Saharanpur Collectorate Mosque Removed Following Court Verdict
Demolition follows rejection of mosque committee’s plea; heavy security deployed as SP MP Iqra Hasan says she was stopped from travelling to Saharanpur
SAHARANPUR: Authorities in Saharanpur on Saturday carried out the demolition of a mosque located inside the Collectorate complex, bringing to an end the latest stage of a dispute over its presence on government land.
The action followed Friday’s decision by the District Judge’s court, which declined to overturn an earlier order against the structure.
Security was tightened significantly around the operation, with a large police deployment put in place as a precaution against any law-and-order problem.
Saharanpur DIG Abhishek Singh said the administration had completed the exercise through the prescribed legal process.
He said arrangements had been made in advance to deal with any possible situation arising during the removal.
The demolition also triggered a political response from the Samajwadi Party.
Kairana MP Iqra Hasan said police personnel were stationed outside her residence overnight and that she was prevented from travelling to Saharanpur.
Hasan said she had intended to meet administrative officials over the Collectorate property and raise the concerns of residents of her constituency.
According to her, the police presence outside her house effectively prevented the proposed visit.
The party questioned the timing and manner of the administrative action.
SP spokesperson Dharmendra Kumar Singh said legal avenues remain available to parties dissatisfied with a court order and argued that adequate opportunity should be available to pursue an appeal.
He alleged that rapid implementation of such orders could contribute to social friction.
The property dispute had originated with a complaint alleging that the religious structure occupied land belonging to the government.
An inquiry by the Revenue Department was subsequently taken up, with the matter eventually moving into proceedings under the Uttar Pradesh Public Premises (Eviction of Unauthorised Occupants) Act, 1972.
The administrative case had been initiated after Vikas Tyagi complained about the alleged occupation of government land within the Collectorate campus.
City Magistrate Kuldeep Singh had earlier said that the revenue authorities examined the complaint before formal proceedings were launched.
A revenue official filed a complaint in March 2025 against Abdul Hamid, described as the mosque’s manager and maulvi, alleging unauthorised occupation.
Notices followed in April, while the respondents submitted their objections on June 11, 2025.
In July, the City Magistrate classified the structure as unauthorised and ordered that the premises be vacated within 30 days.
The order also imposed ₹6.41 crore in dues relating to the alleged unauthorised occupation of a 315-square-metre government parcel.
The mosque committee has maintained a different position on the history of the site.
Mutwali Tanveer Ahmed has said the mosque dates back approximately 150 years, disputing the implication that it was a recent construction.
The District Judge’s ruling on September 4 removed the immediate legal obstacle to implementation of the demolition order.
Authorities subsequently proceeded with the removal on Saturday under heightened security.
The case has consequently become a point of contention between the administration and political opponents, even as the authorities maintain that the demolition was carried out pursuant to the legal orders in force.

