US Visa Bond Rules: India Exempt as 50 Countries Face New B1/B2 Requirements
The United States has introduced a visa-bond requirement for nationals of 50 countries, but Indian passport holders have been left outside the programme.
India has emerged as one of the notable countries excluded from a new US visa-bond programme that could require citizens of 50 nations to deposit as much as $20,000 when applying for certain temporary US visas.
The measure applies to applicants seeking B1 business or B2 visitor visas, with the US government introducing financial bonds for nationals of countries it has identified under the programme.
Depending on the applicant and the applicable category, the bond can be set at $10,000, $15,000 or $20,000.
For Indian travellers, however, the development does not create an additional visa-bond burden.
India is not among the 50 countries covered by the requirement, meaning Indian passport holders applying for B1/B2 visas are exempt from the new bond provision.
The programme is being implemented under provisions of US immigration law that allow a consular officer to require a visa applicant to furnish a bond in circumstances covered by the law.
Applicants who are subject to the requirement must complete the prescribed process before travelling to the United States.
The US authorities have also specified an official mechanism for payment of the bond.
Where a bond is required, applicants are directed to use the government’s designated payment process rather than private agents or unofficial websites.
The bond is linked to Form I-352, while payments are processed through the US government’s Pay.gov platform.
The new requirement is separate from the normal visa application process and should not be confused with the standard visa fee.
The bond is an additional financial obligation imposed only on applicants from countries included in the programme.
The US government has simultaneously issued warnings to visa applicants to remain cautious about fraudulent websites and intermediaries claiming to arrange visa bonds.
Applicants should rely only on official US government channels when making any payment connected with the requirement.
The list of affected countries is not applicable to India. Nationals of Nepal and Bangladesh are scheduled to come under the programme from January 21, while Bhutanese nationals are covered from January 1.
For Indian travellers and businesses, the exemption means the new bond requirement will not add a potential $10,000-to-$20,000 financial condition to applications for B1/B2 visas.
Indian applicants will continue to follow the applicable US visitor and business visa procedures without this additional bond.
The development is particularly relevant for Indians travelling to the US for tourism, family visits, business meetings, conferences, and other temporary purposes, as the financial requirement could otherwise have significantly increased the upfront cost of obtaining a visa.

अमेरिका जाने वाले भारतीय यात्रियों के लिए राहत की खबर है। अमेरिका ने 50 देशों के नागरिकों के लिए नई वीजा बॉन्ड व्यवस्था लागू की है, जिसके तहत कुछ आवेदकों को 10,000, 15,000 या 20,000 डॉलर तक की राशि जमा करनी पड़ सकती है। हालांकि, भारत को इस व्यवस्था से बाहर रखा गया है।
नई व्यवस्था मुख्य रूप से B1 बिजनेस और B2 विजिटर वीजा के आवेदकों से संबंधित है। संबंधित देशों के नागरिकों पर उनकी पात्रता और मामले की परिस्थितियों के आधार पर बॉन्ड लगाया जा सकता है।
भारत के मामले में इस नियम का सीधा असर नहीं पड़ेगा। भारतीय पासपोर्ट धारकों को B1 या B2 वीजा के लिए आवेदन करते समय इस अतिरिक्त बॉन्ड राशि को जमा करने की आवश्यकता नहीं होगी, क्योंकि भारत 50 प्रभावित देशों की सूची में शामिल नहीं है।
अमेरिकी आव्रजन कानून के तहत कुछ परिस्थितियों में वीजा आवेदक से वित्तीय बॉन्ड मांगा जा सकता है। जिन आवेदकों पर यह शर्त लागू होगी, उन्हें अमेरिका की ओर से निर्धारित प्रक्रिया का पालन करना होगा।
अमेरिकी अधिकारियों ने बॉन्ड जमा करने के लिए आधिकारिक सरकारी माध्यम भी निर्धारित किया है। इसके लिए Form I-352 और अमेरिकी सरकार के Pay.gov प्लेटफॉर्म का इस्तेमाल किया जाना है। आवेदकों को निजी एजेंटों या अनधिकृत वेबसाइटों के माध्यम से भुगतान करने से बचने की सलाह दी गई है।
यह बॉन्ड सामान्य अमेरिकी वीजा आवेदन शुल्क से अलग है। यानी जिन देशों पर यह व्यवस्था लागू है, उनके पात्र आवेदकों को सामान्य वीजा प्रक्रिया के अलावा अतिरिक्त वित्तीय दायित्व भी पूरा करना पड़ सकता है।
अमेरिकी सरकार ने आवेदकों को धोखाधड़ी वाली वेबसाइटों और ऐसे बिचौलियों से सावधान रहने को कहा है जो वीजा बॉन्ड की प्रक्रिया कराने का दावा करते हैं। भुगतान या आवेदन से जुड़ी जानकारी के लिए केवल आधिकारिक अमेरिकी सरकारी माध्यमों पर भरोसा करने की सलाह दी गई है।
नई व्यवस्था के तहत नेपाल और बांग्लादेश के नागरिकों पर यह प्रावधान 21 जनवरी से लागू होना है, जबकि भूटान के नागरिकों के लिए इसे 1 जनवरी से लागू किया जाना है।
भारत के इस सूची से बाहर रहने का मतलब है कि भारतीय पर्यटकों, कारोबारियों और अन्य B1/B2 वीजा आवेदकों पर 10,000 से 20,000 डॉलर तक की अतिरिक्त बॉन्ड राशि जमा करने का यह नया बोझ नहीं पड़ेगा।
यह छूट भारतीय यात्रियों के लिए महत्वपूर्ण है, क्योंकि अमेरिका की यात्रा करने वाले लोग पर्यटन, पारिवारिक मुलाकात, व्यापारिक बैठकों, सम्मेलनों और अन्य अस्थायी उद्देश्यों के लिए बड़ी संख्या में B1/B2 वीजा का इस्तेमाल करते हैं।
