Jharkhand JPSC-JSSC Protest Escalates as Students March Towards Assembly
Ranchi, August 10: Jharkhand’s long-running student agitation over alleged irregularities in recruitment examinations intensified on Monday as thousands of job aspirants marched towards the state Legislative Assembly, breaching multiple layers of police barricading and prompting the security forces to deploy water cannons and lathis.
The demonstration, which entered its 17th day, brought large numbers of candidates to Ranchi’s Assembly area.
Carrying the national flag, placards and banners, the protesters demanded corrective action in the recruitment system and sought greater transparency in examinations conducted by the Jharkhand Public Service Commission (JPSC) and Jharkhand Staff Selection Commission (JSSC).
The march began from the vicinity of the old Assembly complex in Dhurwa, with protesters heading towards the new Vidhan Sabha building.
Police had put elaborate security arrangements in place and imposed prohibitory measures around the Assembly ahead of the demonstration.

One of the most striking moments of Monday’s protest came when Jharkhand Loktantrik Krantikari Morcha (JLKM) leader Devendra Nath Mahto joined the demonstrators despite being on a hunger strike for nine days.
Mahto, who has reportedly lost 10.5 kg during the fast, arrived at the protest in an ambulance. He was seen carrying a portrait of former Jharkhand chief minister Shibu Soren as he joined the march.
The student movement has increasingly focused attention on the recruitment process, with protesters maintaining that the government’s recent concessions do not adequately address their wider concerns.
Barricades breached, police resort to force.
Tension rose near the Assembly as groups of protesters crossed successive barricades erected by the police.
Water cannons were first used to prevent the march from moving further, followed by a lathicharge after demonstrators breached the security cordon.
Several protesters were reportedly injured during the police action.
Visuals from Ranchi showed students climbing over barricades and attempting to advance towards the Assembly despite repeated appeals to maintain order.
Security personnel from several districts had been deployed in the state capital, along with riot-control vehicles, as authorities anticipated a large turnout.
Student leader Ravindra Paswan had earlier appealed to participants to conduct the march peacefully and within constitutional norms.
He also urged the state government to address what the protesters described as legitimate grievances.
Government agrees to cancel three examinations.
The confrontation came a day after the Jharkhand government agreed to cancel three examinations amid the agitation. One of the examinations included the preliminary test of the 14th JPSC Combined Civil Services Examination.
Three members of the JPSC also resigned, adding another dimension to an already politically charged dispute.
The developments followed discussions between representatives of the protesting groups and a government panel comprising ministers Deepika Pandey Singh, Sanjay Prasad Yadav and Chamra Linda, among others.
Two prominent student groups involved in the agitation are the JPSC-JSSC Reform Manch and the JPSC-JSSC Abhyarthi Nyay Manch.
At the same time, representatives associated with AISA have also participated in discussions.
Despite the government’s move, the protesters decided to continue with Monday’s Assembly march, indicating that the dispute extends beyond the examinations already earmarked for cancellation.
BJP leaders detained outside CM’s residence
The student agitation also acquired a political dimension in Ranchi on Monday when senior BJP leaders, including Leader of Opposition Babulal Marandi and state BJP president Aditya Sahu, were detained during a protest outside Chief Minister Hemant Soren’s residence.
The BJP leaders were seeking a Central Bureau of Investigation (CBI) inquiry into alleged irregularities in the recruitment examinations.
Reports said several other party leaders and workers were also detained during the demonstration.
Marandi accused the government of attempting to divert attention from the students’ concerns and reiterated the demand for a CBI investigation into the recruitment examination controversy.
The BJP also attacked Congress leader Rahul Gandhi, alleging that opposition leaders who had supported student protests in Delhi were maintaining silence over the Jharkhand agitation.
Assembly proceedings affected
The political confrontation spilled into the state Assembly as Speaker Rabindra Nath Mahato questioned the absence of BJP legislators during Question Hour.
The Speaker called out BJP MLAs Nagendra Mahto, Chandreswar Prasad Singh and Raj Sinha when they did not respond to questions listed in their names.
He observed that raising questions in the House and then remaining absent from proceedings was inconsistent with parliamentary practice.
Chandreswar Prasad Singh later said BJP legislators were outside the Chief Minister’s residence protesting over the recruitment issue and had been detained by police, making it impossible for them to attend the Assembly proceedings.
Protest reflects deeper frustration among aspirants.
For many participants, the current agitation is not limited to a single examination.
Aspirants have raised broader concerns about recruitment delays, examination procedures, alleged irregularities and the uncertainty surrounding government jobs.
The prolonged protest has therefore developed into a greater demand for confidence in Jharkhand’s public recruitment system.
