VHP Calls for Muslim Exclusion from Maharashtra Garba Events, Seeks Tighter Entry Checks
The organisation asks Navratri event organisers to verify attendees through Aadhaar and tilak, while its stand draws attention to RSS chief Mohan Bhagwat’s recent remarks on Hindu-Muslim unity.
The upcoming Navratri festivities in Maharashtra have acquired a political and social dimension after the Vishwa Hindu Parishad (VHP) announced a set of proposed restrictions for garba and dandiya programmes, including a call to keep Muslims out of such events.
The organisation has asked organisers of the 10-day celebrations to adopt tighter measures for determining who can enter the venues.
Among the measures it has proposed are checking Aadhaar cards and applying tilak to the foreheads of participants as a means of establishing their Hindu identity.
VHP national spokesperson and joint secretary Shriraj Nair said the organisation had decided that Muslim participation in garba and dandiya programmes should not be permitted during the festival.
He linked the position to the religious character of Navratri, arguing that the celebrations centre on devotion to the Goddess rather than being merely cultural entertainment.
Nair questioned the participation of people who, according to him, do not share the religious practices associated with Hindu worship.
He said the organisation saw no reason to relax its proposed entry conditions for those who do not follow the same beliefs or form of worship.
At the same time, the VHP spokesperson maintained that the proposed restrictions should not be interpreted as opposition to another community.
He described the measures as safeguards intended to preserve what the organisation regards as the Hindu character of traditional festivals.
The VHP has long maintained positions on issues including religious conversion and cow slaughter, and Nair said the organisation regards Hindu festivals as an important part of the community’s cultural inheritance.
He argued that allowing what the organisation considers dilution of that character would run contrary to its stated objectives.
The VHP’s position has also brought into focus comments made only days earlier by Rashtriya Swayamsevak Sangh (RSS) chief Mohan Bhagwat during an appearance at Madison Square in New York.
Bhagwat had stressed the idea of human equality and said that a person could not claim to be Hindu while believing that Muslims should have no place in India.
Bhagwat had also spoken of Hinduism as an outlook that recognises different paths as leading towards the same ultimate goal and emphasised that every individual possesses dignity irrespective of differences.
Asked about the apparent contrast between those remarks and the VHP’s proposed restrictions, Nair declined to comment on the RSS chief’s statement.
He instead reiterated that the VHP considers social harmony and peaceful coexistence important.
The VHP spokesperson nevertheless defended the organisation’s approach, saying its concern was whether participation rules should be eased for people who do not share the religious framework associated with the celebrations.
Nair further said that Muslims wishing to celebrate Navratri could do so within their own families and communities.
He suggested that they could organise similar festivities at mosques or at places where they live.
The proposed guidelines come ahead of the 10-day Navratri period, when garba and dandiya gatherings become a major feature of festive activity across Maharashtra.
The VHP’s announcement is therefore likely to place greater attention on how individual event organisers implement entry and participation rules during the celebrations.

संगठन ने राज्यभर में होने वाले इन कार्यक्रमों में मुस्लिमों की भागीदारी नहीं होने देने की बात कही है।
VHP ने आयोजकों से प्रवेश व्यवस्था को पहले की तुलना में अधिक सख्त रखने का आग्रह किया है।
प्रस्तावित उपायों में प्रतिभागियों के आधार कार्ड की जांच और माथे पर तिलक लगाने जैसी व्यवस्थाएं शामिल हैं, जिन्हें संगठन हिंदू पहचान की पुष्टि से जोड़ रहा है।
VHP के राष्ट्रीय प्रवक्ता और संयुक्त सचिव श्रीराज नायर ने कहा कि संगठन ने नवरात्रि के दौरान गरबा और डांडिया कार्यक्रमों में मुस्लिमों की भागीदारी रोकने का निर्णय लिया है।
उनके अनुसार, नवरात्रि को केवल नृत्य और मनोरंजन तक सीमित नहीं देखा जा सकता क्योंकि इसका मूल स्वरूप देवी आराधना से जुड़ा है।
नायर ने सवाल उठाया कि जो लोग हिंदू धार्मिक मान्यताओं और पूजा-पद्धति से सहमत नहीं हैं, उन्हें ऐसे आयोजनों में शामिल होने की अनुमति क्यों दी जानी चाहिए।
उन्होंने कहा कि इसी आधार पर संगठन अपने निर्धारित नियमों में किसी तरह की ढील के पक्ष में नहीं है।
हालांकि, VHP प्रवक्ता ने यह भी कहा कि उसके प्रस्तावित प्रतिबंधों को किसी समुदाय के प्रति विरोध के रूप में नहीं देखा जाना चाहिए।
उनका दावा था कि संगठन का उद्देश्य हिंदू त्योहारों की धार्मिक और सांस्कृतिक पहचान को बनाए रखना है।
VHP धर्मांतरण और गोहत्या जैसे मुद्दों पर अपने लंबे समय से चले आ रहे रुख के लिए जानी जाती है।
नायर ने कहा कि संगठन हिंदू त्योहारों को हिंदू समाज की सांस्कृतिक विरासत का महत्वपूर्ण हिस्सा मानता है और इस स्वरूप में किसी प्रकार का बदलाव स्वीकार नहीं करना चाहता।
इस पूरे विवाद के बीच राष्ट्रीय स्वयंसेवक संघ (RSS) प्रमुख मोहन भागवत के हालिया न्यूयॉर्क संबोधन का भी उल्लेख सामने आया है।
मैडिसन स्क्वायर में दिए गए अपने संबोधन में भागवत ने कहा था कि भारत में मुसलमानों के लिए कोई स्थान नहीं होने की सोच रखने वाला व्यक्ति स्वयं को हिंदू नहीं कह सकता।
भागवत ने मानव समानता और गरिमा पर भी जोर दिया था।
उन्होंने हिंदू दृष्टिकोण का उल्लेख करते हुए कहा था कि अलग-अलग रास्ते एक ही अंतिम लक्ष्य तक पहुंच सकते हैं और मनुष्यों के बीच मूल रूप से कोई भेद नहीं होना चाहिए।
जब नायर से उनके संगठन के रुख की तुलना RSS प्रमुख के इन विचारों से करने को कहा गया, तो उन्होंने भागवत की टिप्पणी पर प्रतिक्रिया देने से इनकार कर दिया।
हालांकि, उन्होंने दोहराया कि VHP सामाजिक सौहार्द और शांति में विश्वास करती है।
इसके बावजूद नायर ने संगठन के दिशा-निर्देशों का बचाव करते हुए कहा कि सवाल यह है कि ऐसे लोगों के लिए नियमों में छूट क्यों दी जाए जो नवरात्रि से जुड़ी धार्मिक मान्यताओं और पूजा-पद्धति को नहीं मानते।
उन्होंने मुस्लिम समुदाय के उन लोगों के लिए भी एक सुझाव दिया जो नवरात्रि उत्सव में शामिल होना चाहते हैं। नायर के अनुसार, वे अपने परिवार के साथ अपने स्तर पर ऐसे आयोजन कर सकते हैं और मस्जिदों अथवा अपने निवास स्थानों पर नवरात्रि कार्यक्रम आयोजित कर सकते हैं।
नवरात्रि दस दिनों तक चलने वाला प्रमुख पर्व है और महाराष्ट्र में इस दौरान गरबा तथा डांडिया के बड़े आयोजन होते हैं।
VHP के ताजा रुख के बाद इन कार्यक्रमों में आयोजकों द्वारा प्रवेश और प्रतिभागियों की जांच से जुड़े नियम किस तरह लागू किए जाते हैं, इस पर विशेष नजर रहेगी।
