NEW DELHI: A fresh warning from Washington against helping Iran circumvent US sanctions has put a sharper geopolitical edge on India’s recent outreach to Tehran, coming soon after Prime Minister Narendra Modi held talks with Iranian President Masoud Pezeshkian in Bishkek.

US Secretary of State Marco Rubio, responding to questions about the Modi-Pezeshkian meeting, said he did not believe India and Iran were currently working on a trade deal.

At the same time, he cautioned that countries assisting Tehran in generating revenue through mechanisms designed to get around American sanctions could themselves face punitive action.

Rubio’s remarks come against the backdrop of an increasingly complicated West Asian situation, in which India is attempting to preserve established relationships while protecting its economic and strategic interests.

His comments do not amount to a specific announcement of sanctions against India, but they underline Washington’s scrutiny of economic dealings involving Tehran.

Modi’s conversation with Pezeshkian, meanwhile, focused on strengthening the long-standing India-Iran relationship and broadening commercial engagement.

The two leaders met on the sidelines of the Shanghai Cooperation Organisation summit in Bishkek, their first in-person meeting since the West Asian war began.

New Delhi has signalled that it wants to expand and diversify trade with Iran rather than allow the conflict to sever a relationship built over decades.

Modi also conveyed India’s willingness to work with Tehran through multilateral platforms such as the SCO and BRICS.

The economic conversation is unfolding alongside concerns over the security of crucial maritime routes.

During his meeting with Pezeshkian, Modi stressed the importance of keeping navigation and commerce open and protecting civilians, commercial vessels and seafarers from the effects of the conflict.

For India, the issue is particularly consequential because disruptions in West Asia can reverberate through energy supplies, shipping networks and international trade.

Modi told the SCO summit that conflicts in one region can produce consequences far beyond their immediate geography, affecting global energy security, maritime commerce and supply chains.

India has simultaneously maintained that dialogue remains the preferred route for resolving regional disputes.

Modi reiterated at the SCO summit that conflicts should be settled through diplomacy rather than on the battlefield, reinforcing a position New Delhi has repeatedly articulated amid the West Asian crisis.

The Indian side also sees Iran as an important partner in multilateral groupings.

Modi invited Pezeshkian to India for the BRICS summit in New Delhi, signalling that bilateral engagement will continue even as Tehran faces intensified economic pressure from Washington.

Pezeshkian, for his part, has indicated that Tehran remains open to negotiations with Washington if commitments under an interim arrangement are honoured.

His remarks at the SCO summit came amid continuing tensions and uncertainty over the future of the US-Iran relationship.

Against this backdrop, Rubio’s intervention adds another layer to India’s diplomatic balancing act.

New Delhi has to maintain room for engagement with Tehran while remaining mindful of the financial and commercial consequences that could follow from crossing Washington’s sanctions framework.

For now, the message from India is one of continued engagement: preserve its traditional partnership with Iran, keep trade channels open, press for maritime security and advocate diplomacy.

Washington’s latest warning, however, makes clear that the economic component of that approach will be watched closely by the United States.

नई दिल्ली: प्रधानमंत्री नरेंद्र मोदी और ईरान के राष्ट्रपति मसूद पेजेश्कियन की बिश्केक में हुई मुलाकात के तुरंत बाद अमेरिका की ओर से ईरान को लेकर जारी चेतावनी ने भारत-अमेरिका संबंधों के सामने एक नई कूटनीतिक चुनौती खड़ी कर दी है।

अमेरिकी विदेश मंत्री मार्को रुबियो ने कहा है कि जो देश तेहरान को अमेरिकी प्रतिबंधों से बचने में मदद करेंगे, उन्हें भी कार्रवाई का सामना करना पड़ सकता है।

रुबियो ने मोदी-पेजेश्कियन बैठक पर सवाल पूछे जाने के दौरान यह भी कहा कि उन्हें नहीं लगता कि भारत और ईरान इस समय किसी व्यापार समझौते पर बातचीत कर रहे हैं।

हालांकि, उन्होंने व्यापक रूप से उन देशों को चेताया जो ईरान के लिए ऐसे रास्ते तैयार करने में मदद कर सकते हैं, जिनसे वह प्रतिबंधों के बावजूद राजस्व जुटा सके।

