ED Raids Punjab, J&K in Alleged Narco-Terror Funding Probe; Pakistan-Based Hizbul Link Under Scanner
New Delhi/ Chandigarh/ Srinagar: The Enforcement Directorate (ED) on Thursday carried out coordinated search operations at nine locations across Punjab and Jammu & Kashmir as part of an investigation into an alleged narco-terror financing network with suspected cross-border links.
Several of the raids were conducted in sensitive areas close to the Line of Control (LoC).
According to the central agency, preliminary findings point to the existence of a sophisticated and well-coordinated network allegedly engaged in financing terrorism through the trafficking of narcotics.
Investigators believe the operation spanned multiple layers and involved participants based in both Punjab and Jammu & Kashmir.
Officials said the investigation has identified Punjab-based suspects, including Satnam Singh and Manjit Singh alias Maan, along with Kashmir-based operatives Safeer Ahmed and Kafeel Ahmed from Kupwara, as key members of the alleged network currently under scrutiny.
The ED alleged that consignments of heroin were smuggled into India from Pakistan through handlers believed to have links with the banned terrorist outfit Hizbul Mujahideen.
According to the agency, these Pakistan-based operatives allegedly coordinated with associates in Kashmir to facilitate the movement of narcotics across the Amrohi border sector and adjoining stretches of the Line of Control.
Investigators further claimed that the Punjab module, allegedly led by Satnam Singh and Manjit Singh alias Maan, relied on forged identity documents, fabricated vehicle records, specially modified hidden compartments, multiple transport vehicles and cash-based transactions to move and distribute heroin within the country.
During the course of the probe, the ED said it had traced several instances in which heroin consignments were transported from Srinagar and other parts of Jammu & Kashmir to Punjab through an organised transportation network operating across states.
The agency alleged that couriers and transport operators were assigned to collect narcotics from Kashmir-based contacts and deliver them to Punjab for onward distribution.
According to investigators, the total quantity of heroin moved through the network exceeded 60 kilograms.
The ED has also claimed that money generated from the illegal sale of heroin was allegedly diverted to finance terrorist activities.
Investigators are examining the suspected financial trail as part of the money laundering investigation.
Officials further stated that scrutiny of financial records revealed substantial cash deposits and other banking transactions in accounts allegedly linked to Manjit Singh alias Maan, as well as cash deposits in the account of Sarabjeet Singh.
The agency said the latest searches in border villages and areas adjoining the Line of Control were aimed at identifying the logistical network and local facilitators allegedly involved in sustaining the cross-border narcotics supply chain.
The allegations are part of the Enforcement Directorate’s ongoing investigation. The guilt or innocence of the accused will be determined through the judicial process.

नई दिल्ली/चंडीगढ़/श्रीनगर: प्रवर्तन निदेशालय (ईडी) ने गुरुवार को पंजाब और जम्मू-कश्मीर में नौ स्थानों पर एक साथ तलाशी अभियान चलाया।
यह कार्रवाई कथित नार्को-टेरर फंडिंग नेटवर्क की जांच के तहत की गई, जिसके तार सीमा पार से जुड़े होने की आशंका जताई जा रही है।
छापेमारी का दायरा नियंत्रण रेखा (एलओसी) से सटे संवेदनशील इलाकों तक फैला रहा।
जांच एजेंसी के अनुसार अब तक सामने आए तथ्यों से संकेत मिलता है कि मादक पदार्थों की तस्करी के जरिए आतंकवादी गतिविधियों के लिए धन जुटाने वाला एक सुव्यवस्थित और बहुस्तरीय नेटवर्क सक्रिय था।
ईडी का दावा है कि इस पूरे तंत्र में पंजाब और जम्मू-कश्मीर के कई लोग अलग-अलग भूमिकाओं में शामिल थे।
अधिकारियों ने बताया कि जांच के दौरान पंजाब के सतनाम सिंह और मनजीत सिंह उर्फ मान के अलावा कुपवाड़ा निवासी सफीर अहमद और कफील अहमद को इस कथित नेटवर्क के प्रमुख संचालकों के रूप में चिन्हित किया गया है।
ईडी का आरोप है कि पाकिस्तान स्थित ऐसे तस्करी नेटवर्क, जिनके प्रतिबंधित आतंकी संगठन हिजबुल मुजाहिदीन से संबंध होने की आशंका है, भारत में हेरोइन की खेप भेजने में सक्रिय थे।
एजेंसी के अनुसार इन हैंडलरों ने जम्मू-कश्मीर में मौजूद अपने कथित सहयोगियों के साथ मिलकर अमरोही सीमा क्षेत्र और नियंत्रण रेखा से लगे इलाकों के जरिए मादक पदार्थों की तस्करी को अंजाम दिया।
जांच में यह भी आरोप लगाया गया है कि पंजाब में सक्रिय गिरोह, जिसका नेतृत्व कथित रूप से सतनाम सिंह और मनजीत सिंह उर्फ मान कर रहे थे, नकली दस्तावेजों, फर्जी वाहन कागजात, वाहनों में बनाए गए गुप्त खानों, कई परिवहन वाहनों और नकद लेनदेन का इस्तेमाल कर हेरोइन की ढुलाई और वितरण करता था।
ईडी ने दावा किया कि जांच के दौरान ऐसे अनेक मामलों का पता चला है जिनमें श्रीनगर तथा जम्मू-कश्मीर के अन्य क्षेत्रों से हेरोइन की खेप संगठित नेटवर्क के माध्यम से पंजाब पहुंचाई गई।
एजेंसी के अनुसार, विशेष रूप से नियुक्त कैरियर और परिवहनकर्ताओं को कश्मीर स्थित संपर्कों से हेरोइन प्राप्त कर पंजाब तक पहुंचाने की जिम्मेदारी दी जाती थी।
जांच में अब तक 60 किलोग्राम से अधिक हेरोइन की कथित ढुलाई के संकेत मिले हैं।
प्रवर्तन निदेशालय ने यह भी आरोप लगाया कि मादक पदार्थों की बिक्री से प्राप्त धन का उपयोग आतंकवादी गतिविधियों के वित्तपोषण के लिए किया जाता था।
एजेंसी इस कथित आर्थिक नेटवर्क और धन के प्रवाह की विस्तृत जांच कर रही है।
जांच के दौरान बैंक खातों की पड़ताल में मनजीत सिंह उर्फ मान से जुड़े खातों में बड़ी मात्रा में नकद जमा होने तथा सरबजीत सिंह के खाते में भी नकद लेनदेन के संकेत मिलने का दावा किया गया है।
ईडी का कहना है कि सीमा और एलओसी से लगे क्षेत्रों में की गई ताजा तलाशी का उद्देश्य कथित सीमा पार मादक पदार्थ तस्करी नेटवर्क से जुड़े स्थानीय सहयोगियों और आपूर्ति तंत्र की पहचान करना था।
यह सभी आरोप प्रवर्तन निदेशालय की जांच का हिस्सा हैं। मामले में आरोपित व्यक्तियों की दोषसिद्धि अथवा निर्दोषता का अंतिम निर्णय न्यायालय की प्रक्रिया के बाद ही होगा।
