After 28 Years, Kashmir’s Wandhama Massacre Returns to the Investigative Spotlight

Jammu and Kashmir’s State Investigation Agency has revived the case of the 1998 mass killing in Wandhama, seeking to reconstruct the crime and identify those behind the attack that claimed 23 Kashmiri Hindu lives.

Nearly three decades after gunmen wiped out much of the Kashmiri Hindu community that had remained in Wandhama village, investigators have returned to one of the most haunting crimes of the militancy era.

Jammu and Kashmir’s State Investigation Agency has formally revived the probe into the 1998 Wandhama massacre, in which 23 people were killed.

The agency is now looking to re-examine surviving evidence, locate witnesses and piece together the network that planned and executed the attack.

The fresh inquiry forms part of a broader push by the SIA to revisit unresolved crimes involving the targeted killing of Kashmiri Pandits during the years when militancy transformed the social and political landscape of the Valley.

According to agency sources, the purpose is not merely to reopen old files.

Investigators are attempting to revisit the underlying conspiracy, verify what can still be established through documentary records and witness accounts, and determine whether those responsible can now be identified through a renewed evidence-based investigation.

The killings at Wandhama took place during the intervening night of January 25 and 26, 1998.

Armed men wearing clothing resembling military fatigues entered the village and approached members of the Kashmiri Hindu community.

After speaking with them, the attackers persuaded or instructed the residents to come together at one location.

The gathering became a death trap.

Once the victims had assembled, the gunmen opened fire, killing 23 people. Nine of the dead were women, and four were children.

The massacre struck families that had chosen to remain in Kashmir even after the beginning of the mass exodus of Kashmiri Pandits in the early 1990s.

Four families formed the core of those targeted in Wandhama.

The dead also included five people from Jammu who were visiting relatives in the village when the attackers struck.

Investigators at the time blamed the Pakistan-based Lashkar-e-Toiba for the massacre.

The attack caused widespread anger among Kashmiri Pandits and sparked protests in several places, including Jammu and the national capital.

The day after the killings, demonstrators in Delhi attempted to march towards the National Human Rights Commission.

A confrontation with police followed, leaving nine protesters injured.

The scale of the tragedy also brought the country’s political leadership to Wandhama.

Then Prime Minister Inder Kumar Gujral travelled to the village to meet the bereaved families.

He was accompanied by senior officials as well as the then Jammu and Kashmir Chief Minister Farooq Abdullah and Governor K V Krishna Rao.

The Wandhama investigation is the latest addition to a series of cold cases involving Kashmiri Pandits that the SIA has taken up again.

Among them is the 1989 assassination of Tika Lal Taploo, a prominent lawyer and BJP leader in Jammu and Kashmir.

Taploo, who was 59, also had links with the Rashtriya Swayamsevak Sangh.

His killing is widely seen as one of the earliest high-profile targeted assassinations in the Valley’s militant period.

The agency has also revisited the murder of retired judge Neelkanth Ganjoo, who was shot dead in Srinagar in November 1989.

Ganjoo was believed to have been singled out because he had sentenced Jammu and Kashmir Liberation Front founder Maqbool Bhat to death years earlier.

Another case that has seen greater movement is the killing of Sarla Bhat, a Kashmiri Pandit nurse who worked at the Sher-e-Kashmir Institute of Medical Sciences.

She was abducted from her hostel in April 1990 and found dead the next day.

After reopening that case, the SIA filed a chargesheet against five people linked to the JKLF, including its chief Yasin Malik.

The reopening of Wandhama now brings renewed attention to a massacre that had remained buried in the past for 28 years.

The challenge before investigators will be to establish whether a crime committed in 1998 can still be reconstructed with enough reliable evidence to fix responsibility.

For the SIA, the task is to convert decades-old fragments into an evidentiary trail.

For the survivors and families of those killed, the renewed probe offers another chance that the story of what happened in Wandhama may move beyond remembrance towards accountability.

कश्मीर में आतंकवाद के दौर के सबसे भयावह सामूहिक हत्याकांडों में से एक वंधामा नरसंहार की फाइल करीब 28 साल बाद फिर जांच एजेंसियों के सामने खुली है।

जम्मू-कश्मीर की राज्य जांच एजेंसी, SIA, ने इस मामले की पुनर्जांच शुरू कर दी है, जिसमें 23 कश्मीरी हिंदुओं की हत्या कर दी गई थी।

यह नई जांच केवल पुराने मामले को औपचारिक रूप से फिर सक्रिय करने तक सीमित नहीं रहेगी।

एजेंसी उन परिस्थितियों और साजिशों की दोबारा पड़ताल करेगी, जिन्होंने जनवरी 1998 की उस रात को सामूहिक हत्या में बदल दिया था।

SIA पुराने दस्तावेजों, उपलब्ध भौतिक साक्ष्यों और संभावित गवाहों की मदद से घटना की कड़ियों को फिर जोड़ने की कोशिश करेगी।

