RSS-Affiliated SJM Urges India to Stand Firm on Russian Oil as US Tariff Threat Escalates
Swadeshi Jagran Manch calls for boycott of American companies and tougher curbs on US tech firms after Senate backs tariff powers over Russian energy purchases
The Swadeshi Jagran Manch (SJM), the economic organisation associated with the Rashtriya Swayamsevak Sangh (RSS), has urged the Narendra Modi government to resist US pressure over India’s purchases of Russian crude oil and called for a consumer boycott of American companies.
The intervention came after the US Senate approved legislation by an 86-11 vote that would give President Donald Trump authority to impose tariffs of up to 100% on countries making substantial purchases of Russian oil and gas.
The measure still requires further legislative action before it can become law, and the tariff provision would not automatically trigger duties.
India is among the major Russian energy buyers that could be affected if the legislation is enacted and the tariff authority is used.
The Senate measure has therefore added another point of tension to the already difficult India-US trade relationship.
SJM: India must decide its energy policy
SJM national co-convenor Ashwani Mahajan said India’s decision to import Russian crude is based on domestic considerations including energy security, price, availability and diversification of supply.
He argued that Washington’s disagreements with Moscow should not be converted into economic pressure on other sovereign countries.
According to Mahajan, India has the right to determine its energy sourcing independently and should not allow tariff threats to dictate its purchasing decisions.
The organisation described the proposed US tariff mechanism as an attempt to use trade policy as a tool of geopolitical pressure.
It also warned that the measure was particularly significant because India and the US are simultaneously engaged in negotiations on a bilateral trade agreement.
SJM said negotiations between the two countries should be conducted based on reciprocity and equality rather than under the threat of punitive tariffs.
Call to boycott American companies
Going beyond its criticism of the proposed legislation, the SJM appealed to Indian consumers to avoid American products and services.
It also called on the government to consider a unilateral ban on US technology and social-media companies.
The organisation further demanded that the government withdraw its notification permitting foreign direct investment in e-commerce companies and sought restrictions affecting major foreign digital and payment businesses.
Among its other demands, the SJM opposed allowing companies such as Amazon and Walmart-backed Flipkart to hold inventories for export.
It also called for preventing Visa and Mastercard from regaining a larger foothold in India’s payments market.
The demands fit into the organisation’s long-standing advocacy of economic self-reliance and greater restrictions on foreign participation in strategically important sectors.
Mahajan has previously argued that India’s trade policy should place greater emphasis on domestic industry and economic sovereignty.
Senate bill does not yet impose a 100% tariff
The Senate vote has generated concern in India, but the legislation’s current status is important.
The US Senate has approved the sanctions package, but the bill still has to clear the House of Representatives and receive presidential approval before becoming law.
The tariff provision gives the US president authority to impose duties of up to 100%; it does not itself impose a blanket 100% tariff on India.
The measure targets major purchasers of Russian energy as part of a wider effort to reduce Moscow’s oil and gas revenues.
India and China are among the countries that could face consequences if the legislation becomes law and the tariff authority is exercised.
That distinction is crucial as India assesses the potential impact on exports, energy costs and its trade negotiations with Washington.
SJM warns against using tariffs as foreign-policy leverage
The SJM argued that tariff policy should not become a mechanism for forcing countries to alter sovereign decisions.
It has portrayed the proposed US action as part of a broader pattern of tariff pressure that, in its view, has increasingly linked trade access with geopolitical objectives.
The organisation also criticised Western sanctions against Russia over the Ukraine war and argued that restrictions on Russian energy purchases were intended to increase pressure on Moscow.
Energy security at centre of dispute
For India, Russian crude has become an important component of its diversified energy-import strategy, particularly because Russian supplies have often been available at commercially attractive prices.
The latest US legislation therefore creates a difficult policy equation for New Delhi: maintaining access to Russian energy while protecting India’s export interests in the American market.
The SJM has urged the government not to compromise on the former in response to pressure from Washington.
The organisation’s latest statement also reflects a broader push for reducing dependence on foreign-controlled technology, digital platforms and payment networks.
Its campaign comes at a sensitive moment for India-US economic relations, with negotiations on a bilateral trade arrangement continuing.
