Yogi Adityanath Says UP Transformed Law, Police and Judicial Infrastructure Since 2017
Chief Minister highlights police training expansion, fast-track courts and integrated court complexes at Prayagraj Bar Association even.
Prayagraj: Uttar Pradesh Chief Minister Yogi Adityanath on Monday said the state had undertaken extensive reforms in policing and the judicial system since the BJP government came to power in 2017, overcoming shortages in manpower, infrastructure and administrative systems.
Addressing advocates at a felicitation programme organised by the High Court Bar Association in Prayagraj, Adityanath said Uttar Pradesh faced multiple institutional challenges before 2017.
These included inadequate resources, weaknesses in administrative transparency and accountability, law-and-order concerns and a shortage of judicial infrastructure.
The Chief Minister pointed to the police force as a crucial link in the delivery of justice. He said nearly 45 to 50 per cent of posts in the Uttar Pradesh Police were vacant before 2017.
When recruitment efforts were subsequently expanded, the state had the capacity to train only around 3,000 personnel a year, while basic facilities for the force were also inadequate.
According to Adityanath, the situation has since changed substantially, with police training capacity now raised to 60,000 personnel annually.
He said police infrastructure, including barracks and training institutes, has also expanded across the state.
In 56 districts, he added, the tallest buildings are now associated with police infrastructure.
Turning to the subordinate judiciary, the Chief Minister said court infrastructure in several districts had been in poor condition before 2017.
In 10 districts, district judge courts were functioning from rented premises, while facilities available to advocates were also inadequate.
He said efforts were now underway to construct integrated court complexes equipped with modern facilities in these districts, with the initiative progressing rapidly with the efforts of the Chief Justice.
Adityanath said the government had also approved more than 900 fast-track courts to facilitate quicker disposal of cases.
High-speed internet and video-conferencing facilities have been introduced in courts and prisons, while advocates’ chambers are being developed in several districts, including Kaushambi.
The Chief Minister said the state government was firmly committed to strengthening the physical and technological infrastructure supporting the justice delivery system.
Advocates Represent Public Trust, Says Yogi
Describing lawyers as an influential and informed section of society, Adityanath said the legal community plays an important role in shaping public opinion and enjoys the confidence of the people.
Recalling the role of lawyers in India’s freedom struggle, he said the movement remained fragmented until Mahatma Gandhi returned from South Africa and gave it leadership after abandoning his legal practice.
The Chief Minister also remembered the contributions of prominent figures associated with Prayagraj, including Pandit Motilal Nehru and Mahamana Madan Mohan Malaviya.
He also referred to the national contributions of Sardar Vallabhbhai Patel, Dr BR Ambedkar and Dr Rajendra Prasad, the country’s first President and chairman of the Constituent Assembly.
Adityanath said the legacy of Dr Rajendra Prasad would also be preserved through the Dr Rajendra Prasad National Law University in Prayagraj, whose grand campus is currently being developed.
Yogi Urges Young Lawyers to Uphold Constitutional Values
The Chief Minister placed particular emphasis on the role of young advocates, saying he was encouraged to see enthusiasm and confidence among young lawyers entering the High Court premises.
He said the positive energy visible among the younger generation was a hopeful sign for the country’s future.
Adityanath urged young advocates to look beyond professional success and take on a wider social responsibility.
Young lawyers, he said, should become guardians of constitutional values while remaining sensitive and accountable citizens.