अमेरिकी बयान ऐसे समय आया है जब भारत तेहरान के साथ अपने पुराने संबंधों को नए सिरे से मजबूत करने की कोशिश कर रहा है।

नई दिल्ली ने संकेत दिया है कि मौजूदा क्षेत्रीय संकट के बावजूद ईरान के साथ आर्थिक रिश्तों को सीमित करने की उसकी कोई तत्काल मंशा नहीं है।

मोदी ने दोनों देशों के बीच व्यापार को विस्तार देने और उसमें विविधता लाने की इच्छा जताई है।

यह रुख भारत की उस नीति का हिस्सा है जिसमें वह अपने दीर्घकालिक रणनीतिक और आर्थिक हितों को सुरक्षित रखते हुए बदलती भू-राजनीतिक परिस्थितियों के बीच संतुलन बनाए रखना चाहता है।

बातचीत का एक अहम पहलू समुद्री सुरक्षा भी रहा। भारत ने पश्चिम एशिया में जारी संघर्ष के बीच वाणिज्यिक जहाजों और नाविकों की सुरक्षा तथा समुद्री मार्गों पर निर्बाध आवाजाही की आवश्यकता पर जोर दिया है।

मोदी ने पेजेश्कियन के साथ बैठक में भी स्वतंत्र नौवहन और व्यापार की सुरक्षा को महत्वपूर्ण बताया।

पश्चिम एशिया में बढ़ता तनाव भारत के लिए केवल विदेश नीति का विषय नहीं है। इस क्षेत्र की अस्थिरता ऊर्जा आपूर्ति, समुद्री परिवहन और वैश्विक आपूर्ति शृंखलाओं को प्रभावित कर सकती है।

SCO सम्मेलन में मोदी ने भी इस व्यापक प्रभाव का उल्लेख करते हुए कहा कि किसी एक क्षेत्र में शुरू हुआ संघर्ष अक्सर अपनी सीमाओं में बंद नहीं रहता।

भारत ने इसके साथ ही युद्ध और तनाव के समाधान के लिए सैन्य कार्रवाई के बजाय बातचीत और कूटनीति को प्राथमिकता देने की बात दोहराई है।

मोदी ने SCO मंच से स्पष्ट किया कि तनाव और संघर्षों का स्थायी समाधान संवाद के जरिए ही तलाशा जाना चाहिए।

ईरान के साथ भारत का जुड़ाव बहुपक्षीय मंचों पर भी जारी रहने वाला है। मोदी ने पेजेश्कियन को नई दिल्ली में होने वाले BRICS शिखर सम्मेलन में शामिल होने का निमंत्रण दिया है।

इससे संकेत मिलता है कि अमेरिका के बढ़ते दबाव के बावजूद भारत तेहरान के साथ उच्चस्तरीय संवाद बनाए रखने के पक्ष में है।

उधर, पेजेश्कियन ने SCO सम्मेलन के दौरान संकेत दिया कि यदि अमेरिका अंतरिम समझौते से जुड़ी अपनी प्रतिबद्धताओं का पालन करता है तो ईरान भी बातचीत की दिशा में आगे बढ़ सकता है।

हालांकि, दोनों देशों के बीच तनाव और क्षेत्रीय सैन्य गतिविधियों के कारण स्थिति अभी भी अनिश्चित बनी हुई है।

ऐसे माहौल में रुबियो की चेतावनी भारत की विदेश नीति के लिए एक संवेदनशील संतुलन को सामने लाती है।

एक ओर नई दिल्ली ईरान के साथ अपने पुराने रणनीतिक और आर्थिक संबंधों को बनाए रखना चाहती है, वहीं दूसरी ओर उसे अमेरिकी प्रतिबंध व्यवस्था से पैदा होने वाले संभावित आर्थिक जोखिमों को भी ध्यान में रखना होगा।

फिलहाल भारत का रुख स्पष्ट दिखाई देता है—ईरान के साथ संवाद जारी रखना, व्यापार के रास्ते तलाशना, समुद्री सुरक्षा पर जोर देना और क्षेत्रीय संघर्षों के लिए कूटनीतिक समाधान की वकालत करना।

लेकिन रुबियो के ताजा बयान से यह भी स्पष्ट है कि भारत की तेहरान नीति पर वाशिंगटन की नजर पहले से कहीं अधिक करीब रहेगी।
