रहा है।
मृतक के पुत्र अनुराग गोस्वामी की तहरीर पर पुलिस ने एल.वी. एंटनी देव कुमार के अलावा गांव के गोकुल प्रसाद, कमता प्रसाद, देवेंद्र कुमार, गुलाब और छोट्टे लाल के खिलाफ भी मुकदमा दर्ज किया है।
क्षेत्राधिकारी आशीष मिश्रा ने बताया कि मामले की विस्तृत जांच की जा रही है। फिलहाल किसी आरोपी की गिरफ्तारी नहीं हुई है और सभी आरोपों की विधिक प्रक्रिया के तहत जांच की जा रही है।
पुलिस ने यह भी बताया कि वर्ष 2002 का मूल मुकदमा अभी न्यायालय में विचाराधीन है और उसकी अगली सुनवाई 16 जुलाई को निर्धारित है।
परिवार का आरोप—2002 में झूठा मुकदमा दर्ज कराया गया था
अनुराग गोस्वामी के अनुसार वर्ष 2002 में अनुसूचित जाति समुदाय के एक व्यक्ति की शिकायत पर उनके पिता सहित 13 ग्रामीणों के खिलाफ मुकदमा दर्ज किया गया था। उनका आरोप है कि शिकायत पूरी तरह झूठी थी।
उन्होंने यह भी आरोप लगाया कि एफआईआर दर्ज होने से पहले शिकायतकर्ता ने तत्कालीन पुलिस अधीक्षक से मुलाकात की थी।
इसके बाद तत्कालीन एसपी गांव पहुंचे, जहां उन्होंने उनके पिता का सार्वजनिक रूप से अपमान किया और बाद में सभी आरोपियों को गिरफ्तार कर जेल भेज दिया। लगभग दो सप्ताह बाद उन्हें जमानत मिली।
उस मुकदमे में आरोप लगाया गया था कि गांव के कुछ लोगों ने अनुसूचित जाति समुदाय के लोगों को कुएं से पानी भरने से रोका, जातिसूचक शब्दों का प्रयोग किया और उनके साथ मारपीट की।
राजाराम गोस्वामी बाद में सरकारी जूनियर हाईस्कूल से शिक्षक पद से सेवानिवृत्त हुए।
परिवार का दावा—अदालत में हुई कथित प्रताड़ना से टूट गए थे राजाराम
अनुराग ने कहा कि मुकदमे की सुनवाई अंतिम चरण में पहुंच चुकी थी। पिछले दो पेशियों के दौरान अभियोजन पक्ष के कुछ गवाहों—जिनके नाम अब नई एफआईआर में भी शामिल हैं—ने कथित तौर पर उनके पिता का अपमान किया और मानसिक रूप से प्रताड़ित किया।
परिवार का आरोप है कि इन घटनाओं के बाद राजाराम गहरे मानसिक तनाव में चले गए और अंततः उन्होंने यह कठोर कदम उठा लिया।
‘यह हमारी आखिरी बातचीत है’—बेटे को किया था अंतिम फोन
अनुराग के अनुसार गुरुवार दोपहर उनके पिता ने उन्हें फोन कर कहा कि “यह हमारी आखिरी बातचीत है।” यह सुनकर वह तुरंत घर पहुंचे, जहां उन्होंने अपने पिता को उल्टियां करते हुए पाया।
परिजनों का कहना है कि राजाराम ने बताया कि उन्होंने कोई विषैला पदार्थ खा लिया है। अस्पताल ले जाते समय उन्होंने अपनी जेब से तीन हस्तलिखित पत्र निकालकर बेटे को सौंप दिए।
शिकायत के अनुसार इनमें से एक पत्र जिला न्यायाधीश, दूसरा पुलिस अधीक्षक और तीसरा थाना प्रभारी के नाम लिखा गया था।
पत्रों में 2002 की घटना और कथित मानसिक प्रताड़ना का जिक्र
अनुराग का दावा है कि पत्रों में राजाराम ने वर्ष 2002 में तत्कालीन पुलिस अधीक्षक द्वारा किए गए कथित सार्वजनिक अपमान का उल्लेख किया है। उन्होंने यह भी लिखा कि बाद में उन्होंने संबंधित अधिकारियों के खिलाफ न्यायालय का दरवाजा खटखटाया था।
परिवार का आरोप है कि उस मुकदमे को वापस लेने के लिए कुछ ग्रामीण लगातार उन पर दबाव बना रहे थे। शिकायत में यह भी कहा गया है कि वर्षों तक मानसिक प्रताड़ना और धमकियों का सामना करने के कारण राजाराम पूरी तरह टूट चुके थे।
एफआईआर में यह भी आरोप लगाया गया है कि उन पर मुकदमा वापस लेने के लिए पांच लाख रुपये की मांग भी की गई थी।
पुराना मामला अब भी हाईकोर्ट में लंबित
अनुराग ने बताया कि जेल से रिहा होने के बाद उनके पिता ने तत्कालीन एसपी और अन्य लोगों के खिलाफ एफआईआर दर्ज कराने के लिए अदालत का रुख किया था।
उन्होंने कहा कि निचली अदालत ने मुकदमा दर्ज करने का आदेश दिया था, लेकिन आरोपियों ने उच्च न्यायालय से स्थगन आदेश प्राप्त कर लिया। यह मामला अब भी उच्च न्यायालय में लंबित है।
बार थाना प्रभारी रमेश चंद्र मिश्रा ने भी पुष्टि की कि न्यायालय के स्थगन आदेश के कारण उस समय एफआईआर दर्ज नहीं की जा सकी थी।
पोस्टमार्टम में कारण स्पष्ट नहीं, विसरा जांच के लिए सुरक्षित
पुलिस के अनुसार पोस्टमार्टम रिपोर्ट से मृत्यु का सटीक कारण स्पष्ट नहीं हो सका है। विसरा सुरक्षित रखकर फोरेंसिक जांच के लिए भेज दिया गया है।
राजाराम की मृत्यु के बाद उनके परिजनों और ग्रामीणों ने अंतिम संस्कार करने से इनकार कर दिया तथा सड़क जाम कर आरोपियों के खिलाफ तत्काल कानूनी कार्रवाई और निष्पक्ष जांच की मांग की।
