UP Startup Push: Yogi Adityanath Says Young Population Can Drive State’s Economic Growth
At a Lucknow startup event, the Uttar Pradesh chief minister highlighted the rise in startups, announced fresh incentives and called for greater investment in skills, research and emerging technologies.
Uttar Pradesh Chief Minister Yogi Adityanath has called for a stronger push to convert the state’s large youth population into an engine of entrepreneurship, innovation and employment, arguing that its demographic scale should be viewed as an economic opportunity rather than a burden.
Speaking to entrepreneurs and representatives of industry in Lucknow on Thursday, Adityanath said the state needed to equip its young population with skills, institutional support and opportunities to build businesses and create jobs.
The remarks came as the state government expanded its support for the startup ecosystem.
Incentives worth more than Rs 3.42 crore were handed to 107 startups, while nine incubators received Rs 1.79 crore under the Uttar Pradesh Startup Policy.
The government also unveiled the Uttar Pradesh Startup Policy 2026 booklet and launched the Uttar Pradesh Startup Mission portal.
Twelve additional incubators received recognition during the event.
From 120 Startups to More Than 24,000
Adityanath highlighted the scale of the transformation in the state’s entrepreneurial landscape, saying Uttar Pradesh had roughly 120 startups before 2017.
That figure, he said, has since risen beyond 24,000, including eight companies that have achieved unicorn status.
He credited the state’s startup policy and the expansion of institutional funding mechanisms for helping create an environment in which entrepreneurs can develop and scale their businesses.
The state established a Fund of Funds in partnership with the Small Industries Development Bank of India (SIDBI) in 2019 and has since widened financial and institutional assistance for startups and incubators.
The chief minister said the state’s population is sometimes viewed by international representatives as a major governance and development challenge because Uttar Pradesh is home to more than 25 crore people.
He argued that the same population could become a significant economic asset if education and skill development keep pace with demographic growth.
Focus Shifts to Universities and Emerging Technology
Adityanath also called on universities and higher education institutions to broaden their role in the state’s innovation economy.
Rather than concentrating primarily on conventional academic programmes, institutions should strengthen research, development and entrepreneurship, he said.
The government, according to the chief minister, has earmarked funds for innovation and research at universities and is encouraging the creation of specialised Centres of Excellence.
He pointed to proposed initiatives involving IIT Kanpur, including work in medical technology and drones, as well as collaboration between IIT-BHU and the Uttar Pradesh Agriculture Department.
A Centre of Excellence has also been proposed at SGPGI, he said.
The state is prepared to back projects involving areas such as quantum computing, space technology, robotics, drones and green hydrogen, Adityanath said.
More than a dozen Centres of Excellence are either operational or under development across the state.
The emphasis on advanced technologies reflects the government’s broader attempt to move Uttar Pradesh’s startup ecosystem beyond conventional business activity and towards research-intensive sectors with higher growth potential.
Target: 20% of India’s Startups
Adityanath also set a higher target for Uttar Pradesh’s position within India’s national startup landscape.
The state accounts for roughly one-sixth of India’s population, but its share of the country’s startups is currently closer to one-tenth, according to the chief minister.
He argued that this gap should narrow significantly.
The government’s stated ambition is to raise Uttar Pradesh’s share to around 20% of India’s total startup base.
For the state, achieving that goal will require more than simply increasing the number of registered ventures.
Access to capital, skilled workers, research facilities, incubators and markets will determine whether the expanding startup population can mature into sustainable businesses.
Adityanath’s message was therefore centred on turning demographic scale into productive capacity — with startups, universities and emerging technologies forming key components of that strategy.