With thousands of candidates still mobilised and the government having already announced the cancellation of three examinations, Monday’s confrontation could prove to be a crucial point in the standoff.
The immediate challenge for the Hemant Soren government is to prevent further escalation while addressing the protesters’ remaining demands and restoring confidence among candidates preparing for government recruitment examinations.

रांची, 10 अगस्त: झारखंड में सरकारी भर्ती परीक्षाओं में कथित अनियमितताओं को लेकर चल रहा छात्र आंदोलन सोमवार को उस समय और उग्र हो गया, जब हजारों अभ्यर्थियों ने राज्य विधानसभा की ओर मार्च किया।
प्रदर्शनकारियों ने पुलिस की कई स्तरों वाली बैरिकेडिंग पार कर आगे बढ़ने की कोशिश की, जिसके बाद पुलिस ने पानी की बौछारों और लाठीचार्ज का इस्तेमाल किया।
17वें दिन में प्रवेश कर चुके आंदोलन में बड़ी संख्या में नौकरी के इच्छुक अभ्यर्थी रांची पहुंचे। हाथों में तिरंगा, पोस्टर और मांगों से संबंधित तख्तियां लिए प्रदर्शनकारी सरकार से भर्ती प्रक्रिया में पारदर्शिता और कथित अनियमितताओं पर ठोस कार्रवाई की मांग कर रहे थे।
सोमवार का मार्च धुर्वा स्थित पुराने विधानसभा परिसर के आसपास से शुरू हुआ और प्रदर्शनकारी नए विधानसभा भवन की ओर बढ़े।
भारी भीड़ को देखते हुए प्रशासन ने विधानसभा क्षेत्र के आसपास सुरक्षा के व्यापक इंतजाम किए थे।
नौ दिन के अनशन के बाद एंबुलेंस से पहुंचे देवेंद्र महतो
प्रदर्शन के दौरान JLKM नेता देवेंद्र नाथ महतो की मौजूदगी ने आंदोलन को खास तौर पर ध्यान खींचा। वह पिछले नौ दिनों से अनशन पर हैं और इस दौरान उनका वजन 10.5 किलोग्राम कम होने की बात सामने आई है।
स्वास्थ्य की स्थिति के बावजूद महतो एंबुलेंस से प्रदर्शनकारियों के बीच पहुंचे और विधानसभा मार्च में शामिल हुए। उनके हाथ में झारखंड के पूर्व मुख्यमंत्री शिबू सोरेन का चित्र भी दिखाई दिया।
महतो और आंदोलनकारी छात्र भर्ती परीक्षाओं से जुड़े अपने व्यापक मुद्दों पर सरकार से जवाब और कार्रवाई की मांग कर रहे हैं।
उनका कहना है कि केवल कुछ परीक्षाओं को रद्द करना उनकी सभी शिकायतों का समाधान नहीं है।
बैरिकेडिंग पार करने पर पुलिस कार्रवाई
विधानसभा के नजदीक पहुंचने के बाद प्रदर्शनकारियों और पुलिस के बीच तनाव बढ़ गया। आंदोलनकारियों ने सुरक्षा के लिए लगाए गए बैरिकेड के कई स्तरों को पार कर आगे बढ़ने की कोशिश की।
स्थिति को नियंत्रित करने के लिए पुलिस ने पहले पानी की बौछारों का इस्तेमाल किया। प्रदर्शनकारियों के आगे बढ़ने और बैरिकेडिंग तोड़े जाने के बाद लाठीचार्ज किया गया।
इस कार्रवाई में कई प्रदर्शनकारियों के घायल होने की सूचना है।
रांची में तैनात सुरक्षाकर्मियों ने भीड़ को विधानसभा परिसर की ओर जाने से रोकने का प्रयास किया।
विभिन्न जिलों से पुलिस बल बुलाए गए थे और कानून-व्यवस्था बनाए रखने के लिए दंगा नियंत्रण वाहनों को भी तैनात किया गया था।
छात्र नेता रविंद्र पासवान ने आंदोलनकारियों से शांतिपूर्ण और संवैधानिक तरीके से प्रदर्शन करने की अपील की थी। उन्होंने राज्य सरकार से छात्रों की मांगों पर गंभीरता से विचार करने का आग्रह भी किया।
सरकार तीन परीक्षाएं रद्द करने पर सहमत
सोमवार के मार्च से एक दिन पहले झारखंड सरकार ने आंदोलन के बीच तीन परीक्षाएं रद्द करने पर सहमति जताई थी।
