81,882 Degrees Awarded, 242 Medals Conferred as Governor Anandiben Patel Calls on Youth to Lead India’s Journey to Viksit Bharat
Prayagraj: A strong message of combining education with skill development, innovation and social responsibility echoed across the ninth convocation ceremony of Professor Rajendra Singh (Rajju Bhaiya) University on Thursday, where Uttar Pradesh Governor and Chancellor of State Universities Anandiben Patel urged young graduates to become architects of a developed India rather than mere degree holders.
Addressing a packed convocation attended by thousands of students, teachers and dignitaries, the Governor said universities must evolve into centres of innovation, entrepreneurship and nation-building, while ensuring that education remains closely linked to employment, research and character-building.
The ceremony witnessed the conferment of 81,882 academic degrees, including 42,960 women students and 38,922 men students.
Academic excellence was recognised through 242 medals awarded to 236 meritorious students, comprising 73 Gold Medals, 82 Silver Medals and 87 Bronze Medals. Significantly, 158 women students figured among the medal winners, compared to 78 male students, underlining the growing academic achievements of young women.
Congratulating the graduating students, the Governor described the remarkable performance of female scholars as a powerful reflection of women’s empowerment and their expanding role in higher education.
She encouraged every student to remain grateful to parents and teachers, observing that a mother’s sacrifices are unmatched and should always be respected.
Referring to the Prime Minister’s “Ek Ped Maa Ke Naam” campaign, she said the initiative symbolises both environmental responsibility and respect for motherhood.
Calling for greater adoption of technology in higher education, Anandiben Patel directed the university administration to motivate students to download their degrees through DigiLocker instead of depending on printed copies.
She also instructed universities to issue degrees and certificates immediately whenever students require them for higher studies, overseas admissions, or employment, rather than making them wait until the convocation ceremony.
During the event, the Governor inaugurated three major academic facilities — Academic Block-C, the first floor of the Learning Resource Centre, and the Integrated Facility Building.
These new infrastructure projects are expected to significantly strengthen teaching, research,h and student support services on the campus.
In recognition of his distinguished contribution to society, noted social worker Khatri Abdul Sattar Bapu was conferred the honorary Doctor of Literature (D.Litt.) degree.
Accepting the honour, he remarked that serving humanity alongside education remains the highest achievement in life.
The occasion also witnessed the release of the university’s annual souvenir and several institutional reports highlighting its academic progress.
Several individuals were felicitated for their outstanding contributions in different fields. Four teachers were honoured for excellence in academics, while fourteen sportspersons who brought laurels at the national level received special recognition.
Officers associated with the successful implementation of the HPV vaccination campaign were also honoured.
Students from villages adopted by the university were awarded prizes for their performances in various competitions, while books were distributed to children studying in primary schools.
The convocation turned into a celebration of talent beyond academics as schoolchildren presented colourful cultural programmes focusing on environmental conservation and social awareness.
Girls from the Government Children’s Home captivated the audience with a spirited performance of the inspirational song “Aarambh Hai Prachand”, while the Governor personally appreciated the performances and honoured the participating children with awards.
Extending the university’s social outreach, Anandiben Patel distributed health kits to Anganwadi workers and later planted a sapling on the university campus, reinforcing her emphasis on public health, environmental conservation and community participation.
Healthcare and women’s welfare also figured prominently during the programme.
The Governor announced that 500 Anganwadi kits had been distributed for Anganwadi centres in Prayagraj and Kaushambi, congratulating officials for successfully implementing the initiative. She noted that 66,143 Anganwadi centres across Uttar Pradesh have now been equipped with such kits, describing it as a major step towards strengthening child and maternal healthcare services.
Another highlight of the ceremony was the acceleration of the HPV vaccination campaign. The Governor informed the gathering that 900 girls, including daughters of police personnel from Prayagraj and Kaushambi, were vaccinated during the programme.
She appealed to educational institutions across the state to actively support the campaign and ensure that every eligible girl receives the vaccine, pointing out that the Central Government is providing it free of cost.
Interacting personally with several girls who had received the vaccine, Anandiben Patel encouraged them to become ambassadors of health awareness and spread information about cervical cancer prevention within their families and communities.
Describing Prayagraj as a timeless confluence of knowledge, spirituality and culture, the Governor said the city has illuminated the path of humanity for centuries.
She recalled the life and legacy of Professor Rajendra Singh “Rajju Bhaiya”, after whom the university is named, saying his scientific temperament, simplicity, patriotism, and commitment to human values continue to inspire generations.
She directed the university to introduce sustained academic initiatives centred on Rajju Bhaiya’s life and contributions.
