UP Police Attach ₹100-Crore Dal Mill in Maharashtra Linked to Former MLA Vijay Mishra in First Inter-State Gangsters Act Action
Lucknow: In an unprecedented move extending Uttar Pradesh’s crackdown on organised crime beyond its borders, the Uttar Pradesh Police have attached a property in Maharashtra under the Uttar Pradesh Gangsters and Anti-Social Activities (Prevention) Act.
The seized asset is a dal mill in Dharashiv district, estimated to be worth over ₹100 crore, which investigators allege was purchased and developed using proceeds generated through the criminal activities of jailed former MLA Vijay Mishra.
Officials described the attachment as the first instance of property located outside Uttar Pradesh being seized under the Gangsters Act.
With this latest action, the cumulative value of assets attached in connection with Vijay Mishra and his alleged criminal syndicate has reached nearly ₹241.5 crore, reflecting the state’s continuing campaign against organised crime networks.
Vijay Mishra, a four-time legislator from the Gyanpur Assembly constituency in Bhadohi district, has been lodged in Agra Central Jail since 2020.
He is facing trial in multiple criminal cases, including the 2010 bomb attack targeting Uttar Pradesh minister Nand Gopal Gupta, popularly known as “Nandi”.
The explosion claimed the lives of two people, including senior journalist Vijay Pratap Singh of The Indian Express.
According to the police, the attached industrial unit, Lalli Agro Industries, is situated in Jakekur village of Maharashtra’s Dharashiv district and has been operational for approximately 15 years.
Investigators alleged that the facility, valued at around ₹100.25 crore, was established using illegally acquired wealth by Vijay Mishra, his wife Ram Lali, son Vishnu Mishra and other alleged members associated with his criminal network.
Law enforcement officials said the attachment process was completed after obtaining all mandatory legal clearances and coordinating closely with authorities in Maharashtra.
The Bhadohi Police secured approval from the local district administration before serving the attachment order, after which possession of the property was formally taken with assistance from local officials.
Bhadohi Superintendent of Police Abhinav Tyagi said the operation forms part of a sustained effort to identify and confiscate assets allegedly created through organised criminal activities and unlawful financial gains.
Police records indicate that properties worth more than ₹241.29 crore linked to Vijay Mishra have been attached under the Gangsters Act between 2022 and 2025 as part of various investigations against him and his alleged associates.
Investigators further alleged that the Maharashtra-based dal mill had been established by Mishra’s son-in-law, Mukesh Tiwari, using funds allegedly generated through criminal activities.
Mishra represented the Gyanpur Assembly constituency on four occasions. He was elected on the Samajwadi Party ticket in the Assembly elections of 2002, 2007, and 2012, before winning again in 2017 as a candidate of the NISHAD Party.
Police documents state that as many as 87 criminal cases have been registered against the former legislator over the years.
Of these, he has reportedly been convicted in seven cases, while proceedings in several others are still pending before different courts.
Earlier this year, in May, a Bhadohi court sentenced Vijay Mishra to 10 years of rigorous imprisonment in a case related to the alleged forcible takeover of a relative’s property.
His wife, former Member of the Legislative Council (MLC) Ram Lali, and son Vishnu Mishra were awarded the same sentence.
His daughter-in-law, Roopa Mishra, received a four-year prison term and has subsequently secured bail, while the remaining convicts continue to remain behind bars.
Apart from these cases, Vijay Mishra is also facing trial for his alleged role in the July 12, 201,0 bomb attack targeting Uttar Pradesh minister Nand Gopal Gupta “Nandi”.
The blast, allegedly executed through a remotely triggered explosive device attached to a moped parked outside the minister’s residence in Prayagraj, killed two people, including senior journalist Vijay Pratap Singh of The Indian Express, and left four others injured.
Following the investigation, police filed a chargesheet against 16 accused persons, naming Vijay Mishra and his relative Dileep among those charged in the sensational bombing case.

