US Envoy’s Srinagar Visit Puts Focus on Kashmir Dialogue, Tourism and Political Debate
US Ambassador Sergio Gor’s visit to Srinagar comes amid political tensions in Jammu and Kashmir, with Chief Minister Omar Abdullah stressing that local issues must be addressed within India and Mehbooba Mufti urging Washington to reconsider its Kashmir travel warning.
The visit of US Ambassador to India Sergio Gor to Srinagar on Wednesday has brought an American diplomat back into Jammu and Kashmir after a considerable gap, but Chief Minister Omar Abdullah has made it clear that he does not view the meeting as an avenue for seeking foreign intervention in the region’s affairs.
Gor is scheduled to hold discussions with Abdullah and Lieutenant Governor Manoj Sinha before continuing his journey to Ladakh.
Ahead of the meeting, the Chief Minister said he was interested in hearing the US envoy’s perspective but did not intend to present Jammu and Kashmir’s domestic concerns before a foreign ambassador in the hope of obtaining solutions.
Speaking in Srinagar after reviewing ongoing development works, Abdullah said the issues facing Jammu and Kashmir would have to be dealt with by India’s own institutions and government.
He said his meeting with Gor could naturally include a discussion on the situation in Jammu and Kashmir, but added that he was not looking towards Washington for answers.
Abdullah also said it would not be appropriate for him to use the visit of a foreign ambassador as an occasion to air complaints about domestic matters.
The meeting is scheduled to take place at the Chief Minister’s Gupkar residence later in the day.
The visit is notable because it marks the return of a serving US Ambassador to Jammu and Kashmir after several years.
The last major diplomatic visit of this kind took place in January 2020, when the then US Ambassador to India, Kenneth Juster, travelled to Srinagar and Jammu along with envoys representing 14 other countries.
That visit came in the period following the constitutional changes made in Jammu and Kashmir.
Gor’s visit has also coincided with a day of political confrontation in Srinagar. The BJP’s Jammu and Kashmir unit has announced a protest outside the Civil Secretariat, accusing the Omar Abdullah government of corruption.
The Chief Minister rejected the allegation and challenged the BJP to produce evidence.
Abdullah said his government did not control investigative agencies such as the police, Crime Branch or Anti-Corruption Bureau.
He argued that if the BJP believed corruption had taken place, it should pursue an investigation and seek legal action against those responsible rather than make what he described as unsupported accusations.
He also questioned whether any investigating agency had actually found evidence of corruption in the matters being raised by the opposition party.
Meanwhile, People’s Democratic Party leader and former Chief Minister Mehbooba Mufti drew attention to another issue connected with Kashmir’s engagement with the outside world — tourism.
Mufti said the US Ambassador should review the American travel advisory that discourages travel to Kashmir.
She argued that the warning has a direct economic impact on a region where a large number of families depend on tourism.
According to her, changing the advisory would carry significance beyond tourism numbers.
It could help improve international confidence in visiting Kashmir and ease the difficulties faced by people whose livelihoods are linked to hotels, transport, guiding and other tourism-related activities.
Thus, while the US Ambassador’s visit is expected to include meetings with the top leadership in Srinagar, it has also revived discussion around several larger issues — Jammu and Kashmir’s political situation, relations with the outside world, governance and the revival of international tourism.