For now, the Senate vote has created the possibility of significantly higher US tariffs rather than imposing them.
Whether that possibility becomes an actual trade measure will depend on the bill’s progress through Congress and any subsequent decision by the Trump administration.

संगठन ने भारतीय उपभोक्ताओं से अमेरिकी कंपनियों और उत्पादों के बहिष्कार का आह्वान भी किया है।
साथ ही उसने सरकार से अमेरिकी टेक्नोलॉजी और सोशल मीडिया कंपनियों पर एकतरफा प्रतिबंध लगाने जैसे कदमों पर विचार करने की मांग की है।
यह प्रतिक्रिया अमेरिकी सीनेट द्वारा रूस से तेल और गैस खरीदने वाले देशों पर राष्ट्रपति डोनाल्ड ट्रंप को 100 प्रतिशत तक टैरिफ लगाने का अधिकार देने वाले विधेयक को 86-11 मतों से पारित किए जाने के बाद आई है।
हालांकि, विधेयक अभी कानून नहीं बना है और इसमें प्रस्तावित टैरिफ अपने आप लागू नहीं होंगे।
भारत रूस से ऊर्जा खरीदने वाले प्रमुख देशों में शामिल है और यदि कानून लागू होता है तथा राष्ट्रपति को मिली शक्ति का इस्तेमाल किया जाता है, तो भारतीय निर्यात पर इसका असर पड़ सकता है।
SJM बोला—भारत अपनी ऊर्जा नीति खुद तय करे
SJM के राष्ट्रीय सह-संयोजक अश्विनी महाजन ने कहा कि रूस से कच्चा तेल खरीदने का भारत का फैसला ऊर्जा सुरक्षा, उपलब्धता, कीमत, आपूर्ति के विविधीकरण और भारतीय उपभोक्ताओं के हित जैसे घरेलू आर्थिक कारणों पर आधारित है।
उनका तर्क है कि अमेरिका और रूस के बीच मतभेदों के कारण भारत जैसे संप्रभु देश पर आर्थिक दबाव नहीं डाला जाना चाहिए।
महाजन ने कहा कि भारत को यह तय करने का अधिकार है कि वह अपनी ऊर्जा जरूरतों के लिए किन स्रोतों से तेल खरीदे और टैरिफ को किसी देश की संप्रभु नीति बदलवाने का साधन नहीं बनाया जाना चाहिए।
SJM ने अमेरिकी पहल को व्यापार नीति के जरिए भू-राजनीतिक दबाव बनाने की कोशिश बताया। संगठन ने खास तौर पर इस बात को महत्वपूर्ण माना कि भारत और अमेरिका के बीच द्विपक्षीय व्यापार समझौते को लेकर बातचीत भी चल रही है।
उसका कहना है कि दोनों देशों के बीच व्यापार वार्ता समानता, पारस्परिकता और सम्मान के आधार पर होनी चाहिए, न कि दंडात्मक टैरिफ की धमकी के बीच।
अमेरिकी कंपनियों के बहिष्कार की अपील
SJM ने केवल अमेरिकी विधेयक की आलोचना तक खुद को सीमित नहीं रखा। संगठन ने भारतीय नागरिकों से अमेरिकी कंपनियों के उत्पादों और सेवाओं का बहिष्कार करने की अपील की है।
उसने सरकार से अमेरिकी टेक्नोलॉजी और सोशल मीडिया कंपनियों पर एकतरफा प्रतिबंध लगाने पर भी विचार करने को कहा है।
संगठन ने ई-कॉमर्स क्षेत्र में विदेशी निवेश से जुड़े मौजूदा प्रावधानों को वापस लेने और विदेशी कंपनियों की भारत में रणनीतिक मौजूदगी सीमित करने की मांग भी की।
SJM ने Amazon और Walmart समर्थित Flipkart जैसी कंपनियों को निर्यात के लिए भारत में माल का भंडार रखने की अनुमति का विरोध किया है।
