Amit Shah Pushes 10-Year Counter-Terror Plan, Wants PRAHAAR Embedded From Top Agencies to Police Stations
New Delhi conference focuses on faster inter-agency action, automated response and international cooperation; 288 fugitives brought back from 36 countries since 2019, says Home Minister.
New Delhi: India is seeking to turn its counter-terrorism strategy into a permanent, multi-level security architecture, with Union Home Minister Amit Shah calling for the PRAHAAR framework to be institutionalised for the next decade and implemented down to the police-station level.
Shah made the call on Monday while opening a national conference on PRAHAAR – CT Policy and Strategy in New Delhi.
The meeting brought senior police and security officials from across the country together to examine how the new framework can be translated into coordinated action on the ground.
Rather than treating counter-terrorism as the responsibility of a few specialised agencies, the framework seeks to link prevention, intelligence, policing, international cooperation and recovery into a wider national response.
The Ministry of Home Affairs describes PRAHAAR as India’s first comprehensive National Counter Terrorism Policy and Strategy, unveiled in February 2026.
The acronym PRAHAAR incorporates seven areas of action: Prevention, Response, Aggregating Internal Capacities, Human Rights, Attenuating Conditions for Terrorism, Aligning International Efforts, and Recovery and Resilience.
The policy is designed around coordinated “whole-of-government” and “whole-of-society” approaches.
Shah told the gathering that the strategy would have to evolve continuously rather than remain a static policy document.
He called for systematic examination of terrorist incidents so that emerging patterns, operational shortcomings and lessons from past cases could feed into a concrete counter-terror mechanism for the coming 10 years.
A major thrust of his address was the need to make the framework work at the lowest operational level.
Shah said the principles of PRAHAAR should reach police stations and urged authorities to adopt a proactive approach rather than wait for threats to materialise.
He also called for an automated counter-terrorism response mechanism at every level.
The emphasis, according to the government, is on ensuring that information and decisions move rapidly between agencies and that bureaucratic or jurisdictional gaps do not slow down action during a security emergency.
The Home Minister further stressed that every component of PRAHAAR should produce measurable results.
Better coordination between the agencies involved in counter-terror operations, he said, would be essential to eliminating delays and ensuring that warnings or intelligence are converted into timely action.
At the conference, Shah also unveiled a new Extradition Portal, intended to streamline the process of locating and bringing back fugitives who are hiding overseas.
He asked state police forces to constitute specialised teams that can work alongside central agencies on extradition-related cases.
According to figures presented by Shah, 288 fugitive criminals have been returned to India from 36 countries between 2019 and 2026.
The government has increasingly used intelligence sharing, international police cooperation and technology as part of its efforts to trace wanted persons outside the country.
Shah also highlighted the recent crackdown on the Shahzad Bhatti Network.
He said coordinated action by security agencies had resulted in the dismantling of more than 40 modules linked to the network, with more than 100 FIRs registered and 350 people arrested across 15 states, according to the government’s account.
The Centre declared the network a terrorist organisation under the Unlawful Activities (Prevention) Act earlier this month.
The conference was attended by the Union Home Secretary and Foreign Secretary, besides chiefs of Central Armed Police Forces and Central Police Organisations.
Directors General of Police from 15 states and Anti-Terrorism Squad chiefs from all states and Union Territories participated in person, while other senior state police officers and frontline personnel joined virtually.
The government’s stated objective is to make counter-terrorism a coordinated national enterprise rather than a series of isolated responses.