Libraries should actively encourage students to study his writings and philosophy, while essay competitions, seminars, research projects, and publications should be organised regularly so that young people become familiar with his ideals.
Winners of such competitions, she announced, would be invited to Raj Bhavan for recognition.
Governor Pushes Research, Skill Development, and Innovation as Pillars of Future Growth
Continuing her address, Governor Anandiben Patel applauded Professor Rajendra Singh (Rajju Bhaiya) University for earning an ‘A’ Grade in the National Assessment and Accreditation Council (NAAC) evaluation, saying the institution had established new benchmarks in academic excellence.
She, however, observed that with a little more effort, the university could have secured the coveted A++ grade, adding that institutions with the highest accreditation generally perform better in the National Institutional Ranking Framework (NIRF), attract more international students and strengthen their global academic reputation.
Appreciating the university’s adoption of technology in examinations and evaluation, she praised the transparent system that allows students to view their answer scripts online.
Such reforms, she said, ensure fairness in assessment and eliminate the possibility of injustice to students.
The Chancellor also instructed the university to simplify the process of issuing academic certificates.
Students seeking admission to higher educational institutions, employment opportunities, or overseas studies should receive their degrees and certificates immediately after completing the required formalities, instead of waiting for the annual convocation, she said.
Drawing attention to India’s rich intellectual heritage, the Governor urged universities to promote serious academic research on the lives and contributions of great sages, philosophers, rs and historical personalities.
She referred to ancient references associated with Maharishi Bharadwaj and other figures from Indian tradition, saying such subjects deserve systematic research, seminars, and scholarly discussion.
She called upon universities to organise competitions, workshops and publications to help young people better understand India’s civilisational legacy.
Highlighting the role of education in nation-building, Anandiben Patel said India’s future depends upon an empowered youth backed by a modern and inclusive education system.
Referring to the Union Budget, she noted that the allocation for higher education had been increased by nearly 11 per cent, reflecting the Centre’s commitment to strengthening the sector.
She observed that the modern economy demands graduates equipped with practical skills, innovation, and entrepreneurial thinking.
Welcoming the proposal to establish Animation, Visual Effects, Gaming and Comics (AVGC) Content Creator Labs in 15,000 secondary schools and 500 colleges, she said the initiative would create new opportunities for India’s youth in the rapidly expanding global creative economy.
The Governor stressed that education and skill development must move together. Referring to the Skill India Mission, she said the programme is preparing young people according to industry requirements and helping them become not only job seekers but also job creators.
She added that reducing the Tax Collected at Source (TCS) on funds remitted abroad for education from five per cent to two per cent would reduce the financial burden on families and encourage more students to pursue international education.
Speaking about women’s participation in science and technology, Anandiben Patel welcomed the proposal to establish one girls’ hostel in every district to encourage higher education in Science, Technology, Engineering and Mathematics (STEM).
Such initiatives, she said, would provide girls with a safe academic environment and strengthen India’s emergence as a global leader in science and innovation.
She also praised the proposal to develop five University Townships around major industrial and logistics corridors, describing it as an important bridge between higher education, research and industry.
These townships, she said, would promote innovation, entrepreneurship, start-ups and employment while providing students with valuable practical exposure.
Referring to the proposed Education to Employment and Enterprise Committee, the Governor said the initiative would ensure that universities continuously adapt their curriculum to the evolving needs of industry and the service sector, making higher education more relevant, practical and future-oriented.
Projecting India’s growing global stature, Anandiben Patel said the country is no longer merely witnessing change but leading it.
She credited the leadership of Prime Minister Narendra Modi for transforming India into one of the world’s fastest-growing major economies.
She noted that India has emerged as the world’s largest vaccine producer, the second-largest mobile phone manufacturer, the second-largest telecommunications market, the largest milk producer,r and among the leading producers of wheat and fisheries.
The Governor also highlighted India’s rapid advances in the automobile sector, renewable energy, digital payments, drone technology, artificial intelligence, semiconductor manufacturing and space science.
India’s Unified Payments Interface (UPI), she said, has revolutionised digital transactions, while the country’s growing start-up ecosystem is creating new opportunities for innovation and entrepreneurship.
She urged universities to encourage the cultivation of millets (Shree Anna) as part of efforts to promote nutritional security and sustainable agriculture.
Addressing the graduating students directly, Anandiben Patel reminded them that India’s journey towards becoming a developed nation by 2047 would depend largely on the aspirations, creativity and determination of today’s youth.
She said students should view themselves not merely as recipients of degrees but as future scientists, entrepreneurs, teachers, administrators, rs and nation-builders.