इसके अलावा उसने Visa और Mastercard की भारतीय भुगतान बाजार में दोबारा मजबूत पकड़ बनाने की संभावना को रोकने की मांग की है।
ये मांगें SJM की लंबे समय से चली आ रही आर्थिक आत्मनिर्भरता और रणनीतिक क्षेत्रों में विदेशी निर्भरता कम करने की नीति के अनुरूप हैं।
संगठन के नेता अश्विनी महाजन पहले भी व्यापार नीति में घरेलू उद्योग और आर्थिक संप्रभुता को प्राथमिकता देने की वकालत करते रहे हैं।
अभी भारत पर 100% टैरिफ नहीं लगा है
अमेरिकी सीनेट के फैसले को लेकर भारत में चिंता बढ़ी है, लेकिन विधेयक की मौजूदा स्थिति को समझना महत्वपूर्ण है।
सीनेट ने विधेयक पारित किया है, लेकिन इसे अभी अमेरिकी प्रतिनिधि सभा से मंजूरी और उसके बाद राष्ट्रपति की स्वीकृति की आवश्यकता होगी।
प्रस्तावित प्रावधान राष्ट्रपति को अधिकतम 100 प्रतिशत टैरिफ लगाने का अधिकार देता है; इसका अर्थ यह नहीं है कि भारत पर अभी 100 प्रतिशत टैरिफ लगा दिया गया है।
यह विधेयक रूस की ऊर्जा बिक्री से होने वाली आय पर दबाव बढ़ाने के व्यापक अमेरिकी प्रयास का हिस्सा है। भारत और चीन जैसे बड़े रूसी ऊर्जा खरीदारों पर इसका संभावित प्रभाव पड़ सकता है।
इसलिए भारत के सामने अब एक जटिल नीति-संतुलन है—एक ओर रूसी तेल से मिलने वाली ऊर्जा सुरक्षा और दूसरी ओर अमेरिकी बाजार तक भारतीय निर्यात की पहुंच।
टैरिफ को विदेश नीति का हथियार न बनाने की मांग
SJM ने कहा है कि किसी देश को अपनी संप्रभु नीति बदलने के लिए मजबूर करने के लिए टैरिफ का इस्तेमाल नहीं होना चाहिए।
संगठन का कहना है कि हाल के वर्षों में व्यापारिक शुल्क तेजी से भू-राजनीतिक दबाव के साधन में बदलते जा रहे हैं।
उसने रूस-यूक्रेन युद्ध के संदर्भ में पश्चिमी देशों द्वारा लगाए गए प्रतिबंधों की भी आलोचना की और रूसी ऊर्जा पर प्रतिबंधों को मास्को पर दबाव बनाने की रणनीति बताया।
ऊर्जा सुरक्षा बनी विवाद का केंद्र
भारत के लिए रूसी कच्चा तेल ऊर्जा आयात के विविधीकरण का एक महत्वपूर्ण हिस्सा बन चुका है। रूस से उपलब्ध कई आपूर्तियां वाणिज्यिक दृष्टि से भी आकर्षक रही हैं।
इसी वजह से अमेरिकी कानून का प्रस्ताव नई दिल्ली के सामने मुश्किल नीति-संतुलन खड़ा करता है। भारत को अपनी ऊर्जा जरूरतों की पूर्ति के साथ-साथ अमेरिकी बाजार में अपने निर्यात हितों की भी रक्षा करनी होगी।
SJM ने सरकार से स्पष्ट रूप से कहा है कि अमेरिकी दबाव के कारण भारत को अपनी ऊर्जा नीति से समझौता नहीं करना चाहिए।
संगठन की ताजा मांगें विदेशी तकनीक, डिजिटल प्लेटफॉर्म और भुगतान नेटवर्क पर भारत की निर्भरता कम करने की उसकी व्यापक स्वदेशी नीति को भी दर्शाती हैं।
फिलहाल अमेरिकी सीनेट का फैसला भारत पर 100 प्रतिशत टैरिफ लागू होने का अर्थ नहीं है।
यह केवल राष्ट्रपति को भविष्य में ऐसा शुल्क लगाने का अधिकार देने की दिशा में एक कदम है। आगे की स्थिति अमेरिकी प्रतिनिधि सभा में विधेयक की प्रगति और उसके बाद ट्रंप प्रशासन के फैसले पर निर्भर करेगी।