उत्तर प्रदेश की बड़ी युवा आबादी को आर्थिक चुनौती के बजाय विकास की ताकत में बदलने पर जोर देते हुए मुख्यमंत्री योगी आदित्यनाथ ने गुरुवार को कहा कि राज्य को युवाओं के कौशल, उद्यमिता और नवाचार को आगे बढ़ाने के लिए मजबूत मंच तैयार करना होगा।
लखनऊ में युवा उद्यमियों और उद्योग जगत के प्रतिनिधियों को संबोधित करते हुए मुख्यमंत्री ने कहा कि उत्तर प्रदेश के पास बड़ी संख्या में ऊर्जावान और प्रतिभाशाली युवा हैं।
जरूरत इस बात की है कि उन्हें सही प्रशिक्षण, अवसर और संस्थागत सहयोग मिले, ताकि यह जनसंख्या राज्य की अर्थव्यवस्था को गति देने वाली शक्ति बन सके।
यह टिप्पणी ऐसे कार्यक्रम में आई, जहां सरकार ने स्टार्टअप क्षेत्र के लिए वित्तीय सहायता का विस्तार किया। उत्तर प्रदेश स्टार्टअप नीति के तहत 107 स्टार्टअप को 3.42 करोड़ रुपये से अधिक की प्रोत्साहन राशि दी गई।
इसके अलावा नौ इनक्यूबेटर को 1.79 करोड़ रुपये प्रदान किए गए।
कार्यक्रम में उत्तर प्रदेश स्टार्टअप नीति 2026 की पुस्तिका जारी की गई और उत्तर प्रदेश स्टार्टअप मिशन पोर्टल की शुरुआत की गई। इस दौरान 12 नए इनक्यूबेटरों को भी मान्यता प्रदान की गई।
सात साल में स्टार्टअप की संख्या 120 से बढ़कर 24 हजार पार
मुख्यमंत्री ने राज्य के स्टार्टअप क्षेत्र में आए बदलाव का उल्लेख करते हुए कहा कि 2017 से पहले उत्तर प्रदेश में लगभग 120 स्टार्टअप थे।
अब यह संख्या बढ़कर 24,000 से अधिक हो गई है। इनमें आठ ऐसे स्टार्टअप शामिल हैं जो यूनिकॉर्न का दर्जा हासिल कर चुके हैं।
योगी आदित्यनाथ ने इस वृद्धि के पीछे राज्य की स्टार्टअप नीति के साथ-साथ वित्तीय और संस्थागत ढांचे को भी महत्वपूर्ण बताया।
सरकार ने 2019 में भारतीय लघु उद्योग विकास बैंक (SIDBI) के साथ मिलकर Fund of Funds की स्थापना की थी। इसके बाद स्टार्टअप और इनक्यूबेटर के लिए सहायता का दायरा बढ़ाया गया।
मुख्यमंत्री ने कहा कि विदेशी प्रतिनिधिमंडलों के साथ बातचीत के दौरान अक्सर उत्तर प्रदेश की 25 करोड़ से अधिक आबादी को एक बड़ी चुनौती के रूप में देखा जाता है।
उनका कहना था कि इसी विशाल आबादी को कौशल विकास से जोड़कर राज्य के लिए बड़ा demographic dividend तैयार किया जा सकता है।
विश्वविद्यालयों को शोध और नई तकनीक पर फोकस का संदेश
मुख्यमंत्री ने उच्च शिक्षा संस्थानों से भी पारंपरिक शैक्षणिक गतिविधियों से आगे बढ़कर शोध, नवाचार और उद्यमिता को मजबूत करने का आह्वान किया।
उन्होंने कहा कि विश्वविद्यालयों को innovation और research के लिए अलग वित्तीय सहायता दी जा रही है। इसके साथ ही उभरते क्षेत्रों में Centres of Excellence विकसित किए जा रहे हैं।
योगी ने IIT Kanpur की MedTech और ड्रोन तकनीक से जुड़ी प्रस्तावित पहलों का उदाहरण दिया। उन्होंने IIT-BHU और उत्तर प्रदेश कृषि विभाग के बीच प्रस्तावित कार्य का भी उल्लेख किया।
इसके अलावा SGPGI में Centre of Excellence की योजना की जानकारी दी।
मुख्यमंत्री ने कहा कि क्वांटम कंप्यूटिंग, स्पेस टेक्नोलॉजी, ड्रोन, रोबोटिक्स और ग्रीन हाइड्रोजन जैसे क्षेत्रों में जहां भी सहायता की जरूरत होगी, राज्य सरकार सहयोग के लिए तैयार है।
उनके मुताबिक राज्य में एक दर्जन से अधिक Centres of Excellence पहले से संचालित हैं या विकसित किए जा रहे हैं।
भारत के स्टार्टअप इकोसिस्टम में 20% हिस्सेदारी का लक्ष्य
उत्तर प्रदेश सरकार अब राज्य के स्टार्टअप क्षेत्र को राष्ट्रीय स्तर पर और बड़ा बनाने का लक्ष्य लेकर चल रही है।
योगी आदित्यनाथ के अनुसार, देश की कुल आबादी में उत्तर प्रदेश की हिस्सेदारी करीब एक-छठे की है, लेकिन देश के कुल स्टार्टअप में राज्य का हिस्सा फिलहाल लगभग 10% है। उन्होंने इस अंतर को कम करने की जरूरत बताई।
मुख्यमंत्री ने लक्ष्य रखा कि भविष्य में भारत के कुल स्टार्टअप में उत्तर प्रदेश की हिस्सेदारी करीब 20% तक पहुंचनी चाहिए।
हालांकि इस लक्ष्य को हासिल करने के लिए केवल नए स्टार्टअप की संख्या बढ़ाना पर्याप्त नहीं होगा।
पूंजी की उपलब्धता, प्रशिक्षित मानव संसाधन, शोध सुविधाएं, इनक्यूबेशन नेटवर्क और बाजार तक पहुंच जैसे कारक यह तय करेंगे कि नए उद्यम कितने मजबूत और टिकाऊ बनते हैं।
राज्य सरकार की मौजूदा रणनीति में इसलिए युवा आबादी, कौशल विकास, विश्वविद्यालयों, शोध संस्थानों और उभरती तकनीकों को एक साथ जोड़ने पर जोर दिखाई दे रहा है।
इसका उद्देश्य उत्तर प्रदेश की जनसंख्या के आकार को केवल आंकड़ा न रहने देकर उसे उद्यम और आर्थिक उत्पादन की क्षमता में बदलना है।
