Uttar Pradesh Government Allocates Budget and Sets Timeline for Major Overhaul of Judicial Infrastructure
In a significant push to modernize and strengthen the judicial infrastructure in the state, the Government of Uttar Pradesh has sanctioned a substantial budget and outlined a clear 18-month timeline for the redevelopment and renovation of outdated court complexes and official residences for judges.
This initiative is part of a broader strategy to improve the working and living conditions of the judiciary, enhance the efficiency of the legal system, and ensure the availability of secure and well-equipped judicial spaces.
According to an official statement issued on Wednesday, a series of comprehensive construction and renovation projects will be undertaken in key locations, including the state capital Lucknow and the judicial hub of Prayagraj.
These works are being carried out under the supervision of the Technical Cell of the Planning Department, which has drawn up an extensive action plan. The total estimated cost for the new judicial residences in Lucknow and Prayagraj alone stands at approximately ₹143 crore.
Residential Complex in Lucknow
In Lucknow, the project envisions the development of a modern residential complex exclusively designed for members of the judiciary.
The complex will feature 25 individual single-storey residential units for judges, along with a two-storey guest house to accommodate visiting dignitaries and officials.
Each building will be constructed on the ground floor level, promoting accessibility and ease of use.
The complex will be equipped with various essential facilities, including:
- Two dormitories for support staff or visiting personnel
- Three additional dormitories are designated for security personnel
- Three separate guard rooms to ensure round-the-clock vigilance
- Four strategically positioned watchtowers for enhanced perimeter security
- A pump room and electric substation to ensure uninterrupted utility services
- A diesel generator (DG) set for backup power supply
- Lifts for vertical mobility in the guest house
- Cement-concrete (CC) roads within the premises for better connectivity
- Ample parking space, central dividers, and green belts to enhance the overall environment
- A solar photovoltaic plant to support clean energy goals
- A boundary wall for security and privacy
Residential Project in Prayagraj
Similarly, in Prayagraj, 14 new bungalows are planned for construction, each intended to serve as official residences for judges. This facility, to,o will include:
- A dormitory
- A multipurpose facility room for meetings or community gatherings
- A pump room, an electric substation, a DG set, and a lift
- Watchtowers, CCTV surveillance, and other security features
- Internal CC roads, green belts, solar panels, parking spaces, and a boundary wall
Like the Lucknow complex, the Prayagraj project is designed with a focus on durability, sustainability, and modern utility. Both complexes will be developed in Engineering, Procurement, and Construction (EPC) mode, ensuring adherence to high-quality standards and timely delivery within 18 months.
Statewide Infrastructure Development
Beyond these two flagship projects, the government has also initiated extensive infrastructure development in numerous districts across the state.
These include Aligarh, Jaunpur (with a focus on Family Court facilities), Talbehat (in Lalitpur district), Gorakhpur, Ghazipur, Shravasti, Kasganj, Amethi, Shamli, Hathras, Auraiya, Chandauli, Mahoba, Moradabad, Agra, Ballia, and Etawah.
These district-level projects cover a broad range of activities, from the construction of new court buildings to the refurbishment of existing judicial structures and the development of additional administrative and residential facilities.
The goal is to improve judicial access, strengthen institutional infrastructure, and streamline court operations across urban and rural areas alike.
According to officials, this initiative reflects the state government’s commitment to bolstering the justice delivery system by addressing long-standing infrastructural deficiencies. The new infrastructure will not only enhance the working conditions for judges and court staff but will also create a more conducive environment for litigants and the legal fraternity at large.
By investing in these comprehensive upgrades, Uttar Pradesh is positioning itself as a forward-looking state that recognizes the pivotal role of a robust judicial framework in upholding the rule of law and ensuring equitable justice for all citizens.