Explaining the transformative vision of the National Education Policy (NEP) 2020, she said the policy has given students greater flexibility to choose subjects according to their interests and abilities while promoting multidisciplinary education, innovation, research, creativity and entrepreneurship.
Universities, she added, should evolve from institutions that merely confer degrees into centres that shape ideas, leadership and national progress.
Referring to India’s remarkable entrepreneurial growth, the Governor said the country had around 350 start-ups in 2014, whereas today the number has crossed two lakh, making India the world’s third-largest start-up ecosystem.
She urged students to nurture curiosity, embrace innovation, and strive for excellence while ensuring that knowledge serves society and contributes to national development.
Appreciating the creativity displayed by schoolchildren during the programme, Anandiben Patel praised their paintings, exhibitions, and exceptionally neat handwriting.
She directed that a book documenting these educational activities be prepared and shared with schools across the state so that other institutions could replicate the best practices.
She also suggested introducing dedicated handwriting improvement periods in schools for students requiring additional support.
Calling for greater utilisation of available infrastructure, the Governor instructed the university to use vacant buildings on the campus for skill development programmes.
She said students who had discontinued their studies should be offered vocational training and connected with employment and self-employment opportunities through targeted initiatives.
Addressing the gathering, Uttar Pradesh Higher Education Minister Yogendra Upadhyay described Prayagraj as a city where history, spirituality and culture converge.
He paid tribute to Professor Rajendra Singh “Rajju Bhaiya”, saying his life of simplicity and patriotism continues to inspire generations.
Congratulating the medal winners, he urged graduates to remain indebted to their parents and teachers and dedicate their knowledge to the service of the nation.
The Minister also credited Governor Anandiben Patel’s continuous guidance for improving the quality of higher education in Uttar Pradesh.
He said the state’s universities have steadily improved their national and international rankings because of reforms initiated under her leadership, making Uttar Pradesh one of the country’s leading centres of higher education.
Minister of State for Higher Education Rajni Tiwari congratulated the graduating students and encouraged them to face future challenges with confidence and determination.
She said the ideals of Rajju Bhaiya should remain a lifelong source of inspiration for every student passing out of the university.
