Rajasthan ACB arrested SOG Additional SP Mukesh Kumar Soni in an alleged ₹2 crore bribery case linked to the Udaipur Municipal Corporation land scam. A middleman was also arrested.

JAIPUR/ UDAIPUR: A senior Rajasthan police officer assigned to investigate one of Udaipur’s long-running land controversies has himself been arrested in an alleged bribery case, after the state’s Anti-Corruption Bureau traced a demand for ₹2 crore to an intermediary.

The officer, Mukesh Kumar Soni, an Additional Superintendent of Police with the Special Operations Group (SOG), was arrested after investigators caught Sajjan Singh Jain, alias Tatla, allegedly collecting the money at a complainant’s factory.

Soni’s role came under scrutiny during the trap operation, and he was taken into custody from his residence in Balotra district before being arrested, according to the ACB.

The alleged payment was connected to the investigation of the controversial Udaipur Municipal Corporation land case involving 272 plots, according to current ACB reporting. Investigators are now examining whether the alleged demand was intended to influence the course of the case.

How the alleged ₹2 crore deal came under the ACB’s scanner

The case surfaced after a complaint reached the ACB’s Udaipur Intelligence Unit alleging that money was being sought through Jain.

According to ACB Director General Govind Gupta, the complainant alleged that the payment was being demanded in return for providing relief to people already arrested in the land case.

The alleged assurances included preventing their implication in additional cases and returning documents taken from their residences during the investigation.

The anti-corruption agency first verified the alleged demand. Once investigators were satisfied that there was sufficient basis for a trap, they arranged an operation targeting the intermediary.

Jain was subsequently apprehended while allegedly accepting ₹2 crore from the complainant at the latter’s factory. The ACB then acted against Soni after his alleged connection with the transaction emerged.

The agency has registered a case under the provisions of the Prevention of Corruption Act and the Bharatiya Nyaya Sanhita relating to criminal conspiracy.

The officer’s role in the Udaipur case

The bribery allegations are particularly significant because Soni was associated with the SOG investigation into the Udaipur land matter.

The underlying controversy concerns land parcels and schemes transferred to the Udaipur Municipal Corporation from the former Udaipur Improvement Trust.

Questions were subsequently raised over records of plots whose allotments had been cancelled, vacant parcels and other land-related files.

According to details placed before the Rajasthan Assembly in 2024, some cancelled allotments had not been accompanied by the transfer of their corresponding files to the municipal corporation.

There were also questions about the corporation’s records concerning vacant and corner plots.

The allegations surrounding the land were that some parcels were subsequently targeted through forged documentation and alleged collusion involving officials.

A case that changed hands several times

The land investigation has had a long administrative and investigative history.

A municipal inquiry committee was constituted in December 2021. It submitted its report in March 2022 after examining the alleged irregularities.

The report reportedly contained allegations against officials, although the public representatives on the committee did not sign the final document.

Police cases were subsequently registered in Udaipur and transferred to the SOG for investigation. The matter moved between SOG units in Jodhpur, Udaipur and Ajmer over the following years.

By April 2024, the Ajmer SOG unit had taken up the investigation, with the Additional SP handling the probe.

The arrest of the officer now handling that investigation has therefore added a new layer to a case that had already been under scrutiny for years.

Why the land case has attracted attention

The dispute concerns a large number of plots and land records rather than a single property transaction.

The issue gained political attention after former Rajasthan Home Minister and then Leader of Opposition Gulab Chand Kataria described the alleged scam as being worth around ₹500 crore.

The exact financial scale of the alleged land irregularities has been a matter of public and political discussion, while the investigation has focused on how plots and records were handled and whether individuals benefited improperly.

SOG’s wider mandate

Soni’s arrest has also drawn attention because of the nature of the unit in which he served.

The Rajasthan Police SOG is a specialised investigative and intelligence arm dealing with organised crime and other serious offences.

Its work has included cases involving narcotics networks, digital and financial fraud, forged documents, examination-related crimes, illegal arms networks and gangster activity.

The unit is designed to undertake intelligence-led investigations and coordinate with other state and central agencies.

The alleged bribery case therefore involves an officer from an agency whose stated mandate includes investigating complex organised and economic offences.

ACB investigation now becomes the focus

The immediate investigation is no longer confined to the alleged land irregularities. The ACB is examining the alleged demand, the role of the intermediary and Soni’s connection with the proposed transaction.

The agency’s trap operation followed verification of the complaint, officials said. Reports on the operation indicate that part of the recovered amount was in genuine currency, with the remainder represented by decoy material used in the trap.

The arrest of the SOG officer does not, by itself, establish the allegations against him. Those claims will have to be tested through the investigation and subsequent legal proceedings.

