West Bengal IPS Officer Bushara Bano Transferred After ‘Assalamu Alaikum’ Video Controversy
Bano moved from Kharagpur Additional SP post to SAP 4th Battalion; two WBPS officers also got new assignments.
KOLKATA: The West Bengal government has transferred IPS officer Dr Bushara Bano from her post as Additional Superintendent of Police in Kharagpur, Paschim Medinipur, amid controversy over a video in which she spoke about her UPSC journey and credited Aligarh Muslim University’s Residential Coaching Academy with helping her prepare for the civil services examination.
The government order describes the move as part of a minor administrative reshuffle undertaken in the public interest.
It does not explicitly cite the video controversy or the complaints against Bano as the reason for her transfer.
The transfer came shortly after a video featuring Bano circulated on social media. In the recording, the 2021-batch IPS officer spoke about her path towards the civil services and recalled how the Residential Coaching Academy at AMU assisted her during her UPSC preparation.
She also referred to the university’s library and encouraged others to make use of such facilities.
The video opened with the Islamic greeting “Assalamu Alaikum” and included expressions such as “Inshallah” and “Jazakallah”.
The use of these expressions became the focus of criticism from some right-wing social media groups.
The organisation Hindu Legal Fund said on X that it had submitted a complaint to West Bengal Home Secretary Sanghamitra Ghosh.
The group questioned Bano’s use of religious expressions in a communication made while serving as a police officer and argued that officials representing the state should maintain neutrality and use what it described as national expressions.
Bano did not comment when contacted about either the controversy or the circumstances surrounding her transfer.
The government’s transfer order, meanwhile, changes Bano’s assignment from Kharagpur to the State Armed Police’s 4th Battalion, where she has been appointed Deputy Commandant.
The reshuffle also affects two West Bengal Police Service officers. Partha Ghosh, who was serving as Additional Deputy Commissioner of the Chandannagar Police Commissionerate, has been posted as Additional SP of Kharagpur, replacing Bano.
Subhendu Mandal, who was serving as Deputy Commandant of the SAP 4th Battalion, has been moved to the Chandannagar Police Commissionerate as Additional Deputy Commissioner, taking over the position vacated by Ghosh. The official order said the postings would remain effective until further orders.
Mahua Moitra questions transfer
The development drew criticism from Trinamool Congress MP Mahua Moitra. In a post on X, she attacked the decision and linked Bano’s transfer to the controversy surrounding her use of Islamic expressions.
Moitra described the episode as an example of what she characterised as growing intolerance and alleged that a Muslim police officer had been singled out over the language used in her video.
Her remarks were part of a wider political reaction to the transfer.
The controversy has consequently brought renewed attention to questions surrounding the public communication of serving government officials, including the boundaries between personal expression, religious language and expectations of official neutrality.
For now, however, the formal government notification records the changes as an administrative reshuffle carried out in the public interest. The order does not expressly establish a connection between Bano’s transfer and the complaints over her video.