The convocation also featured addresses by Dr Sachchidanand Joshi, Member Secretary of the Indira Gandhi National Centre for the Arts, and honorary D.Litt. recipient Khatri Abdul Sattar Bapu, both of whom urged students to combine knowledge with service to society.
Presenting the university’s annual report, Vice-Chancellor Prof. (Dr.) Akhilesh Kumar Singh highlighted significant progress in academics, research, innovation, digitisation and community outreach.
He appealed to students to embrace the vision of the National Education Policy and actively contribute to entrepreneurship, skill development, and nation-building.

ज्ञान, कौशल, नवाचार और सामाजिक उत्तरदायित्व के समन्वय का सशक्त संदेश देते हुए उत्तर प्रदेश की राज्यपाल एवं राज्य विश्वविद्यालयों की कुलाधिपति श्रीमती आनंदीबेन पटेल ने गुरुवार को प्रोफेसर राजेंद्र सिंह (रज्जू भैया) विश्वविद्यालय के नवम दीक्षांत समारोह में युवाओं का आह्वान किया कि वे केवल डिग्रीधारी नहीं, बल्कि वर्ष 2047 तक विकसित भारत के निर्माण के सक्रिय शिल्पकार बनें।
हजारों विद्यार्थियों, शिक्षकों, शोधार्थियों और गणमान्य अतिथियों की उपस्थिति में आयोजित समारोह में राज्यपाल ने कहा कि आज के विश्वविद्यालयों की भूमिका केवल उपाधियां प्रदान करने तक सीमित नहीं रह सकती।
उन्हें नवाचार, अनुसंधान, कौशल विकास, उद्यमिता और राष्ट्र निर्माण के ऐसे केंद्रों के रूप में विकसित होना होगा, जहां से समाज और देश का भविष्य आकार ले।
इस अवसर पर विश्वविद्यालय ने 81,882 विद्यार्थियों को उपाधियां प्रदान कीं। इनमें 42,960 छात्राएं और 38,922 छात्र शामिल रहे। उत्कृष्ट शैक्षणिक प्रदर्शन के लिए 236 मेधावी विद्यार्थियों को कुल 242 पदकों से सम्मानित किया गया।
इनमें 73 स्वर्ण पदक, 82 रजत पदक और 87 कांस्य पदक शामिल हैं। विशेष बात यह रही कि पदक विजेताओं में 158 छात्राएं और 78 छात्र रहे, जो उच्च शिक्षा में बेटियों की लगातार बढ़ती भागीदारी और उत्कृष्ट प्रदर्शन का स्पष्ट संकेत है।
राज्यपाल ने छात्राओं की उपलब्धियों की सराहना करते हुए कहा कि यह बदलते भारत की तस्वीर है, जहां बेटियां हर क्षेत्र में नई ऊंचाइयों को छू रही हैं। उन्होंने कहा कि महिलाओं की शिक्षा, आत्मविश्वास और प्रतिभा ही समाज के समग्र विकास की आधारशिला है।
उन्होंने विद्यार्थियों से अपने माता-पिता और गुरुजनों के प्रति सदैव कृतज्ञ रहने का आह्वान करते हुए कहा कि जीवन में सबसे बड़ा त्याग माता करती है और उसका सम्मान प्रत्येक संतान का नैतिक दायित्व है।
उन्होंने प्रधानमंत्री नरेंद्र मोदी के ‘एक पेड़ मां के नाम’ अभियान का उल्लेख करते हुए इसे मातृ सम्मान और पर्यावरण संरक्षण का सुंदर संगम बताया।
डिजिटल इंडिया अभियान को आगे बढ़ाने पर बल देते हुए कुलाधिपति ने विश्वविद्यालय प्रशासन को निर्देश दिए कि विद्यार्थियों को अपनी डिग्रियां डिजिलॉकर के माध्यम से डाउनलोड करने के लिए प्रेरित किया जाए।
उन्होंने कहा कि डिजिटल प्रमाण-पत्र न केवल सुरक्षित हैं, बल्कि देश और विदेश में उच्च शिक्षा तथा रोजगार के लिए भी अधिक उपयोगी सिद्ध होंगे।
साथ ही उन्होंने यह भी सुनिश्चित करने को कहा कि जिन विद्यार्थियों को उच्च शिक्षा, नौकरी अथवा विदेश में प्रवेश के लिए डिग्री या प्रमाण-पत्र की आवश्यकता हो, उन्हें दीक्षांत समारोह की प्रतीक्षा न करनी पड़े और सभी औपचारिकताएं पूरी होते ही दस्तावेज उपलब्ध करा दिए जाएं।