What it does establish is that a probe into an old and politically sensitive Udaipur land controversy has now produced a separate corruption investigation involving one of the police officers assigned to examine it.

The ACB investigation is continuing, while the original land-scam case remains under scrutiny.

जयपुर/उदयपुर: राजस्थान के उदयपुर में वर्षों से जांच के घेरे में रहे जमीन घोटाले ने अब एक नया मोड़ ले लिया है। इस मामले की जांच से जुड़े राजस्थान पुलिस के स्पेशल ऑपरेशंस ग्रुप (SOG) के एक वरिष्ठ अधिकारी को भ्रष्टाचार निरोधक ब्यूरो (ACB) ने कथित ₹2 करोड़ रिश्वत मामले में गिरफ्तार किया है।

आरोपी अधिकारी की पहचान मुकेश कुमार सोनी, SOG के अतिरिक्त पुलिस अधीक्षक के रूप में हुई है। ACB के अनुसार, उनके कथित बिचौलिये सज्जन सिंह जैन उर्फ टाटला को शिकायतकर्ता की फैक्ट्री में ₹2 करोड़ लेते हुए ट्रैप किया गया।

इसके बाद सोनी की भूमिका की जांच करते हुए उन्हें बालोतरा स्थित आवास से हिरासत में लिया गया और बाद में गिरफ्तार कर लिया गया।

ACB की मौजूदा जानकारी के अनुसार, कथित रिश्वत की मांग उदयपुर नगर निगम से जुड़े 272 भूखंडों के मामले में राहत दिलाने के नाम पर की गई थी। एजेंसी अब यह पता लगाने में जुटी है कि क्या रकम जांच को प्रभावित करने के उद्देश्य से मांगी गई थी।

शिकायत से खुला रिश्वत का कथित खेल

मामला ACB की उदयपुर इंटेलिजेंस यूनिट तक पहुंची एक शिकायत के बाद सामने आया।

ACB महानिदेशक गोविंद गुप्ता के अनुसार, शिकायतकर्ता ने आरोप लगाया था कि सज्जन सिंह के माध्यम से रकम मांगी जा रही है।

आरोप था कि भुगतान के बदले पहले गिरफ्तार किए जा चुके लोगों को मामले में राहत दिलाने, उन्हें दूसरे मामलों में आरोपी नहीं बनाने और तलाशी के दौरान उनके घरों से लिए गए कुछ दस्तावेज वापस कराने का आश्वासन दिया गया था।

शिकायत मिलने के बाद ACB ने कथित रिश्वत मांग की पुष्टि करने के लिए बातचीत और अन्य माध्यमों से सत्यापन किया।

जब एजेंसी को पर्याप्त आधार मिला तो बिचौलिये को पकड़ने के लिए ट्रैप तैयार किया गया।

इसके बाद सज्जन सिंह कथित तौर पर शिकायतकर्ता की फैक्ट्री में ₹2 करोड़ की रकम लेने पहुंचा, जहां ACB ने उसे पकड़ लिया। जांच के दौरान SOG अधिकारी की कथित भूमिका भी सामने आई, जिसके बाद उनके खिलाफ कार्रवाई की गई।

मामले में भ्रष्टाचार निवारण अधिनियम की संबंधित धाराओं के साथ भारतीय न्याय संहिता में आपराधिक साजिश से संबंधित प्रावधानों के तहत मामला दर्ज किया गया है।

जिस जमीन मामले की जांच थी, वही बना रिश्वत केस का केंद्र

इस पूरे घटनाक्रम की अहम कड़ी यह है कि सोनी खुद उस जमीन प्रकरण की जांच से जुड़े थे जिसमें कथित रिश्वत की मांग सामने आई।

उदयपुर का यह विवाद पूर्ववर्ती उदयपुर सुधार न्यास से नगर निगम को हस्तांतरित की गई विभिन्न जमीन योजनाओं और भूखंडों से संबंधित है। बाद में कई भूखंडों के रिकॉर्ड, रद्द आवंटन और खाली जमीन से जुड़े सवाल उठे।

2024 में राजस्थान विधानसभा में रखी गई जानकारी के मुताबिक, कुछ भूखंडों का आवंटन राशि जमा नहीं होने के कारण रद्द हो गया था, लेकिन संबंधित फाइलें नगर निगम को हस्तांतरित नहीं हुईं। खाली और कॉर्नर प्लॉटों तथा पुराने आवंटनों से जुड़े रिकॉर्ड को लेकर भी सवाल सामने आए।