कोलकाता: पश्चिम बंगाल कैडर की IPS अधिकारी डॉ. बुशरा बानो का खड़गपुर के एडिशनल एसपी पद से तबादला कर दिया गया है।
यह फैसला उनके उस वीडियो को लेकर विवाद उठने के कुछ समय बाद सामने आया है, जिसमें उन्होंने अपनी UPSC तैयारी के अनुभव साझा करते हुए अलीगढ़ मुस्लिम विश्वविद्यालय (AMU) की रेजिडेंशियल कोचिंग एकेडमी (RCA) की मदद का उल्लेख किया था।
सरकार की ओर से जारी आदेश में इस बदलाव को जनहित में किया गया एक छोटा प्रशासनिक फेरबदल बताया गया है।
आदेश में बानो के वीडियो या उसके खिलाफ की गई शिकायत को उनके तबादले का प्रत्यक्ष कारण नहीं बताया गया है।
बुशरा बानो का वीडियो सोशल मीडिया पर चर्चा में आने के बाद विवाद का विषय बन गया था। वीडियो में उन्होंने सिविल सेवा में अपने सफर के बारे में बताया और कहा कि UPSC की तैयारी के दौरान AMU की रेजिडेंशियल कोचिंग एकेडमी से उन्हें काफी मदद मिली।
उन्होंने विश्वविद्यालय की लाइब्रेरी का भी उल्लेख किया और प्रतियोगी परीक्षाओं की तैयारी करने वालों को ऐसे संसाधनों का लाभ उठाने की सलाह दी।
वीडियो की शुरुआत उन्होंने ‘अस्सलामु अलैकुम’ से की थी। बातचीत के दौरान ‘इंशाअल्लाह’ और ‘जज़ाकल्लाह’ जैसे शब्दों का भी इस्तेमाल किया गया।
इन्हीं अभिव्यक्तियों को लेकर सोशल मीडिया पर कुछ दक्षिणपंथी संगठनों और अकाउंट्स की ओर से आपत्ति जताई गई।
‘हिंदू लीगल फंड’ नामक संगठन ने सोशल मीडिया मंच X पर दावा किया कि उसने पश्चिम बंगाल की गृह सचिव संघमित्रा घोष को शिकायत भेजी है।
संगठन ने आरोप लगाया कि सरकारी सेवा में रहते हुए सार्वजनिक संवाद में अधिकारी को तटस्थता बनाए रखनी चाहिए और उसने बानो के इस्तेमाल किए गए धार्मिक शब्दों पर सवाल उठाया।
वीडियो और तबादले को लेकर प्रतिक्रिया मांगने पर बानो ने टिप्पणी करने से इनकार कर दिया।
इस बीच सरकार के तबादला आदेश के मुताबिक बानो को खड़गपुर से हटाकर स्टेट आर्म्ड पुलिस (SAP) की चौथी बटालियन में डिप्टी कमांडेंट नियुक्त किया गया है।
दो WBPS अधिकारियों की भी बदली जिम्मेदारी
प्रशासनिक फेरबदल में दो पश्चिम बंगाल पुलिस सेवा (WBPS) अधिकारियों को भी नई तैनाती दी गई है। चंदननगर पुलिस कमिश्नरेट में एडिशनल डिप्टी कमिश्नर के रूप में कार्यरत पार्थ घोष को खड़गपुर का नया एडिशनल एसपी बनाया गया है। वह बुशरा बानो की जगह जिम्मेदारी संभालेंगे।
वहीं SAP की चौथी बटालियन में डिप्टी कमांडेंट के पद पर तैनात सुभेंदु मंडल को चंदननगर पुलिस कमिश्नरेट में एडिशनल डिप्टी कमिश्नर नियुक्त किया गया है। इस तरह वह पार्थ घोष की पिछली जिम्मेदारी संभालेंगे। सरकारी आदेश के मुताबिक नई तैनातियां अगले आदेश तक प्रभावी रहेंगी।
महुआ मोइत्रा ने सरकार पर उठाए सवाल
तबादले के बाद तृणमूल कांग्रेस सांसद महुआ मोइत्रा ने सरकार के फैसले की आलोचना की। उन्होंने सोशल मीडिया पर पोस्ट कर बुशरा बानो के वीडियो में इस्तेमाल किए गए धार्मिक अभिवादनों को लेकर उठे विवाद को तबादले से जोड़ते हुए सरकार पर निशाना साधा।
मोइत्रा ने इस घटनाक्रम को धार्मिक असहिष्णुता से जोड़ा और आरोप लगाया कि एक मुस्लिम पुलिस अधिकारी को उनके वीडियो में इस्तेमाल किए गए शब्दों को लेकर निशाना बनाया गया।
इस घटनाक्रम के बाद सरकारी अधिकारियों के सार्वजनिक संवाद में व्यक्तिगत अभिव्यक्ति, धार्मिक भाषा और प्रशासनिक तटस्थता को लेकर बहस तेज हो गई है।
हालांकि, उपलब्ध सरकारी आदेश में बुशरा बानो के तबादले को जनहित में किया गया प्रशासनिक फेरबदल बताया गया है। आदेश में उनके वीडियो को लेकर हुई शिकायतों और तबादले के बीच कोई प्रत्यक्ष संबंध दर्ज नहीं किया गया है।
