₹35 Crore Assets Unearthed: Vigilance Raid on Retired UP Transport Officer Recovers ₹1.62 Crore Cash, 13 Kg Gold Lucknow: A massive anti-corruption operation by the Uttar Pradesh

Vigilance Establishment has exposed alleged disproportionate assets worth nearly ₹35 crore belonging to a retired transport department officer.

The two-day search at his residence in Lucknow resulted in the recovery of huge quantities of cash, gold, silver, luxury assets, and documents linked to high-value properties spread across Uttar Pradesh.

Investigators said the action was taken against Lalit Kumar, a retired transport official who had earlier served as an Assistant Regional Transport Officer (ARTO).

During the raid, officials reportedly recovered ₹1.62 crore in cash, around 13 kilograms of gold, 9 kilograms of silver, expensive diamond jewellery and documents connected to investments running into several crores of rupees.

The Vigilance Establishment had registered a case against Kumar in 2024 while he was serving as ARTO in Agra.

The FIR was lodged at the Anti-Corruption Police Station in Kanpur under the provisions of the Prevention of Corruption Act after a preliminary inquiry allegedly revealed that he had accumulated wealth far beyond his known and legitimate sources of income.

Based on the findings of the preliminary investigation, the Uttar Pradesh government directed the Lucknow Sector of the Vigilance Establishment to carry out a detailed probe into the alleged financial irregularities.

The investigation subsequently gathered sufficient material to seek permission for a house search.

After obtaining a search warrant from the competent court, the investigating team conducted extensive searches at Kumar’s residence in Chandralok Colony, Aliganj, Lucknow, on Tuesday and Wednesday.

Officials examined every section of the house during the operation.

According to vigilance officials, the search led to the recovery of a massive quantity of cash, gold bars, silver biscuits and high-value ornaments made of gold, silver, and diamonds.

Currency bundles amounting to ₹1.62 crore were allegedly found concealed at multiple locations inside the house after being packed in separate bundles.

A government-authorised valuer assessed the recovered precious metals and jewellery.

Officials said the seizure included nearly 13 kg of gold and 9 kg of silver in the form of bars, biscuits, and ornaments.

Together with the value of the residential property, the recovered assets are estimated to be worth nearly ₹20 crore.

During the raid, investigators also recovered documents pointing to substantial investments in movable as well as immovable properties.

Officials believe these records may provide further evidence regarding the alleged accumulation of disproportionate assets.

The recovered documents reportedly include ownership papers relating to residential houses, plots and agricultural land in Lucknow, besides flats booked in premium housing projects in Lucknow and Noida, including developments by Ansal AP and Amrapali Spring Meadows.

Authorities estimate the value of these immovable properties at over ₹13 crore.

Apart from the real estate documents, the vigilance team also seized two cars—a Toyota Innova and a Hyundai i20—along with a licensed revolver.

Investigators further recovered records indicating investments exceeding ₹1 crore in banks, post office schemes, fixed deposits and mutual funds.

Officials also prepared a detailed inventory of the luxurious interiors, expensive furniture, and household items found inside the residence.

According to investigators, the scale of spending on home furnishings reflected significant expenditure that will also form part of the ongoing inquiry.

The Vigilance Establishment said every asset recovered during the search is now being verified to determine whether it was acquired through legitimate income.

The findings will be incorporated into the disproportionate assets investigation before the final report is submitted.

Recognising the successful operation, Director General of Police Rajeev Krishna, who is also holding the additional charge of Director of the Vigilance Establishment, announced a cash reward of ₹1 lakh for the Lucknow Sector team that conducted the raid.

लखनऊ: उत्तर प्रदेश विजिलेंस स्थापना की बड़ी कार्रवाई में परिवहन विभाग के एक सेवानिवृत्त अधिकारी की कथित आय से अधिक संपत्ति का बड़ा खुलासा हुआ है। लखनऊ स्थित उनके आवास पर लगातार दो दिनों तक चली तलाशी के दौरान करीब ₹35 करोड़ की संपत्ति, भारी मात्रा में नकदी, सोना, चांदी, कीमती आभूषण और करोड़ों रुपये की संपत्तियों से जुड़े दस्तावेज बरामद किए गए।

जांच एजेंसी के अनुसार कार्रवाई परिवहन विभाग के सेवानिवृत्त अधिकारी ललित कुमार के खिलाफ की गई, जो पहले आगरा में सहायक क्षेत्रीय परिवहन अधिकारी (एआरटीओ) के पद पर तैनात रह चुके हैं। तलाशी के दौरान अधिकारियों ने ₹1.62 करोड़ नकद, करीब 13 किलोग्राम सोना, 9 किलोग्राम चांदी, हीरे के आभूषण तथा कई महत्वपूर्ण निवेश संबंधी दस्तावेज बरामद किए।

