US Senate Pushes Russia Sanctions Bill That Could Hit India With Up To 100% Tariffs Over Oil Imports

Washington/New Delhi: A bipartisan push in the US Senate to tighten economic pressure on Russia could have significant consequences for India after lawmakers introduced legislation that would allow the United States to impose tariffs of up to 100 per cent on countries continuing to purchase large volumes of Russian oil and natural gas.

The proposed Sanctioning Russia Act of 2026 has already secured the backing of 60 Senators and enjoys the support of US President Donald Trump.

With Senate Republican leader John Thune among its principal sponsors, supporters believe the legislation has a strong chance of clearing the upper chamber before the end of the month.

Instead of imposing automatic penalties on every nation trading with Moscow, the proposed law focuses on the world’s five largest importers of Russian energy.

Under the present trade pattern, those countries are China, India, Slovakia, Hungary and Azerbaijan, according to Senators promoting the measure.

The legislation would authorise the Trump administration to impose import duties of as much as 100 per cent on these countries.

It also seeks to penalise the five countries found to be playing the biggest role in helping Russia bypass international sanctions.

The exact tariff level in each case would be determined by the Office of the United States Trade Representative after assessing individual circumstances.

While the proposal adopts a tougher approach towards major buyers of Russian energy, it makes room for certain European partners that remain dependent on Russian natural gas.

Countries purchasing less than 15 per cent of Russia’s overall natural gas exports and taking measurable steps to reduce those imports would not fall within the scope of the proposed penalties.

According to the bill’s summary,y the list of the top five purchasers would not remain fixed.

The United States Trade Representative would review global purchasing patterns every 180 days and revise the list as well as the tariff levels whenever significant changes occur.

The draft legislation also safeguards American energy security by excluding imports of low-enriched uranium used to fuel nuclear reactors in the United States from the proposed sanctions framework.

The move comes against the backdrop of a sharp rise in India’s purchases of Russian crude.

Data released by the Centre for Research on Energy and Clean Air showed that India’s imports climbed 34 per cent in June compared with the previous month, reaching their highest level so far.

During the month, India bought Russian crude worth approximately 4.5 billion euros, accounting for nearly 36 per cent of Russia’s crude exports. Only China imported more Russian oil during the same period.

The proposed legislation follows the expiry in June of a US general licence that had previously allowed several countries, including India, to continue buying energy without facing American sanctions.

Compared with the earlier version introduced in 2025, the latest proposal reflects a more calibrated approach.

The previous draft had recommended tariffs of up to 500 per cent on countries purchasing Russian energy.

The revised bill reduces the maximum rate to 100 per cent and narrows its application to only the five biggest buyers instead of covering a much larger group of importing nations.

Even if the legislation becomes law, aw the US President would retain discretionary powers under a waiver clause included in the bill.

The provision allows sanctions or tariffs to be suspended for a particular country provided the President certifies before Congress that such a decision serves the national interest of the United States and submits a formal justification.


रूस से तेल खरीदने पर भारत पर भी 100 प्रतिशत तक शुल्क लगाने का अमेरिकी सीनेट में प्रस्तावित विधेयक

वाशिंगटन/नई दिल्ली: रूस पर आर्थिक दबाव बढ़ाने की अमेरिकी रणनीति अब नए चरण में प्रवेश करती दिखाई दे रही है। अमेरिकी सीनेट में पेश किए गए एक नए विधेयक में रूस से बड़ी मात्रा में तेल और प्राकृतिक गैस खरीदने वाले देशों पर 100 प्रतिशत तक आयात शुल्क लगाने का प्रस्ताव किया गया है।

मौजूदा परिस्थितियों में इस प्रस्ताव के दायरे में भारत भी शामिल है।

सैंक्शनिंग रशिया एक्ट 2026 नामक इस विधेयक को अब तक 60 अमेरिकी सीनेटरों का समर्थन मिल चुका है। राष्ट्रपति डोनाल्ड ट्रंप भी इसके पक्ष में हैं जबकि सीनेट में रिपब्लिकन बहुमत के नेता जॉन थ्यून इसके प्रमुख समर्थकों में शामिल हैं।