दीक्षांत समारोह के दौरान विश्वविद्यालय परिसर में तीन नई शैक्षणिक सुविधाओं— अकादमिक भवन-सी, लर्निंग रिसोर्स सेंटर (प्रथम तल) तथा समेकित सुविधा भवन—का लोकार्पण भी किया गया। राज्यपाल ने कहा कि इन आधुनिक सुविधाओं से शिक्षण, अनुसंधान और विद्यार्थियों को उपलब्ध संसाधनों में उल्लेखनीय वृद्धि होगी।
समारोह में समाजसेवी खत्री अब्दुल सत्तार बापू को समाज सेवा के क्षेत्र में उनके उल्लेखनीय योगदान के लिए मानद डी.लिट. उपाधि प्रदान की गई। सम्मान स्वीकार करते हुए उन्होंने कहा कि शिक्षा तभी सार्थक है, जब उसका उपयोग मानवता की सेवा के लिए किया जाए।
इस अवसर पर विश्वविद्यालय की वार्षिक स्मारिका और विभिन्न प्रतिवेदनों का भी विमोचन किया गया।
कार्यक्रम के दौरान शिक्षण क्षेत्र में उत्कृष्ट योगदान देने वाले चार शिक्षकों, राष्ट्रीय स्तर पर उपलब्धियां हासिल करने वाले 14 खिलाड़ियों तथा एचपीवी टीकाकरण अभियान में विशेष योगदान देने वाले अधिकारियों को सम्मानित किया गया।
विश्वविद्यालय द्वारा गोद लिए गए गांवों के विद्यार्थियों को विभिन्न प्रतियोगिताओं में उत्कृष्ट प्रदर्शन के लिए पुरस्कार प्रदान किए गए। साथ ही प्राथमिक विद्यालयों के बच्चों को पुस्तकों का वितरण भी किया गया।
सांस्कृतिक प्रस्तुतियों ने समारोह को विशेष आकर्षण प्रदान किया। स्कूली बच्चों ने पर्यावरण संरक्षण और सामाजिक जागरूकता पर आधारित रंगारंग कार्यक्रम प्रस्तुत किए, जबकि राजकीय बालिका गृह की बालिकाओं ने ‘आरंभ है प्रचंड’ गीत पर प्रभावशाली प्रस्तुति देकर उपस्थित लोगों की खूब सराहना प्राप्त की।
राज्यपाल ने स्वयं मंच पर जाकर बच्चों को सम्मानित किया और उनकी प्रतिभा की खुलकर प्रशंसा की।
सामाजिक सरोकारों को आगे बढ़ाते हुए राज्यपाल ने आंगनबाड़ी कार्यकर्ताओं को स्वास्थ्य किट वितरित कीं तथा विश्वविद्यालय परिसर में पौधारोपण कर पर्यावरण संरक्षण का संदेश दिया। उन्होंने कहा कि शिक्षा तभी सार्थक है, जब वह समाज और प्रकृति दोनों के प्रति संवेदनशील नागरिक तैयार करे।
समारोह के दौरान प्रयागराज और कौशांबी जिलों के लिए 500 आंगनबाड़ी किट वितरित किए गए। राज्यपाल ने बताया कि प्रदेश के 66,143 आंगनबाड़ी केंद्रों तक अब ऐसी किटें पहुंचाई जा चुकी हैं।
उन्होंने इसे मातृ एवं शिशु स्वास्थ्य को मजबूत करने की दिशा में महत्वपूर्ण पहल बताते हुए संबंधित अधिकारियों के प्रयासों की सराहना की।
महिला स्वास्थ्य को प्राथमिकता देते हुए उन्होंने जानकारी दी कि प्रयागराज और कौशांबी में पुलिसकर्मियों की बेटियों सहित 900 किशोरियों का एचपीवी टीकाकरण कराया गया।
उन्होंने सभी विद्यालयों और महाविद्यालयों से इस अभियान को जन-आंदोलन बनाने की अपील करते हुए कहा कि केंद्र सरकार द्वारा यह वैक्सीन निःशुल्क उपलब्ध कराई जा रही है, इसलिए प्रत्येक पात्र बेटी तक इसका लाभ पहुंचना चाहिए।
राज्यपाल ने टीका लगवाने वाली बालिकाओं से संवाद भी किया और उन्हें स्वास्थ्य जागरूकता का संदेश समाज तक पहुंचाने का आग्रह किया। उन्होंने कहा कि जागरूक युवा पीढ़ी ही स्वस्थ और सशक्त भारत का आधार बनेगी।
अपने संबोधन में उन्होंने प्रयागराज को ज्ञान, संस्कृति और आध्यात्मिक चेतना की पावन भूमि बताते हुए कहा कि यह नगरी सदियों से देश को दिशा देती रही है।
उन्होंने विश्वविद्यालय के नामकरण से जुड़े महान शिक्षाविद, वैज्ञानिक और राष्ट्रभक्त प्रोफेसर राजेंद्र सिंह ‘रज्जू भैया’ को स्मरण करते हुए कहा कि उनका सरल व्यक्तित्व, वैज्ञानिक दृष्टिकोण और राष्ट्रसेवा का भाव आज भी युवाओं के लिए प्रेरणा का स्रोत है।