Adityanath said the responsibility for carrying forward the distinguished legacy of the Allahabad High Court rests significantly with the new generation of advocates.

प्रयागराज: मुख्यमंत्री योगी आदित्यनाथ ने सोमवार को कहा कि वर्ष 2017 में भाजपा सरकार बनने के बाद उत्तर प्रदेश में पुलिस व्यवस्था और न्यायिक ढांचे को मजबूत करने के लिए व्यापक स्तर पर काम किया गया है।
उन्होंने कहा कि पहले जहां संसाधनों, पुलिस बल, प्रशासनिक पारदर्शिता और न्यायिक आधारभूत ढांचे की कमी बड़ी चुनौती थी, वहीं पिछले वर्षों में इन क्षेत्रों में उल्लेखनीय सुधार किए गए हैं।
हाईकोर्ट बार एसोसिएशन के सम्मान समारोह में अधिवक्ताओं को संबोधित करते हुए मुख्यमंत्री ने कहा कि वर्ष 2017 से पहले प्रदेश में केवल संसाधनों की कमी ही समस्या नहीं थी, बल्कि प्रशासन में पारदर्शिता और जवाबदेही, कानून-व्यवस्था तथा न्यायिक इंफ्रास्ट्रक्चर से जुड़ी कई चुनौतियां भी मौजूद थीं।
पुलिस व्यवस्था का उल्लेख करते हुए योगी ने कहा कि न्याय तक पहुंच सुनिश्चित करने में पुलिस की भूमिका बेहद महत्वपूर्ण है।
उनके अनुसार, 2017 से पहले उत्तर प्रदेश पुलिस में करीब 45 से 50 प्रतिशत पद खाली थे। भर्ती प्रक्रिया आगे बढ़ाने के दौरान एक साल में केवल करीब 3,000 पुलिसकर्मियों को प्रशिक्षण देने की क्षमता थी।
इसके अलावा पुलिसकर्मियों के लिए आवश्यक बुनियादी सुविधाएं भी पर्याप्त नहीं थीं।
मुख्यमंत्री ने कहा कि अब पुलिस प्रशिक्षण की क्षमता बढ़ाकर 60 हजार कर्मियों तक प्रतिवर्ष कर दी गई है। पुलिस के लिए बैरक और प्रशिक्षण संस्थानों समेत आधारभूत ढांचे का भी विस्तार हुआ है।
उन्होंने कहा कि प्रदेश के 56 जिलों में पुलिस इंफ्रास्ट्रक्चर की इमारतें सबसे ऊंची इमारतों में शामिल हैं।
निचली अदालतों की स्थिति का जिक्र करते हुए योगी ने कहा कि 2017 से पहले अधीनस्थ न्यायालयों का बुनियादी ढांचा भी काफी कमजोर था।
उन्होंने बताया कि 10 जिलों में जिला जज की अदालतें किराए के भवनों से संचालित हो रही थीं, जबकि अधिवक्ताओं के लिए भी पर्याप्त सुविधाएं उपलब्ध नहीं थीं।
मुख्यमंत्री ने कहा कि अब इन जिलों में आधुनिक सुविधाओं से युक्त इंटीग्रेटेड कोर्ट कॉम्प्लेक्स विकसित किए जा रहे हैं। उन्होंने बताया कि मुख्य न्यायमूर्ति के प्रयासों से इन परियोजनाओं पर तेजी से काम आगे बढ़ रहा है।
त्वरित न्याय की जरूरत पर जोर देते हुए योगी ने कहा कि प्रदेश में 900 से अधिक फास्ट ट्रैक अदालतों को मंजूरी दी गई है।
अदालतों और जेलों को हाई-स्पीड इंटरनेट तथा वीडियो कॉन्फ्रेंसिंग जैसी तकनीकी सुविधाओं से जोड़ा गया है। कौशाम्बी समेत कई जिलों में अधिवक्ताओं के लिए चैंबर भी बनाए जा रहे हैं।
मुख्यमंत्री ने कहा कि प्रदेश सरकार न्याय व्यवस्था को मजबूत बनाने के लिए आवश्यक आधारभूत सुविधाओं के विकास को प्राथमिकता के साथ आगे बढ़ा रही है।
जनता के भरोसे का महत्वपूर्ण आधार है अधिवक्ता समाज: योगी
मुख्यमंत्री ने अधिवक्ताओं को समाज का प्रबुद्ध वर्ग बताते हुए कहा कि जनमत निर्माण में उनकी महत्वपूर्ण भूमिका है और वे जनता के विश्वास से जुड़े हुए हैं।
स्वाधीनता आंदोलन में वकीलों की भूमिका का उल्लेख करते हुए योगी ने कहा कि महात्मा गांधी के दक्षिण अफ्रीका से लौटने और वकालत छोड़कर स्वतंत्रता आंदोलन का नेतृत्व संभालने के बाद आंदोलन को नई दिशा मिली।
उन्होंने प्रयागराज से जुड़े पंडित मोतीलाल नेहरू और महामना मदन मोहन मालवीय के योगदान को भी याद किया।
इसके साथ ही मुख्यमंत्री ने सरदार वल्लभभाई पटेल, डॉ. भीमराव आंबेडकर और देश के प्रथम राष्ट्रपति एवं संविधान सभा के अध्यक्ष डॉ. राजेंद्र प्रसाद के योगदान का उल्लेख किया।
योगी ने कहा कि डॉ. राजेंद्र प्रसाद की स्मृतियों और विरासत को संरक्षित करने के उद्देश्य से प्रयागराज में स्थापित डॉ. राजेंद्र प्रसाद राष्ट्रीय विधि विश्वविद्यालय का भव्य परिसर तैयार किया जा रहा है।
युवा अधिवक्ताओं को संवैधानिक मूल्यों का प्रहरी बनने की सलाह
मुख्यमंत्री ने कार्यक्रम में युवा अधिवक्ताओं की भूमिका पर विशेष जोर दिया। उन्होंने कहा कि हाईकोर्ट परिसर में प्रवेश करते समय युवा वकीलों के चेहरों पर दिखाई दे रहा उत्साह उन्हें विशेष रूप से अच्छा लगा।
उन्होंने कहा कि युवाओं के भीतर आत्मविश्वास और सकारात्मक ऊर्जा दिखाई देना देश के भविष्य के लिए उम्मीद का संकेत है।
मुख्यमंत्री ने युवा अधिवक्ताओं से केवल सफल कानूनी पेशेवर बनने तक खुद को सीमित न रखने का आह्वान किया।
योगी ने कहा कि नई पीढ़ी के वकीलों को संवैधानिक मूल्यों का प्रहरी बनने के साथ-साथ समाज के प्रति संवेदनशील और जिम्मेदार नागरिक की भूमिका भी निभानी चाहिए।
मुख्यमंत्री ने कहा कि इलाहाबाद हाईकोर्ट की गौरवशाली और समृद्ध परंपरा को आगे ले जाने की महत्वपूर्ण जिम्मेदारी अब युवा अधिवक्ताओं के कंधों पर है।