इनमें 14वीं JPSC संयुक्त सिविल सेवा परीक्षा की प्रारंभिक परीक्षा भी शामिल है।
इसके साथ ही JPSC के तीन सदस्यों के इस्तीफे ने विवाद को और गंभीर बना दिया। सरकार और आंदोलनकारी संगठनों के बीच हुई बातचीत में विभिन्न छात्र समूहों के प्रतिनिधियों ने हिस्सा लिया।
वार्ता में JPSC-JSSC Reform Manch और JPSC-JSSC Abhyarthi Nyay Manch के प्रतिनिधियों के अलावा AISA से जुड़े प्रतिनिधि भी शामिल रहे। सरकार की ओर से मंत्रियों दीपिका पांडेय सिंह, संजय प्रसाद यादव और चमरा लिंडा सहित अन्य लोग बातचीत में शामिल थे।
सरकार के इस कदम के बावजूद छात्रों ने आंदोलन समाप्त नहीं किया और विधानसभा मार्च का फैसला बरकरार रखा।
मुख्यमंत्री आवास के बाहर BJP नेताओं का प्रदर्शन
छात्र आंदोलन के बीच सोमवार को झारखंड में राजनीतिक टकराव भी तेज हो गया। नेता प्रतिपक्ष बाबूलाल मरांडी और BJP के प्रदेश अध्यक्ष आदित्य साहू समेत कई भाजपा नेताओं को मुख्यमंत्री हेमंत सोरेन के आवास के बाहर प्रदर्शन के दौरान हिरासत में लिया गया।
भाजपा नेता भर्ती परीक्षाओं में कथित अनियमितताओं की CBI जांच की मांग कर रहे थे।
रिपोर्टों के अनुसार प्रदर्शन के दौरान पार्टी के कई अन्य नेताओं और कार्यकर्ताओं को भी हिरासत में लिया गया।
बाबूलाल मरांडी ने सरकार पर छात्रों की मांगों से ध्यान हटाने का आरोप लगाया और भर्ती परीक्षा विवाद की CBI जांच की मांग दोहराई।
इसी बीच भाजपा ने कांग्रेस नेता राहुल गांधी पर भी निशाना साधते हुए आरोप लगाया कि दिल्ली में छात्र आंदोलनों के समर्थन में सक्रिय रहने वाले विपक्षी नेता झारखंड के मौजूदा आंदोलन पर चुप हैं।
विधानसभा की कार्यवाही पर भी असर
छात्र आंदोलन और भाजपा के प्रदर्शन का असर सोमवार को विधानसभा की कार्यवाही पर भी दिखाई दिया।
विधानसभा अध्यक्ष रवींद्र नाथ महतो ने प्रश्नकाल के दौरान कुछ भाजपा विधायकों की अनुपस्थिति पर सवाल उठाया।
उन्होंने भाजपा विधायकों नागेंद्र महतो, चंद्रेश्वर प्रसाद सिंह और राज सिन्हा के नाम पुकारे, लेकिन उनकी ओर से कोई जवाब नहीं आया।
अध्यक्ष ने कहा कि सदन में सवाल उठाकर कार्यवाही के दौरान उपस्थित न रहना संसदीय व्यवस्था की अच्छी परंपरा नहीं है।
भाजपा विधायक चंद्रेश्वर प्रसाद सिंह ने बाद में कहा कि भर्ती परीक्षाओं में कथित अनियमितताओं के खिलाफ मुख्यमंत्री आवास के बाहर चल रहे प्रदर्शन में वह स्वयं मौजूद थे और पुलिस ने उन्हें हिरासत में ले लिया था।
ऐसे में विधानसभा की कार्यवाही में शामिल होना संभव नहीं था।
भर्ती व्यवस्था को लेकर गहरी नाराजगी
झारखंड के अभ्यर्थियों का मौजूदा आंदोलन किसी एक परीक्षा तक सीमित नहीं दिखाई दे रहा है।
प्रदर्शनकारियों की शिकायतों में भर्ती प्रक्रिया में देरी, परीक्षा संचालन को लेकर सवाल, कथित अनियमितताएं और सरकारी नौकरियों की अनिश्चितता जैसे मुद्दे शामिल हैं।
लंबे समय से चल रहे इस आंदोलन ने राज्य की भर्ती व्यवस्था में पारदर्शिता और विश्वसनीयता को लेकर व्यापक बहस खड़ी कर दी है।
तीन परीक्षाओं को रद्द करने पर सरकार की सहमति और JPSC के तीन सदस्यों के इस्तीफे के बावजूद आंदोलन का जारी रहना बताता है कि छात्रों की कई मांगें अभी भी बाकी हैं।
अब सरकार के सामने सबसे बड़ी चुनौती आंदोलन को और अधिक तनावपूर्ण होने से रोकने के साथ-साथ अभ्यर्थियों की शेष मांगों पर ठोस जवाब देना और भर्ती परीक्षाओं की विश्वसनीयता बहाल करना है।