विजिलेंस स्थापना ने वर्ष 2024 में ललित कुमार के खिलाफ भ्रष्टाचार निवारण अधिनियम की धाराओं 13(1)(बी) और 13(2) के तहत कानपुर स्थित एंटी करप्शन थाने में प्राथमिकी दर्ज की थी। प्रारंभिक जांच में आरोप सामने आए थे कि उन्होंने अपनी ज्ञात आय के स्रोतों से कहीं अधिक संपत्ति अर्जित की है।

प्रारंभिक जांच रिपोर्ट के आधार पर उत्तर प्रदेश सरकार ने मामले की विस्तृत जांच का जिम्मा विजिलेंस स्थापना के लखनऊ सेक्टर को सौंपा। जांच के दौरान पर्याप्त साक्ष्य मिलने के बाद अधिकारियों ने अदालत से तलाशी वारंट प्राप्त किया।

अदालत की अनुमति मिलने के बाद विजिलेंस की टीम ने लखनऊ के अलीगंज स्थित चंद्रलोक कॉलोनी में आरोपी के आवास पर मंगलवार और बुधवार को व्यापक तलाशी अभियान चलाया। इस दौरान मकान के हर हिस्से की बारीकी से जांच की गई।

तलाशी के दौरान अधिकारियों को बड़ी मात्रा में नकदी, सोने की ईंटें, चांदी के बिस्कुट, सोने-चांदी के आभूषण और हीरे के कीमती गहने मिले। जांच एजेंसी के अनुसार ₹1.62 करोड़ नकद अलग-अलग पैकेटों में पैक कर घर के विभिन्न स्थानों पर छिपाकर रखा गया था।

सरकार द्वारा अधिकृत मूल्यांकनकर्ता की रिपोर्ट के अनुसार बरामद संपत्ति में लगभग 13 किलोग्राम सोना और 9 किलोग्राम चांदी शामिल है, जिसमें बार, बिस्कुट और आभूषण शामिल हैं। मकान के मूल्य सहित अब तक बरामद संपत्तियों का अनुमानित मूल्य लगभग ₹20 करोड़ आंका गया है।

जांच के दौरान अधिकारियों को चल और अचल संपत्तियों में किए गए बड़े निवेश से जुड़े कई दस्तावेज भी मिले। विजिलेंस का मानना है कि ये दस्तावेज मामले की जांच में महत्वपूर्ण साक्ष्य साबित हो सकते हैं।

बरामद कागजात में लखनऊ में मकान, आवासीय भूखंड, कृषि भूमि तथा लखनऊ और नोएडा में बुक कराए गए फ्लैटों के दस्तावेज शामिल हैं। इनमें अंसल एपी और अमरपाली स्प्रिंग मीडोज जैसी परियोजनाओं में निवेश के रिकॉर्ड भी मिले हैं। इन अचल संपत्तियों का अनुमानित मूल्य ₹13 करोड़ से अधिक बताया गया है।

इसके अलावा विजिलेंस टीम ने टोयोटा इनोवा और हुंडई आई-20 कार, एक रिवॉल्वर तथा बैंकों, डाकघर योजनाओं, म्यूचुअल फंड और फिक्स्ड डिपॉजिट में ₹1 करोड़ से अधिक के निवेश से जुड़े दस्तावेज भी जब्त किए हैं।

अधिकारियों ने आरोपी के घर में मौजूद महंगे फर्नीचर, साज-सज्जा और घरेलू सामान का भी विस्तृत ब्योरा तैयार किया। प्रारंभिक आकलन में आलीशान इंटीरियर और घरेलू वस्तुओं पर बड़े पैमाने पर खर्च किए जाने के संकेत मिले हैं, जिन्हें जांच का हिस्सा बनाया जाएगा।

विजिलेंस स्थापना ने स्पष्ट किया है कि तलाशी के दौरान बरामद प्रत्येक संपत्ति और निवेश की अलग-अलग जांच की जा रही है ताकि यह पता लगाया जा सके कि उन्हें वैध आय से अर्जित किया गया था या नहीं। जांच पूरी होने के बाद सभी तथ्यों को आरोपपत्र में शामिल किया जाएगा।

इस सफल कार्रवाई के लिए पुलिस महानिदेशक राजीव कृष्ण, जो विजिलेंस स्थापना के निदेशक का अतिरिक्त प्रभार भी संभाल रहे हैं, ने लखनऊ सेक्टर की पूरी टीम को ₹1 लाख का नकद पुरस्कार देने की घोषणा की है।