राज्यपाल ने विश्वविद्यालय प्रशासन को निर्देश दिया कि रज्जू भैया के जीवन, विचारों और योगदान पर नियमित अध्ययन, शोध, संगोष्ठियां, निबंध प्रतियोगिताएं तथा पुस्तक प्रकाशन कराए जाएं, ताकि नई पीढ़ी उनके आदर्शों से परिचित हो सके।
उन्होंने घोषणा की कि ऐसी प्रतियोगिताओं में उत्कृष्ट प्रदर्शन करने वाले विद्यार्थियों को राजभवन आमंत्रित कर सम्मानित किया जाएगा।
नई शिक्षा नीति, कौशल विकास और नवाचार को बताया विकसित भारत की आधारशिला
अपने संबोधन के अगले चरण में राज्यपाल आनंदीबेन पटेल ने विश्वविद्यालय की शैक्षणिक उपलब्धियों की सराहना करते हुए कहा कि प्रोफेसर राजेंद्र सिंह (रज्जू भैया) विश्वविद्यालय ने राष्ट्रीय मूल्यांकन एवं प्रत्यायन परिषद (एनएएसी) से ‘ए’ ग्रेड प्राप्त कर अपनी गुणवत्ता का प्रमाण दिया है।
उन्होंने कहा कि यदि विश्वविद्यालय कुछ और प्रयास करता तो वह ए++ ग्रेड भी प्राप्त कर सकता था। उन्होंने कहा कि जिन संस्थानों को सर्वोच्च ग्रेड मिलता है, उन्हें राष्ट्रीय संस्थागत रैंकिंग (एनआईआरएफ) और वैश्विक रैंकिंग में भी बेहतर स्थान प्राप्त होता है तथा ऐसे विश्वविद्यालय विदेशी विद्यार्थियों को भी आकर्षित करते हैं।
परीक्षा और मूल्यांकन व्यवस्था में आधुनिक तकनीक अपनाने के लिए विश्वविद्यालय की सराहना करते हुए उन्होंने कहा कि उत्तर पुस्तिकाओं का ऑनलाइन अवलोकन जैसी पारदर्शी व्यवस्था विद्यार्थियों के विश्वास को मजबूत करती है।
उन्होंने स्पष्ट किया कि मूल्यांकन प्रक्रिया निष्पक्ष, गुणवत्तापूर्ण और पारदर्शी होनी चाहिए ताकि किसी भी विद्यार्थी के साथ अन्याय न हो।
राज्यपाल ने विश्वविद्यालयों को निर्देश दिया कि यदि किसी विद्यार्थी को उच्च शिक्षा, रोजगार या विदेश में अध्ययन के लिए तत्काल डिग्री अथवा प्रमाण-पत्र की आवश्यकता हो तो उसे दीक्षांत समारोह की प्रतीक्षा न कराई जाए।
आवश्यक औपचारिकताएं पूरी होते ही प्रमाण-पत्र उपलब्ध कराना विश्वविद्यालयों की जिम्मेदारी होनी चाहिए।
भारत की समृद्ध ज्ञान परंपरा का उल्लेख करते हुए उन्होंने कहा कि विश्वविद्यालयों को देश के ऋषि-मुनियों, महान वैज्ञानिकों, ऐतिहासिक विभूतियों और सांस्कृतिक धरोहर पर गंभीर शोध को बढ़ावा देना चाहिए।
उन्होंने महर्षि भारद्वाज सहित प्राचीन भारतीय ज्ञान परंपरा के अनेक उदाहरणों का उल्लेख करते हुए कहा कि इन विषयों पर शोध, संगोष्ठियां, अध्ययन और प्रतियोगिताएं आयोजित की जानी चाहिए, ताकि युवा अपनी सभ्यता और सांस्कृतिक विरासत को वैज्ञानिक दृष्टि से समझ सकें।
उन्होंने कहा कि भारत का भविष्य उसकी युवा शक्ति और आधुनिक शिक्षा व्यवस्था पर आधारित है। इसी सोच के अनुरूप केंद्र सरकार ने इस वर्ष के बजट में उच्च शिक्षा के लिए लगभग 11 प्रतिशत अधिक धनराशि का प्रावधान किया है। यह निवेश केवल शिक्षा पर नहीं बल्कि देश के भविष्य पर किया गया निवेश है।
राज्यपाल ने कहा कि आज का समय केवल पारंपरिक शिक्षा का नहीं, बल्कि कौशल, नवाचार और उद्यमिता का है।
उन्होंने केंद्रीय बजट में 15,000 माध्यमिक विद्यालयों और 500 महाविद्यालयों में एनीमेशन, विजुअल इफेक्ट्स, गेमिंग एवं कॉमिक्स (एवीजीसी) कंटेंट क्रिएटर लैब स्थापित करने के प्रस्ताव का स्वागत करते हुए कहा कि इससे युवाओं के लिए रचनात्मक और डिजिटल अर्थव्यवस्था में रोजगार के नए अवसर खुलेंगे।
