SP MLA Kamal Akhtar Steps Down as Chief Whip Ahead of UP Polls, Party Calls It Organisational Reshuffle
In a significant political development, Samajwadi Party (SP) MLA Kamal Akhtar on Tuesday resigned from the post of Chief Whip in the Uttar Pradesh Assembly.
The move has sparked speculation within political circles, although the party has described it as part of an internal organisational restructuring ahead of the 2027 Assembly elections.
Addressing reporters after his resignation, the Kanth MLA clarified that the decision was taken on the instructions of SP national president Akhilesh Yadav.
He said leadership changes are a normal part of every political organisation and no position is permanent.
According to Akhtar, Akhilesh wanted to provide opportunities to new faces within the party. Stressing that he had no grievances, he said he would continue working as a dedicated party worker.
Kamal Akhtar had taken over as the party’s Chief Whip in July 2024, replacing Manoj Pandey, who stepped down after rebelling against the party during the Rajya Sabha elections.
His appointment at the time was viewed as an effort by the SP leadership to restore discipline following an embarrassing episode.
Despite the official explanation, several leaders within the Samajwadi Party believe the resignation reflects more than a routine organisational adjustment.
Party insiders say the decision is linked to growing differences between the party’s organisational structure and its parliamentary leadership in Moradabad, with Akhilesh Yadav attempting to strike a balance before the upcoming Assembly elections.
According to senior party leaders, Moradabad MP Ruchi Veera had repeatedly conveyed her dissatisfaction to the party leadership over the functioning of the district organisation.
She reportedly felt that several local leaders and workers were taking directions from senior MLAs instead of coordinating with her, despite being the elected Member of Parliament from the constituency.
Although Kamal Akhtar maintained that his resignation should not be linked to the concerns raised by Ruchi Veera, the MP acknowledged that she had informed Akhilesh Yadav about issues related to organisational discipline in the district.
Veera said the SP chief was fully aware of the situation and had been issuing regular directions to strengthen the organisation in preparation for the 2027 Assembly elections. She added that the leadership’s decision was taken only after careful consideration.
Sources within the party revealed that as disagreements between the two leaders intensified, both Akhtar and Veera were summoned to Lucknow by Akhilesh Yadav for discussions aimed at resolving the differences.
At the same time, party insiders claimed that Kamal Akhtar had himself been requesting to be relieved of the additional responsibility for some time.
The Moradabad dispute, they said, merely provided the leadership with an appropriate opportunity to reorganise responsibilities while addressing concerns raised by the local MP.
The matter had earlier gained political attention after Suheldev Bharatiya Samaj Party (SBSP) president and Uttar Pradesh minister Om Prakash Rajbhar claimed there were internal differences within the Samajwadi Party leadership involving the Moradabad MP.
However, Ruchi Veera had publicly dismissed those allegations.
Considered a close associate of senior SP leader Azam Khan, Ruchi Veera was fielded by the party from Moradabad in the 2024 Lok Sabha elections, replacing veteran MP S. T. Hasan.
She went on to defeat BJP candidate S. K. Singh by a margin of more than one lakh votes.
Kamal Akhtar, meanwhile, remains one of the Samajwadi Party’s most influential leaders in Moradabad district. He won the Kanth Assembly constituency in the 2022 Uttar Pradesh Assembly elections, defeating the sitting BJP MLA by nearly 43,000 votes.
Within the party, he is regarded as an experienced organisational leader with close ties to the top leadership.
During the Samajwadi Party government between 2012 and 2017, Akhtar served as a cabinet minister and handled important portfolios, including Panchayati Raj and Food and Civil Supplies.
Political observers note that Akhtar’s appointment as Chief Whip last year came at a particularly sensitive time, following Manoj Pandey’s revolt during the Rajya Sabha elections.
The responsibility was then entrusted to a trusted loyalist to strengthen legislative management and restore confidence within the party.
As the Samajwadi Party begins shaping its strategy for the 2027 Uttar Pradesh Assembly elections, maintaining coordination between elected representatives and organisational leaders is expected to remain one of the party’s biggest political and organisational priorities.

