Uttarakhand Halts Tree Felling for Bhaniyawala–Rishikesh Highway After Public Outcry
Dehradun: Responding to widespread public protests and growing environmental concerns, the Uttarakhand government has temporarily suspended the felling of trees for the proposed Bhaniyawala–Rishikesh highway widening project.
The decision came after sustained opposition from residents, environmental groups and civil society organisations over the impact of the project on the ecologically sensitive Shivalik landscape.
The National Highways Authority of India (NHAI) plans to widen the nearly 19-kilometre stretch connecting Bhaniyawala and Rishikesh near Jolly Grant Airport.
The project requires the removal of 4,369 trees, while compensatory afforestation measures have also been proposed.
According to the NHAI, more than ₹1.97 crore has been deposited towards plantation and maintenance for the next ten years, and 40 hectares of non-forest land have been transferred to the Forest Department for raising new forests.
The proposed road passes through the Shivalik Elephant Reserve, triggering fears about its impact on wildlife habitats and elephant movement corridors.
Residents and environmental activists have staged continuous demonstrations, with many attempting to physically prevent the cutting of trees.
During the protests, police registered an FIR against unidentified individuals for allegedly obstructing government officials from carrying out their duties.
Amid mounting pressure, Chief Minister Pushkar Singh Dhami announced that the tree-felling exercise would remain on hold until fresh consultations are held with all stakeholders.
He directed the Chief Secretary and senior officials to engage with residents, public representatives, environmental experts, and other concerned groups before any further decision is taken.
The Chief Minister said that while infrastructure development remains important, it cannot come at the cost of environmental protection, local interests or public sentiment.
The NHAI has defended the project, stating that it incorporates several wildlife-friendly features designed to minimise ecological damage.
These include a 3.5-kilometre elevated elephant underpass system, additional dedicated elephant crossings, six large box culverts for animals such as tigers, leopards, jackals, wild boars, sambar and spotted deer, and thirteen pipe culverts for reptiles, amphibians and other smaller species.
The project also proposes green guide hedges, sound barriers, anti-glare screens, wildlife warning signs, speed-calming measures, and designated no-horn zones to reduce accidents involving animals.
Earlier, a contempt petition seeking a stay on the tree-felling exercise was dismissed by the Uttarakhand High Court.
However, environmentalists continue to argue that the road expansion could adversely affect the eighth, ninth, and tenth wildlife corridors within the Shivalik Elephant Reserve.
They have also pointed out that in 2020, while considering the expansion of Dehradun’s Jolly Grant Airport, the Union Environment Ministry had advised the state to avoid ecologically sensitive parts of the reserve wherever possible.
The state’s earlier attempt to denotify the Shivalik Elephant Reserve was subsequently stayed by the High Court.
As of Sunday, the state government has not resumed tree felling.
Officials have confirmed that consultations with stakeholders will take place before any further action is considered.