उन्होंने कहा कि शिक्षा और कौशल विकास एक-दूसरे के पूरक हैं। स्किल इंडिया मिशन के माध्यम से युवाओं को उद्योगों की आवश्यकताओं के अनुरूप प्रशिक्षित किया जा रहा है, जिससे वे केवल रोजगार पाने वाले नहीं बल्कि रोजगार सृजित करने वाले भी बन सकें।
उन्होंने विदेश में पढ़ाई के लिए भेजी जाने वाली राशि पर टैक्स कलेक्टेड एट सोर्स (टीसीएस) की दर पांच प्रतिशत से घटाकर दो प्रतिशत किए जाने के निर्णय को भी विद्यार्थियों और अभिभावकों के लिए बड़ी राहत बताया।
महिलाओं की उच्च शिक्षा और विज्ञान के क्षेत्र में भागीदारी बढ़ाने पर जोर देते हुए राज्यपाल ने कहा कि प्रत्येक जिले में बालिका छात्रावास स्थापित करने की योजना बेटियों के लिए सुरक्षित और अनुकूल शैक्षणिक वातावरण तैयार करेगी।
उन्होंने विश्वास व्यक्त किया कि विज्ञान, प्रौद्योगिकी, इंजीनियरिंग और गणित (एसटीईएम) के क्षेत्रों में बेटियों की बढ़ती भागीदारी भारत को ज्ञान और नवाचार की वैश्विक महाशक्ति बनाएगी।
उन्होंने औद्योगिक एवं लॉजिस्टिक्स कॉरिडोर के आसपास पांच यूनिवर्सिटी टाउनशिप स्थापित करने के प्रस्ताव को शिक्षा और उद्योग के बीच मजबूत सेतु बताया।
इससे अनुसंधान, स्टार्टअप, नवाचार और रोजगार के नए अवसर विकसित होंगे तथा विद्यार्थियों को पढ़ाई के साथ व्यावहारिक अनुभव भी प्राप्त होगा।
राज्यपाल ने कहा कि एजुकेशन टू एम्प्लॉयमेंट एंड एंटरप्राइज जैसी उच्चस्तरीय समिति शिक्षा व्यवस्था को उद्योग और सेवा क्षेत्र की आवश्यकताओं के अनुरूप बनाने में महत्वपूर्ण भूमिका निभाएगी। इससे पाठ्यक्रम अधिक प्रासंगिक, व्यावहारिक और भविष्य की जरूरतों के अनुरूप तैयार किए जा सकेंगे।
भारत की वैश्विक उपलब्धियों का उल्लेख करते हुए उन्होंने कहा कि आज देश केवल परिवर्तन का साक्षी नहीं बल्कि उसका नेतृत्व कर रहा है। प्रधानमंत्री नरेंद्र मोदी के नेतृत्व में भारत विश्व की सबसे तेजी से बढ़ती प्रमुख अर्थव्यवस्थाओं में शामिल है।
उन्होंने कहा कि भारत आज विश्व का सबसे बड़ा वैक्सीन उत्पादक, दूसरा सबसे बड़ा मोबाइल फोन निर्माता, दूसरा सबसे बड़ा दूरसंचार बाजार, सबसे बड़ा दुग्ध उत्पादक तथा गेहूं और मत्स्य उत्पादन में अग्रणी देशों में शामिल है।
उन्होंने कहा कि ऑटोमोबाइल उद्योग, अक्षय ऊर्जा, डिजिटल भुगतान, ड्रोन तकनीक, कृत्रिम बुद्धिमत्ता, सेमीकंडक्टर और अंतरिक्ष विज्ञान जैसे क्षेत्रों में भारत तेजी से नई ऊंचाइयों को छू रहा है। यूनिफाइड पेमेंट्स इंटरफेस (यूपीआई) ने डिजिटल भुगतान प्रणाली को पूरी दुनिया के लिए एक उदाहरण बना दिया है।
साथ ही उन्होंने विश्वविद्यालयों से मिलेट (श्री अन्न) के उत्पादन और उसके प्रति जन-जागरूकता बढ़ाने का भी आह्वान किया।
विद्यार्थियों को संबोधित करते हुए राज्यपाल ने कहा कि वर्ष 2047 तक विकसित भारत के निर्माण में सबसे महत्वपूर्ण भूमिका आज के युवाओं की होगी।
उन्होंने कहा कि विद्यार्थी केवल अपने भविष्य के निर्माता नहीं बल्कि राष्ट्र के भविष्य के भी निर्माता हैं। इसलिए उन्हें ज्ञान, नवाचार, अनुसंधान, नैतिकता और राष्ट्रसेवा को जीवन का उद्देश्य बनाना चाहिए।
राष्ट्रीय शिक्षा नीति-2020 का उल्लेख करते हुए उन्होंने कहा कि इस नीति ने विद्यार्थियों को उनकी रुचि और क्षमता के अनुसार विषय चुनने की स्वतंत्रता दी है। शिक्षा का उद्देश्य केवल डिग्री प्राप्त करना नहीं, बल्कि व्यक्तित्व का समग्र विकास, सृजनात्मक सोच, उद्यमिता और नेतृत्व क्षमता का विकास करना है।
विश्वविद्यालयों को ऐसे संस्थानों के रूप में विकसित होना चाहिए जो समाज और राष्ट्र को दिशा देने वाले नेतृत्व का निर्माण करें।
