Trump described the arrangement as the largest oil agreement ever concluded and said it could strengthen US energy security while putting downward pressure on gasoline prices.

The announcement came as Washington seeks additional sources of crude amid disruption to global oil flows.

Under the proposed structure, a new private venture would develop 17 Venezuelan oil fields.

US officials said the arrangement would give the American side an effective majority interest in the oil produced by the venture, while Venezuela would retain a significant role through the partnership and receive revenues from the development of its resources.

The agreement is expected to rely heavily on private capital to rebuild Venezuela’s ageing oil infrastructure.

Venezuelan interim President Delcy Rodriguez said the projects could draw more than $100 billion in investment and generate more than $209 billion in tax revenue for the Venezuelan government.

For Caracas, the deal offers a route to increase production after years of underinvestment, deteriorating infrastructure and economic turmoil severely weakened the country’s petroleum sector.

Rodriguez has presented the arrangement as part of a broader effort to restore production, create employment and increase state revenues.

For Washington, the attraction is different.

The administration wants access to additional crude supplies and sees Venezuela’s enormous reserves as a potential source of long-term energy security.

Trump has also linked the agreement to his campaign to reduce fuel costs for American consumers.

The White House has said the US government would secure more than half the value of the newly created oil company through a combination of ownership and guaranteed purchases of Venezuelan crude.

The oil would also contribute to replenishing the US Strategic Petroleum Reserve and meeting military energy requirements, according to US officials.

Why Venezuela Matters to Washington

The agreement comes at a particularly sensitive moment for the global oil market.

Disruption around the Strait of Hormuz has constrained one of the world’s most important routes for petroleum shipments, prompting producers and governments to search for alternative sources of supply.

That makes Venezuela strategically significant.

The country possesses the world’s largest proven crude oil reserves, although its actual production has remained far below what its resource base might suggest because of infrastructure problems, investment shortages and years of political and economic instability.

The new arrangement therefore represents more than a conventional commercial oil deal.

It potentially gives Washington a major role in rebuilding and directing a large part of Venezuela’s petroleum industry.

Yet the headline figures do not necessarily translate into an immediate flood of Venezuelan crude reaching US consumers.

Analysts have pointed to the substantial investment, infrastructure rehabilitation and operational work required before production can rise significantly.

Reuters reported that the legal and financial structure of the arrangement remained unclear and that implementation could face political and logistical obstacles.

The agreement also follows a dramatic transformation in US-Venezuela relations this year.

After US forces removed former Venezuelan President Nicolás Maduro in January, Rodriguez assumed the interim presidency.

Washington subsequently moved from confrontation toward cooperation with her government, particularly over Venezuela’s energy resources.

The oil agreement now places that relationship on a new footing: Venezuela gets the prospect of massive capital inflows and a revival of its most important industry, while the United States gains a potentially significant stake in one of the world’s largest petroleum reserves.

Whether the deal ultimately delivers the lower gasoline prices and expanded oil supplies promised by Trump will depend on how quickly investment reaches the fields, how production infrastructure is rebuilt, and whether the arrangement survives Venezuela’s legal and political constraints.

रॉयटर्स के अनुसार समझौते की कानूनी और वित्तीय संरचना के कई पहलू अभी स्पष्ट नहीं हैं और इसके क्रियान्वयन में राजनीतिक तथा लॉजिस्टिक अड़चनें आ सकती हैं।

यह समझौता अमेरिका और वेनेजुएला के रिश्तों में आए असाधारण बदलाव के बाद हुआ है। जनवरी में अमेरिकी कार्रवाई के बाद तत्कालीन राष्ट्रपति निकोलस मादुरो सत्ता से बाहर हो गए थे और डेल्सी रोड्रिगेज ने अंतरिम राष्ट्रपति के रूप में जिम्मेदारी संभाली।

इसके बाद वॉशिंगटन और कराकास के बीच टकराव की जगह सहयोग की दिशा में बदलाव दिखाई दिया, खासकर ऊर्जा क्षेत्र में।

अब तेल समझौता दोनों देशों के हितों को एक नए ढांचे में जोड़ता है।