आरोप यह भी रहे कि कुछ जमीनों पर फर्जी दस्तावेजों के जरिए कब्जा करने की कोशिश की गई और इसमें सरकारी कर्मचारियों की कथित मिलीभगत हो सकती है।

कई जांच एजेंसियों और SOG इकाइयों से गुजरा मामला

इस जमीन प्रकरण की जांच कोई नई प्रक्रिया नहीं है। पिछले कई वर्षों में मामला अलग-अलग स्तरों से गुजर चुका है।

दिसंबर 2021 में नगर निगम ने कथित अनियमितताओं की जांच के लिए एक समिति बनाई थी। समिति ने मार्च 2022 में रिपोर्ट पेश की। रिपोर्ट में कुछ अधिकारियों पर आरोप लगाए गए थे, हालांकि समिति में शामिल जनप्रतिनिधियों ने अंतिम रिपोर्ट पर हस्ताक्षर नहीं किए थे।

इसके बाद उदयपुर के दो थानों में मामले दर्ज हुए और जांच SOG को सौंप दी गई।

समय के साथ मामला SOG की जोधपुर, उदयपुर और अजमेर इकाइयों के पास गया। अप्रैल 2024 में अजमेर SOG इकाई ने जांच अपने हाथ में ली थी।

इसी जांच से जुड़े अधिकारी का अब रिश्वत मामले में गिरफ्तार होना पुराने प्रकरण में एक नया अध्याय जोड़ता है।

जमीन घोटाले की रकम को लेकर भी चर्चा

यह विवाद केवल एक भूखंड तक सीमित नहीं है। इसमें बड़ी संख्या में जमीनों और उनके रिकॉर्ड से जुड़े सवाल उठे हैं।

मामले ने राजनीतिक महत्व भी हासिल किया था। राजस्थान के पूर्व गृह मंत्री और तत्कालीन नेता प्रतिपक्ष गुलाब चंद कटारिया ने कथित घोटाले का आकार करीब ₹500 करोड़ बताया था।

हालांकि कथित जमीन अनियमितताओं की वास्तविक आर्थिक कीमत को लेकर अलग-अलग दावे सामने आते रहे हैं। जांच का एक प्रमुख पहलू यह रहा है कि भूखंडों के रिकॉर्ड और आवंटन कैसे संभाले गए तथा क्या किसी व्यक्ति या समूह को अनुचित लाभ मिला।

SOG की जिम्मेदारी भी चर्चा में

मुकेश कुमार सोनी जिस SOG का हिस्सा रहे हैं, वह राजस्थान पुलिस की विशेष जांच और खुफिया क्षमता वाली प्रमुख इकाइयों में शामिल है।

SOG संगठित अपराध, मादक पदार्थों के नेटवर्क, डिजिटल और आर्थिक अपराध, जाली दस्तावेज, परीक्षा संबंधी अपराध, अवैध हथियारों तथा गैंग से जुड़े मामलों की जांच में भूमिका निभाती है।

यूनिट का काम खुफिया सूचनाओं के आधार पर जटिल मामलों की पड़ताल करना और जरूरत पड़ने पर राज्य तथा केंद्रीय एजेंसियों के साथ समन्वय करना भी है।

ऐसे में SOG के एक अधिकारी पर कथित रिश्वत मांग का मामला सामने आना जांच एजेंसियों के लिए भी गंभीर घटनाक्रम है।

अब ACB की जांच पर नजर

फिलहाल ACB की जांच का केंद्र कथित ₹2 करोड़ की मांग, बिचौलिये की भूमिका और SOG अधिकारी से उसके कथित संबंध हैं।

अधिकारियों के अनुसार, शिकायत के सत्यापन के बाद ट्रैप की कार्रवाई की गई। कुछ रिपोर्टों के मुताबिक ट्रैप में बरामद रकम का एक हिस्सा वास्तविक नोटों का था, जबकि शेष रकम डमी नोटों के रूप में इस्तेमाल की गई थी।

हालांकि, गिरफ्तारी और आरोप अपने आप में दोष सिद्ध नहीं करते। मामले में लगाए गए आरोपों की पुष्टि जांच और आगे की न्यायिक प्रक्रिया में होगी।

फिलहाल इतना स्पष्ट है कि उदयपुर के पुराने और चर्चित जमीन प्रकरण की जांच अब एक अलग भ्रष्टाचार मामले के कारण भी सुर्खियों में है। जिस पुलिस अधिकारी पर इस मामले की जांच की जिम्मेदारी थी, वही अब कथित रिश्वत लेनदेन की जांच के दायरे में आ गए हैं।

ACB की जांच जारी है और मूल जमीन प्रकरण में भी आगे की कानूनी कार्रवाई पर नजर बनी हुई है।