भारत के स्टार्टअप इकोसिस्टम का उल्लेख करते हुए उन्होंने कहा कि वर्ष 2014 में जहां देश में लगभग 350 स्टार्टअप थे, वहीं आज उनकी संख्या दो लाख से अधिक हो चुकी है। उन्होंने विद्यार्थियों से आह्वान किया कि वे जिज्ञासा को अपनी शक्ति, नवाचार को अपनी पहचान और उत्कृष्टता को अपना लक्ष्य बनाएं।
स्कूली बच्चों द्वारा तैयार की गई चित्रकला, प्रदर्शनी और सुंदर हस्तलेखन की सराहना करते हुए राज्यपाल ने निर्देश दिया कि इन गतिविधियों पर आधारित एक पुस्तक तैयार कर प्रदेश के सभी विद्यालयों तक पहुंचाई जाए, ताकि अन्य संस्थान भी इनसे प्रेरणा ले सकें।
उन्होंने यह भी सुझाव दिया कि जिन विद्यार्थियों की लिखावट अच्छी नहीं है, उनके लिए विद्यालयों में विशेष हस्तलेखन प्रशिक्षण की व्यवस्था की जाए।
विश्वविद्यालय परिसर में खाली पड़े भवनों का उपयोग कौशल विकास कार्यक्रमों के संचालन के लिए करने का निर्देश देते हुए उन्होंने कहा कि जो विद्यार्थी किसी कारणवश अपनी पढ़ाई पूरी नहीं कर सके, उन्हें व्यावसायिक प्रशिक्षण देकर रोजगार और स्वरोजगार से जोड़ा जाना चाहिए।
इस अवसर पर उच्च शिक्षा मंत्री योगेंद्र उपाध्याय ने प्रयागराज को इतिहास, संस्कृति और आध्यात्मिक चेतना की धरती बताते हुए कहा कि प्रोफेसर राजेंद्र सिंह ‘रज्जू भैया’ का जीवन राष्ट्रभक्ति, सादगी और समर्पण का अनुपम उदाहरण है।
उन्होंने पदक और उपाधि प्राप्त करने वाले सभी विद्यार्थियों को बधाई देते हुए कहा कि उनकी सफलता के पीछे माता-पिता और गुरुजनों का अमूल्य योगदान है, जिसे जीवनभर स्मरण रखना चाहिए।
उन्होंने राज्यपाल आनंदीबेन पटेल के नेतृत्व में उत्तर प्रदेश के उच्च शिक्षा संस्थानों में हुए सुधारों की सराहना करते हुए कहा कि आज प्रदेश के अनेक विश्वविद्यालय राष्ट्रीय और अंतरराष्ट्रीय स्तर पर अपनी पहचान बना रहे हैं। यह शिक्षा की गुणवत्ता सुधारने के लिए किए गए सतत प्रयासों का परिणाम है।
उच्च शिक्षा राज्यमंत्री रजनी तिवारी ने विद्यार्थियों को शुभकामनाएं देते हुए कहा कि जीवन में चुनौतियां अवश्य आएंगी, लेकिन आत्मविश्वास, परिश्रम और संस्कार के बल पर उन्हें सफलता में बदला जा सकता है। उन्होंने कहा कि रज्जू भैया के आदर्श विद्यार्थियों के जीवन में सदैव प्रेरणा का स्रोत बने रहेंगे।
समारोह को इंदिरा गांधी राष्ट्रीय कला केंद्र के सदस्य सचिव डॉ. सच्चिदानंद जोशी तथा मानद डी.लिट. से सम्मानित खत्री अब्दुल सत्तार बापू ने भी संबोधित किया। दोनों वक्ताओं ने विद्यार्थियों से ज्ञान को समाज सेवा से जोड़ने का आह्वान किया और उनके उज्ज्वल भविष्य की कामना की।
विश्वविद्यालय के कुलपति प्रो. (डॉ.) अखिलेश कुमार सिंह ने वार्षिक प्रगति प्रतिवेदन प्रस्तुत करते हुए बताया कि विश्वविद्यालय ने शिक्षा, शोध, नवाचार, डिजिटलीकरण और सामाजिक उत्तरदायित्व के क्षेत्रों में उल्लेखनीय उपलब्धियां हासिल की हैं। उन्होंने विद्यार्थियों से नई शिक्षा नीति की भावना के अनुरूप कौशल विकास, उद्यमिता और राष्ट्र निर्माण में सक्रिय भागीदारी निभाने का आह्वान किया।
समारोह में प्रदेश के औद्योगिक विकास मंत्री नंद गोपाल गुप्ता ‘नंदी’, जिलाधिकारी मनीष कुमार वर्मा, मुख्य विकास अधिकारी हर्षिका सिंह, कुलसचिव प्रो. विनीता यादव, जिला प्रशासन के वरिष्ठ अधिकारी, शिक्षक, शोधार्थी, आंगनबाड़ी कार्यकर्त्रियां, बड़ी संख्या में छात्र-छात्राएं तथा विभिन्न क्षेत्रों के गणमान्य नागरिक उपस्थित रहे।