Meanwhile, environmental groups have welcomed the temporary suspension but continue to demand a comprehensive ecological review and exploration of alternative alignments that would minimise damage to the forest ecosystem.
Around 400 trees had reportedly already been felled before the suspension order was issued.

देहरादून। व्यापक जनविरोध और पर्यावरणीय चिंताओं को देखते हुए उत्तराखंड सरकार ने भानियावाला–ऋषिकेश सड़क चौड़ीकरण परियोजना के लिए प्रस्तावित पेड़ों की कटाई पर फिलहाल रोक लगा दी है।
शिवालिक क्षेत्र की पारिस्थितिकी और वन्यजीवों पर संभावित प्रभाव को लेकर स्थानीय लोगों, पर्यावरणविदों और विभिन्न सामाजिक संगठनों द्वारा लगातार विरोध प्रदर्शन किए जा रहे थे, जिसके बाद सरकार ने यह निर्णय लिया।
राष्ट्रीय राजमार्ग प्राधिकरण (एनएचएआई) की इस परियोजना के तहत जॉली ग्रांट हवाई अड्डे के निकट स्थित लगभग 19 किलोमीटर लंबे भानियावाला–ऋषिकेश मार्ग का चौड़ीकरण प्रस्तावित है।
इसके लिए 4,369 पेड़ों की कटाई चिन्हित की गई है। एनएचएआई का कहना है कि प्रतिपूरक वनीकरण तथा अगले दस वर्षों तक उसके रखरखाव के लिए 1.97 करोड़ रुपये से अधिक जमा कराए गए हैं।
इसके अलावा नए वन विकसित करने के उद्देश्य से राज्य सरकार ने 40 हेक्टेयर गैर-वन भूमि वन विभाग को हस्तांतरित की है।
यह मार्ग शिवालिक हाथी रिजर्व से होकर गुजरता है, जिससे वन्यजीवों और हाथियों के प्राकृतिक आवागमन पर प्रभाव पड़ने की आशंका जताई जा रही है।
इसी मुद्दे को लेकर स्थानीय निवासी और पर्यावरण कार्यकर्ता लगातार विरोध कर रहे हैं। कई प्रदर्शनकारियों ने पेड़ों की कटाई रोकने के लिए मौके पर पहुंचकर शांतिपूर्ण ढंग से प्रतिरोध भी किया।
इस दौरान पुलिस ने सरकारी कार्य में बाधा डालने के आरोप में अज्ञात लोगों के खिलाफ प्राथमिकी दर्ज की।
बढ़ते विरोध के बीच मुख्यमंत्री पुष्कर सिंह धामी ने घोषणा की कि सभी संबंधित पक्षों के साथ व्यापक सहमति बनने तक पेड़ों की कटाई स्थगित रहेगी।
उन्होंने मुख्य सचिव और वरिष्ठ अधिकारियों को निर्देश दिए हैं कि स्थानीय निवासियों, जनप्रतिनिधियों, पर्यावरण विशेषज्ञों और अन्य हितधारकों से विस्तृत चर्चा के बाद ही आगे का निर्णय लिया जाए।
मुख्यमंत्री ने कहा कि विकास आवश्यक है, लेकिन जनता की भावनाओं, पर्यावरण और स्थानीय हितों की अनदेखी कर कोई फैसला नहीं लिया जाएगा।
एनएचएआई ने परियोजना का पक्ष रखते हुए कहा है कि वन्यजीव संरक्षण को ध्यान में रखकर इसमें कई विशेष प्रावधान शामिल किए गए हैं।
इनमें लगभग 3.5 किलोमीटर लंबी एलिवेटेड हाथी अंडरपास प्रणाली, हाथियों के लिए अतिरिक्त सुरक्षित मार्ग, बाघ, तेंदुआ, सियार, जंगली सूअर, सांभर और चीतल जैसे वन्यजीवों के लिए छह बड़े बॉक्स कलवर्ट तथा सरीसृपों, उभयचरों और छोटे जीवों के लिए 13 पाइप कलवर्ट बनाए जा रहे हैं।
इसके साथ ही ग्रीन गाइड हेज, ध्वनि अवरोधक, एंटी-ग्लेयर स्क्रीन, वन्यजीव चेतावनी संकेतक, गति नियंत्रण उपाय और नो-हॉर्न जोन जैसी व्यवस्थाएं भी प्रस्तावित हैं।
इससे पहले पेड़ों की कटाई पर रोक लगाने की मांग वाली अवमानना याचिका उत्तराखंड हाईकोर्ट द्वारा खारिज की जा चुकी है।
हालांकि पर्यावरणविदों का कहना है कि यह परियोजना शिवालिक हाथी रिजर्व के आठवें, नौवें और दसवें वन्यजीव गलियारों को प्रभावित कर सकती है।
उनका यह भी कहना है कि वर्ष 2020 में देहरादून के जॉली ग्रांट हवाई अड्डे के विस्तार के दौरान केंद्रीय पर्यावरण, वन एवं जलवायु परिवर्तन मंत्रालय ने राज्य सरकार को सलाह दी थी कि रिजर्व के संवेदनशील क्षेत्रों से बचते हुए वैकल्पिक विकल्पों पर विचार किया जाए।
शिवालिक हाथी रिजर्व को डिनोटिफाई करने के राज्य सरकार के पूर्व प्रयास पर भी हाईकोर्ट ने रोक लगा दी थी।
रविवार तक पेड़ों की कटाई दोबारा शुरू नहीं की गई है। राज्य सरकार ने स्पष्ट किया है कि सभी हितधारकों के साथ चर्चा पूरी होने के बाद ही आगे का निर्णय लिया जाएगा।
दूसरी ओर, पर्यावरण संगठनों ने इस अस्थायी रोक का स्वागत करते हुए परियोजना की व्यापक पर्यावरणीय समीक्षा और ऐसे वैकल्पिक मार्ग की मांग की है जिससे जंगल और वन्यजीवों को न्यूनतम नुकसान पहुंचे।
अधिकारियों के अनुसार, रोक लगाए जाने से पहले लगभग 400 पेड़ों की कटाई हो चुकी थी।