वंधामा की घटना 25 और 26 जनवरी 1998 की दरमियानी रात हुई थी।

उस रात हथियारबंद लोग सैन्य वर्दी जैसी पोशाक पहनकर गांदरबल जिले के वंधामा गांव में पहुंचे। उन्होंने वहां रह रहे कश्मीरी हिंदुओं से संपर्क किया और उन्हें एक स्थान पर जमा होने के लिए कहा।

लोग एकत्र हुए, लेकिन कुछ ही देर बाद यह जगह मौत का मैदान बन गई।

हमलावरों ने वहां मौजूद लोगों पर गोलियां चला दीं। इस हमले में 23 लोगों की मौत हुई, जिनमें नौ महिलाएं और चार बच्चे शामिल थे।

मारे गए लोगों में मुख्य रूप से वे परिवार शामिल थे, जिन्होंने 1990 के दशक की शुरुआत में बढ़ती हिंसा के बावजूद कश्मीर घाटी नहीं छोड़ी थी। वंधामा में रहने वाले चार परिवार इस हमले की सबसे बड़ी मार झेलने वालों में थे।

इसके अलावा जम्मू से रिश्तेदारों से मिलने गांव आए पांच लोग भी गोलीबारी में मारे गए।

उस समय पुलिस ने इस हमले के लिए पाकिस्तान स्थित लश्कर-ए-तैयबा को जिम्मेदार बताया था।

इस नरसंहार के बाद कश्मीरी पंडित समुदाय में व्यापक आक्रोश फैल गया और जम्मू के साथ-साथ दिल्ली में भी विरोध प्रदर्शन हुए।

26 जनवरी 1998 को दिल्ली में प्रदर्शनकारियों ने राष्ट्रीय मानवाधिकार आयोग की ओर बढ़ने का प्रयास किया। इस दौरान पुलिस के साथ टकराव हुआ और नौ प्रदर्शनकारी घायल हो गए।

नरसंहार के बाद तत्कालीन प्रधानमंत्री इंद्र कुमार गुजराल स्वयं कश्मीर पहुंचे और वंधामा जाकर पीड़ित परिवारों से मिले।

उनके साथ तत्कालीन जम्मू-कश्मीर मुख्यमंत्री फारूक अब्दुल्ला, राज्यपाल के. वी. कृष्णा राव और अन्य वरिष्ठ अधिकारी भी थे।

वंधामा मामला उन कई पुराने मामलों में शामिल है, जिन्हें SIA ने हाल के वर्षों में फिर से जांच के लिए उठाया है।

इनमें टीका लाल टपलू की 1989 में हुई हत्या का मामला भी शामिल है। 59 वर्षीय टपलू पेशे से वकील, जम्मू-कश्मीर में भाजपा के वरिष्ठ नेता और राष्ट्रीय स्वयंसेवक संघ से जुड़े हुए थे।

उनकी हत्या को घाटी में कश्मीरी हिंदुओं के खिलाफ शुरुआती प्रमुख लक्षित हमलों में से एक माना जाता है।

SIA ने सेवानिवृत्त न्यायाधीश नीलकंठ गंजू की हत्या का मामला भी फिर खोला है। नवंबर 1989 में श्रीनगर में उनकी हत्या कर दी गई थी।

माना जाता है कि उन्हें जम्मू-कश्मीर लिबरेशन फ्रंट के संस्थापक मकबूल भट को वर्षों पहले मृत्युदंड सुनाने की वजह से निशाना बनाया गया।

कश्मीरी पंडित नर्स सरला भट की हत्या के मामले में जांच अपेक्षाकृत आगे बढ़ी है। अप्रैल 1990 में उन्हें श्रीनगर स्थित छात्रावास से अगवा किया गया था और अगले दिन उनका शव गोलियों के घावों के साथ मिला था।

इस मामले की पुनर्जांच के बाद SIA ने JKLF से जुड़े पांच लोगों के खिलाफ आरोपपत्र दाखिल किया है, जिनमें संगठन के प्रमुख यासीन मलिक का नाम भी शामिल है।

अब वंधामा मामले की पुनर्जांच के सामने सबसे बड़ी चुनौती समय है। 1998 की घटना के बाद लगभग तीन दशक बीत चुके हैं।

इस अवधि में गवाहों की उपलब्धता, पुराने रिकॉर्ड की स्थिति और साक्ष्यों की विश्वसनीयता जांच के लिए महत्वपूर्ण मुद्दे होंगे।

फिर भी, एजेंसी को उम्मीद है कि उपलब्ध सामग्री, नए तथ्यों और गवाहियों के आधार पर इस सामूहिक हत्या की पूरी साजिश को समझने में प्रगति की जा सकती है।

वंधामा के पीड़ित परिवारों के लिए यह मामला केवल इतिहास का एक बंद अध्याय नहीं है। SIA की नई जांच ने एक बार फिर यह उम्मीद जगाई है कि 23 लोगों की हत्या के पीछे छिपे चेहरों और साजिश तक आखिरकार पहुंचा जा सकेगा।
