Supreme Court to Closely Monitor NEET Reforms, Says Digital Exams Alone Cannot Prevent Paper Leaks.
New Delhi: Amid the nationwide agitation over alleged examination paper leaks, the Supreme Court on Friday made it clear that merely shifting the National Eligibility-cum-Entrance Test (NEET) to a computer-based format would not, by itself, eliminate the possibility of question paper leaks.
The court said it would maintain continuous oversight of the Centre’s efforts to comprehensively reform the examination system.
At the same time, the Union Government assured the apex court that it was taking extraordinary measures to strengthen the integrity of the NEET examination process and prevent any recurrence of irregularities.
A Bench comprising Justice P.S. Narasimha and Justice Alok Aradhe was hearing petitions seeking a restructuring of the National Testing Agency (NTA) following allegations of question paper leaks in NEET.
The petitions have called for wide-ranging institutional reforms to restore public confidence in the examination system.
During the proceedings, Justice Narasimha emphasised that the court would not restrict its scrutiny to the initial implementation of reforms.
Instead, it would closely supervise the process throughout the year to ensure that every proposed measure becomes a permanent institutional mechanism rather than remaining a temporary administrative exercise.
At the outset of the hearing, Solicitor General Tushar Mehta requested additional time to file a detailed affidavit outlining the government’s comprehensive plan for securing the examination process.
He informed the Bench that the Centre intended to place a holistic roadmap before the court.
Assuring the court of the government’s commitment, Mehta said the interests of students would remain paramount and that the issue was receiving direct attention at the highest levels of the executive.
According to him, the reform process was being closely monitored, and every possible step was being taken to strengthen the examination framework.
The hearing came a day after Prime Minister Narendra Modi addressed concerns over the alleged NEET paper leaks for the first time, announcing the establishment of fast-track courts to ensure the speedy disposal of such cases.
His statement followed continuing protests led by the Cockroach Janta Party (CJP) over alleged irregularities in national-level examinations.
Referring to the recommendations submitted by the high-powered committee headed by former ISRO Chairman K. Radhakrishnan in 2024, the Bench directed the Centre to explain in its affidavit how those recommendations had been implemented.
The committee had been constituted to recommend structural reforms aimed at making the National Testing Agency more transparent and reliable.
Justice Narasimha specifically sought details regarding the proposed governing board, observing that the affidavit should clearly explain the steps taken to improve institutional governance, transparency in examinations, appointments, and the participation of relevant stakeholders.
The Bench also pointed out that while the Centre had indicated the involvement of institutions such as the IITs, the University Grants Commission (UGC), and the Kendriya Vidyalaya Sangathan, it had not clarified the extent of participation by subject-specific experts.
The court asked the government to provide a detailed status of consultations with domain specialists.
Highlighting the broader objective of judicial oversight, Justice Narasimha observed that the court’s primary concern was the creation of a durable institutional framework.
He remarked that years of ad hoc arrangements had exposed serious weaknesses in the country’s examination system and stressed that lasting reforms were essential.
The Bench further directed the Centre to explain the safeguards adopted during the printing, storage and transportation of question papers.
Justice Narasimha recalled that similar concerns had arisen in previous years and said the entire chain—from printing presses to examination centres—required a robust and transparent security mechanism.
Referring to the government’s decision to deploy the Indian Air Force for transporting question papers during the current examination cycle, the court observed that while the measure may have addressed an immediate concern, it could not be treated as a permanent institutional solution.
Responding to the observations, Solicitor General Mehta reiterated that the government had fully accepted the recommendations of the Radhakrishnan Committee and was, in fact, considering measures that went beyond the panel’s suggestions to further reinforce the examination process.
The Bench also raised concerns about cybersecurity and data protection in view of the proposed transition to computer-based examinations.
Justice Narasimha sought a detailed explanation regarding the storage, transmission and protection of digital examination data, warning that unless adequate safeguards were built into the system, digital platforms could also become vulnerable to leaks.
Mehta informed the court that no such breach had occurred so far in the digital examination framework.
However, he acknowledged that technological risks required constant vigilance and assured the Bench that appropriate safeguards would be incorporated.
Concluding the hearing, Justice Narasimha reiterated that the court was concerned with creating permanent institutional safeguards rather than temporary administrative responses.
Seeking a comprehensive roadmap from the Centre, the Bench directed the government to explain its cybersecurity architecture, the agencies responsible for implementing it, the encryption mechanisms for question papers, and the long-term measures that would ensure the security and credibility of computer-based examinations.