For Omar Abdullah, however, the boundary is clear: dialogue with visiting diplomats may be useful, but the responsibility for resolving Jammu and Kashmir’s internal challenges lies within India’s own political and constitutional system.

अमेरिका के भारत स्थित राजदूत सर्जियो गोर के श्रीनगर दौरे के दौरान मुख्यमंत्री उमर अब्दुल्ला से मुलाकात होगी।
मुख्यमंत्री ने स्पष्ट किया कि जम्मू-कश्मीर के आंतरिक मुद्दों के समाधान के लिए किसी विदेशी सरकार से अपेक्षा नहीं की जा रही है।

अमेरिका के भारत स्थित राजदूत सर्जियो गोर बुधवार को श्रीनगर पहुंच रहे हैं, जहां उनकी मुख्यमंत्री उमर अब्दुल्ला और उपराज्यपाल मनोज सिन्हा से मुलाकात प्रस्तावित है।
श्रीनगर के बाद उनके लद्दाख जाने का कार्यक्रम है।
यह दौरा ऐसे समय हो रहा है जब जम्मू-कश्मीर में राजनीतिक मुद्दों, शासन व्यवस्था और पर्यटन से जुड़े सवालों पर लगातार चर्चा चल रही है।
हालांकि मुख्यमंत्री उमर अब्दुल्ला ने पहले ही साफ कर दिया है कि अमेरिकी राजदूत से मुलाकात का अर्थ जम्मू-कश्मीर की समस्याओं के समाधान के लिए किसी विदेशी हस्तक्षेप की मांग नहीं है।
श्रीनगर में विकास कार्यों का जायजा लेने के बाद पत्रकारों से बातचीत करते हुए उमर अब्दुल्ला ने कहा कि वह अमेरिकी राजदूत की बात और उनके विचार सुनने में अधिक रुचि रखते हैं।
उन्होंने कहा कि जम्मू-कश्मीर से जुड़े मुद्दों पर बातचीत हो सकती है, लेकिन वह किसी विदेशी राजदूत के सामने अपनी शिकायतें लेकर नहीं जा रहे हैं और न ही उन्हें वाशिंगटन से किसी समाधान की उम्मीद है।
मुख्यमंत्री के अनुसार, जम्मू-कश्मीर के मामलों का समाधान भारत की अपनी सरकार और संवैधानिक व्यवस्था के माध्यम से ही होगा।
उन्होंने यह भी कहा कि किसी दूसरे देश के राजदूत के समक्ष घरेलू राजनीतिक या प्रशासनिक मुद्दों की शिकायत करना उनके विचार से उचित नहीं होगा।
सर्जियो गोर और उमर अब्दुल्ला की मुलाकात बुधवार दोपहर मुख्यमंत्री के गुपकार स्थित आवास पर होने की संभावना है।
अमेरिकी राजदूत का यह दौरा इसलिए भी महत्वपूर्ण माना जा रहा है क्योंकि काफी समय बाद अमेरिका के किसी सेवारत राजदूत ने जम्मू-कश्मीर का दौरा किया है।
इससे पहले जनवरी 2020 में तत्कालीन अमेरिकी राजदूत केनेथ जस्टर ने 14 अन्य देशों के राजनयिकों के साथ जम्मू और श्रीनगर की यात्रा की थी।
वह दौरा जम्मू-कश्मीर में हुए संवैधानिक बदलावों के बाद हुआ था।
इसी बीच, अमेरिकी राजदूत की यात्रा के दिन प्रदेश की राजनीति भी गरमाई हुई है।
भाजपा की जम्मू-कश्मीर इकाई ने उमर अब्दुल्ला सरकार पर कथित भ्रष्टाचार के आरोप लगाते हुए सिविल सचिवालय के बाहर विरोध प्रदर्शन की योजना बनाई है।
मुख्यमंत्री ने इन आरोपों को खारिज करते हुए भाजपा से सबूत पेश करने को कहा।
उमर अब्दुल्ला ने कहा कि उनकी सरकार के पास पुलिस, अपराध शाखा या भ्रष्टाचार निरोधक ब्यूरो जैसी जांच एजेंसियों पर नियंत्रण नहीं है।
उन्होंने सवाल उठाया कि यदि किसी मामले में भ्रष्टाचार हुआ है तो संबंधित जांच एजेंसियों ने अब तक उसे चिह्नित क्यों नहीं किया।
उन्होंने कहा कि भाजपा को यदि किसी मामले में भ्रष्टाचार के प्रमाण मिलते हैं तो उसे जांच करानी चाहिए और कानून के अनुसार कार्रवाई सुनिश्चित करनी चाहिए, लेकिन बिना प्रमाण के आरोप लगाने से बचना चाहिए।
दूसरी ओर, पूर्व मुख्यमंत्री और पीपुल्स डेमोक्रेटिक पार्टी की नेता महबूबा मुफ्ती ने अमेरिकी राजदूत के दौरे को कश्मीर के पर्यटन क्षेत्र से जुड़े एक महत्वपूर्ण मुद्दे से जोड़ा है।
उन्होंने अमेरिका से कश्मीर की यात्रा को लेकर जारी उच्चस्तरीय ट्रैवल एडवाइजरी की समीक्षा करने और उसे वापस लेने की मांग की।
महबूबा मुफ्ती का कहना है कि यह सलाह केवल एक सुरक्षा चेतावनी तक सीमित नहीं है, बल्कि इसका सीधा असर कश्मीर की अर्थव्यवस्था और पर्यटन पर पड़ता है।
प्रदेश में बड़ी संख्या में परिवारों की आय होटल, परिवहन, गाइड सेवाओं और अन्य पर्यटन गतिविधियों से जुड़ी हुई है।
उनके अनुसार, यदि अमेरिका अपनी यात्रा सलाह में बदलाव करता है तो इससे अंतरराष्ट्रीय पर्यटकों के बीच कश्मीर को लेकर विश्वास बढ़ सकता है और पर्यटन उद्योग से जुड़े लोगों को राहत मिल सकती है।
इस तरह अमेरिकी राजदूत के श्रीनगर दौरे ने एक साथ कई मुद्दों को चर्चा में ला दिया है—जम्मू-कश्मीर की आंतरिक राजनीति, भ्रष्टाचार के आरोप, अंतरराष्ट्रीय संपर्क और पर्यटन की संभावनाएं।
हालांकि मुख्यमंत्री उमर अब्दुल्ला का रुख स्पष्ट है कि विदेशी राजनयिकों के साथ बातचीत का अपना महत्व हो सकता है, लेकिन जम्मू-कश्मीर के राजनीतिक और प्रशासनिक प्रश्नों का समाधान भारत के भीतर ही खोजा जाएगा।