उत्तर प्रदेश की राजनीति में मंगलवार को उस समय हलचल मच गई जब समाजवादी पार्टी (सपा) के वरिष्ठ विधायक कमाल अख्तर ने विधानसभा में मुख्य सचेतक (चीफ व्हिप) के पद से इस्तीफा दे दिया। इस फैसले को लेकर राजनीतिक गलियारों में कई तरह की चर्चाएं शुरू हो गई हैं, हालांकि पार्टी इसे आगामी 2027 विधानसभा चुनाव से पहले किया गया सामान्य संगठनात्मक बदलाव बता रही है।
इस्तीफे के बाद मीडिया से बातचीत करते हुए कांठ विधायक कमाल अख्तर ने कहा कि उन्होंने यह निर्णय सपा अध्यक्ष अखिलेश यादव के निर्देश पर लिया है। उन्होंने कहा कि किसी भी राजनीतिक दल में समय-समय पर जिम्मेदारियों में बदलाव होता रहता है और कोई भी पद स्थायी नहीं होता।
अख्तर ने कहा कि पार्टी नेतृत्व नए लोगों को अवसर देना चाहता है और उन्हें इस फैसले से कोई नाराजगी नहीं है। उन्होंने स्पष्ट किया कि वह पहले की तरह एक समर्पित कार्यकर्ता के रूप में पार्टी के लिए काम करते रहेंगे।
कमाल अख्तर को जुलाई 2024 में मुख्य सचेतक की जिम्मेदारी सौंपी गई थी। इससे पहले यह पद मनोज पांडेय के पास था, जिन्होंने राज्यसभा चुनाव के दौरान पार्टी लाइन से अलग रुख अपनाने के बाद इस्तीफा दे दिया था। उस समय अखिलेश यादव ने संगठन में अनुशासन बनाए रखने के उद्देश्य से यह जिम्मेदारी कमाल अख्तर को सौंपी थी।
हालांकि पार्टी का आधिकारिक रुख इसे सामान्य फेरबदल बता रहा है, लेकिन सपा के कई नेताओं का मानना है कि यह बदलाव केवल नियमित संगठनात्मक प्रक्रिया का हिस्सा नहीं है। सूत्रों के अनुसार, मुरादाबाद में संगठन और संसदीय नेतृत्व के बीच बढ़ते मतभेदों को संतुलित करने के लिए पार्टी नेतृत्व ने यह फैसला लिया है।
पार्टी सूत्रों का कहना है कि मुरादाबाद सांसद रुचि वीरा लंबे समय से जिला संगठन के कामकाज को लेकर असंतोष जता रही थीं। उनका मानना था कि स्थानीय पदाधिकारी और कार्यकर्ता उनके बजाय वरिष्ठ विधायकों के निर्देशों का पालन कर रहे थे, जबकि वह क्षेत्र की निर्वाचित सांसद हैं।
हालांकि कमाल अख्तर ने अपने इस्तीफे को रुचि वीरा की शिकायतों से जोड़ने से इनकार किया, लेकिन सांसद ने स्वीकार किया कि उन्होंने जिला संगठन में अनुशासन और समन्वय से जुड़े मुद्दों से पार्टी अध्यक्ष को अवगत कराया था।
रुचि वीरा ने कहा कि अखिलेश यादव पूरे घटनाक्रम से परिचित थे और आगामी विधानसभा चुनावों को देखते हुए लगातार संगठन को मजबूत करने के निर्देश दे रहे हैं। उनके अनुसार, पार्टी नेतृत्व ने सभी पहलुओं पर विचार करने के बाद ही यह निर्णय लिया है।
सूत्रों के मुताबिक, दोनों नेताओं के बीच बढ़ते आरोप-प्रत्यारोप को देखते हुए अखिलेश यादव ने कमाल अख्तर और रुचि वीरा दोनों को लखनऊ बुलाकर बातचीत की थी, ताकि विवाद का समाधान निकाला जा सके।
दूसरी ओर, पार्टी के अंदरूनी सूत्रों का यह भी दावा है कि कमाल अख्तर स्वयं कुछ समय से अतिरिक्त जिम्मेदारी से मुक्त होने की इच्छा जता रहे थे। मुरादाबाद में पैदा हुए विवाद ने पार्टी नेतृत्व को जिम्मेदारियों के पुनर्गठन का अवसर उपलब्ध करा दिया।
इस विवाद ने उस समय भी राजनीतिक रंग ले लिया था जब सुहेलदेव भारतीय समाज पार्टी (एसबीएसपी) के अध्यक्ष और उत्तर प्रदेश सरकार में मंत्री ओम प्रकाश राजभर ने सपा नेतृत्व के भीतर मतभेद होने का दावा किया था। हालांकि उस समय रुचि वीरा ने सार्वजनिक रूप से इन आरोपों को खारिज कर दिया था।
वरिष्ठ सपा नेता आजम खान की करीबी मानी जाने वाली रुचि वीरा को पार्टी ने 2024 लोकसभा चुनाव में मुरादाबाद से टिकट दिया था। उन्होंने पार्टी के वरिष्ठ नेता और तत्कालीन सांसद एस. टी. हसन की जगह चुनाव लड़ा और भाजपा उम्मीदवार एस. के. सिंह को एक लाख से अधिक मतों से हराकर जीत दर्ज की।
वहीं, कमाल अख्तर मुरादाबाद जिले में समाजवादी पार्टी के सबसे प्रभावशाली नेताओं में गिने जाते हैं। उन्होंने 2022 विधानसभा चुनाव में कांठ सीट से भाजपा के मौजूदा विधायक को लगभग 43 हजार मतों के अंतर से हराया था। संगठन में उनकी मजबूत पकड़ और शीर्ष नेतृत्व तक सीधी पहुंच के कारण उन्हें पार्टी का भरोसेमंद नेता माना जाता है।
सपा सरकार के 2012 से 2017 के कार्यकाल में कमाल अख्तर ने मंत्री के रूप में पंचायती राज तथा खाद्य एवं रसद जैसे महत्वपूर्ण विभागों की जिम्मेदारी संभाली थी।
राजनीतिक विश्लेषकों का मानना है कि पिछले वर्ष मुख्य सचेतक के रूप में उनकी नियुक्ति उस समय हुई थी जब मनोज पांडेय के राज्यसभा चुनाव के दौरान बगावती रुख से पार्टी को असहज स्थिति का सामना करना पड़ा था। ऐसे समय में अखिलेश यादव ने एक भरोसेमंद नेता के रूप में कमाल अख्तर को यह जिम्मेदारी सौंपी थी।
अब जबकि समाजवादी पार्टी 2027 उत्तर प्रदेश विधानसभा चुनाव की रणनीति तैयार करने में जुटी है, संगठन और जनप्रतिनिधियों के बीच बेहतर तालमेल बनाए रखना पार्टी नेतृत्व की सबसे महत्वपूर्ण चुनौतियों में से एक माना जा रहा है।