नई दिल्ली: देशभर में परीक्षा प्रश्नपत्र लीक को लेकर जारी विरोध प्रदर्शनों के बीच सुप्रीम कोर्ट ने शुक्रवार को स्पष्ट किया कि केवल राष्ट्रीय पात्रता सह प्रवेश परीक्षा (NEET) को कंप्यूटर आधारित परीक्षा में बदल देने से प्रश्नपत्र लीक की आशंका पूरी तरह समाप्त नहीं होगी।
शीर्ष अदालत ने कहा कि वह केंद्र सरकार द्वारा किए जा रहे सुधारों की लगातार निगरानी करेगी ताकि परीक्षा प्रणाली में स्थायी और संस्थागत बदलाव सुनिश्चित किए जा सकें।
सुनवाई के दौरान केंद्र सरकार ने सर्वोच्च न्यायालय को भरोसा दिलाया कि परीक्षा प्रक्रिया को पूरी तरह सुरक्षित और पारदर्शी बनाने के लिए सामान्य से कहीं अधिक व्यापक स्तर पर कदम उठाए जा रहे हैं तथा भविष्य में किसी भी प्रकार की अनियमितता रोकने के लिए सभी आवश्यक उपाय किए जा रहे हैं।
न्यायमूर्ति पी.एस. नरसिम्हा और न्यायमूर्ति आलोक आराधे की पीठ राष्ट्रीय परीक्षा एजेंसी (एनटीए) के पुनर्गठन की मांग वाली याचिकाओं पर सुनवाई कर रही थी।
याचिकाओं में कथित नीट प्रश्नपत्र लीक के बाद परीक्षा प्रणाली में व्यापक संस्थागत सुधारों की आवश्यकता पर बल दिया गया है।
सुनवाई के दौरान न्यायमूर्ति नरसिम्हा ने कहा कि अदालत केवल सुधारों की घोषणा तक सीमित नहीं रहेगी, बल्कि पूरे वर्ष उनकी प्रगति पर नजर रखेगी।
उन्होंने कहा कि उद्देश्य केवल नई व्यवस्था शुरू करना नहीं, बल्कि उसे स्थायी संस्थागत ढांचे का हिस्सा बनाना है।
कार्यवाही की शुरुआत में सॉलिसिटर जनरल तुषार मेहता ने अदालत से विस्तृत हलफनामा दाखिल करने के लिए अतिरिक्त समय मांगा।
उन्होंने कहा कि केंद्र सरकार परीक्षा प्रणाली की सुरक्षा को लेकर तैयार किए गए व्यापक सुधारों का समग्र खाका न्यायालय के समक्ष प्रस्तुत करेगी।
छात्रों के हितों को सर्वोच्च प्राथमिकता बताते हुए मेहता ने कहा कि यह विषय सरकार के सर्वोच्च स्तर पर लगातार निगरानी में है।
उन्होंने अदालत को आश्वस्त किया कि परीक्षा प्रक्रिया की विश्वसनीयता बनाए रखने के लिए हर संभव कदम उठाया जा रहा है।
यह सुनवाई ऐसे समय हुई जब एक दिन पहले ही प्रधानमंत्री नरेंद्र मोदी ने पहली बार कथित नीट पेपर लीक विवाद पर सार्वजनिक रूप से प्रतिक्रिया देते हुए ऐसे मामलों के त्वरित निपटारे के लिए फास्ट ट्रैक अदालतों की स्थापना की घोषणा की थी।
यह बयान कॉकरोच जनता पार्टी (सीजेपी) के नेतृत्व में चल रहे विरोध प्रदर्शनों के बीच आया है।
सुनवाई के दौरान पीठ ने वर्ष 2024 में पूर्व इसरो अध्यक्ष डॉ. के. राधाकृष्णन की अध्यक्षता में गठित उच्चस्तरीय समिति की सिफारिशों का उल्लेख करते हुए केंद्र सरकार से पूछा कि उनमें से किन-किन सुझावों को लागू किया गया है।
अदालत ने निर्देश दिया कि सरकार अपने हलफनामे में इस संबंध में स्पष्ट जानकारी दे।
न्यायमूर्ति नरसिम्हा ने विशेष रूप से प्रस्तावित गवर्निंग बोर्ड के गठन पर जानकारी मांगी। उन्होंने कहा कि सरकार को यह स्पष्ट करना होगा कि परीक्षा प्रणाली में पारदर्शिता, नियुक्तियों की प्रक्रिया तथा विभिन्न हितधारकों की भागीदारी सुनिश्चित करने के लिए क्या ठोस कदम उठाए गए हैं।