PRAHAAR combines security preparedness with prevention, human-rights safeguards, international engagement and post-incident recovery, placing greater emphasis on institutional coordination and resilience alongside immediate counter-terror operations.

नई दिल्ली, 29 सितंबर 2026: आतंकवाद से निपटने की राष्ट्रीय व्यवस्था को अगले एक दशक के लिए अधिक संगठित और त्वरित बनाने की दिशा में केंद्र सरकार ने ‘प्रहार’ (PRAHAAR) रणनीति को संस्थागत रूप देने पर जोर दिया है। केंद्रीय गृह मंत्री अमित शाह ने कहा है कि इसका प्रभाव देश की शीर्ष सुरक्षा एजेंसियों तक सीमित न रहकर पुलिस थानों तक दिखाई देना चाहिए।
शाह ने सोमवार को नई दिल्ली में ‘प्रहार – सीटी पॉलिसी एंड स्ट्रैटेजी’ पर आयोजित राष्ट्रीय सम्मेलन का उद्घाटन करते हुए यह बात कही। सम्मेलन में केंद्र और राज्यों के वरिष्ठ पुलिस तथा सुरक्षा अधिकारियों ने आतंकवाद से मुकाबले के लिए तैयार किए गए नए ढांचे को जमीनी स्तर पर लागू करने के तरीकों पर चर्चा की।
‘प्रहार’ को आतंकवाद से निपटने की ऐसी व्यापक व्यवस्था के रूप में तैयार किया गया है, जिसमें केवल हमले के बाद कार्रवाई पर निर्भर रहने के बजाय रोकथाम, खुफिया समन्वय, पुलिस कार्रवाई, अंतरराष्ट्रीय सहयोग और हमले के बाद पुनर्बहाली को एक ही सुरक्षा ढांचे से जोड़ा गया है। गृह मंत्रालय के अनुसार, फरवरी 2026 में इसे भारत की पहली व्यापक राष्ट्रीय आतंकवाद-रोधी नीति एवं रणनीति के रूप में पेश किया गया था।
इस रणनीति के सात प्रमुख आधार हैं—रोकथाम, प्रतिक्रिया, आंतरिक क्षमताओं को एकजुट करना, मानवाधिकार, आतंकवाद के लिए अनुकूल परिस्थितियों को कमजोर करना, अंतरराष्ट्रीय प्रयासों में तालमेल तथा रिकवरी और रेजिलिएंस। इसमें सरकार और समाज, दोनों की व्यापक भागीदारी पर आधारित दृष्टिकोण अपनाया गया है।
गृह मंत्री ने कहा कि आतंकवाद का स्वरूप लगातार बदल रहा है, इसलिए सुरक्षा नीति को भी स्थिर नहीं रखा जा सकता। उन्होंने आतंकी घटनाओं का लगातार विश्लेषण करने और उनसे प्राप्त अनुभवों को भविष्य की कार्रवाई में शामिल करने की जरूरत बताई। इसी आधार पर अगले 10 वर्षों के लिए एक ठोस और प्रभावी ‘प्रहार’ तंत्र विकसित करने पर उन्होंने जोर दिया।
शाह के संबोधन का एक महत्वपूर्ण हिस्सा स्थानीय पुलिस व्यवस्था को राष्ट्रीय आतंकवाद-रोधी ढांचे से जोड़ने पर केंद्रित रहा। उन्होंने कहा कि ‘प्रहार’ के सिद्धांतों को थाना स्तर तक पहुंचना चाहिए और आतंकवादी खतरे से निपटने के लिए पुलिस एवं सुरक्षा एजेंसियों को पहले से सक्रिय रहने की जरूरत है।
उन्होंने सुरक्षा व्यवस्था के प्रत्येक स्तर पर स्वचालित आतंकवाद-रोधी प्रतिक्रिया प्रणाली को संस्थागत बनाने की वकालत की। इसका उद्देश्य विभिन्न एजेंसियों के बीच सूचना और कार्रवाई का प्रवाह तेज करना तथा किसी संभावित खतरे के समय प्रशासनिक या विभागीय देरी को कम करना है।
शाह ने ‘प्रहार’ के सभी सात हिस्सों को परिणाम-आधारित बनाने की आवश्यकता भी बताई। उनके मुताबिक, आतंकवाद से जुड़े मामलों में अलग-अलग एजेंसियों के बीच तालमेल जितना बेहतर होगा, खतरे की सूचना मिलने से लेकर कार्रवाई तक का समय उतना ही कम किया जा सकेगा।
सम्मेलन में गृह मंत्री ने नया एक्सट्राडिशन पोर्टल भी शुरू किया। इसका मकसद विदेशों में मौजूद भगोड़ों के मामलों में विभिन्न एजेंसियों के बीच समन्वय बढ़ाना और उन्हें भारत वापस लाने की प्रक्रिया को गति देना है। शाह ने राज्य पुलिस बलों को केंद्रीय एजेंसियों के साथ मिलकर काम करने के लिए विशेष टीमें बनाने को कहा।
शाह के मुताबिक, 2019 से 2026 के बीच 36 देशों से 288 भगोड़े अपराधियों को भारत वापस लाया गया। सरकार ने विदेशों में छिपे अपराधियों का पता लगाने और उन्हें वापस लाने के लिए अंतरराष्ट्रीय सहयोग, खुफिया सूचनाओं के आदान-प्रदान और तकनीक के इस्तेमाल पर जोर दिया है।
गृह मंत्री ने शहजाद भट्टी नेटवर्क के खिलाफ कार्रवाई का भी उल्लेख किया। सरकारी आंकड़ों के अनुसार, एजेंसियों के बीच बेहतर तालमेल के चलते नेटवर्क के 40 से अधिक मॉड्यूल के खिलाफ कार्रवाई की गई। 15 राज्यों में 100 से अधिक एफआईआर दर्ज की गईं और 350 लोगों को गिरफ्तार किया गया। केंद्र सरकार ने सितंबर में इस नेटवर्क को यूएपीए के तहत आतंकवादी संगठन घोषित किया था।
सम्मेलन में केंद्रीय गृह सचिव और विदेश सचिव के अलावा केंद्रीय सशस्त्र पुलिस बलों तथा केंद्रीय पुलिस संगठनों के प्रमुख मौजूद रहे। 15 राज्यों के पुलिस महानिदेशक और सभी राज्यों एवं केंद्रशासित प्रदेशों के एंटी-टेररिज्म स्क्वॉड प्रमुखों ने प्रत्यक्ष रूप से हिस्सा लिया, जबकि अन्य वरिष्ठ पुलिस अधिकारी और जमीनी स्तर पर तैनात अधिकारी वीडियो माध्यम से जुड़े।
सरकार के अनुसार, ‘प्रहार’ का लक्ष्य आतंकवाद से निपटने के लिए एक ऐसा साझा राष्ट्रीय ढांचा तैयार करना है जिसमें हमले को रोकने से लेकर त्वरित कार्रवाई, मानवाधिकार आधारित प्रक्रिया, अंतरराष्ट्रीय सहयोग और घटना के बाद पुनर्बहाली तक सभी पहलुओं को जोड़ा जाए। इस व्यवस्था में संस्थागत तालमेल और दीर्घकालिक सुरक्षा क्षमता को विशेष महत्व दिया गया है।