सहारनपुर। सहारनपुर कलेक्ट्रेट परिसर में मौजूद मस्जिद को प्रशासन ने शनिवार को हटा दिया।
यह कार्रवाई उस कानूनी विवाद में हुई, जिसमें सरकारी जमीन पर धार्मिक ढांचे की मौजूदगी को लेकर लंबे समय से मामला चल रहा था।
कार्रवाई से एक दिन पहले जिला जज की अदालत ने मस्जिद प्रबंधन समिति की याचिका को स्वीकार नहीं किया था।
इसके बाद प्रशासन के लिए पहले जारी आदेश को लागू करने का रास्ता साफ हो गया। संभावित तनाव को देखते हुए अभियान के दौरान बड़ी संख्या में पुलिसकर्मी तैनात किए गए।
सहारनपुर के DIG अभिषेक सिंह ने कहा कि प्रशासन ने कानूनी प्रक्रिया का पालन करते हुए कार्रवाई की।
उनके अनुसार, कानून-व्यवस्था को प्रभावित करने वाली किसी भी स्थिति से निपटने के लिए पहले से सुरक्षा इंतजाम किए गए थे।
मामले का असर राजनीतिक स्तर पर भी दिखाई दिया। समाजवादी पार्टी की क़ैराना से सांसद इकरा हसन ने दावा किया कि उन्हें सहारनपुर जाने से रोकने के लिए उनके आवास के बाहर रातभर पुलिस बल तैनात रहा।
हसन के अनुसार, वह कलेक्ट्रेट परिसर से जुड़े विवाद को लेकर अधिकारियों से मुलाकात करना चाहती थीं।
उनका कहना है कि वह अपने संसदीय क्षेत्र के लोगों की चिंताओं को भी प्रशासन के सामने रखना चाहती थीं, लेकिन उन्हें घर से बाहर निकलने की अनुमति नहीं दी गई।
समाजवादी पार्टी ने प्रशासन की कार्रवाई की आलोचना की।
पार्टी प्रवक्ता धर्मेंद्र कुमार सिंह ने कहा कि किसी आदेश से असहमत पक्ष के लिए कानून में उपलब्ध अपीलीय व्यवस्था का इस्तेमाल करने का अवसर बना रहना चाहिए।
उन्होंने आरोप लगाया कि अदालतों के आदेशों को जल्दबाजी में लागू करने का तरीका समाज में तनाव बढ़ाने वाला हो सकता है।
यह विवाद मूल रूप से उस जमीन के स्वामित्व और इस्तेमाल को लेकर सामने आया था, जिस पर मस्जिद स्थित थी।
राजस्व विभाग ने शिकायत के आधार पर मामले की जांच की और बाद में इसे उत्तर प्रदेश सार्वजनिक परिसर (अनधिकृत अधिभोगियों की बेदखली) अधिनियम, 1972 के तहत आगे बढ़ाया गया।
शिकायतकर्ता विकास त्यागी ने आरोप लगाया था कि कलेक्ट्रेट परिसर की सरकारी भूमि पर मस्जिद का कब्जा है।
तत्कालीन सिटी मजिस्ट्रेट कुलदीप सिंह ने पहले बताया था कि शिकायत के बाद राजस्व अधिकारियों ने मामले की पड़ताल की थी।
मार्च 2025 में एक लेखपाल ने मस्जिद के कथित प्रबंधक और मौलवी अब्दुल हमीद के खिलाफ सरकारी संपत्ति पर कथित अनधिकृत कब्जे को लेकर शिकायत दर्ज की।
अप्रैल में संबंधित पक्षों को नोटिस भेजे गए और 11 जून 2025 को उनकी ओर से आपत्तियां दाखिल की गईं।
इसके बाद जुलाई में सिटी मजिस्ट्रेट ने ढांचे को अनधिकृत घोषित करते हुए 30 दिनों के भीतर परिसर खाली करने का निर्देश दिया।
आदेश में 315 वर्ग मीटर सरकारी भूमि के कथित अनधिकृत इस्तेमाल के एवज में ₹6.41 करोड़ की राशि भी तय की गई थी।
हालांकि, मस्जिद प्रबंधन समिति ने ढांचे को लेकर अलग दावा किया है। समिति के मुतवल्ली तनवीर अहमद का कहना है कि यह मस्जिद लगभग 150 वर्ष पुरानी है।
4 सितंबर को जिला अदालत से चुनौती खारिज होने के बाद प्रशासन ने अगले ही दिन कार्रवाई को आगे बढ़ाया। शनिवार को भारी पुलिस सुरक्षा के बीच कलेक्ट्रेट परिसर स्थित ढांचे को हटा दिया गया।
मस्जिद को लेकर विवाद अब प्रशासनिक कार्रवाई से आगे बढ़कर राजनीतिक बहस का मुद्दा भी बन गया है।
प्रशासन का कहना है कि उसने अदालत और संबंधित कानूनी आदेशों के आधार पर कदम उठाया है, जबकि समाजवादी पार्टी ने कार्रवाई के तरीके और उसके व्यापक प्रभाव पर सवाल उठाए हैं।