पीठ ने यह भी कहा कि सरकार ने भारतीय प्रौद्योगिकी संस्थानों (आईआईटी), विश्वविद्यालय अनुदान आयोग (यूजीसी) और केंद्रीय विद्यालय संगठन की भागीदारी का उल्लेख तो किया है, लेकिन विषय विशेषज्ञों की भूमिका और उनके सुझावों पर हुई प्रगति का पर्याप्त विवरण उपलब्ध नहीं कराया गया है।
अदालत ने इस संबंध में विस्तृत जानकारी देने का निर्देश दिया।
संस्थागत सुधारों पर जोर देते हुए न्यायमूर्ति नरसिम्हा ने कहा कि अदालत का उद्देश्य अस्थायी उपायों के बजाय स्थायी व्यवस्था विकसित करना है।
उन्होंने टिप्पणी की कि वर्षों से अपनाए गए तदर्थ उपायों ने परीक्षा प्रणाली की कमजोरियों को उजागर किया है और अब दीर्घकालिक सुधारों की आवश्यकता है।
पीठ ने प्रश्नपत्रों की छपाई, सुरक्षित भंडारण और परीक्षा केंद्रों तक उनके परिवहन की पूरी प्रक्रिया पर भी सरकार से विस्तृत जानकारी मांगी।
न्यायमूर्ति नरसिम्हा ने कहा कि पूर्व में भी ऐसे मुद्दे सामने आए थे और प्रश्नपत्र छपने से लेकर छात्रों तक पहुंचने की प्रत्येक कड़ी को सुरक्षित बनाना आवश्यक है।
भारतीय वायुसेना के माध्यम से इस बार प्रश्नपत्रों के परिवहन का उल्लेख करते हुए अदालत ने कहा कि यह तत्कालीन परिस्थिति में प्रभावी कदम हो सकता है, लेकिन इसे स्थायी समाधान नहीं माना जा सकता।
न्यायालय ने दीर्घकालिक और संस्थागत व्यवस्था विकसित करने पर बल दिया।
सरकार की ओर से जवाब देते हुए सॉलिसिटर जनरल ने कहा कि राधाकृष्णन समिति की सभी सिफारिशों को स्वीकार कर लिया गया है और सरकार उनसे भी आगे बढ़कर अतिरिक्त सुधारों पर काम कर रही है ताकि परीक्षा प्रणाली और अधिक मजबूत बन सके।
डिजिटल परीक्षा प्रणाली की सुरक्षा को लेकर भी अदालत ने गंभीर चिंता व्यक्त की।
न्यायमूर्ति नरसिम्हा ने सरकार से पूछा कि कंप्यूटर आधारित परीक्षा लागू होने के बाद प्रश्नपत्रों और परीक्षा संबंधी डेटा की सुरक्षा कैसे सुनिश्चित की जाएगी।
उन्होंने कहा कि यदि साइबर सुरक्षा पर्याप्त मजबूत नहीं होगी तो डिजिटल प्रणाली भी लीक और डेटा चोरी के खतरे से अछूती नहीं रहेगी।
इस पर मेहता ने कहा कि अब तक डिजिटल प्रणाली में इस प्रकार की कोई घटना सामने नहीं आई है, लेकिन सरकार संभावित साइबर जोखिमों को लेकर पूरी तरह सतर्क है और आवश्यक सुरक्षा उपायों को और मजबूत किया जाएगा।
सुनवाई के समापन पर न्यायमूर्ति नरसिम्हा ने दोहराया कि अदालत का उद्देश्य केवल तात्कालिक समाधान नहीं, बल्कि ऐसी स्थायी संस्थागत व्यवस्था विकसित करना है जो भविष्य में परीक्षा प्रणाली की विश्वसनीयता सुनिश्चित करे।
उन्होंने केंद्र सरकार से साइबर सुरक्षा ढांचे, डेटा संरक्षण प्रणाली, प्रश्नपत्रों के एन्क्रिप्शन, डिजिटल परीक्षा संचालन की जिम्मेदार एजेंसियों तथा दीर्घकालिक सुरक्षा उपायों का विस्तृत रोडमैप प्रस्तुत करने का निर्देश दिया।