संगठित अपराध के खिलाफ उत्तर प्रदेश सरकार की कार्रवाई ने अब राज्य की सीमाओं से बाहर भी नया आयाम हासिल कर लिया है।
उत्तर प्रदेश पुलिस ने पहली बार गैंगस्टर्स एक्ट के तहत दूसरे राज्य में स्थित एक संपत्ति को कुर्क किया है।
महाराष्ट्र के धाराशिव जिले में स्थित करीब ₹100 करोड़ मूल्य की एक दाल मिल को जब्त करते हुए पुलिस ने दावा किया है कि यह संपत्ति जेल में बंद पूर्व विधायक विजय मिश्रा की कथित अवैध कमाई से तैयार की गई थी।
अधिकारियों के अनुसार, उत्तर प्रदेश गैंगस्टर्स एवं समाज विरोधी गतिविधियां (निवारण) अधिनियम के तहत राज्य से बाहर किसी संपत्ति की यह पहली कुर्की है।
इस कार्रवाई के साथ विजय मिश्रा और उसके कथित आपराधिक गिरोह से जुड़े मामलों में अब तक कुर्क की गई संपत्तियों का कुल मूल्य लगभग ₹241.5 करोड़ तक पहुंच गया है।
भदोही जिले की ज्ञानपुर विधानसभा सीट से चार बार विधायक रह चुके विजय मिश्रा वर्ष 2020 से आगरा केंद्रीय कारागार में बंद हैं।
उनके विरुद्ध अनेक गंभीर आपराधिक मामलों की सुनवाई चल रही है। इनमें वर्ष 2010 में तत्कालीन उत्तर प्रदेश मंत्री नंद गोपाल गुप्ता उर्फ ‘नंदी’ पर हुए बम हमले का चर्चित मामला भी शामिल है।
इस विस्फोट में द इंडियन एक्सप्रेस के वरिष्ठ पत्रकार विजय प्रताप सिंह सहित दो लोगों की मृत्यु हो गई थी।
पुलिस के अनुसार, कुर्क की गई औद्योगिक इकाई लल्ली एग्रो इंडस्ट्रीज महाराष्ट्र के धाराशिव जिले के जाकेकुर गांव में स्थित है और पिछले लगभग 15 वर्षों से संचालित हो रही थी।
जांच एजेंसियों का आरोप है कि लगभग ₹100.25 करोड़ मूल्य की इस दाल मिल का निर्माण विजय मिश्रा, उनकी पत्नी राम लली, पुत्र विष्णु मिश्रा तथा उनके कथित गिरोह से जुड़े अन्य लोगों द्वारा अवैध रूप से अर्जित धन से कराया गया।
पुलिस ने बताया कि संपत्ति कुर्क करने की पूरी प्रक्रिया आवश्यक कानूनी अनुमति प्राप्त करने और महाराष्ट्र प्रशासन के साथ समन्वय स्थापित करने के बाद पूरी की गई।
भदोही पुलिस ने स्थानीय जिला प्रशासन से स्वीकृति हासिल करने के उपरांत कुर्की आदेश की तामील कराई और स्थानीय अधिकारियों की मौजूदगी में संपत्ति को अपने कब्जे में लिया।
भदोही के पुलिस अधीक्षक अभिनव त्यागी ने कहा कि यह कार्रवाई संगठित अपराध के माध्यम से अर्जित कथित अवैध संपत्तियों की पहचान कर उन्हें कानून के दायरे में लाने के अभियान का हिस्सा है।
उन्होंने कहा कि अपराध से अर्जित आर्थिक संसाधनों पर प्रहार करना पुलिस की प्राथमिक रणनीति का महत्वपूर्ण हिस्सा है।
पुलिस के आंकड़ों के अनुसार वर्ष 2022 से 2025 के बीच विजय मिश्रा से जुड़े विभिन्न मामलों में गैंगस्टर्स एक्ट के तहत ₹241.29 करोड़ से अधिक मूल्य की संपत्तियां पहले ही कुर्क की जा चुकी हैं।
जांच एजेंसियों का यह भी आरोप है कि महाराष्ट्र स्थित इस दाल मिल की स्थापना विजय मिश्रा के दामाद मुकेश तिवारी ने कथित तौर पर अपराध से अर्जित धन का उपयोग कर की थी।
विजय मिश्रा ने ज्ञानपुर विधानसभा क्षेत्र का चार बार प्रतिनिधित्व किया। वह वर्ष 2002, 2007 और 2012 में समाजवादी पार्टी के टिकट पर विधायक चुने गए थे, जबकि वर्ष 2017 में उन्होंने निषाद पार्टी के प्रत्याशी के रूप में जीत दर्ज की थी।
पुलिस अभिलेखों के अनुसार पूर्व विधायक के खिलाफ वर्षों में कुल 87 आपराधिक मुकदमे दर्ज किए गए हैं। इनमें से सात मामलों में उन्हें दोषी ठहराया जा चुका है, जबकि अनेक अन्य मुकदमे अभी विभिन्न अदालतों में विचाराधीन हैं।
इसी वर्ष मई में भदोही की एक अदालत ने रिश्तेदार की संपत्ति पर कथित रूप से जबरन कब्जा करने के मामले में विजय मिश्रा को 10 वर्ष के कठोर कारावास की सजा सुनाई थी।
इसी मामले में उनकी पत्नी एवं पूर्व विधान परिषद सदस्य राम लली तथा पुत्र विष्णु मिश्रा को भी 10-10 वर्ष की सजा मिली थी।
उनकी पुत्रवधू रूपा मिश्रा को चार वर्ष के कारावास की सजा सुनाई गई थी, जिन्हें बाद में जमानत मिल गई, जबकि अन्य दोषी अब भी जेल में हैं।
इन मामलों के अतिरिक्त विजय मिश्रा वर्ष 2010 में नंद गोपाल गुप्ता ‘नंदी’ पर हुए बम हमले के मामले में भी मुकदमे का सामना कर रहे हैं।
12 जुलाई 2010 को प्रयागराज स्थित नंदी के आवास के बाहर एक मोपेड में लगाए गए रिमोट नियंत्रित विस्फोटक से हुए धमाके में दो लोगों की जान चली गई थी। मृतकों में द इंडियन एक्सप्रेस के वरिष्ठ पत्रकार विजय प्रताप सिंह भी शामिल थे, जबकि चार अन्य लोग घायल हुए थे।
इस मामले की जांच पूरी होने के बाद पुलिस ने कुल 16 आरोपियों के विरुद्ध आरोपपत्र दाखिल किया था, जिनमें विजय मिश्रा और उनके रिश्तेदार दिलीप का नाम भी शामिल है।