विधेयक के समर्थकों का मानना है कि इसे जल्द ही सीनेट की मंजूरी मिल सकती है।

यह प्रस्ताव सभी देशों पर समान रूप से लागू नहीं होगा बल्कि रूस से सबसे अधिक तेल या प्राकृतिक गैस खरीदने वाले पांच देशों को लक्ष्य बनाएगा।

वर्तमान स्थिति में चीन, भारत, स्लोवाकिया, हंगरी और अजरबैजान इस सूची में शामिल बताए गए हैं।

विधेयक ट्रंप प्रशासन को इन देशों पर अधिकतम 100 प्रतिशत तक आयात शुल्क लगाने का अधिकार देने का प्रस्ताव करता है।

इसके साथ ही उन पांच देशों पर भी कार्रवाई का प्रावधान रखा गया है जिन पर रूस को अंतरराष्ट्रीय प्रतिबंधों से बचने में सहायता करने का आरोप होगा। अंतिम शुल्क दर अमेरिकी व्यापार प्रतिनिधि कार्यालय तय करेगा।

हालांकि यूरोप के कुछ सहयोगी देशों के लिए इस विधेयक में विशेष रियायत भी रखी गई है।

जिन देशों का रूस से प्राकृतिक गैस आयात उसके कुल गैस निर्यात का 15 प्रतिशत से कम है और जो अपने आयात को कम करने की दिशा में ठोस कदम उठा रहे हैं उन्हें प्रस्तावित शुल्क से बाहर रखा जाएगा।

विधेयक के अनुसार रूस से ऊर्जा खरीदने वाले शीर्ष पांच देशों की सूची स्थायी नहीं रहेगी।

अमेरिकी व्यापार प्रतिनिधि प्रत्येक 180 दिन बाद इसकी समीक्षा करेगा और जरूरत पड़ने पर सूची तथा शुल्क दरों दोनों में बदलाव किया जा सकेगा।

प्रस्तावित कानून में अमेरिकी परमाणु ऊर्जा संयंत्रों में उपयोग होने वाले कम संवर्धित यूरेनियम के आयात को भी विशेष छूट दी गई है ताकि देश की परमाणु ऊर्जा आपूर्ति प्रभावित न हो।

यह पूरा घटनाक्रम ऐसे समय सामने आया है जब भारत द्वारा रूस से कच्चे तेल की खरीद लगातार बढ़ रही है। सेंटर फॉर रिसर्च ऑन एनर्जी एंड क्लीन एयर के अनुसार जून में भारत का रूसी कच्चे तेल का आयात पिछले महीने की तुलना में 34 प्रतिशत बढ़कर रिकॉर्ड स्तर पर पहुंच गया।

जून के दौरान भारत ने लगभग 4.5 अरब यूरो मूल्य का रूसी कच्चा तेल खरीदा जो रूस के कुल कच्चे तेल के निर्यात का करीब 36 प्रतिशत था। इस अवधि में चीन पहले और भारत दूसरे स्थान पर रहे।

इस बीच जून में वह अमेरिकी सामान्य लाइसेंस भी समाप्त हो गया जिसके तहत भारत सहित कई देशों को अमेरिकी प्रतिबंधों की चिंता के बिना ऊर्जा खरीदने की अनुमति मिली हुई थी।

नया विधेयक पिछले वर्ष पेश किए गए मसौदे की तुलना में अपेक्षाकृत नरम माना जा रहा है।

2025 के प्रस्ताव में रूस से ऊर्जा खरीदने वाले देशों पर 500 प्रतिशत तक शुल्क लगाने की बात कही गई थी जबकि मौजूदा संस्करण में अधिकतम सीमा 100 प्रतिशत निर्धारित की गई है।

साथ ही इसका दायरा केवल पांच सबसे बड़े खरीदार देशों तक सीमित रखा गया है।

विधेयक में राष्ट्रपति को विशेष अधिकार भी दिए गए हैं।

यदि अमेरिकी राष्ट्रपति यह प्रमाणित करें कि किसी देश को छूट देना अमेरिका के राष्ट्रीय हित में है और इसके समर्थन में कांग्रेस के समक्ष उचित कारण प्रस्तुत करें तो उस देश पर लगाए जाने वाले शुल्क या प्रतिबंध को माफ किया जा सकता है।
